Death of England fan raised in Parliament during ‘Britons murdered abroad' debate

The case of the England football fan who died in Bulgaria more than five years ago has been raised in a Parliament debate during which the Foreign Office was accused of leaving his family 'in the dark.'
Rob Spray died in Sofia on October 14, 2019 before England's European Championship qualifier against Bulgaria – which he had travelled to watch – after suffering cardiac arrest while in police custody.
Mr Spray's family have fought to get answers over his death, during which time his mother Jillian died of cancer. His father Malcolm and sister Katie were last month told that the coroner is still waiting for vital information to be passed on by Bulgarian authorities to allow a full inquest to be heard before a jury.
The MP for Cannock Chase, Josh Newbury, has offered his support to the family and raised Mr Spray's case in Parliament on Monday night during a debate titled British nationals murdered abroad: support for families.
Mr Newbury told Parliament: 'Rob's case is about to be heard at inquest, so I will not comment on the legal aspects, but I can say that his family were left in the dark by the Bulgarian authorities and, sadly, by the Foreign Office.
'They had very little guidance, even on how to bring Rob's body back to the UK, and they had to resort to a translation app to decipher Rob's autopsy after they were told that they would have to wait six months for an official translation. That all deepened their grief and frustration at the worst possible time. The worst part of all is that Rob's mum sadly passed away not knowing what happened to her son.
'I will do everything I can to help Rob's family get the answers that they have waited so long to get, and I know that the honourable gentleman will continue to campaign on this. Does he agree that we need to make sure that bereaved families like the Sprays get the full support of the British Government, so that they can get the closure that they need and deserve?'
Addressing Alex Davies-Jones, Under-Secretary of State at the Ministry of Justice, Mr Newbury added: 'Would she be willing to meet me and the family [of Rob Spray], when the time is right for them, to see what could be done to get them the answers they so desperately want?'
Ms Davies-Jones responded by saying: 'I am grateful to my honourable friend for raising the Sprays's experience. It is their lived experience and the experiences of other bereaved families that fuel me and give me that information to conduct my role as the victims Minister. I wholeheartedly welcome that correspondence and information.'
As a pre-inquest in February, Daniel Howe, area coroner for Staffordshire, stated that a full inquest will be heard before a jury because it was 'unnatural in state detention' and there could be 'reason to suspect unlawful death'.
The family of Mr Spray, aged 32 of Heath Hayes in Staffordshire, have never been told why he was discharged from Pirogov hospital into police custody, given he suffered a fatal cardiac arrest shortly afterwards with no doctors on hand to help him. Bulgarian officials originally reported that Mr Spray had been found in a 'helpless condition' before being taken to hospital. A petition calling for an investigation into Mr Spray's death surpassed 100,000 signatures.
The barrister of Mr Spray's family, Oliver Carr, told the coroner: 'The family see the evidence and strongly believe that the traumatic injuries that Rob acquired were at the hands of Bulgarian police and believe they more than minimally contributed towards his death. The family does not accept the evidence that does not go towards these ends.'

The inexperienced 22-year-old reportedly tasked by Donald Trump with tackling U.S. extremism was working as a neighborhood gardener just five years ago and in a grocery store as recently as August 2023, the Daily Beast can reveal. Thomas Fugate, who graduated from the University of Texas at San Antonio just 12 months ago, is currently heading up the Center for Prevention Programs and Partnerships at the DHS, as first reported by ProPublica Tuesday. The center, also known as CP3, plays a vital role supporting nationwide efforts to combat terrorism and hate-fueled violence. But according to the youngster's LinkedIn page, Fugate has almost no experience in this field—and in 2020 was working as a self-employed 'Landscape Business Owner.' There isn't much else on his resumé to suggest Fugate has the requisite skills to weed out terrorists. Prior to his work as a gardener—while studying for a degree in politics and law—Fugate worked at an H-E-B supermarket in Austin, Texas, as a 'Cross Functional Team Member.' According to his LinkedIn, he would 'perform various activities around every department of the store, fulfilling key duties contributing to store operations.' Since leaving college, Fugate has had a meteoric rise in the political world, having served as an 'advance team member' on President Donald Trump's 2024 campaign, according to his LinkedIn page. An avowed Republican, he also interned at the Heritage Foundation, the think tank behind Project 2025, and for Texas Representatives Terry Wilson and Steve Allison. Fugate was reportedly hired as a 'special assistant' in an immigration office at the DHS in February, according to ProPublica. He then took over CP3 after its previous director quit. Fugate did not immediately respond to The Daily Beast's request for comment. 'Tom Fugate has performed well in his current role as a Confidential Assistant in our Immigration & Border Security suboffice,' a senior DHS official told The Daily Beast. 'Due to his success, he has been temporarily given additional leadership responsibilities in the Center for Prevention Programs and Partnerships office (CP3). This is a credit to his work ethic and success on the job.' Fugate set up a political Instagram account last year, where his profile contains the motto, 'Men used to do great things. I believe they still can.' He has posted a number of photos from the campaign trail and his time in Washington, D.C. He also posted a video that showed him with a host of lesser lights in the Republican party, including the disgraced former congressman Madison Cawthorn, Kennedy Center President Ric Grenell, and MAGA personality Riley Gaines. He is also pictured with Texas Governor Greg Abbott and former British Prime Minister Boris Johnson. An older account in the name of Trey Fugate on X suggests that he was a fan of LEGO and Star Wars. He used the social media account to call on Texas politicians 'to protect the international affairs budget!' and 'Help the global poor, save lives.' That was just two years before he launched his new MAGA personality with the thomas4texas Instagram account, saying: 'Legend has it that Thomas Fugate didn't start the fire 🔥, but that is always been burning since the world's been turning 🤔. Welcome all to my new account for public service, community involvement, and politics 🇺🇸. Recently things have got to the point where I felt like my main account has become too focused on politics, so I wanted to switch things up!' The plethora of selfies and portraits plastered across his social media accounts suggest that the wryly arched eyebrow Fugate chose for his LinkedIn profile—a photograph taken in front of the seal of the Department of Homeland Security—was very much a knowing choice from a young man who seems to think he is destined for the top.

David Lammy will seek to deepen UK-India economic ties as he visits New Delhi this weekend, saying Britain's recently agreed trade deal with the country is 'just the start of our ambitions'. Trade and migration will be at the top of the agenda for the Foreign Secretary's trip, during which he will meet Indian Prime Minister Narendra Modi and external affairs minister S Jaishankar. The Foreign Office said Mr Lammy would also raise 'the recent escalation in tensions following the Pahalgam terrorist attack, and how the welcomed sustained period of peace can be best supported in the interests of stability in the region'. Pakistan and India agreed to a US-brokered ceasefire last month after rising hostilities between the two nuclear-armed rivals followed a deadly attack on tourists in Pahalgam, Kashmir. Ahead of the visit, Mr Lammy said: 'Signing a free trade agreement is just the start of our ambitions – we're building a modern partnership with India for a new global era. 'We want to go even further to foster an even closer relationship and co-operate when it comes to delivering growth, fostering innovative technology, tackling the climate crisis and delivering our migration priorities, and providing greater security for our people.' The Foreign Office said talks in New Delhi would aim to 'deepen and diversify the Comprehensive Strategic Partnership between the two countries'. 'The Foreign Secretary will also welcome progress in our migration partnership, including ongoing work on safeguarding citizens and securing borders in both countries,' it said.

Living historians will showcase military drills on the grounds of the Jonathan Hager House and there will also be a reenactment of battlefield experiences from the 18th century.
