NGT notice to CPCB, Bihar authorities over rise in lightning deaths due to felling of palm trees
The National Green Tribunal (NGT) has sought a response from the Central Pollution Control Board (CPCB) and others in a matter related to the large-scale felling of palm trees in Bihar which is reportedly causing an increase in lightning-related deaths.
The green body was hearing a matter where it had taken suo motu cognisance of a newspaper report on alleged widespread cutting of palm trees that is directly linked to a sharp increase in lightning-related fatalities, with over 2,000 lives lost since 2016 in Bihar.
In a June 5 order, a Bench of NGT's judicial member Justice Arun Kumar Tyagi and expert member A. Senthil Vel said, "According to the article, dozens of towering palm trees are being felled, leading to more frequent lightning strikes that result in deaths." According to the report, after the ban on toddy tapping due to Bihar's prohibition policy, palm trees lost their economic value and have since been widely cut down. This ecological loss appeared to have made rural areas more vulnerable to lightning strikes, with the State recording over 2,000 lightning-related deaths since 2016.
"The article states that the number of lightning deaths began to rise following the rampant felling of palm trees. The worst-affected districts include Aurangabad, Patna, Nalanda, Kaimur, Rohtas, Bhojpur and Buxar. Most lightning-related deaths occur between 12.30 and 4.30 p.m., when many people are outside for work," the NGT said, citing the report.
It further noted that the area under palm tree cultivation in the State had decreased by 40% and that plantation of the trees had almost stopped.
"The matter seems to attract the provisions of the Environment (Protection) Act," it said.
The tribunal impleaded the CPCB, the Bihar State Pollution Control Board, regional office of the Union Ministry of Environment, Forest and Climate Change, and the Bihar Disaster Management Department as parties or respondents.
"Let notices be issued to the respondents for filing their response/reply," the NGT said, listing the matter for further proceedings on August 7 before the eastern zonal Bench in Kolkata.

Karnataka rehabilitation centres booked for wrongful confinement & poor conditions
Bengaluru: Following a surprise raid by State Human Rights Commission (SHRC) on drug and alcohol rehabilitation centres in north Bengaluru, Madanayakanahalli police have registered multiple FIRs based on serious allegations of wrongful confinement and poor treatment of inmates, including minors. The SHRC's action came in response to a tip-off from a regional news channel that exposed deplorable conditions in several rehab facilities. On June 18, SHRC teams raided five rehabilitation centres across Dasanapura and Adakamaranahalli. While one facility was found compliant and another was shut, three centres — Mother Ammu Foundation, Belaku Social Service Society, and Unity Social Service Society — were found operating in violation of basic human rights and regulatory norms. Acting on complaints received from inmates, the police have registered three FIRs and four non-cognisable reports (NCRs) against these centres. Among the complaints are those from two minors — a 16-year-old and a 17-year-old — both of whom were allegedly confined without due process. A case under Section 127 of BNS, pertaining to wrongful confinement, has been registered against Unity Social Service Society, following a complaint by Krishnegowda (50), a resident of Sanjay Nagar. He alleged he was forcibly confined in the centre by his wife and relatives due to an ongoing property dispute. Krishnegowda, a marketing executive in the solar water heater industry, claimed his family members falsely labelled him an addict to gain control over a property in Laggere. According to his complaint, he was confined at the centre in Dec 2023 and was held there until SHRC's raid. He further alleged he was previously confined in another centre in 2011 under similar circumstances, and his family had sold his vehicles and gold ornaments without his consent. In two separate cases involving minors, the police have booked the centres and parents under BNS Section 127 and relevant provisions of the Juvenile Justice (Care and Protection of Children) Act. One of the minors, a 17-year-old from Nagashettyhalli, stated in his complaint that he had discontinued studies after Class 10 and was admitted to Unity Social Service Society on June 6 by his single mother due to substance abuse issues. While the boy said he was treated decently and not assaulted, he maintained he was confined against his will. The second case involves a 16-year-old boy from Banashankari, who had reportedly run away from home in April after his parents discussed enrolling him in a rehab centre. He was admitted to Unity in May after recovering from a road accident. He, too, alleged wrongful confinement. The SHRC has confirmed that its investigation wing is conducting a parallel inquiry and will soon submit a detailed report. The Commission has directed local police to ensure strict enforcement of norms at de-addiction and rehabilitation centres, particularly those admitting individuals without court orders or proper medical assessments. Police officials said more cases may be filed depending on the findings of the SHRC and statements from additional victims.

Man involved in multiple criminal cases held under Kaapa
Thiruvananthapuram: Cantonment police on Sunday arrested a man involved in multiple criminal cases under the Kerala Anti-Social Activities (Prevention) Act, (Kaapa). The accused was identified as Abhiram alias Appu, 20, a resident of Rajaji Nagar. Abhiram was an accused in several attempted murder cases registered at the Cantonment police station and was absconding for some time. Acting on an information, a special police team led by Cantonment police inspector Prajeesh Shashi conducted a coordinated operation and apprehended the accused. Sub-inspectors Jijukumar, Greeshma Chandran and Mithun, along with other police personnel Sujeesh Kumar, Subi and Ranjith were also part of the team. Abhiram was later produced before the court and was remanded to judicial custody for 14 days. Authorities confirmed that his detention under Kaapa was due to his continued involvement in crimes and he was a threat to public. Police sources said that further investigations were underway and additional charges would be filed based on new evidence. The arrest was part of an ongoing crackdown on anti-social elements in the city, police said.

Only 24 penalised for tobacco use in Kedarnath this yatra season: RTI
Dehradun: An RTI query has revealed that just 24 people were penalised for smoking or tobacco-related offences near the Kedarnath temple, during the ongoing yatra season, with only Rs 2,200 collected in fines. Noida-based activist Amit Gupta, who filed the RTI, expressed concern over the low number of challans issued until June 15. "For someone spending Rs 500 on cigarettes, a Rs 100 fine is not a big deal. The penalty needs to be increased. The Kedarnath yatra is a spiritual journey, and there should be a prohibition on the consumption of tobacco products," he said. The Cigarettes and Other Tobacco Products Act (COTPA) primarily regulates tobacco products and their sale, advertising, and consumption in public places. While the Act does not explicitly mention temples, the provisions regarding public places can be applied to temple premises. Some religious sites, such as the Jagannath temple in Puri, have banned products including tobacco and betel leaves. According to information accessed by TOI through the RTI, during last year's yatra season, 174 challans were issued for violations under COTPA, with Rs 19,850 collected in fines. However, no FIRs were registered. Gupta emphasised the need for stricter enforcement near the temple, noting that despite the spiritual significance of the yatra, tobacco products continue to be sold openly, often at inflated prices. "Even a Rs 15 cigarette is being sold at a price of Rs 50. Though a complete prohibition along the yatra route is not possible, we need authorities to enforce stricter prohibition at least around the Jyotirlinga temple," he said. Rudraprayag SP Akshay Konde said that local teams are enforcing the regulations. However, an official, speaking on condition of anonymity, said that without a blanket ban, only public consumption of cigarettes and tobacco can be monitored, not the sale.
