19 public carparks in Singapore now equipped with fast EV chargers

SINGAPORE - The development of the Republic's public charging network for electric vehicles (EVs) has continued apace with the deployment of 38 fast chargers in 19 publicly accessible carparks.
The latest of these chargers , which started operating on April 28, have been installed at Fajar Shopping Centre in Bukit Panjang and Taman Jurong Shopping Centre in Jurong West.
This completes the roll-out of a batch of fast chargers that started in November 2024 with the ones at the Woodlands Civic Centre .
The carparks are mostly in Housing Board-owned commercial properties, other than Revenue House, which is owned by the Inland Revenue Authority of Singapore.
They are found, among others, at 888 Plaza in Woodlands, Connection One in Bukit Merah, Dawson Place in Queenstown, Limbang Shopping Centre in Choa Chu Kang and Elias Mall in Pasir Ris.
EV-electric Charging, a subsidiary of the Land Transport Authority responsible for EV charging deployment, said this is part of the Government's plan to have 120 fast chargers at around 60 HDB carparks in commercial complexes, town and neighbourhood centres, and industrial premises owned by JTC Corporation.
No dates have been given on when this target will be achieved.
These are public carparks frequented by high-mileage EV users such as those driving taxis and private-hire cars.
HDB manages over 2,000 carparks in Singapore.
The 38 fast chargers that have been deployed are operated by ComfortDelGro-owned CDG Engie and Keppel-owned Volt Singapore, under a tender awarded in June 2024.
Rated at between 60kW and 120kW, they can add as much as 100km of driving range to a typical EV in 10 minutes. Depending on the operator and location, it costs between 65 cents and 73 cents for each kilowatt-hour to use them.
The rates exclude parking fees.
In contrast, the majority of chargers deployed in HDB carparks are rated at around 7.4kW, which are more suited for overnight charging.
It takes more than two hours to dispense the same amount of electricity as a 120kW fast charger will manage in 10 minutes. Slow chargers are priced between 60 cents and 73 cents per kilowatt-hour.
In a separate tender, 20 locations, mostly in industrial areas, will see fast chargers being rolled out progressively from end-2025. This, according to Ms Stephanie Tan, EV-electric's chief executive, is intended to support the electrification of commercial fleets.
Responding to a query by The Straits Times on future charger deployment plans at public carparks, a spokeswoman for EV-electric said that the company will take into consideration factors like EV adoption rate and demand for chargers to encourage and support electrification across different vehicle types.
The upcoming fast chargers will be operated by ST Engineering Urban Solutions and SP Mobility, a subsidiary of SP Group. The locations of the publicly accessible carparks are as follows:

In 2024, the tax rate rose to $25 per tonne of greenhouse gas emissions. Assuming emissions that year remained at levels similar to previous years, the total tax revenue should be about $1 billion. One expert has suggested that the lower-than-expected carbon tax revenue is likely due to allowances given to trade-exposed emitters to help them stay competitive. There are roughly 50 facilities in Singapore liable for the carbon tax, mainly from the manufacturing, power, waste and water sectors. These emitters are responsible for about 70 per cent of total national emissions. Singapore's total national emissions ranged between 53.87 million tonnes and 58.59 million tonnes annually from 2019 to 2022. The revenue from carbon tax collected has also been consistent. In response to queries, a Singapore government spokesperson told ST the $642 million was estimated based on several factors. The higher revenue reflects the higher carbon tax rate, but also takes into account several other factors, said the spokesperson. '(This includes) the projected emissions by taxable facilities, the use of international carbon credits to offset carbon tax liabilities, and transitory allowances for eligible companies in the emissions-intensive, trade-exposed sectors,' the spokesperson added. The $642 million estimate was reflected in the Budget 2025 revenue and expenditure estimates document. The tax is expected to be collected by end-September . Transitory allowances refer to the 'carbon tax relief' given to eligible companies here that face strong competition globally. Such companies may come from the chemicals, electronics and biomedical manufacturing sectors, and allowances may be offered to help them adjust to the higher tax rate and safeguard their business competitiveness. It is not clear how many firms have received this reprieve. The quantum of the allowances was also never revealed, although Reuters reported in 2024 that refiners and petrochemical companies were offered rebates of up to 76 per cent for the carbon tax for 2024 and 2025 to help them ease cost strains and remain competitive. In 2024, then Second Minister for Trade and Industry Tan See Leng said the Government will, at an appropriate time, release aggregated information on the amount of allowances provided. On the use of international carbon credits, major emitters are allowed to use eligible credits to offset up to 5 per cent of their emissions each year. ST earlier reported that the Government was allowing firms to roll over their unused offset limit in 2024 to 2025, owing to a constrained supply of quality carbon credits in 2024. To date, no tax-paying company has notified the authorities of its intent to use carbon credits to offset its tax, the Ministry of Sustainability and the Environment and the National Environment Agency told ST. This means none of the emitters has used carbon credits in 2024. Firms that wish to roll over their offset limit must pay their full carbon tax in 2024. If they plan to roll over the limit, they can offset 5 per cent of the total quantum of 2024's emissions in 2025, on top of offsetting 5 per cent of 2025's emissions. By making fossil fuel use costlier, a carbon tax incentivises large emitters to switch to cleaner energy, improve efficiency or adopt low-carbon technologies. The government spokesperson said: 'The carbon tax provides an economy-wide price signal and impetus to improve energy and carbon efficiency in all sectors, and enhances the business case to invest in low-carbon solutions. It is a key part of Singapore's comprehensive suite of mitigation measures, and underpins the implementation of other decarbonisation initiatives.' The carbon tax rate will go up to $45 a tonne in 2026 and 2027, with a view to reaching between $50 and $80 a tonne by 2030. The tax revenue is used to fund expensive decarbonisation solutions, help businesses be more energy-efficient, and cushion the impact of higher costs on households, Minister for Sustainability and the Environment Grace Fu said in a parliamentary reply in 2024. Singapore Management University associate professor of finance Liang Hao said it is reasonable to conclude that the allowances were a major contributor to the lower-than-expected tax revenue projection for 2024. 'While other factors like emissions levels do play a role, the scale of the shortfall – roughly $350 million to $400 million – strongly suggests that transitional allowances are the primary factor,' he added. Climate policy observer Melissa Low said: 'The Government would have likely assessed that the loss of competitiveness from the higher carbon tax is greater than the loss of carbon tax revenue. So, this is an example of a trade-off being decided within the Government.' Senior research fellow Kim Jeong Won from the NUS Energy Studies Institute noted that other countries with a carbon tax regime have also been offering similar allowances. For example, Sweden's manufacturing companies that face tough competition have enjoyed a discount of more than 50 per cent on carbon tax for around two decades. When asked how allowances impact the carbon tax regime, Dr Kim said such rebates can weaken the emissions-reducing effect of a carbon tax because companies can choose to just pay the tax if that is easier and less costly than decarbonising. She added that the allowances might be unavoidable in the early stage of carbon tax implementation. But there are countries with a longer carbon tax history that have phased out or plan to reduce such 'discounts' on emitters. 'Thus, Singapore also needs to consider how to gradually reduce the current transitory allowances while maintaining economic competitiveness,' added Dr Kim. Ms Low, a research fellow at the NUS Centre for Nature-based Climate Solutions, said it is too early to tell the effectiveness of Singapore's carbon tax. 'I'm hesitant to say the carbon tax regime is rendered less effective due to the allowances, because there are a lot of factors that would go into such calculations,' she added. Prof Liang, who is also co-director of the Singapore Green Finance Centre, added: 'Going forward, greater transparency around the volume and recipients of transitory allowances could help build public trust and reinforce the credibility of Singapore's climate commitments.' China's WeRide, M'sia's Causeway Link among firms bidding to run driverless public buses in S'pore
LTA's plan is for the autonomous public buses to operate alongside existing manned buses for an initial three-year period. PHOTO: ST FILE SINGAPORE - Chinese self-driving technology start-up WeRide and a consortium led by Malaysian bus operator Handal Indah, also known as Causeway Link, are among four companies that have submitted bids to participate in a trial of autonomous public bus services here. The Land Transport Authority (LTA) called a tender in January seeking proposals for the trial, which is slated to start from mid-2026 on two public bus routes – one in Marina Bay and Shenton Way, and the other in one-north in Buona Vista. The tender, which closed on June 9 and is expected to be awarded by the end of 2025, drew four submissions in total. Apart from WeRide and the Handal Indah consortium, the other two tenderers are vehicle distributor Cycle & Carriage Automotive and another consortium led by MKX Technologies. According to business records, MKX Technologies was incorporated in Singapore in April and has two shareholders. The majority owner is X Star Technology, a Singapore subsidiary of Chinese online vehicle financing company Yixin Group, and the minority owner is MK.X, a Japanese electric car-sharing firm. Government procurement website GeBiz did not state the other companies that make up the Handal Indah and MKX Technologies consortiums. The Straits Times has contacted WeRide, Handal Indah, Cycle & Carriage and X Star Technology for comment. LTA previously said that it will start the trial by buying six autonomous buses with at least 16 seats, and deploying them on bus services 400 and 191. This is so the authority can assess the feasibility of self-driving technology for public bus services and gain operational insights. Former Transport Minister Chee Hong Tat had said that the use of autonomous vehicles would help to address pressing manpower challenges in the public transport sector, where it has been difficult to hire drivers. LTA's plan is for the autonomous public buses to operate alongside existing manned buses for an initial three-year period. Depending on how they perform, LTA may buy up to 14 more autonomous buses to expand the trial to two more routes later. LTA said it chose to trial the self-driving buses on services 400 and 191 as they are shorter and simpler routes. The authority is also taking a phased approach so it can thoroughly assess the reliability of autonomous vehicle technology while ensuring public safety. During the initial phase of the trial, the self-driving buses will have bus drivers on board to act as safety operators, and the buses will be monitored in real time by LTA. Extra safeguards, such as requiring all passengers to be seated and to wear seat belts, will be put in place, and a remote safety operator will be allowed to take over the supervisory role only after at least six months of testing. LTA had said that the autonomous vehicle developer selected for the trial will have to work with public transport operator SBS Transit, which runs services 400 and 191, to come up with operational concepts and plans for operating the autonomous public buses. The authority said it will evaluate the proposals it receives based on the maturity of the technology, the record of the autonomous vehicle developer and its ability to meet operational needs. Other factors being considered include the supporting infrastructure, such as fleet management and vehicle charging systems. WeRide, which holds driveless vehicle operator permits in China, the US, the United Arab Emirates and France, is no stranger to self-driving vehicle operations in Singapore. Since April 2024, it has been running an autonomous shuttle bus service at integrated resort Resorts World Sentosa. Two of WeRide's driverless road sweepers have also been on trial on public roads in the Marina coastal area since October 2024. Handal Indah has some autonomous vehicle know-how, too, via company founder Lim Han Weng's other business, Yinson Holdings. In 2021, Yinson backed Singapore-based autonomous vehicle start-up MooVita, which today operates a driverless shuttle bus service at Ngee Ann Polytechnic – albeit with a safety driver on board.
