Memphis Juvenile Court seeks new courtroom to reduce delays
MEMPHIS, Tenn. — The Juvenile Court is working to create a dedicated courtroom in response to bill SB718/HB797, legislation aiming to create a dedicated courtroom near the juvenile detention center.

According to a Juvenile Court press release on Thursday, since the court's building closed due to environmental concerns in April 2024, Judge Tarik Sugarmon and the Magistrates have been using the Youth Justice and Education Center (YJEC) for multiple daily dockets. This move was made to maintain operations and avoid delays in hearing cases involving youth in detention.
Juvenile Court said that leaders emphasize that while YJEC has served as a temporary solution, a more effective and sustainable model involves resuming transportation of detained youth to Juvenile Court at 616 Adams Avenue.

They said that this will allow the court to increase capacity, reduce delays, and ensure more cases can be heard on a daily basis.
Juvenile Court said a dedicated courtroom does not resolve critical issues, such as the extended length of youth stays in detention and delays in adjudication due to the limited number of cases that can be heard per day or capacity limitations at YJEC.
The court said transportation of detained youth to Juvenile Court would alleviate capacity issues, allow for more hearings, timely resolution of cases for all parties, and ultimately improve the outcomes for the youth and families served.
Since April 29, 2024, the Juvenile Court has had over 3,100 cases have been heard at YJEC. According to Juvenile Court, the single courtroom at YJEC only allows 32 docket slots compared to the 110 slots available at the Juvenile Court.
Juvenile Court said that because of time constraints, the morning transfer docket is frequently continued to another day to accommodate the detention and delinquency dockets.

The bill is scheduled for a vote next week in the House Judiciary Committee, the Juvenile Court is moving forward with efforts to share these concerns with the public.
Judge Sugarmon will be holding a news conference on the matter on Monday, Mar. 24, at 1:00 PM outside of the YJEC, located at 3420 Old Getwell Rd, Memphis, TN 38118.

Boston 15-year-old charged in knife assault on MBTA bus driver
A Boston 15-year-old is facing charges in connection with brandishing a knife at an MBTA bus driver in Chelsea Friday night, the Suffolk County District Attorney's Office said. The teen has been charged with two counts of assault by means of a dangerous weapon and five firearms charges in connection with the incident in Chelsea Juvenile Court, the district attorney's office said in a press release. MBTA Transit Police responded to a call reporting that a bus driver had been assaulted in Chelsea shortly before 9:15 p.m. on May 30, the district attorney's office said. The driver told them three minors had gotten on at a bus stop without paying, but that he'd kept driving despite this resulting in an argument. As the minors got off the bus at a later stop, one of them threw a lighter at the driver and missed him, the district attorney's office said. As the driver got up from his seat, the same minor — who was later identified as the 15-year-old — took out a knife and started walking towards him. The driver was not injured during the incident, and all three minors ultimately got off the bus, the district attorney's office said. But the driver soon flagged down a police officer and pointed them towards the minors. The 15-year-old was arrested without incident, but as they were being arrested, one of the other minors offered to take their backpack, the district attorney's office said. Inside, police found a 9mm pistol with a high-capacity magazine and 11 rounds loaded. The driver's account of the assault was corroborated by security video of the incident, the district attorney's office said. 'There are numerous disturbing elements here, all made even more disturbing given the age of the person charged,' Suffolk County District Attorney Kevin Hayden said in the release. The 15-year-old's bail in a pending assault case out of Chelsea Juvenile Court was revoked as a result of the incident, the district attorney's office said. The teen is due back in court on July 7 for a bail hearing. Police: Four juveniles arrested, firearm and stolen car recovered in Roxbury
Four juveniles have been arrested in connection with a stolen vehicle out of Brighton, Boston police say. The vehicle was originally reported stolen on Friday, May 23, around 7:12 PM in the area of 398 Cambridge Street. Officers of the Wentworth Institute of Technology Police Department saw on surveillance camera that the vehicle was being driven around Ruggles Street at 5 AM on Saturday. Shortly after, around 5:24 AM, officers were dispatched to the area of 60 Southern Avenue for a report of a person with a gun. Officers were told that four individuals attempted to rob a victim while displaying a firearm. The suspects fled the scene, and officers were able to broadcast a description of the fleeing vehicle. Then, an officer saw the vehicle driving on Warren Street towards Dudley Street, which prompted the officer to call for backup to stop the vehicle. Officers attempted to stop the car on Dudley Street, but refused to stop and drove around multiple police cruisers. The vehicle then fled at a high rate of speed while also failing to stop at a red-light intersection on Malcolm X Boulevard. Officers lost sight of the vehicle and began patrolling the area of Tremont Street and Saint Alphonsus Street, when a supervisor was able to review security cameras and inform officers that the vehicle never left the area. Officers were able to locate the vehicle around 6 AM in a public open garage underneath 75 Saint Alphonsus Street. Numerous vape products were secured from the vehicle, and Newton police took custody of the vehicle. The four suspects were then seen walking in the area of 1600 Tremont Street, which resulted in a foot pursuit. The suspects were taken into custody in the area of Huntington Avenue and Tremont Street. Officers searched the suspects, two 15-year-olds, a 16-year-old, and a 14-year-old, and found multiple stolen vape products and a spent shell casing from the 15-year-old. The stolen keys were found on the 16-year-old. A firearm, a Palmetto Armory with one round in the chamber and eight rounds in a large capacity magazine, was recovered from the 14-year-old. The firearm was also equipped with a laser sight. While being booked, the 14-year-old provided officers with a false name, which officers were able to determine the true name of the suspect which revealed he had an active warrant out of Juvenile Court for Firearm related Offenses. The 15-year-old Male was charged with Delinquent to wit; Carrying a Firearm Without a License, Delinquent to wit; Carrying a Loaded Firearm Without a License, Delinquent to wit; Unlawful Possession of a Large Capacity Firearm, Delinquent to wit; Unlawful Possession of Ammunition, and Delinquent to wit; Receiving Stolen Goods. A second 15-year-old Male was charged with Delinquent to wit; Unlawful Possession of Ammunition, and Delinquent to wit; Receiving Stolen Goods. The 14-year-old Male was charged with Delinquent to wit; Receiving Stolen Goods, and Delinquent to wit; True Name Violation. Springfield teen indicted on murder charges in 2024 shooting of his own mother
May 14—A 17-year-old was indicted this week in the shooting death of his mother on St. Patrick's Day in 2024. Lamont A. Brown Jr. was indicted on one charge of aggravated murder, three counts of murder, and one felonious assault and aggravated robbery charge. A relative found Brown's mother, Tiffany Higgins, shot multiple times in the head in her home in the 800 block of South Center Street and called 911 at 2:39 p.m. March 17. Higgins was 38 at the time and her son, the only other person in the home during the shooting, was 16, Clark County Prosecutor Dan Driscoll said. A relative found Higgins after she had been unable to reach her. Brown was missing from the home, and a day later he allegedly stole a family member's car from New Carlisle Pike and led the Ohio State Highway Patrol on a chase into the city before crashing. He was taken into custody and adjudicated in Clark County Juvenile Court on a failure to comply charge. Driscoll said the prosecutor's office finished its investigation while Brown was in juvenile court before binding him over to adult court to go in front of a grand jury. Multiple Springfield area schools closed March 18 last year, the Monday after the shooting, after police learned a "person of interest" had threatened "to shoot unknown individuals at an undisclosed school."
