
Teodoro says China needs to overcome 'deficit of trust'

China has a "deficit of trust and credibility" it needs to overcome in order to mend its fraught defense ties with the Philippines, though any breakthrough in the near term remains unlikely, Manila's top defense official said on Saturday.
Defense Secretary Gilberto Teodoro Jr told Reuters that the threat of China's growing military prowess was "undeniable", echoing comments from Pete Hegseth, the counterpart from his US treaty ally.
"China's activities are getting more expansive and more aggressive. Their demonstrations of force are getting more frequent, and in the West Philippine Sea, we are getting used to their activities, but they have expanded the areas where they are doing it," he said, referring to the South China Sea.

In a wide-ranging interview on the sidelines of the Shangri-La Dialogue defense meeting in Singapore, Teodoro spoke of the frustration of dealing with Chinese military counterparts who rarely stray from talking points and propaganda and represent an institution that exists to serve the Communist Party leadership.
"I believe my foreign affairs colleagues are trying their level best to engage China. But on the defense side, what we have seen is that China has to overcome a deficit of trust and credibility," he said.
"They continue their activities while gaslighting us that because the proximity and the defensive capabilities of the Philippines are not on par with Vietnam, so they choose us as an easy target."
But Teodoro said both the United States and the Philippines wanted to peacefully deter China and he remained confident in Washington's security commitments after meeting Hegseth in Singapore.
The Philippines has been among the most vocal critics of China's growing assertion of sovereignty in the South China Sea, in contrast to some of its neighbors like Malaysia, who have adopted a more cautious stance.
"No country in ASEAN is subjected to the same amount of intense activities in all fronts by China, but the Philippines," said Teodoro.
China's defense ministry did not immediately respond to a Reuters' request for comment.
China's foreign ministry earlier this month urged the Philippines to stop provocations in the South China Sea and officials have frequently accused the US of sowing discord in the region.
China claims almost the entire South China Sea, despite overlapping claims by Brunei, Indonesia, Malaysia, the Philippines, Vietnam and Taiwan.
A 2016 ruling of an international arbitral tribunal said Beijing's claims, based on its historic maps, have no basis under international law, a decision China does not recognize. —Reuters

Defense Secretary Gilberto Teodoro Jr. rebutted questions posed by some Chinese military officials regarding the West Philippine Sea as 'propaganda' during a defense forum in Singapore. In Ivan Mayrina's Monday report on '24 Oras,' Teodoro made the statement at the Shangri-La Dialogue after a Chinese military official asked why the Philippines could not be like its neighboring countries, citing Malaysia and Vietnam, which engaged in dialogue on territorial issues and instead engaged in what he said were confrontations. 'Why can't the Philippines do the same? Malaysian Prime Minister Anwar (Ibrahim) mentioned he, otherwise, your President to engage dialogue and communication with… China. So, will the Philippines follow his advice and change his current approach to the South China Sea issue or that the Philippine intent to act as a proxy for external powers?' said Senior Colonel Qi Dapeng, a professor at the National Security College and National Defense University in China. 'The United States is sending more arms to this region and setting up more military bases in the Philippines. Are you concerned that a proxy war in Asia might be launched?" asked Senior Colonel Zhang Chi, an associate professor at the same school. In response, Teodoro said, 'Thank you for the propaganda spiels disguised as questions. Let us not forget that while we are members of (the Association of Southeast Asian Nations), we are sovereign countries, each with its own territorial integrity and sovereignty. And I'm sure that if what China is doing to the Philippines is done to Malaysia or to any ASEAN country, you would see a different reaction." Members of the audience applauded the defense secretary. 'I would like to reiterate that the Philippine position on the West Philippine Sea is not a function of Sino-American strategic rivalry. Instead, it is caused, no doubt, by the overreach of the Chinese Communist Party of which the most glaring evidence is the nine, 10 or 11-line that has absolutely no basis in international law,' Teodoro maintained, rebutting the Chinese narrative that the Philippines is the United States' proxy and lackey. The Filipino official stressed that trust is needed to engage in a dialogue with China with regards to the issues of the West Philippine Sea. No official high-ranking delegates from Beijing attended the defense forum. Instead, Teodoro accused Beijing of sending intelligence agents posing as journalists. Singapore PM Wong to have bilateral talks with Marcos in PH visit
Malacañang on Monday announced that Singaporean Prime Minister Lawrence Wong would make his first official visit to the Philippines upon the invitation of President Ferdinand ''Bongbong'' Marcos Jr. The Presidential Communications Office stated Wong's visit would take place on June 4 to 5, 2025. Marcos and Wong are expected to have a bilateral meeting and discuss key areas in their relations, such as health, climate change mitigation, and civil service cooperation. The two leaders will also exchange views on political and economic issues of significance to the region, according to the PCO. Singapore is the country's 8th largest trading partner in 2024 and is currently home to an estimated 220,000 Filipinos. The Philippines is the first bilateral visit of the Singaporean leader after his reappointment in May. This visit also marks Wong's introductory visit to Manila. To recall, the two leaders had a bilateral meeting at the sidelines of the 2024 IISS Shangri-La Dialogue wherein Marcos was a keynote speaker. Teodoro holds bilateral talks with Japan, Ukraine, Netherlands

DND Defense Secretary Gilberto Teodoro Jr. held separate bilateral meetings with defense officials of Japan, Ukraine, and The Netherlands on the sidelines of the Shangri-La Dialogue over the weekend, the Department of National Defense (DND) said Monday. Teodoro Jr. attended the 22nd International Institute for Strategic Studies (IISS) Shangri-La Dialogue in Singapore from May 30 to June 1 to tackle security issues and defense ties with other nations. Japan Japanese Defense Minister Gen Nakatani said Tokyo wants deeper involvement in joint drills with Manila like Balikatan and Kamandag upon the entry into force of the Philippines-Japan Reciprocal Access Agreement. The two countries agreed on the importance of expanding cooperation in defense equipment production. To deter actions that undermine regional peace, Teodoro stressed the need for sustained bilateral and multilateral dialogues as he called for stronger alliances based on shared principles. Ukraine Ukrainian Deputy Minister of Defence Oleksandr Kozenko thanked the Philippines for its support to Ukrainian sovereignty and territorial integrity. A Ukrainian defense attaché will be assigned to Manila to develop bilateral defense ties, according to Kozenko. Teodoro said the Philippines wants to learn technological development from Ukraine, while Kozenko said Ukraine is also keen on learning maritime disaster response and post-trauma recovery from the Philippines. Both countries remain committed to international law. Ukraine vowed its adherence and strict compliance with the Geneva Conventions and openness to defense cooperation with the Philippines. The Netherlands Meanwhile, Teodoro expressed interest in learning from the Netherlands' best practices in defense governance. Dutch Minister of Defencs Ruben Brekelmans supported rules-based international order and expressed interest in exploring joint military activities with the Philippines.
