NEW DELHI: The Prime Minister Narendra Modi government has invested ₹1.5 lakh crore over the past 10 years in northeast India's physical and digital infrastructure under the '
Act East Policy
', Minister of State for Communications
Chandra Sekhar Pemmasani
said on Friday.
'Over ₹1.5 lakh crore has been invested across digital and physical infrastructure in the region. Out of this ₹50,000 crore has gone specifically into
BharatNet
and the Digital North East Vision,' Pemmasani said in his keynote address at the
Rising Northeast Investors Summit 2025
event.
The minister said that more than 90% of northeast India is now covered by 4G networks, while 80% of the rural households in the region are digitally connected via optical fibre cable.
'Modern IT parks are operational in Guwahati, Shillong, and Agartala, catalysing job creation and innovation. Hyperscale data centres, including Asia's largest, will be set up in Assam,' Pemmasani said.
The minister recalled that the government is providing a much-needed policy support, beyond infrastructure, to help industry establish in this region and tap the local talent pool.
'It has launched ambitious programs such as
Digital India
, Bharatnet, Startup India, National AI Strategy, 5G rollout to create a launchpad for industry in the region,' Pemmasani said.
'This synergy of centre-state collaboration, a hallmark of governance since 2014, is transforming the NER (northeast region) into a digital powerhouse,' the minister added, saying that the region is witnessing the convergence of policy, infrastructure and talent.
According to Pemmasani, the application of artificial intelligence (AI) and 5G is no longer theoretical in the Northeast, and the technologies are being deployed to solve real-life issues.
The minister said that in Andhra Pradesh, a 5G telemedicine network is facilitating real-time consultationsm, while in Tripura, the 'Bhashini' initiative is making governance accessible in 22 languages through real-time AI translation
Pemmasani stated optimistically that more can be done with AI, such as the digitisation of all government services, including land records, while 5G can support the delivery of global resources and virtual laboratories to students. 'At the same time, Kaziranga and Sikkim can offer immersive AR experiences, showcasing our beauty to millions through virtual tour,' he added.
Currently, India's top telecom incumbents --
Reliance Jio

Bharti Airtel
-- provide a nationwide coverage of fifth-generation (5G) networks.
Earlier in the day, Reliance Industries Limited (RIL) Chairman & Managing Director Mukesh Ambani said at the event that Reliance Jio has already covered 90% of the population with over 5 million 5G subscribers in northeast India, and will double the number this year.
'Jio's priority will be to bring the revolutionary power of Artificial Intelligence to all schools, hospitals, enterprises and homes. When talent meets technology and competence meets connectivity, our North-East will surge ahead,' Ambani said, adding that Reliance has invested around ₹30,000 crore in the region in the past 40 years.
The oil-to-telecoms conglomerate, in the next five years, will more than double its investments in the northeast, with a target of ₹75,000 crore.

Contribute now New Delhi: Despite the Union government's consistent efforts to underplay the primacy of the Mahatma Gandhi National Rural Employment Guarantee Scheme, a report by Indian Express finds that the Ministry of Rural Development has sought an increased outlay – of Rs 5.23 lakh crore – for the scheme for five years until 2029-30. The report makes public findings from the rural development ministry's May 15 proposal to the Expenditure Finance Committee, that functions under the finance ministry and appraises all government schemes and projects. The report says that the outlay for five years till 2029-2030 is nearly 12% higher than the Union government's release of Rs 4.68 lakh crore for MGNREGS during the previous five financial years, from 2020-2021 to 2024-2025. In the Union Budget 2025, the Narendra Modi government allocated Rs 86,000 crore to the United Progressive Alliance-era scheme – the same amount as what was spent on the scheme as per the Revised Estimate of 2024-2025. Rs 86,000 crore is also the exact amount that was promised in the Union Budget of 2024-25, presented in July, 2024, after the National Democratic Government came back to power. The Wire has reported earlier how in an indication of fresh economic strain in rural India, demand for unskilled work under the MGNREGS has seen an increase in April and May this year, according to the data from the same rural development ministry. As many as 20.12 million rural households were among those who sought employment under the scheme in April. The figure slightly increased to 20.37 million in May, till the 18th of the month. The Express report notes that release of funds under the scheme had peaked at Rs 1,09,810 crore in 2020-21, the first full year after COVID-19 outbreak. A record 7.55 crore rural families availed themselves of the scheme. The report also quoted sources in the government as having said that the EFC appraisal and approval is part of government's exercise to evaluate and approve its schemes for the next Finance Commission cycle. The MGNREGS is backed by law and therefore the EFC approval is 'just a formality,' the report said. The ministry's outlay is also subject to change, sources told the paper. New Delhi: The combined market valuation of four of the top-10 most valued firms jumped Rs 1,01,369.5 crore last week, with Life Insurance Corporation of India (LIC) emerging as the biggest gainer, in an otherwise sluggish trend in week, the BSE benchmark declined 270.07 points or 0.33 per cent. While HDFC Bank, Bharti Airtel, State Bank of India and LIC were the gainers in terms of addition to their market valuation, Reliance Industries Ltd, Tata Consultancy Services (TCS), ICICI Bank, Infosys, Bajaj Finance and Hindustan Unilever Ltd faced a combined erosion of Rs 34,852.35 crore on the other hand. The market valuation of LIC surged Rs 59,233.61 crore to Rs 6,03,120.16 crore, the most among the top-10 firms. State Bank of India added Rs 19,589.54 crore to Rs 7,25,036.13 crore in its valuation. The market capitalisation (mcap) of Bharti Airtel jumped Rs 14,084.2 crore to Rs 10,58,766.92 crore and that of HDFC Bank climbed Rs 8,462.15 crore to Rs 14,89,185.62 crore. However, the mcap of TCS tumbled Rs 17,909.53 crore to Rs 12,53,486.42 crore. The valuation of Reliance Industries tanked Rs 7,645.85 crore to Rs 19,22,693.71 crore. The mcap of Bajaj Finance dropped by Rs 4,061.05 crore to Rs 5,70,146.49 crore and that of ICICI Bank declined by Rs 2,605.81 crore to Rs 10,31,262.20 crore.
