Westville mayor says school redevelopment could be 'game changer' for town

The mayor of Westville, N.S., is hoping the creation of new housing in a vacant school can help stimulate a development boom for the community.
The Pictou County town, with a population of about 3,800, recently agreed to sell the Highland Consolidated Middle School and some surrounding land to the Nova Scotia Co-operative Council for $1.
The school closed in 2014. It will be renovated to create about 64 apartments with a mix of studio, one, two and three bedrooms.
Mayor Lennie White said more people have moved into the town in recent years after a period of little population growth. There is now a big demand for rental units, but their roughly 140 existing apartments are full.
"The impact of this particular development is going to be very significant," White said Thursday.
"We have had no development, or very little development, in the past 30 years in this town. We've been stagnant, and things are starting to happen."
The school, built in the 1960s, reverted to the municipality when it closed. White said the municipality did originally sell the site to a developer, but that project fell through and the school was returned to the town around 2016.
White said the conditions of the agreement ensured that the municipality did not have to spend any money to buy the school back after the project lapsed.
The Westville school sat empty for a decade. Windows have been smashed and pigeons have taken up roost.
But Dianne Kelderman, Co-op Council president, said engineering and environmental assessments show the building is sound. A common room in the new apartment complex will be called the Pigeon Nest, a nod to the current feathered residents.
The council, a non-profit, is the economic and social development agency for co-ops and credit unions in the province.
Kelderman said there will be a mix of market and affordable rents (both 30 per cent of income and 80 per cent of market value), and a 100-seat daycare in the property.
"We're not in it to make … a 20 per cent return on investment. We're in it for the mission, which is putting heads on pillows," Kelderman said Thursday.
She also said the roughly $14-million dollar project includes a green roof where tenants can grow vegetables, other social enterprises in commercial space, and a solar farm.
"It's a very exciting project for us because it's big enough that we can sort of [envision] what kinds of things we'd like to do there," Kelderman said.
Kelderman said they will be approaching the province and Canada Mortgage and Housing Corporation to help with costs.
Westville still has about six hectares of land beside the school. A rezoning in April allows the municipality to control what is eventually built there and move developments along more quickly.
White said the town has already had inquiries from developers looking to build residential projects on the site. He is also hopeful the new long-term care facility for Westville, announced by the province in 2023, will be built on the land.
"Those two things alone will be game changers for the Town of Westville. I can't overstate that," White said.
"We have an opportunity to create a new town within our existing town. And having said that … we can maintain that community spirit that we have here in Westville."
White said he hopes more residential development will mean new business and commercial development in the town, which has some vacant lots that are already serviced.
The school renovation is expected to start within the next few months. It will take about two years.

The Canada Revenue Agency (CRA) says it has resolved an issue that prevented people from seeing how much contribution room they had left in their tax-free savings accounts (TFSAs). That information first became unavailable on April 17. CRA spokesperson Charles Drouin told CBC News in an email that the federal agency introduced a new data validation process this year to ensure that tax information submitted to them is accurate. "Upfront validations now advise these filers of errors with their information return submission in real-time and prevent the submission of invalid returns," Drouin wrote. He said the new system would ultimately improve the quality of the data the Canada Revenue Agency receives and allow for any errors to be corrected faster. But he added that "stricter validations and new processes caused delays in receiving and processing the information returns. As a result, there have been delays in processing TFSA annual information returns this year." Each year, Canadians 18 or older get more contribution room in their tax-free savings accounts, which shield investments from taxes. In 2025, for example, the new contribution limit was $7,000. If someone was 18 in 2009 – the year the the savings accounts were introduced – has lived in Canada since then and never contributed to their TFSA, their total contribution limit would be $102,000 as of Jan. 1, 2025. If someone didn't properly track their contributions over the years, though, they could risk going over their limit, which comes with a one per cent interest penalty per month for those funds over the limit. The CRA website notes that posted contribution limits do not take into account any contributions to the TFSA made since Jan. 1, 2025.

Hotel rooms in Calgary and the Bow Valley are filling up as delegates, journalists and security personnel arrive for the G7 in Kananaskis, which starts Sunday. The summit could generate around $240 million for Alberta's economy, according to the Calgary Chamber of Commerce, with a long-term boost to tourism expected as potential visitors around the world get a look at the area's natural beauty. But the costs of hosting a summit are massive, and all costs are covered by the host country. The last time Kananaskis hosted the summit, its price tag was estimated at $300 million. Canada last hosted the summit in La Malbaie, Que., in 2018, when it budgeted $600 million. "When we talk about economic benefits, we have to talk about economic costs as well," said Frédéric Dimanche, a professor in the department of hospitality and tourism management at Toronto Metropolitan University, on CBC Calgary's The Homestretch Thursday. Dimanche said Kananaskis and the surrounding area already attracts visitors from around the world, and he's not sure this year's summit will provide the long-lasting boost some are expecting. "Does anyone remember when the last G7 took place and where it took place?" he said. "We have to be very careful when we say that having an event like this is going to lead to a big increase in visitation." Some tourism executives who worked on past summits said there are benefits, but puzzling out the long-term impacts isn't straightforward. 'Difficult to calculate' economic impact in Charlevoix, Que. Hosting the 2018 G7 made Charlevoix, Que., "more visible" on the international stage, according to the general manager of Tourism Charlevoix, Mitchell Dion. "At one point you have everybody in the world watching this event," he said. "It was a way for us to connect with media [outlets] and organize press tours, media tours of the region, to talk, yes, about the political event, but also about the region." But the community has not been able to quantify the economic benefits of that exposure, Dion added. "It's really difficult to calculate even years after. But of course there [were] really some short-term impacts." Lodging tax revenue increased due to the summit, and Dion said Charlevoix locals also benefited from improvements to infrastructure — such as roads and cell towers. Cornwall, U.K., saw benefits, no huge tourism boom Malcolm Bell was the chief executive of Visit Cornwall when the coastal English county hosted the summit in 2021. He said the attention surrounding the summit didn't spark a massive tourism boom, but added it did allow the area to show off its natural beauty. "We were able to expose the [world] and journalists to the sort of natural cliffs and sandy beaches," said Bell. "We had this sort of worldwide coverage that there was this beautiful place ... called Cornwall." Bell added if Cornwall had to pay for the kind of publicity it received from hosting the G7, it would have cost about $111 million Cdn. After the summit, more travel companies from the U.S., Canada, Germany and Italy added Cornwall to their U.K. tour itineraries, he said, especially those designed to accommodate tourists who've already visited the U.K. and seen the famous attractions. "That's been the big growth area," said Bell. "We got a lot more Italians, lot more Canadians." He recommends summit hosts snap plenty of photos of world leaders in front of iconic landmarks and use them to inspire tourists to follow in their footsteps. Canmore, Kananaskis hoping to attract overseas visitors Tourism Canmore Kananaskis aims to use the summit to improve the area's "brand recognition" around the world. "We are working very hard to attract more international visitors, especially from the United States, the U.K., Germany and France," said CEO Rachel Ludwig. "We know that they are staying longer and spending more money. Having that news coverage about the area, hopefully, we'll get that additional boost for years to come." Hotels in Canmore and Kananaskis were on average 74 per cent full in 2024 — up 11 per cent from 2019 levels — according to Tourism Canmore Kananaskis' 2025 business plan. But with new accommodation options expected to open in the coming years, Ludwig said the region will have the space to welcome more visitors. "There's a lot of short-term vacation inventory that will come online in the next few years. So we're definitely ready to grow," she said.

(File) In a statement to CTV News on Friday, Chirico confirmed that in 2023 and 2024, a number of expenses charged to his corporate credit card were flagged and reviewed and that all expenses were submitted through 'appropriate channels.' Chirico said expenses that were deemed personal, including some that fell into a 'grey area,' were fully repaid. He said he acknowledges that he should have been more 'careful and deliberate' in keeping personal and business expenses separate and takes full responsibility. Closed-door meeting There was a closed-door meeting about the issue in which three city councillors – including Tanya Vrebosch -- boycotted. She argued more information was needed before discussing the issue and has filed a complaint to the Ontario ombudsman. 'At some point, the administration has to take accountability for what happened,' Vrebosch said. 'It went on for a year and a half to two years. This could have been stopped within a few months. Council was not made aware. You know, the mayor's not the only staff member to the CEO. We should have all been made aware.' Council voted to direct the city's CAO to prepare a new travel and expenses policy. Chirico said he supports that idea.
