Karnataka LoP Ashoka demands NHRC probe into Bengaluru stampede
Leader of Opposition in the Karnataka Assembly, R Ashoka has sought the urgent intervention of National Human Right Commission (NHRC) in connection with the stampede incident near the Chinnaswamy stadium in Bengaluru.
The BJP leader urged the Commission to take immediate cognisance of the incident and launch a comprehensive investigation into the roles and responsibilities of all government officials, agencies, and private entities involved in organising the event.
In his letter to NHRC Chairman, Ashoka said the stampede near the stadium during the Royal Challengers Bengaluru IPL victory celebrations on June 4 was a "deeply disturbing incident of human rights violation" that resulted in the loss of 11 innocent lives and left 75 individuals injured.
"This is not merely an unfortunate accident it appears, based on eyewitness accounts and preliminary investigations, to be the direct result of gross negligence, mismanagement, and a blatant disregard for public safety by the state government and the concerned authorities," he said in his letter dated June 11.
Ashoka highlighted several critical lapses that he claimed led to the incident, which included lack of crowd control, lapses on part of the state government and organisers, and insufficient police deployment.
"The area (stadium), which has a capacity of around 35,000, saw a massive and unmanageable influx of lakhs of people, allegedly due to misleading announcements regarding free passes," he stated.
Citing inadequate security and police presence, he referred to reports suggesting a "serious shortfall" in on-ground security personnel required to manage the crowd. He also raised concerns over the alleged absence of basic amenities and emergency services at the venue.
"Eye witnesses report a severe shortage of medical aid, ambulances, and even basic facilities such as water." Flagging the "irresponsible" conduct of organisers, he said, "The alleged misinformation by RCB, the event management firm DNA, and the Karnataka State Cricket Association (KSCA) contributed directly to the chaos."
"Although FIRs have been filed and an inquiry commission announced, the apparent lack of foresight and preparation by government agencies is deeply concerning," he stated.
Ashoka has urged the NHRC to ensure accountability and recommend necessary disciplinary or legal action against those found negligent.
He also asked the Commission to issue guidelines and protocols to prevent similar incidents during large-scale public events, with a focus on crowd control, safety norms, and emergency preparedness.
"This preventable tragedy has caused immense grief and anger among the people of Karnataka. I firmly believe that the intervention of the NHRC is vital not only to secure justice for the affected families but also to ensure such an incident is never repeated," he added.

Karnataka seeks bigger share of central taxes, Rs 1.15 trn for B'luru infra
Karnataka Chief Minister Siddaramaiah on Friday met 16th Finance Commission Chairman Arvind Panagariya, demanding a larger allocation for the state from the central tax pool and Rs 1.15 lakh crore investment to strengthen Bengaluru's infrastructure for the five-year period beginning April 1, 2026. In the meeting, which lasted for more than an hour, Siddaramaiah flagged that there has been a "stark imbalance in fiscal returns" despite Karnataka contributing nearly 8.7 per cent of the national GDP with just 5 per cent of the population and ranking second in the country in GST collections. "The imbalance in fiscal returns is so much that for every rupee Karnataka contributes to union taxes, it receives only 15 paise in return," the CM told reporters after the meeting. Speaking about the discussion, Siddaramaiah said: "The meeting was very cordial and the chairman was very receptive to our demands... We have told them that the tax devolution to states should be done fairly and rationally." The CM pointed out that the reduction in Karnataka's share under the 15th Finance Commission -- from 4.71 per cent to 3.64 per cent -- resulted in a cumulative loss of over Rs 80,000 crore during the award period. Karnataka's per capita devolution has also dropped significantly from 95 per cent to 73 per cent of the national average between 14th and 15th Finance Commissions, despite increased GDP contribution. Siddaramaiah called for "critical reforms" to make the fiscal devolution system more growth-oriented, predictable and fair, while highlighting three main concerns: the growing disparities in per capita devolution; the flawed design of revenue deficit grants; and the unpredictable nature of state-specific grants. In the memorandum submitted to the Commission, Karnataka demanded that the share of taxes devolved to states be increased to at least 50 per cent, and that cess and surcharges be capped at 5 per cent. The state also recommended including union non-tax revenues in the divisible pool. "The Centre collects cess and surcharge on various commodities. We don't have a share in it. If they collect more than 5 per cent it should come under the divisible pool," Siddaramaiah said. For sharing funds among states, the chief minister suggested that each state retain about 60 per cent of what it contributes, with 40 per cent going to less-developed states ensuring both growth and equity. To make the formula fairer, Karnataka has proposed reducing the weight of the income-distance criterion by 20 per cent and reallocating the same to reflect state's fiscal contribution as measured by the share in national GDP, so that high-performing states are not penalised but encouraged. Siddaramaiah also questioned the effectiveness of revenue deficit grants. "About Rs 38,000 crore revenue deficit grant was given to Kerala, but not to Karnataka. Similarly, a special grant of Rs 5,495 crore was recommended for Karnataka by 15th Finance Commission but Government of India refused to give it to us," he said. As a result, the state government has recommended replacing "discretionary" special grants with a formula-based allocation of 0.3 per cent of Gross Union Receipts. However, the state has requested grants for Bengaluru development and other critical projects if the Commission continues with such provisions. "Karnataka's fiscal strength fuels national growth. It is time to ensure that growth is not penalised but rewarded. We urge the commission to adopt a balanced, forward-looking approach to devolution," Siddaramaiah said. The overall share allocated to all states from central taxes was reduced to 41 per cent for 2021-26, as against 42 per cent in the previous cycle, primarily due to the creation of Union Territories of Jammu and Kashmir and Ladakh. Siddarmaiah was accompanied by Economic Advisor to CM Basavaraya Reddy, Chief Secretary Shalini Rajneesh, Principal Secretary of Finance Ritesh Singh, and other state officials. The 16th Finance Commission, established in December 2023, is tasked with recommending tax revenue distribution between the central government and states for 2026-31. The commission must submit its recommendations by October 31, 2025.

Kaushambi case: Probe team summons SDM, CO, records statements of victim, family
The team of the State Backward Classes Commission (SBCC), which reached Kaushambi to investigate the Lonhada case, met SDM Sirathu and CO, Sirathu at the Circuit House on Friday and sought details related to the case. The team also took the girl's statement, copies of documents related to the case, besides the suicide note of the father of the accused. These copies will also be attached with the investigation report to be sent to the chairman of the Commission. The State Backward Classes Commission had formed a five-member team to investigate the Lonhada case which included the Commission's vice chairman Surya Prakash Pal, members Vinod Kumar Singh, Balak Das, Richa Rajput and Ashok Kumar. On Friday morning, before recording the statement of the girl and her family members besides villagers, the team summoned SDM Sirathu Yogesh Kumar Gaur and CO Satyendra Tiwari at the Circuit House in Manjhanpur, Kaushambi. Both officers were quizzed on various developments of the case for about an hour including how it all started, under what circumstances the case was registered and what happened that the sections of rape and Pocso were removed in a hurry, on what basis the case of murder by poisoning was registered against five people including the gram pradhan and the girl's father. Surya Prakash Pal, heading the investigating team said that the entire incident has been investigated thoroughly. He said the statements of SDM and circle officer had also been taken and soon the investigation reports would be sent to chairman of the Commission. Health check-up of victim done A medical team of Community Health Center, Kada, reached Lonhada village on Friday and conducted a health check-up of the victim. In a video of the victim's mother circulated on social media, she could be heard talking about her daughter's ill health. CHC superintendent Dr Mohd Saud said that the girl is completely fine. She had some trouble due to hot weather. ORS and glucose have been given. 'Will get justice for the girl' District president of Aam Aadmi Party Mohd Ilyas reached Lonhada village on Friday with party officials and workers. He met the girl and her family and assured them of all possible help. He said that under pressure of the government, the police had removed the sections of rape and Pocso Act due to which the accused had been released. Instead of the accused, the girl's father has been sent to jail for which AAP would stage a protest at every level for justice, he said.
