Manipur Governor holds security review meeting amid protests over Meitei outfit leaders' arrest
Manipur Governor Ajay Kumar Bhalla on Sunday (June 8, 2025) held a security review meeting with senior officials in the wake of violent protests across the state over the arrests of Meitei outfit leaders.
A Raj Bhavan statement said the Governor also met a delegation of MLAs who apprised Bhalla of the current law and order situation in the state.
"The governor held a security review meeting with senior administrative and security officials. During the meeting, a comprehensive discussion and review of various matters relating to the current law and order situation in the state were deliberated," it said.
The security advisor, the director general of police, the commissioner (home), the secretary to the Governor, the additional director general of police (law and order), IGAR (S), the inspector general, CRPF and other senior officials were present during the meeting.
"Today, a group of MLAs called on Governor of Manipur, Ajay Kumar Bhalla, at Raj Bhavan during which the MLAs apprised the governor of the current law and order situation in the state and requested his intervention to help find an amicable solution," the Raj Bhavan statement said.
The Governor told the delegation that all "necessary steps are being taken to address the concerns and to restore normalcy", it said.
Protests were held across Manipur on Saturday (June 7, 2025) night over the arrests of leaders of the Meitei organisation Arambai Tenggol, prompting the administration to impose prohibitory orders and suspend internet services in five Imphal valley districts.
BJP legislator K. Ibomcha, who was part of the delegation, claimed after the meeting that altogether five people were arrested in connection with earlier incidents of violence, which triggered widespread protests in the northeastern state since Saturday (June 7, 2025).
Among the five arrested people, one was apprehended by the CBI, he said.
The CBI said it has arrested a member of the Meitei outfit Arambai Tenggol at Imphal Airport on Sunday (June 8, 2025) for his alleged involvement in various criminal activities related to Manipur violence in 2023, while the police did not disclose details of the four others.
More than 260 people have been killed and thousands rendered homeless in the ethnic violence between Meiteis and Kuki-Zo groups since May 2023.
The Centre had on February 13 imposed the President's rule in the northeastern state after Chief Minister N. Biren Singh resigned.
The state assembly, which has a tenure till 2027, has been put under suspended animation.

Fresh unrest in Manipur as CBI arrests Arambai Tenggol leader Violence broke out across Manipur's Imphal Valley after a top leader of Arambai Tenggol, an armed Meitei radical group, was picked up by security forces on Saturday evening. Four others belonging to the Arambai Tenggol were reportedly detained for questioning. Members of the Arambai Tenggol clashed with security forces personnel when they went to pick up A. Kanan Singh, a former Manipur Police head constable. A volley of gunshots was heard and supporters of the group burnt tyres and old furniture on the road. Vehicles of the security forces were torched on the Airport Road, and scores of people, including security personnel, were injured. As the violence spread, the government clamped prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita and suspended Internet and mobile data services in the five Imphal Valley districts of Imphal East, Imphal West, Bishnupur, Kakching, and Thoubal for five days. The Arambai Tenggol, which came into prominence after the ethnic conflict between the Meitei and Kuki-Zo communities broke out in May 2023, countered by 'imposing' a 10-day shutdown across these five districts. Some youth, believed to be members of the group, threatened self-immolation by pouring inflammable fluids on themselves. By morning, however, the streets of Imphal and the valley beyond wore a deserted look. Hours later, the Central Bureau of Investigation (CBI) issued a statement, saying it had arrested an Arambai Tenggol member at the Imphal Airport on Sunday. 'He was involved in various criminal activities related to Manipur violence in 2023. The information related to his arrest has been given to his family members,' the federal agency said, adding that it was investigating the Manipur violence cases according to the direction of the Supreme Court. 'The trial of the cases has been shifted to Guwahati in view of the law and order situation in Manipur. The said arrested member of Arambai Tenggol has been brought from Imphal to Guwahati, and he will be produced before the competent court for police remand. Investigation is continuing,' the CBI said. The day also saw a delegation of MLAs from various parties meet with Governor Ajay Kumar Bhalla at the Raj Bhavan. A statement from the Raj Bhavan later said the MLAs apprised the Governor of the current law and order situation in Manipur and sought his intervention to find an amicable solution. Meanwhile, the National Investigation Agency (NIA) arrested 'three insurgents' in a case related to an attack on security forces that had killed two police commandos and injured several others. 'The three men, along with their associates, had planned, conspired, and executed the attack on an India Reserve Battalion post and security forces in Moreh, Tengnoupal district, on 17th January 2024,' the NIA said in a statement. The accused were identified as Thangminlen Mate, Kamginthang Gangte, and Hentinthang Kipgen alias Thangneo Kipgen. Manipur was relatively calm after the imposition of the President's Rule on February 13. Internet cut as Meitei leader's arrest sparks protests in Manipur
Internet services were snapped and prohibitory orders clamped across Manipur's central valley Sunday after protests broke out overnight following the CBI's arrest of a leader of the Meitei group Arambai Tenggol. Asem Kanan Singh, the self-styled 'army chief' of Arambai Tenggol, was detained Saturday evening from the Kwakeithel area in Imphal West by security forces along with four other members of the outfit. In response, Arambai Tenggol announced a 10-day 'total shutdown'. In a statement, the CBI said it arrested Asem at Imphal airport over his involvement in 'various criminal activities related to Manipur violence in 2023' and that he has been taken to Guwahati in connection with the investigation. 'It may be recalled that CBI is investigating Manipur violence cases as per the direction of Hon'ble Supreme Court of India. The trial of the Manipur violence cases have been shifted from Manipur to Guwahati in view of the law and order situation in Manipur. The said arrested member of Arambai Tenggol has been brought from Imphal to Guwahati and he will be produced before the competent court for police remand. Investigation is continuing,' the CBI said. According to officials, Asem was also allegedly involved in the February 2024 abduction of an Additional SP of Imphal West from his home. On Saturday night, as reports of the detention spread, protests erupted with protesters torching tyres and blocking roads in different parts of Imphal city. Confrontations between security forces and protestors were also reported at the Kwakeithel area, leaving multiple protesters injured. Internet and mobile data services, including VSAT and VPN services, were suspended in the early hours of Sunday in the districts of Imphal East and West, Kakching, Thoubal and Bishnupur for five days through an order issued by Manipur Home Commissioner N Ashok Kumar. The order cited the apprehension that 'some anti-social elements might use social media extensively for transmission of images, hate speech and hate video messages inciting the passions of the public which might have serious repercussions for the law and order situation in the state of Manipur.' Internet services were last snapped in these districts in September last year after protests following a renewed escalation of violence in the state. Following the latest protests, prohibitory orders under section 163 of the BNS were imposed across the valley districts citing 'apprehension of serious breach of peace, disturbance to public tranquility, riot or affray in the area, and grave danger to human lives and properties due to unlawful activities of anti-social elements.' In Bishnupur district, a total curfew was imposed with effect from 11 pm of June 7. Meanwhile, the Centre is expected to hold talks on Monday with one of the Kuki-Zo groups under Suspension of Operation (SoO) agreement with the government. The meeting will be held with Advisor to MHA on North East A K Mishra. Sources said the meeting will largely focus on how to take the talks forward and discuss ways to arrive at a framework. 'Issues related to existing ceasefire agreements are not on the table yet. The demands pushed by the Kuki groups since the onset of violence will also be taken up later,' a government source said. Meitei groups are opposed to the government engaging SoO groups in talks. On Sunday, despite the heavy deployment of security forces, including the Army, in and around Imphal city, protesters enforced road blockades in several areas. At Keishampat in Imphal West district, a 13-year-old boy sustained injuries when a tear gas shell, which was allegedly fired by security forces, exploded. Also on Sunday, an all-political party delegation comprising 26 MLAs and Rajya Sabha MP Leishemba Sanajaoba met Manipur Governor Ajay Kumar Bhalla. Congress MLA Okram Surjakumar said the delegates requested the Governor to make public the reason behind the arrest of the Arambai Tenggol leader. 'The Governor clarified that the AT leader was arrested in connection with a CBI related case. However, the four other members who were arrested with the leader are under verification and would be released after the verification process is over,' said Surjakumar. The NIA, meanwhile, said in a statement that it has arrested two more insurgents in connection with an attack on an IRB post in the Manipur border town of Moreh in January 2024 in which two police personnel had been killed, taking the total number of arrests in this case to three.

Manipur on edge after arrest of radical Meitei leader—ex-cop wanted for abduction of senior officer
Another arrest of a Kuki National Army (KNA) leader was also made by the National Investigation Agency (NIA) in a case of murder. Kannan Singh, the commander of Arambai Tenggol and a former head constable in the Manipur Police who was dismissed from service earlier this year, has been involved in multiple cases, police sources confirmed to ThePrint. New Delhi: Tensions erupted in two districts of Manipur on Saturday night, prompting the suspension of internet services for five days after a popular leader of the radical group Arambai Tenggol allegedly involved in the abduction of a senior police officer, was arrested and handed over to the Central Bureau of Investigation (CBI). Protests broke out in the Imphal valley, demanding the release of Singh and another volunteer of Arambai Tenggol who was arrested by Manipur Police in a separate case. Protesters torched tyres and old furniture on roads in Kwakeithel and Uripok, and clashed with security personnel Saturday night. A mob also set a bus on fire at Khurai Lamlong in Imphal East district. Security forces fired several rounds of tear gas shells to disperse the protesters in front of Kangla Gate, nearly 200 metres away from the Raj Bhavan. 'The situation was extremely tense on Saturday evening but now things are under control. Security has been strengthened along the roads leading to the Raj Bhavan with additional deployment of central forces,' a senior police officer told ThePrint. Similar preventive measures were clamped in Thoubal and Kakching districts, the police said. In Imphal East and Bishnupur districts, people have been prohibited from stepping outside their residences from 10 pm on Saturday, until further orders. According to sources in the Manipur Police, Singh is a prominent leader of the Arambai Tenggol who was actually a head constable in the Manipur Police till a few months ago. 'He had ties with the Arambai Tenggol and had been placed under suspension after his involvement was found in many instances of violence. Following this, he was dismissed from service earlier this year,' a police source said. 'He had been involved in cases of murder and extortion.' The source added that he was handed over to the CBI after the arrest as the central agency is probing the case of the police abduction last year. In February last year, additional superintendent of police (operations) M. Amit posted in Imphal (West) was thrashed and abducted by 'unknown armed miscreants' of Arambai Tenggol from outside his home. An AK47 was snatched from an inspector-rank officer attached to the SP and his driver's nose was also broken in the melee. The officer was, however, rescued by a police team led by senior officers in a two-hour-long operation. Police sources had told ThePrint that the officer's house was attacked and he was abducted to put pressure on the police to release a few armed members of the Arambai Tenggol who were arrested earlier. The radical armed Meitei group, Arambai Tenggol, faces many allegations of violence, looting and arson attacks on churches in Manipur. According to sources, the Arambai Tenggol was founded in 2020 as a cultural body, but soon transformed into a radical armed outfit. The group had also summoned MLAs for a meeting at Kangla Fort on 24 January last year. As many as 37 of Manipur's MLAs and two of the state's MPs—one from the Lok Sabha and one from the Rajya Sabha — had answered its 'summons' for the meeting, where they took an oath to 'protect the integrity of the state'. The group, the sources said, acquired a position of unparalleled prominence in Manipur. So much so that it is widely referred to as a 'parallel government', as public disenchantment with the actual administration — and its failure to stop the ongoing ethnic violence—surges in Manipur. Following the imposition of the President's Rule in Manipur in February, there has been a crackdown on members of the Arambai Tenggol, as many of them have been placed under arrest and arms recovered from them. The unrest has prompted authorities to reimpose curfews and suspend internet services in several areas. Internet access has been blocked for five days in the valley districts of Imphal East, Imphal West, Thoubal, Kakching, and Bishnupur, as police brace for potential attempts to stoke tensions online. A member of a Meitei civil society group called the move a 'balancing act,' as a joint team of the Assam Rifles and the NIA, on Friday, arrested Kuki National Army (KNA) leader Kamginthang Gangte at Mandoi Veng in Tengnoupal district. The KNA leader is accused of masterminding the killing of SDPO Chingtham Anand and an ambush that injured three police commandos in Moreh. 'When someone like the governor gives a written assurance that no action would be taken against them (Arambai Tenggol) after they surrendered their arms in February— and then this happens, it erodes the credibility of the office,' the Metei member alleged. 'The arrest is one thing, but how and when it was done matters. It paints a very negative picture of intent.' He acknowledged that Arambai Tenggol is an armed group and that holding weapons is illegal, especially if taken from the police. 'But you have to understand the context,' he said. 'When the conflict started two years ago, the people ran to the police and army while their homes were burning, but the officers said they had no orders. People were crying, begging for help—and nothing was done.' That's when, he said, the Arambai Tenggol stepped in. 'If the police and army had responded, this wouldn't have happened.' 'Yes, it's unlawful,' he said, 'but it began with abandonment. That's the real failure.' Similarly, Delhi Meitei Coordinating Committee convenor Rojesh Seram said the timing of the crackdown appeared provocative. 'Just two days ago in Guwahati, the Army held a closed-door meeting to discuss extending the Suspension of Operations. And now, within days, they're targeting Arambai Tenggol—whose volunteers have been leading relief efforts during the ongoing floods,' he said. According to Seram, the protests are not just about one arrest but a wider sense of betrayal. 'In the last three months, over 1,000 Meitei people have been systematically arrested, while Kuki militants roam freely with the government's tacit approval. There's a clear double standard — one law for the valley, another for the hills,' he alleged. He also linked the anger to earlier controversies, including an alleged attempt to 'erase the name of Manipur.' 'People are demanding that the governor apologize and that the security advisor, the DGP, and the chief secretary resign or be removed. This is not just a protest — it's a reckoning,' Seram said. Bharatiya Janata Party (BJP) MLA Mayanglambam Rameshwar Singh, accompanied by BJP's Rajya Sabha MP Leishemba Sanajaoba, had visited the governor's office on Saturday night to raise concerns over the recent arrests, but they were denied entry.
