World Health Organization (WHO), Africa Centres for Disease Control and Prevention (Africa CDC) and Robert Koch Institute (RKI) expand unique partnership to strengthen collaborative surveillance in Africa
The World Health Organization (WHO), Africa Centres for Disease Control and Prevention (Africa CDC) and the Robert Koch Institute (RKI) announced today the expansion of the successful Health Security Partnership to Strengthen Disease Surveillance in Africa (HSPA) to seven countries on the continent.
The Health Security Partnership strengthens disease surveillance and epidemic intelligence across the African Continent, enabling countries to better detect and respond to public health threats – whether they are natural, accidental, or deliberate.
Launched in 2023 in six countries, The Gambia, Mali, Morocco, Namibia, South Africa, and Tunisia, the partnership will expand to other countries, including Rwanda, in its second phase which runs from 2025-2028.
'HSPA represents an important step forward in building stronger partnerships for health security in Africa. By bringing together global, regional and national actors, this initiative supports countries in strengthening Collaborative Surveillance through mutual exchange and practical action. WHO remains committed to working alongside Member States to ensure that these collective efforts are well-coordinated, responsive, and rooted in national priorities,' said Dr Chikwe Ihekweazu, Acting WHO Regional Director for Africa; Deputy Executive Director, WHO Health Emergencies Programme.
Africa experiences more disease outbreaks than any other part of the world. While significant progress has been made in strengthening disease surveillance over the past decade, no country can tackle today's complex health threats alone.
'Within the framework of this project, Africa CDC will work with the Member States in mobilizing political will for biosecurity and surveillance, establishing regional frameworks for bio-surveillance of high-consequence biological agents and toxins, and coordinating event-based surveillance. The collaboration with other partners and coordination with Member States is crucial especially in the current context of limited resources to strengthen the continent's capacity for early detection, response, and management of biological threats,'said Dr Raji Tajudeen, Acting Deputy Director General and Head, Division of Public Health Institutes and Research, Africa CDC.
At the heart of the initiative is a Collaborative Surveillance approach that connects health and security sectors to reduce biological risks and strengthen surveillance systems nationally and internationally.
The partnership is supporting countries to strengthen capacities in biorisk management, event and indicator-based surveillance, genomic surveillance and epidemic intelligence. This is achieved through training, guidance development, co-creation of implementation roadmaps, and hands-on technical assistance to ensure that implementation is aligned with country priorities, embedded within broader national systems, and built for long-term sustainability.
'We are proud of what this partnership has achieved so far. It has strengthened health system coordination and resilience in the African Continent, delivering tangible gains in biosecurity, disease surveillance, genomic surveillance, and epidemic intelligence. This has only been possible because of the trusted partnership between Africa CDC, RKI and WHO with countries in the driver's seat,' said Dr Merawi Aragaw, Head of Surveillance and Disease at Africa CDC.
The HSPA initiative has been supported from the start by the Government of Canada through its Weapons Threat Reduction Program, with additional funding in phase two from the Government of the United Kingdom.
Building on the achievements in phase one, the participating countries, with support from WHO and partners, will accelerate implementation to build a healthier, safer and more resilient Africa.

International Monetary Fund (IMF) Staff Conclude Article IV Discussions and Reach Staff-Level Agreement on the Third Review of the Extended Credit Facility for Ethiopia
IMF staff and the Ethiopian authorities have reached staff-level agreement on economic policies to conclude the third review of the four-year US$3.4 billion Extended Credit Facility arrangement. Once approved by the IMF Executive Board, Ethiopia will gain access to about US$260 million in financing. Ethiopia's macroeconomic performance has exceeded program expectations, with better-than-forecast results for inflation, export growth, and international reserves. Maintaining reform momentum remains essential for consolidating recent gains, correcting macroeconomics imbalances, restoring external debt sustainability, laying the foundations for high, private sector-led growth, and ensuring the success of Ethiopia's homegrown reform agenda. A staff team from the International Monetary Fund (IMF) led by Mr. Alvaro Piris, visited Addis Ababa from April 3 to 17, 2025, to discuss the 2025 Article IV consultation and the third review under the Extended Credit Facility (ECF). Discussions continued at the Spring Meetings in Washington DC, April 21-28, and subsequently. The ECF arrangement was approved by the IMF Executive Board on July 29, 2024, for a total amount of US$3.4 billion (SDR 2.556 billion). Subject to approval by the IMF Executive Board, the third review will make available about US$260 million (SDR191.7 million), bringing total IMF financial support under the ECF arrangement so far to about US$1,849 million (SDR1,406.4 million). Today, Mr Piris issued the following statement: 'The IMF staff team and the Ethiopian authorities have reached staff-level agreement on the third review of Ethiopia's economic program under the ECF arrangement. The agreement is subject to the approval of IMF management and the Executive Board in the coming weeks. A memorandum of understanding with official creditors is expected to be agreed ahead of the IMF Board's consideration of the third review. 'The authorities' policy actions in the first year of the program have yielded strong results. The transition to a flexible exchange rate regime has proceeded with little disruption. Measures to modernize monetary policy, mobilize domestic revenues, enhance social safety nets, strengthen state-owned enterprises, and anchor financial stability continue to show encouraging results. Macroeconomic indicators have performed better than expected, with substantially better outcomes than forecast for inflation, goods exports, and international reserves. 'Recent policy action should help deepen the FX market and tackle remaining distortions. While real exchange misalignment has been corrected and FX availability has improved from a year ago, the spread between the official and parallel market widened again in early 2025 and high fees and commissions persist. Actions that are being rolled out to enhance transparency, reduce costs, ease restrictions on current account transactions, and strengthen prudential regulation will help to improve the functioning of the FX market. 'Maintaining reform momentum will be key to consolidating gains and securing sustainable high growth. Continued tight monetary and financial conditions will be important for managing inflation and exchange rate expectations. Further revenue mobilization is needed to provide sustainable financing for critical development spending. Reforms to improve the business environment, ensure fair taxation practices, encourage foreign direct investment, and facilitate open dialogue with business will be important to secure private sector investment. Efforts to end the remaining elements of financial repression and develop the capital market will help to mobilize savings and support the efficient allocation of capital. 'The staff team is grateful to the authorities for the excellent policy discussions and their strong commitment to the success of the IMF-supported economic program. The team met with Minister of Finance Ahmed Shide, Governor of the National Bank of Ethiopia Mamo Mihretu, State Minister of Finance Eyob Tekalign, and other senior officials. Staff also had productive discussions with representatives of banks and businesses that are operating in a range of sectors and representatives of civil society.' Nigeria: At least 115 killed in flash floods; toll expected to rise further
Flash floods that ripped through parts of central Nigeria have killed at least 115 people, an emergency services official said on Friday, with the toll expected to rise further. Teams of rescuers continued to search for missing residents after torrential rains late on Wednesday washed away and submerged dozens of homes in and around the city of Mokwa, in Niger state. "We have so far recovered 115 bodies and more are expected to be recovered because the flood came from far distance and washed people into the River Niger," Ibrahim Audu Husseini, a spokesman for the Niger State Emergency Management Agency told AFP. "Downstream, bodies are still being recovered. So, the toll keeps rising," he added. He said many were still missing, citing a family of 12 where only four members have been accounted for. "Some bodies were recovered from the debris of collapsed homes," he said, adding that his teams would need excavators to retrieve corpses from under the rubble. Earlier on Friday, an official coordinating the search and rescue operation, Hussaini Isah, had given a provisional toll of 88. An AFP journalist saw emergency services conducting search and rescue operations as residents searched through the rubble of collapsed buildings as flood waters flowed alongside. 'We lost everything' Displaced children played in the flood waters, heightening the possibility of exposure to water-borne diseases as at least two bodies lay covered in printed cloth and banana leaves. An emotional woman in a maroon headscarf sat with tears dripping down her face. Mohammed Tanko, 29, a civil servant, pointed to a house he grew up in, telling reporters "we lost at least 15 from this house. The property (is) gone. We lost everything". Fisherman Danjuma Shaba, 35, said he slept rough in a car park. "I don't have a house to sleep in. My house has already collapsed," said Shaba. Nigeria's rainy season, which usually lasts six months, is just getting started for the year. Flooding, usually caused by heavy rains and poor infrastructure, wreaks havoc every year, killing hundreds of people across the west African country. Scientists have also warned that climate change is already fuelling more extreme weather patterns. In Nigeria, the floods are exacerbated by inadequate drainage, the construction of homes on waterways and the dumping of waste in drains and water channels. The Nigerian Meteorological Agency had warned of possible flash floods in 15 of Nigeria's 36 states, including Niger state, between Wednesday and Friday. In 2024, more than 1,200 people were killed and 1.2 million displaced in at least 31 out of Nigeria's 36 states, making it one of the country's worst floods in decades, according to the National Emergency Management Agency.

Rwanda renews its leadership in gender equality through technology and innovation at Generation Equality national stakeholders roundtable
UN Women Rwanda, in close collaboration with the Ministry of Gender and Family Promotion (MIGEPROF), successfully convened the 4th Generation Equality Forum (GEF) Stakeholders Roundtable, reaffirming Rwanda's global leadership in advancing gender equality through technology and innovation. Held at MIGEPROF headquarters, the bi-annual forum brought together over 50 stakeholders from across government, civil society, the private sector, academia, and development partners to assess national progress and strengthen cross-sector partnerships aligned with the GEF agenda and Rwanda's national commitments . Rwanda has emerged as a global leader, proudly serving as co-lead of the Action Coalition on Technology and Innovation for Gender Equality. With consistent coordination by UN Women and MIGEPROF, Rwanda has institutionalized a results-oriented, inclusive stakeholder engagement model. This roundtable served as a critical midpoint reflection in Rwanda's five-year journey toward fulfilling its national pledges, first declared by H.E. President Paul Kagame at the 2021 Forum in Paris and reaffirmed the country's commitment to using technology and innovation as a powerful lever for gender transformation. Opening the session, Hon. Consolée Uwimana, Minister of Gender and Family Promotion, emphasized the tangible strides made to date. Girls' enrollment in STEM at the upper secondary level has increased from 44.7 per cent in 2021 to 48.6 per cent in 2024. Mobile phone ownership among women-led households has risen from 54.4 per cent to 74 per cent. Additionally, young women innovators have triumphed in three consecutive editions of the national Hanga Pitch Fest competition. 'These are not just statistics, they are stories of transformation,' said Minister Uwimana. 'As we reflect on our commitments, let's remember we are here as Rwanda's voice in the Generation Equality Forum. The world is watching. Let's show what is possible when strong leadership and partnerships work together to drive real change.' The forum featured presentations from key government institutions. The Ministry of ICT and Innovation, alongside the Rwanda Information Society Authority, highlighted advances in broadband connectivity and digital device distribution. The Ministry of Finance and Economic Planning acknowledged notable gains in expanding digital financial inclusion while also calling for improved tracking mechanisms. The Ministry of Commerce and Industry reported increased engagement of women in e-commerce and digital marketplaces, while the Ministry of Education showcased the transformative impact of targeted STEM and coding programs, including the African Girls Can Code Initiative. In her keynote remarks, Ms. Jennet Kem, UN Women Country Representative, commended MIGEPROF's leadership and reiterated UN Women's commitment to coordinated multistakeholder action. 'This platform reflects the full essence of the GEF model, bringing together experiences, resources, and good practices from all sectors,' she said. 'Rwanda's coordinated efforts with stakeholders, consistently convened over the past four years, demonstrate what effective implementation and accountability look like.' She pointed to its election as Vice-Chair of the 70th Commission on the Status of Women as an opportunity to influence global gender-tech norms providing global and regional perspective. Joining the stakeholders virtually, Ms. Hélène Molinier, UN Women's Advisor on Digital Gender Cooperation, shared that the Generation Equality Forum has mobilized over $40 billion in financial pledges and more than 2,500 policy and program commitments globally. She commended Rwanda's ability to not only make bold pledges but to institutionalize them through structured coordination and accountability mechanisms, positioning the country as a global exemplar in translating ambition into action. During the meeting, participants emphasized the need to systematically document initiatives that advance the gender and digitization agenda to foster coherent, coordinated action and better leverage stakeholder contributions across the ecosystem. Accelerating grassroots efforts was highlighted as essential for sustaining progress, with a strong call to utilize community structures to tackle persistent barriers to girls' education in STEM fields. Addressing emerging GEWE challenges, particularly technology-facilitated gender-based violence, was identified as a critical priority in the roll out of the national digitisation agenda. Stakeholders also stressed the importance of evidence-based policies, advocacy, and strategic partnerships, particularly with research institutions and innovation hubs, to develop tailored solutions that bridge the gender digital divide and strengthen women and girls' digital skills and entrepreneurial potential. Strengthening national coordination mechanisms was recognized as key to ensuring impactful and synergistic actions. Closing the session, Mr. Silas Ngayaboshya, Director General of MIGEPROF, reaffirmed Rwanda's resolve. 'Our pledges are not mere aspirations, they are transformative promises. We must continue to challenge the norms, bridge digital gaps, and ensure no woman or girl is left behind.' As Rwanda looks ahead to 2026 and beyond, the 4th Generation Equality Stakeholders Roundtable once again showcased a collective national vision rooted in accountability, innovation, and inclusive leadership. With coordinated action and sustained momentum, Rwanda continues to lead by example, demonstrating how technology can serve as a powerful engine for gender equality.
