Chennai to fine vacant landowners up to Rs 25,000 for poor upkeep; daily penalty follows
CHENNAI: Property owners who fail to comply with the new corporation guidelines for maintaining vacant lands will face penalties of up to Rs 25,000, with an additional fine of Rs 500 per day for repeated violations. A resolution was passed to this effect in the council on Wednesday.
The move is aimed at preventing public health concerns arising from poorly maintained vacant lands that allow for breeding of mosquitoes and other pests, and garbage accumulation.
Landowners are now required to regularly monitor their properties to ensure that garbage, construction debris, overgrown vegetation, and stagnant water are cleared promptly.
Proper fencing, drainage systems, and vector control measures must be in place. Waste must be disposed of in line with SWM 2016 norms. The owners must share their address and contact to the revenue officials in zones so that they can be contacted in case of complaints of poor maintenance, the resolution stated. During inspection, the land owners must cooperate, it said.
In cases of non-compliance, the corporation will issue a formal notice. If the issue is not resolved within seven days, the GCC will clean the site using its own resources or contractors. The cost of cleanup, Rs 5800 (up to five tonnes of waste ) and Rs 11,600 (up to 10 tonnes) will be recovered from the property owner.
The new measures are based on the Solid Waste Management Act, 2016, Tamil Nadu Urban Local Bodies (TNULB) Act, 1998, and TNULB Rules, 2023 (sections 384, 385, and 392).
As per the current rules, the city corporation collects a vacant land tax for vacant plots.

UT water crises precipitated by inter-state dispute: MC
Chandigarh: With several areas of the city experiencing a severe water crises, MC engineering department officials revealed that Chandigarh received less water due to the tussle between governments of Punjab and Haryana over release of water. However, it would take time for things to go back to normal. "During the tussle between Punjab and Haryana governments over release of water, pumping remained slow in Kajauli canal, from where Chandigarh gets water. Due to this, water level in Kajauli went down 2 feet, causing water scarcity. Now, proper water supply has been restored but stabilisation is taking time. Engineering officers of Punjab did not tell us about this at the time," an executive engineer of the MC said while replying to questions of councillors. As per records, currently, the MC gets 87 MGD water supply on a daily basis, of which around 62 MGD comes through the Kajauli water canal, while the remaining 25 MGD is taken from tubewells located across the city. Uncertainty looms large over Telangana's Waqf Board's future
1 2 Hyderabad: With uncertainty looming over the existence of the Telangana Waqf Board following the amendment of the Waqf Act 2025, the state govt has sought advice legal advice from the advocate general and law department on whether the existing board should continue. According to official sources, the govt has requested guidance on the matter. Meanwhile, the minority welfare department has reportedly directed Telangana Waqf Board chairman Syed Azmatullah Husseni not to convene any board meetings until further orders. The issue came to the fore after chairman Husseni wrote a letter to the chief executive officer of the board last month, requesting that a meeting be convened. As the amended Waqf Act has come into force and there is no stay on its implementation from the Supreme Court , Telangana waqf board CEO Md Asadullah sought the opinion on the matter. Sources noted that the chairman has been forwarding files to the CEO. Officials said that under Section 14 of the amended Waqf Act, the composition of the board has undergone significant changes. While elected members are allowed to complete their terms, all nominated members are required to step down. The state govt is mandated to reconstitute the board in accordance with the new provision of Section 14.
