Terrorism raps filed vs. man who threatened to 'bomb' Comelec sites
The Department of Justice (DOJ) has filed terrorism charges against an individual over his Facebook post threatening Commission on Elections (Comelec) chairperson George Garcia and others as well as all sites of the Comelec.
According to the DOJ, the case for violation of the Anti-Terrorism Act of 2020 in relation to the Cybercrime Prevention Act of 2012 was filed before the Mandaue City regional trial court.
This came after the individual offered a P10 million reward to whoever can kill Garcia, former Cebu Governor Gwendolyn Garcia, and former Cebu Mayor Raymond Garcia, as well as a P5 million reward to bomb all Comelec sites on social media on May 26.
'The message, which circulated publicly online, was found by prosecutors to be intended to spread fear and intimidation,' the DOJ said.
The DOJ said the prosecutors recommended no bail.
'The DOJ reiterates its resolve to prosecute offenses that threaten public safety and misuse digital platforms to incite violence or terror,' it said. —VAL, GMA Integrated News

Comelec upholds junking of DQ petition vs BH party-list
The Commission on Elections (Comelec) en banc has affirmed a ruling junking a petition for disqualification against the Bagong Henerasyon (BH) party-list and its nominees. In an eight-page decision, the poll body en banc dismissed a motion for reconsideration (MR) filed by petitioner Russel Stanley Geronimo assailing a May 22 decision of the Comelec First Division, which junked the disqualification petition he filed against the party-list. Named respondents to the case were the BH party-list group as well as Rep. Bernadette Herrera, Robert Gerard Lopez Nazal Jr., and Maria Editha Tan Alcantara. 'Wherefore, premises considered, the Commission en banc resolved, as it hereby resolves to deny this motion for reconsideration and affirms the resolution of the Commission First Division dated May 22, 2025,' the en banc ruling reads. According to the Comelec en banc, the petitioner failed to present any new, compelling evidence and merely reiterated the points he made in his petition. 'To grant reconsideration under the present circumstances would be to undermine the integrity of the Commission's own procedural framework and open the floodgates to negligent, or even worse - tactical, non-compliance,' the Comelec en banc said. 'In view of the foregoing, We find no cogent reason to depart from the Assailed Order of the Commission (First Division).' The Comelec First Division last week dismissed the disqualification petition filed by Geronimo for failing to serve a copy of the petition to the respondents through personal service and for failing to attach a copy of Certificate of Nomination-Certificate of Acceptance of Nomination. Asked if the party-list will be proclaimed following the development, Comelec spokesperson John Rex Laudiangco said: 'If hindi po makakakuha ng temporary restraining order sa Supreme Court ang Petitioner-Appellant, if ever aakyat man sila on appeal via a Petition for Certiorari, magiging final and executory po ang en banc decision within five days'. (If the petitioner would not be able to secure a TRO from the Supreme Court, then the Comelec ruling will be final and executory within five days.) 'After which, the Clerk of the Commission will issue a Certificate of Finality, an Entry of Judgment and Writ of Execution. Then, proclamation may ensue. Kailangan po munang maging final and executory ang decision ng Commission en banc,' he added. The decision needs to be final and executory first.) Remulla doesn't believe Teves wanted to return to PH
Justice Secretary Jesus Crispin Remulla on Friday said he does not believe that former Negros Oriental representative Arnolfo 'Arnie' Teves Jr. wanted to resolve the charges against him in the Philippines while he was in Timor-Leste. Teves, the alleged mastermind in the killing of Negros Oriental governor Roel Degamo, is back in the Philippines after being deported by authorities in Timor-Leste. 'Hindi, ayaw niya lang talaga umuwi,' Remulla said in an ambush interview. (No, he just didn't want to return.) 'In fact, if you analyze everything that happened, nung nangyari 'yan he was abroad. But if he really was innocent, he would have come home. Pwede naman siya umuwi eh, pero hindi siya umuwi, di ba?' he added. (In fact, if you analyze everything that happened, when that happened he was abroad. But if he really was innocent, he would have come home. He could have returned, but he didn't, right?) While being read his Miranda rights during his flight, Teves said that he had no problem with returning to the Philippines as long as it was done right. In an earlier briefing, he also said that while he was in Timor-Leste, he thought that the cases against him must be resolved. 'At least ma-ano na din, matapos na rin. Kahit nung nandoon ako [sa Timor-Leste], iniisip ko kung hindi man ako umuwi. Haharapin— kailangan din ito matapos eh,' Teves said earlier. (At least it will finally be over. Even when I was in Timor-Leste, I was already thinking that even if I didn't return, this still had to be faced and resolved.) Teves was supposedly seeking treatment in the United States during the shooting Degamo and others on March 4, 2023 in Pamplona, Negros Oriental. Instead of returning to the country, Remulla said Teves visited ASEAN countries before settling in Timor-Leste. 'So what gives? Di ba flight is an indication of guilt,' Remulla said. When sought for comment, Topacio declined to comment, saying that Teves never said he wanted to return to the country. In an earlier briefing, Teves reiterated that he was concerned for his life when asked why he stayed in Timor-Leste if he knew that he needed to face the charges against him. The former lawmaker is facing multiple murder charges over the killing of Degamo and nine others on March 4, 2023 at the Degamo residence in Pamplona, Negros Oriental. Teves and others have also been charged with the alleged killings of three individuals in Negros Oriental in 2019. He and 12 others have also been designated as terrorists by the Anti-Terrorism Council, citing several alleged killings and harassment in Negros Oriental. He was expelled by the House of Representatives in August last year for disorderly conduct and continued absence. —AOL, GMA Integrated News

Pimentel questions schedule change in reading of impeachment raps vs. VP Sara
Senate Minority Leader Koko Pimentel said on Friday that he would ask Senate President Francis Escudero about his decision to move the presentation of articles of impeachment against Vice President Sara Duterte. 'We have to ask SP his thought processes and how come he is now changing his own 'impeachment calendar' issued months ago,' he said. The presentation of the articles of impeachment has been moved from June 2 to June 11. In a letter to Speaker Ferdinand Martin Romualdez, Escudero said the Senate and the House of Representatives needed to prioritize the passage of the items in the administration's legislative agenda before the 19th Congress adjourned sine die on June 14. Pimentel said that the legislative agenda of the Congress should give way to the impeachment proceedings. 'Meron kasi section or provision in our impeachment rules that gives the directive, that should there be both legislative and impeachment matters, the legislative agenda should give way to the impeachment proceedings,' he added. Escudero was referring to the meeting on Thursday of the Legislative-Executive Development Council (LEDAC), which resolved to pass measures listed in the legislative agenda within the 19th Congress. Among the priority measures are the Amendments to the Universal Health Care Act, Konektadong Pinoy Act, E-Governance Act, creation of the Virology Institute of the Philippines, Anti-POGO Act, among others. The Senate President also said there were over 200 presidential appointees whose appointments have to be reviewed and confirmed by the bicameral Commission on Appointments. Meanwhile, other Senators said the upper chamber must prioritize the approval of several priority measures. 'The passage of the priority bills should take precedence as asserted by Senate President Francis 'Chiz' Escudero as sine die adjournment marks the official end of our regular session,' said Senate President Pro Tempore Jinggoy Estrada, noting that this was agreed upon during the LEDAC meeting. Senator Sherwin Gatchalian, meanwhile, noted that the Senate only has six session days, adding that committees will have to conduct bicameral and consultative meetings and even hearings to finalize the 12 priority measures. 'Having said that, I do agree to devote the next two weeks to finish the remaining bills and other legislative priorities before converting itself into an impeachment court,' he said. Meanwhile, Senator Imee Marcos, who is with Duterte in the Netherlands, also agreed that the Senate must focus its attention on the passage of the said measures. 'Dapat naman talaga unahin ang mga priority measures na ito dahil ito ang makakatulong sa bayan at hindi yung impeachment na pamumulitika lang,' she said. (These priority measures should really be prioritized because they will help the people and not impeachment, which is just politicking.) — BAP, GMA Integrated News
