'Walking Billboards' to promote bike and pedestrian safety hitting DC region

WASHINGTON - If you see billboards walking in the area, you're not seeing things!
The 2025 spring season Street Smart campaign is officially launching on Monday, which includes "Walking Billboards." Some of those walking billboard signs are reminding drivers to slow down.
What they're saying
"Slow down. Speed is one of the deadliest factors on our roadways. We know that even going an extra five or ten miles per hours, just so temping, really does create an extra risk for those who are on our sidewalks, in our roadways. So, the message is clear: slow down. Speeding is not worth it. It puts you and everyone else on the roadway at risk," said the Director of D.C.'s Highway Safety Office, Rick Birt.
The D.C. Highway Safety Office, V-DOT, M-DOT, D-DOT and more have partnered with the Washington Metropolitan Council of Governments to launch the Street Smart safety effort.
Members carrying a backpack that hoist up the "Walking Billboards" patrolled the area over by Georgia Ave. and Park Rd. NW.
FOX 5 tested a crosswalk a few blocks south of there, by Georgia Ave. and Morton St. NW and found plenty of vehicles not stopping for a person in the crosswalk, even though signs around the crosswalk clearly warn drivers to do so.
Last year, the MWCOG says the DC Region saw 110 pedestrian and cyclists killed. That number is down from the region's peak in 2022. However, it's still far from Vision Zero efforts that, in DC for example, called for ZERO pedestrian and cyclist fatality by 2024.
Almost half of the 110 people killed last year, lost their lives on DC's streets alone, according to District data.
There are several important safety tips to follow. Whether you're in a car, on a bike or walking, one Street Smart Ambassador hopes people at least heed this one:
"I think eye contact is the main thing. I know a lot of the times, people are in the cars -- they're not always looking, looking, looking. As a pedestrian, you're on your phone or you're distracted or you're in your beats and you're not looking, looking, looking, making sure that that driver is seeing you and you're seeing them," said Ayana Aquila Garzillo .
The region will be seeing these "Walking Billboards" all across the greater D.C. Region starting on Monday and lasting into early May.

CT road work projects getting underway in coming days. Here's what to know.
The Connecticut Department of Transportation has several projects on tap to start in early June. The agency says work will begin on the Route 254 bridge over Waterbury Road in Thomaston starting next week. The bridge will go from two lanes to alternating traffic on Waterbury Road from June 5 to July 14, according to DOT. Temporary traffic barriers and sand barrels have been installed as well as traffic control signing patterns and temporary traffic signals, according to DOT. The DOT asks motorists to maintain a safe speed when driving through this area. The project is part of metallizing 11 bridges in Thomaston and Litchfield. The work will be done by Blast All Inc. at a cost of $17.4 million and is scheduled to be completed by Nov. 30 this year. This project is administered by the Bureau of Engineering and Construction, Office of Construction, District 4 in Thomaston. Further, DOT says bridge deck repair work will be performed on Interstate 291 East and West between Exit 5 and 2B. The tentative dates for this project are June 2 to June 30. This project ensures the bridges remain in a state of good repair. This work will be performed by Mohawk Northeast, according to DOT. This in the South Windsor area. Motorists should expect nightly lane closures on I-291 East and West. The scheduled work hours for the project are 7:30 p.m. to 5:30 a.m., Sunday evening to Friday morning. Traffic control sign patterns will guide motorists through the work zone, according to the agency. Motorists should be aware that modifications or extensions to this schedule may become necessary due to weather delays or other unforeseen conditions and are advised to maintain a safe speed when driving in the area. Also starting this week, according to DOT, is the replacement of Bridge No. 02572 on U.S. Route 1, South Frontage Road, and the I-95 North Exit 83 ramp in New London. That project is scheduled to begin June 2 and be completed on Nov. 30, 2026. It 'consists of full replacement of the bridge superstructure and substructure, drainage improvements, roadway realignment and upgrades to traffic signals,' according to the agency. The project was awarded to ROTHA Contracting Company, Inc. at a cost of $14 million on March 26 and is administered by the Bureau of Engineering and Construction, Office of Construction, District 2 in Norwich, according to the agency. In Bethany, the agency said a milling and resurfacing project will be performed on Route 63. It is scheduled to begin on June 1 and be completed on June 23. It includes 'milling and resurfacing a 1.68-mile segment of Route 63 in Bethany from 0.52 miles south of the junction of Route 42 to the Naugatuck town line.' The milling segment of this project by Tilcon is scheduled to take place from June 1 to June 10. The resurfacing segment of this project by O & G is anticipated to begin on June 11 and finish June 23, according to DOT. The Bethany project is included in CTDOT's 2025 Vendor Resurfacing Program. 'Motorists can expect lane closures of Route 63 from 0.52 miles south of the junction of Route 42 to the Naugatuck town line in Bethany. Traffic control personnel and signing patterns will guide motorists through the work zone.' The work schedule for this project is from 7 p.m. to 5 a.m., Sunday night to Friday morning, DOT said. There are about 545 active capital projects planned for this year on state highways, bridges and roads. Two hundred of the projects are in the planning phase and 171 are under construction.

Police take photos of distracted drivers from top deck of bus
Thirty two distracted drivers were detected in two hours by police officers deployed on a Bee Network bus as part of a road safety scheme. Operation Top Deck sees specially trained Greater Manchester Police (GMP) officers boarding a Bee Network bus and using cameras from an elevated position to detect dangerous driving behaviour on key roads during peak periods. Once offences are captured on camera, GMP's motorcycle unit pulls over drivers to "educate them on their behaviour," and traffic offence reports, and notices of intended prosecution, can be issued. Dangerous driving behaviour includes the so-called "fatal four" offences- drink and drug driving; distractions such as using a mobile phone behind the wheel, speeding and not wearing seat belts. During an "Operation Top Deck" deployment on May 13, a total of 32 offences were captured over a two-hour period, according to a spokesperson. Seventeen people were caught using their mobile phone while driving, there were "seven reports" of people not wearing seat belts, were "seven instances" of a vehicle crossing a solid white line and there was one report relating to a vehicle's number plate. Dame Sarah Storey, active travel commissioner for Greater Manchester, who attended the recent Operation Top Deck deployment, said: "I'd strongly urge that drivers think twice and ask themselves if making a call or answering a text message is really worth the risk. "Doing so shows no consideration for their own safety or the safety of their passengers or other road users - and drivers who use their mobile phones while driving are four times more likely to be involved in a crash. "Seeing Operation Top Deck first-hand has given me a fascinating insight into how Greater Manchester Police enforce the roads while reinforcing their commitment to Vision Zero, our region's ambition to end all deaths and life-changing injuries caused by road traffic collisions by 2040. "I would encourage anyone who witnesses unsafe driving, and can safely and legally capture footage, to submit it to GMP through the Operation Snap online portal. "This will be dealt with by the police, which could lead to further action." Inspector Bradley Ormesher, from GMP's Roads Policing Unit, said: "We are committed to taking direct and positive action to make roads safer across Greater Manchester, and our latest bus-based operation is just one strand of the wider work we are doing. "Distractions can cost lives and cause serious injury, and we will never take offences lightly where someone is distracted and not fully in control of their vehicle. "If you are on your phone, not wearing a seatbelt, or driving without due care and attention, you are ultimately breaking the law, and we will take the most appropriate action required. "Our new operation targets roads at peak times, to allow for maximum impact in our work, and we have already identified dozens of offences when we have been out. "Driving offences can receive any punishment, from a huge fine, to losing your licence, to potentially spending time behind bars. "I would urge drivers to think twice before breaking the law." Operation Top Deck is inspired by National Highways' Operation Tramline, which sees police officers capture footage of dangerous driving from the cabs of heavy goods vehicles. Since the launch of Operation Tramline in 2015, 51,500 offences have been reported by 35 police forces across the UK, according to a spokesperson. Last year, more than 3,200 people in Greater Manchester were caught driving while using their phone or not wearing a seat belt properly over a five-week period, as part of a camera trial by Safer Roads Greater Manchester, according to a spokesperson.
