
How Ellesmere Port was saved: inside the old Astra factory's revival

Diane Miller, Stellantis's top UK car manufacturing executive and winner of Autocar's 2025 Editors' Award, has loved cars all her adult life – preferably in very large numbers – and can vividly remember the day the obsession began.
From a post-graduate job at Ford's then mighty Ford Fiesta plant in Dagenham, Essex, Miller has spent the past 30-odd years mastering ever more responsible automotive jobs around the world – for Ford, Aston Martin, GM and most recently Stellantis, in the UK, Europe and the US.
Miller is decisive but modest and as a result reluctant to identify any particular secret of success. But if you converse with her long enough, she will eventually admit to one asset: 'Finding a way to get on with people.'
It is for this that she is known and loved by the people who have worked for her. Having discovered its effectiveness early on, she has deployed her liking for people in every car job she has had, and she has become famous for it.
Miller's most spectacular achievement to date has been the 18-month conversion of the former Vauxhall Astra plant at Ellesmere Port, near Liverpool, to the manufacture of battery-powered delivery vans for five Stellantis marques: Vauxhall, Opel, Citroën, Peugeot and Fiat.
It has been a vital move in rescuing volume vehicle manufacturing in this country. Now that this EV factory conversion has been achieved, Miller is turning her hand to running Stellantis's massive new national parts distribution centre, located just down the road from the van plant at Ellesmere, where the company is spending £500 million to expand and improve the way it delivers components to its customers in the UK and Ireland.
The parts centre project has required another wholesale reorganisation, entailing both the redeployment of car-making people and the importation of new workers into a business that, despite its size and scale, has to be very labour-intensive.
It is a perfect place for a unique character like Miller, a highly experienced engineer who discovered early how to get on with people.
'I went to an all-girls convent grammar school in Northern Ireland,' she explains, 'and three of us opted for A-level physics. Our teacher loved engineering, and the upshot was all three of us chose engineering at university: mechanical and production engineering for me; civil and aeronautical for the others.
'My degree was from Liverpool John Moores University, and as part of a 'jobs milk-round' for graduates I was invited to Ford's Dagenham plant to see how it was run.
I was instantly amazed and intrigued that they could build 60 cars an hour, and the experience had a lasting effect on me. Even after more than 30 years in the business, I still find it amazing.'
Miller joined Ford, moved to Dagenham and stayed five years. She achieved rapid promotions, first to senior process engineer and then to a manager's job in the paint engineering area, launching new technology in Ford plants across Europe.
Paint doesn't suit everyone, but Miller earned an early reputation for being willing to try anything and work anywhere.
'Crossing the Irish Sea to go to university was the big move,' she says. 'After that, anything was okay.'
Pretty soon Miller was heading to Chicago on a two-year paint unit training scheme that extended to four. 'It was a situation that occurs in many companies,' she says. 'You go on a training scheme and the money runs out, so they get you to do the job anyway. It was great training because no one else knew about paint, so I had to make the decisions. It worked out okay.'
Miller's career progressed more rapidly than most young engineers her age, but she's careful not to give herself much credit. 'I had very good mentors,' she says. 'And there were so few women in the industry in those days that people probably noticed you more. Mind you, even today I'm very sad that there aren't more women in these engineering jobs. There are great careers here for those who want to try it.'
Women can succeed in a male-dominated arena like car-making just by being who they are, says Miller. They tend to humanise the place, she says: 'Right from the start, I'd go to a factory, talk to the operators and ask how their job should be done. It was a bit different from some managers who arrive and think, well, 'I've got the degree, so I know how things should be run'. But people on the floor can work smart better than anyone, and if they trust you, they'll tell you how.'
When the Chicago gig ended, Ford wanted Miller to go back into central engineering at Dagenham, but she wanted to stay in a plant and felt that would have been a waste of her paint know-how. So she worked happily for several years at the Ford Transit plant in Southampton, leaving before it closed in 2013 because its manager was heading for Aston Martin (then a Ford company) and asked her to join him, bringing her paint expertise.
It made sense, because her husband, an American, was already a paint supplier there. Aston Martin paint is quite different from Ford Transit paint, she found: 'I started off thinking five jobs an hour would be easier than 60 jobs an hour, but that was completely wrong. True, Aston paint was very different – many more coats and lots of polishing – but the big difference was the fact that the operators had so much to remember.
The Transit takt (process) time was around five minutes, explains Miller, whereas at Aston it was more like 25 minutes. People had to remember 25 minutes' work rather thanfive, which is clearly much more difficult.
Still, Miller thrived there for six years – until Ford sold Aston Martin and suggested, once again, that she return to central engineering. Just in time a GM headhunter arrived with an offer to move to Ellesmere Port where Vauxhall was about to launch the Astra D2, but there were big problems with the paint shop.
Miller, uniquely qualified to take hold of the process and fix it, was perfect for the job. Aston was small by comparison, and Miller liked the Liverpool area where she had been at university.
'We decided to make the move, and I joined the company at a high enough level to make the changes needed,' she says. 'Our Astra launch was the best in the company's history, and I thoroughly enjoyed it. From that I was asked to take over general assembly, another progression. I had enjoyed paint, but there are many more people in general assembly, and I guess that's where my skills are. We made some good progress; people felt able to tell me about their difficulties.
' They knew if there was a problem and I could fix it, I'd do it right away.' Astra production ended in April 2022 – with quality levels higher than they had ever been. Then came the bombshell decision to start making Stellantis electric vans. 'It was a funny time,' says Miller.
'The whole of Europe thought this plant would never reopen, but we already knew [then Stellantis boss] Mr Tavares had decided to keep it going because he'd discovered – from the first time he visited us – that there was an ethos among Ellesmere people that we'd find a way to do whatever was needed to keep the place open. '
In order to make the changes, the factory was shut for 18 months. Staff who couldn't make cars helped move robots and build new rest areas. Managers went to Madrid, where changes planned for Ellesmere had already been made, to see exactly what was needed. Everyone adapted, in no small part because Miller's can-do culture had spread throughout the place.
By September 2023 electric vans were flowing down the lines. The success isn't complete. For Miller and Stellantis, the current 20,000-unit annual output isn't nearly enough, mostly because they believe the government's re-adoption of 2035 as an ICE cut-off date has hurt demand for Ellesmere's all-EV output. As a stopgap, they have begun building bodies for an ICE van plant in Algeria (boosting output to 50,000 units), and production will soon be further augmented by the arrival of a range of larger, Vivaro-sized electric vans for the five Stellantis marques.
Ultimately, demand will be much higher – perhaps as high as the plant's 100,000-a-year, seven-day, three-shift capacity. Ellesmere Port is ready. Miller, meanwhile, is several months into her demanding new project – and she will be happy with more after that.
She has spent most of her three-plus decades in automotive providing a great role model for other people, not just women, but she says the lessons she has learned have been important in her own personal development, too. 'I'll never forget how those early days at Dagenham flipped my mind,' she says.
'They taught me that if you think clearly, you can do anything. I started applying those principles to my own life and found that there's nearly always a way you can make things happen. This industry has been a great teacher.'

Business Secretary meeting Lotus after reports of plans to scrap UK carmaking
The Business Secretary will hold talks with Lotus after the carmaker appeared to shelve plans to shut its UK operations. After reports that Chinese owner Geely was planning to stop manufacturing at the Hethel plant in Norfolk, putting 1,300 jobs at risk, Lotus issued a statement saying it had 'no plans' to close the factory. Jonathan Reynolds will speak to the company on Sunday, the PA news agency understands. The British sportscar brand has been majority-owned by Chinese multinational Geely since 2017. The Financial Times had reported it was considering shutting up shop in the UK and in favour of a new plant in the US. On Saturday, Lotus sought to assuage concerns with a statement that it remains 'committed' to the UK, which it called its largest commercial market in Europe and the 'heart' of the brand. 'Lotus Cars is continuing normal operations, and there are no plans to close the factory,' it said. 'We are actively exploring strategic options to enhance efficiency and ensure global competitiveness in the evolving market. 'We have invested significantly in R&D and operations in the UK, over the past six years. Lotus remains committed to the UK, and its customers, employees, dealers, suppliers, as well as its proud British heritage.'

Labour considers copying Macron's net zero housing laws
Ed Miliband and Angela Rayner are considering copying French laws that impose strict net zero limits on housebuilders. The Cabinet duo are exploring whether to adopt Emmanuel Macron's green approach, which has driven up construction costs by around a fifth. In 2022, France introduced a law setting limits for how much carbon buildings should produce over their lifetime, including their construction. It comes as Ms Rayner, the Deputy Prime Minister, faces an uphill battle to fulfil Labour's manifesto promise to build 1.5 million new homes by 2030. Kevin Hollinrake, the shadow housing secretary, said: 'Adopting French-style regulations would seriously undermine house-building efforts in the UK. 'Already, Labour's tax policies, reduction in housing starts and failure to control our borders are pricing British families out of the market. This latest proposal would only make things worse, leaving hard-working people with less chance of owning a home. 'Above all, it highlights once again the recklessness of Labour's unrealistic net zero targets. This must not go ahead.' Mr Macron's reforms have proven controversial, being blamed for driving up construction costs, thwarting development and causing house prices to stagnate. Under the scheme, the limits are gradually ratcheted down. They were toughened at the start of this year, with the next change scheduled for 2028. But amid mounting criticism, ministers in Paris are attempting to backtrack and have ordered a review of the planned level for three years time. Valérie Létard, the French housing minister, said there was a need to find a better 'balance of standards' that 'allow for faster projects', adding: 'Urban planning and housing must serve our citizens and not be a source of administrative bottlenecks or a drop in purchasing power.' In a note issued last year, BCG, a leading consulting firm, said the regulations had sparked 'a dramatic effect on construction costs and property values'. 'In new build, the rules require companies to use more energy-efficient materials and equipment,' experts from the company wrote. 'As a result, the cost of constructing a new building has risen by an estimated 10-20 per cent, significantly slowing demand.' The firm said the new regulations had also exacerbated concerns about a value gap opening up between new homes and older, less energy-efficient ones. Despite the criticisms, officials at both Mr Miliband's and Ms Rayner's departments confirmed they were looking at introducing similar rules in the UK. The net zero department, run by Mr Miliband, quietly revealed that it was looking at the French-style reforms in a paper published last week. A Government spokesman insisted no decision has been taken on whether to go ahead. Any changes would come on top of other controversial net zero reforms that have been driven through by Labour ministers. They include the planned introduction of a 'glass tax' that is set to push up the cost of a bottle of wine by 9p and beer by 4p. Mr Miliband is also considering proposals to shift green levies from electricity bills to gas ones, pushing up the cost of central heating. The Home Builders Federation, the trade association for housebuilders, said the UK industry was already building more energy-efficient homes and cautioned against extra regulation. Rhodri Williams, its technical director, said: 'As we look to increase housebuilding to address our chronic housing shortage, and address the failings in the planning system that have for too long resulted in endless delays and additional costs for construction projects generally, any moves to add further potentially significant restrictions on construction need to be carefully considered. 'Adding yet more costs into housebuilding, on top of the other recent major increases for, amongst other things, solar panels, biodiversity net gain, the building safety levy, and employee costs would make even more sites unviable to develop and potentially slash housebuilding across the country.' Ms Rayner, who has fronted the pledge, is under growing pressure amid a widespread expectation that she will not be able to deliver the target of 1.5 million new homes across the course of this Parliament. Despite sweeping changes to planning rules, housebuilding slowed down by 14 per cent last year, according to the British Property Federation. Asked about the prospect of the new net zero limits, a spokesman for the Ministry of Housing said: 'No decisions have been made on this. We are currently considering the right approach to embodied carbon in new buildings, and will ensure that our plans do not block development. 'We are taking decisive action to speed up the planning process and deliver our stretching target of 1.5 million homes through our Plan for Change, with work already being driven through our seismic planning reforms and landmark Planning and Infrastructure Bill.'

Rolls-Royce hails British support for next-generation jet engine
The UK is backing Rolls-Royce to become a global leader in the $1.6 trillion market for short-haul aircraft engines, by offering potential taxpayer support for its next generation of jet engines. The Rolls chief executive Tufan Erginbilgic this weekend confirmed that the Derby-based FTSE 100 engineer will return to the larger 'narrow body' or 'single aisle' market as Labour puts the move at the heart of its industrial strategy. 'This is the single-biggest opportunity for economic growth for the UK in the next 50 years,' he said. • Rolls-Royce has wowed the City — can it charm airlines too? The government last week said that 'gas turbines are critical to UK national and economic security, and our role and capabilities in the UK with companies like Rolls-Royce can lead to significant growth'. A priority would be to 'secure a UK engine position on next-generation single-aisle programmes', ministers outlined in the government's industrial strategy. In a wide-ranging interview with The Sunday Times, Erginbilgic set out his strategy: • Rolls is in talks with a number of industrial and engineering partners over its new UltraFan engine, which could lead to the British firm reviving its joint venture with US rival Pratt & Whitney.• He confirmed talks with the government over taxpayer support for the new engine.• He insisted that a deal was still to be done with Airbus on the UltraFan despite the Franco-German planemaker hinting at a preference for different technology manufactured abroad.• Erginbilgic revealed plans to expand Rolls's nuclear energy programme with the development of smaller 'advanced modular reactors' that could be rolled out to power the military on the front line.• He expressed confidence that the Trump administration will not backtrack on the Aukus defence partnership.• He said that Rolls could benefit from increased defence spending by expanding into autonomous vehicles and drones. Erginbilgic has overseen a dramatic turnaround in the fortunes of Rolls-Royce since he took the helm at the start of January 2023. Rolls's share price has risen by more than 800 per cent since, with the company now boasting a stock market valuation of £80 billion — making it the fifth-biggest company on the FTSE 100. The engineer's success stems in no small part from the building and maintenance of aircraft engines. Civil aerospace is Rolls-Royce's biggest single sector, accounting for about half of revenues and two-thirds of profits. The engines it makes, however, are only for long-haul planes — also known as 'wide body' or 'twin aisle' aircraft. Rolls has an estimated 44 per cent of the wide-body market globally. Its rival General Electric has 54 per cent. Development of the new £3 billion UltraFan engine has been in the works for a number of years. 'Given the technology we have, given the credibility we establish in the industry, and the financial strength we have and the engineering capability, we are actually saying we can play in the narrow-body [market],' Erginbilgic said. Moving into this market would present a challenge in scaling up Rolls's operations, because there are many times the number of short-haul aircraft as long-haul ones. To do so, Erginbilgic confirmed his preference to join forces with another engineering or industrial company. 'We are saying we have the engineering capability. But if you consider beyond engineering capability and so on, I believe … that [a partnership] may be the best outcome for the company,' he said. The Turkish-born executive refused to be drawn further on the names of potential partners. Industry sources pointed to the likes of Pratt & Whitney, with which Rolls had an ill-fated joint venture for short-haul engines before it collapsed more than a decade ago. Other potential parties include Mitsubishi and Kawasaki of Japan, Germany's MTU Aero Engines and South Korea's Hyundai. Erginbilgic said that he was in talks with the UK government for financial support to accelerate the UltraFan programme. 'This [state help] is not actually a new phenomenon; our competitors get this four or five times as much as we do,' he said. 'This is such a new development, such a big opportunity. We are effectively saying that in the development of this, actually a little bit of support would be great.' A major hurdle to entering the narrow-body market is striking a deal with one of the world's two main planemakers: Airbus and Boeing. Airbus is working on the next generation of its A320 workhorse, with its wing being developed at its centre of excellence in Bristol. The Franco-German company earlier this year hinted at a preference for an 'open-fan' engine developed by rival CFM — a joint venture between America's GE and French firm Safran — that appears to look more like a propeller than a 'closed duct' gas turbine. Asked whether Rolls had missed its opportunity to power the next generation of Airbus aircraft, Erginbilgic insisted: 'That's undecided … I talk to everybody.' Although civil aerospace represents the majority of Rolls-Royce' bottom line, the company's prowess in nuclear energy is exciting investors. Rolls manufactures power units for nuclear-powered submarines and has positioned itself to build a raft of small modular reactors — power stations the size of two football pitches — as part of the UK's push to decarbonise the electricity grid. • Rolls-Royce to build UK's first small nuclear power stations Erginbilgic said that nuclear power presented another big opportunity for Rolls. 'There is no other company on Earth — private company; I'm not including governments in this — with the nuclear skills that we have,' he said. 'What we do for nuclear submarines here, four companies do it in the US.' The 65-year-old revealed that Rolls was now expanding into the development of advanced modular reactors (AMRs), a type of small nuclear reactor that uses different fuels and technology and can be transported if required. 'We are actually working on technology in both areas in the US as well as the UK,' he said. 'Early applications will be really in space and defence.' One use of AMRs would be as a 'secure energy supply wherever your military is going', he said. Asked whether this would be a vital part of supporting military operations, he responded: 'Yes. That's my point. You cannot do it with SMR.' AMRs are considered novel technology and are likely to be many years away from practical usage. Elsewhere in defence, the future of the nuclear submarine deal between the UK, US and Australia — called Aukus — has been thrown into doubt after Donald Trump ordered Elbridge Colby, his adviser, to review it. The Aukus deal is worth billions of pounds to Rolls. Erginbilgic played down the prospect of the accord being scrapped. 'Yes, I am confident [in Aukus going ahead],' he said. 'The reality is that the UK government also reviewed; remember the whole defence review? 'So, they are doing a similar review. You cannot blame them for doing that. The UK government did the same thing. That is a normal review for a new government to do.' He continued: 'Even without Aukus, there is a submarine step-up, frankly.' Beyond submarines, Erginbilgic said that increased defence spending presented another opportunity for Rolls: 'Given what was published so far, and given what's going on in the world, autonomous [vehicles] and drones will be very important.' Erginbilgic admitted this was an area that Rolls had 'not been talking about', but added: 'But we have been developing products.'
