Construction contract in Estonia (Rail Baltica Ülemiste passenger terminal)

On 21 May 2025, AS Merko Ehitus Eesti, part of the AS Merko Ehitus group, and OÜ Rail Baltic Estonia signed a construction contract for the Rail Baltica Ülemiste international passenger terminal in Tallinn.
The contract covers the design and construction works of the Ülemiste terminal building, which will be named "Linda" and is designed by the internationally renowned architectural company Zaha Hadid Architects. The terminal building will be constructed across Suur-Sõjamäe street, the planned Rail Baltica railway, and the existing Estonian Railways infrastructure.
The section of the terminal building crossing the railway will be approximately 180 metres long and will rise about 20 metres above street level – the equivalent of a six-storey building. To access the train, three platforms with a total length of approximately 1,250 meters will be built next to the railway tracks, about half of which will be covered with a canopy. With a unique facade and roof solution in Estonia, the building will meet all European railway traffic standards and will be constructed without interrupting existing rail operations.
The contract value is approximately 85 million euros, plus VAT. The construction deadline is October 2028.

Tallinn District Court decision in the criminal case related to the former board members of Tallinna Sadam
In June 2024 Harju County Court terminated the criminal proceedings towards former member of the management board of AS Tallinna Sadam (hereinafter: 'Tallinna Sadam') Ain Kaljurand, Allan Kiil and other defendants due to expiration of the limitation period for the criminal case, released the properties from seizure and partially ordered procedure expenses. The county court agreed that the defendants had participated in corrupt agreements but considered them to be cases of private sector corruption, in which the statute of limitations for the offenses is shorter compared to the situation of taking a bribe by an official person. The termination of the criminal proceedings resulted in the non-examination of the civil claim of the victims, Tallinna Sadam and TS Laevad OÜ. Tallinna Sadam and OÜ TS Laevad, as parties to the legal proceedings, filed an appeal with the Tallinn Circuit Court and asked the court to annul certain points of the resolution of the Harju County Court's decision of 27 June 2024. The victims found that the former members of the board of Tallinna Sadam should be treated as official persons and therefore the civil claim should be resolved on its merits. On 4 June 2025, the Tallinn Circuit Court decided to partially annul the decision of the Harju County Court of 27 June 2024, and made a new decision, being in consent with the prosecutor's office and the victims that the acts alleged against Martin Paide and Toivo Promm must be reclassified compared to what was stated in the county court's decision. However, the district court agreed with the county court that Ain Kaljurand and Allan Kiil were not public officials, and the decision of the Harju County Court was left unchanged in this regard. The district court therefore dismissed the appeal of the victims, Tallinna Sadam and TS Laevad OÜ, who requested to annul the county court's decision not to process the civil claim. The Court judgement has not entered into force as a party in the proceedings may appeal against the judgement of the Tallinn District Court within 30 days from the time of publication of the court judgement. Tallinna Sadam shall analyse the decision and consider whether and to what extent to appeal the judgement of the district court. The management board believes that based on known information, the above events will not have a material adverse impact on the Group's financial performance or financial position. Germany and Poland plan closer cooperation despite recent election
German Foreign Minister Johann Wadephul and his Polish counterpart Radosław Sikorski plan to advance cooperation between their two countries despite the victory of eurosceptic Karol Nawrocki in the Polish presidential election. "I assume that we will continue to work together very closely and amicably," Wadephul said on Wednesday during a meeting with Sikorski in Berlin. "Our ties are so strong that democratic elections here or there do not call them into question in any way." The cooperation also applies to France within the Weimar Triangle, for example in coordinating support for Ukraine, Wadephul said. The trilateral group, established in 1991, includes France, Germany and Poland, and is designed to promote cooperation among the three. Nawrocki, who was backed by the conservative nationalist Law and Justice party (PiS), had campaigned with anti-German and anti-European rhetoric. But Wadephul said the German-Polish partnership is so close and solid that he has no doubts that joint future and defence projects could be realized. Poland, he said, had held democratic elections. Germans and Poles are friends, "and we want to continue that," the German foreign minister added. Sikorski: Government controls foreign policy Sikorski described it as a sign of democracy that a representative of the opposition had won the presidential election in Poland. Similar to Germany, the president in Poland is not the head of government but a representative of the country abroad. He implements the policies set by the government. While the Polish president has more powers than the German president, including a veto right, "foreign policy is the responsibility of the government," Sikorski said. Wadephul: Defence and infrastructure are key topics Wadephul highlighted European air defence as a security guarantee for citizens and the advancement of European defence cooperation as key areas for expanding collaboration.
