Uganda: Clean up payroll of police officers, Members of Parliament (MPs) tell minister

Lawmakers have tasked the Ministry of Public Service to clean up the payroll of police officers in a bid to put an end to complaints of unpaid salaries of officers.
The Members of Parliament made the demands while responding to a statement of the Minister of Defence and Internal Affairs, Gen. Kahinda Otafiire that was presented by Minister of State for Trade, Industry and Cooperatives (Industry), Hon. David Bahati during plenary sitting on Thursday, 17 April 2025.
The minister said that some officers have not been paid due to a mismatch in names and dates of birth.
'In 2023, the Auditor General conducted a validation exercise for all government employees. Some officers failed to meet validation requirements due to missing national identification cards, discrepancies in names and dates of birth. These officers were categorised as partially validated,' Bahati said.
He added that data migration from the Integrated Personnel and Payroll System (IPPS) to Human Capital Management System (HCM) has also played a role in delaying salary payment of some officers.
'Salaries on HCM are paid first then the process of payment on IPPS starts; this is to avoid double payments. The two systems however, do not cause missing salaries but delays for those still on IPPS. The process is underway to ensure all are migrated to the HCM system,' he said.
The matter had been earlier raised by the Tororo District Woman MP, Hon. Sarah Opendi who tasked the minister to provide a list of the affected officers and timeline of completion of migration of the systems.
'If you look at the audit report, we shall find un-utilised salaries of police officers. The police officers cannot come for fear of victimisation. Let the Minister of Public Service explain why the integration of this system is taking long,' she said.
The Minister of State for Public Service, Hon. Grace Mugasa said that the migration is ongoing adding that it is aimed at ridding the system of ghost workers.
'We noticed many ghost workers were on the payroll and government is losing an estimated Shs5 billion per annum,' she said.
The Leader of the Opposition, Hon. Joel Ssenyonyi however, said that the matter should be resolved within a week, given its gravity.
'Police officers are brutalising people because they are angry. These people earn very meagre salaries that they can barely get through with their lives. We task government to deal with this matter,' Ssenyonyi said.
Hon. Godfrey Onzima (NRM, Aringa North County) wondered why government keeps changing payment systems saying that such changes are to blame for missing salaries.
'You [Public Service Ministry] introduce a system that works for only three years and change. Why don't they use systems that work for at least 10 years,' Onzima asked.
Hon. Rosemary Nyakikongoro (NRM, Sheema District) said that it is unfair for officers to miss their salaries as a result of government's inadequacies.
'It is mandatory for one to have a national identification card before they are recruited. How is it then possible that when it is time to pay, you say they don't have identification cards?' she asked.
Deputy Speaker, Thomas Tayebwa directed the Minister of Public Service to provide a comprehensive statement within two.

President Launches Fourth National Development Plan (NDP IV) to Drive Uganda's Economic Transformation

President Yoweri Museveni has officially launched the Fourth National Development Plan (NDP IV), a bold and strategic blueprint aimed at addressing Uganda's most pressing development challenges and propelling the country toward socio-economic transformation. The unveiling took place Kololo Ceremonial Grounds before he delivered the address on the State of the Nation on Thursday, 5 June 2025. In her remarks, Speaker Anita Among, described the plan approved by Parliament on January 9, 2025 as a national blueprint for transformation and sustainable development and a precursor to the National Budget Speech, scheduled to be delivered on June 12, 2025. 'I acknowledge the contributions of all stakeholders involved in the formulation of this plan,' Among said adding that 'I request that before you begin your address to Parliament and to the nation, you symbolically unveil NDP IV as the foundation for the upcoming budget speech.' In his address, President Museveni credited the NRM's leadership with laying the ideological and institutional foundations necessary for Uganda's modern development. These, he said, are anchored in four key principles: patriotism, Pan-Africanism, socio-economic transformation, and democracy. 'This ideology promotes the mass line—ensuring social uplift for all, not just a privileged elite,' the President said. 'Policies such as Universal Primary and Secondary Education, mass immunization campaigns, and wealth creation programmes like Operation Wealth Creation, the Parish Development Model, and Emyooga have significantly improved the quality of life in Uganda,' he added. Museveni further cited Uganda's rising life expectancy, now at 63 years compared to 45 in 1986 when the NRM assumed power. He also noted that the population has grown from 14 million in 1986 to 46 million today, according to the 2024 National Housing and Population Census—evidence, he said, that Ugandans are now living longer, healthier lives. The President further highlighted improvements in the literacy rate, which has increased from 43 percent in 1986 to 80 percent today. He also pointed out a dramatic shift in the economy where the percentage of Ugandans engaged in subsistence farming has dropped from 90 percent in 1986 to the current 33 percent. 'This transformation illustrates that mass line programmes are the most effective path to socio-economic change,' he said. In line with this philosophy, the President outlined priority areas for NDP IV: ensuring peace and security across the country; accelerating industrialization by establishing factories that use locally available raw materials; promoting exports and import substitution; strengthening the private sector; increasing market access; and skilling young people through industrial vocational hubs. Spanning the period from financial year 2025/2026 to financial year 2029/2030, NDP IV lays the foundation for inclusive growth and sustained wealth creation. The plan emphasizes sustainable industrialization, full economic monetization, and robust private sector growth. The NDP IV aims to achieve an increase in GDP growth rate by by financial year 2029/2030 and an increase in average monthly nominal household income. Mohammed Bin Rashid School of Government signs MoU with Gov Campus to strengthen government sector capabilities

Dubai: The Mohammed Bin Rashid School of Government (MBRSG) has signed a strategic Memorandum of Understanding (MoU) with Gov Campus, a subsidiary of the International Advisory Group (IAG), to strengthen cooperation in capacity building, develop national competencies in the government sector, and contribute to sustainable growth and development. The MoU was signed by H.E. Dr. Ali bin Sebaa Al Marri, Executive President of MBRSG, and Dr. Nabil Alyousuf, Chief Executive Officer of Gov Campus. It establishes cooperation in developing and implementing joint training programmes and initiatives for government sector employees, with a focus on enhancing their skills, knowledge, and expertise to achieve excellence in public service delivery.
