Stellantis pauses Jeep Compass builds at Ontario plant, putting EV priorities in jeopardy, experts say

CBC21-02-2025

As car manufacturer Stellantis pauses work on its next-generation Jeep Compass, including retooling a plant in Canada designated to build the vehicle, industry observers say the company is rethinking its priorities on electric vehicles as tariffs create an uncertain environment for automakers.
The nearly four-decade-old assembly plant in Brampton, Ont., was closed for retooling in 2024, and production was due to resume this year with the new Compass, according to a company fact sheet from June 2024. Production is now slated to start in the first quarter of 2026, a spokesperson confirmed.
A Stellantis statement shared with CBC News said the company continues "to reassess its product strategy in North America to ensure it is offering customers a range of vehicles with flexible powertrain options to best meet their needs."
The Jeep Compass, a small SUV, was to be built on an architecture meant for electric vehicles, with flexibility for other powertrains, including hybrids.
"The heel-dragging on behalf of most of the legacy automakers to adopt electric vehicles, it's starting to add up into a more crucial and painful experience for both industry and consumers," said Stephen Bieda, director of the Electric Vehicle Society in Stoney Creek, Ont., an organization that advocates on behalf of EV drivers.
Bieda said the slow transition to electric models by manufacturers has consequences for the federal government's commitment to a zero-emission vehicle (ZEV) mandate that aims to achieve 100 per cent electric vehicle sales by 2035.
"So we start seeing automakers delaying on those production numbers, and the likelihood of them having to pay pretty heavy fines in Quebec, B.C. and federally under the ZEV mandate becomes increasingly likely," he said.
"That's not really a good thing for consumers, because we want more choice."
The Trump administration in the United States has created uncertainty for automakers with the threat of 25 per cent tariffs on parts and vehicles imported to the U.S. from Canada and Mexico as soon as March 4. It also plans to reverse the Biden administration's campaign to transition away from fossil fuel-powered transportation.
Industry Minister François-Philippe Champagne said in a social media post that Stellantis made a commitment to "modernizing and optimizing" its Brampton plant in 2023.
"We expect Stellantis to deliver for our workers, our industry, and our communities," he wrote.
Union says tariffs having real-time impact on workers
Unifor national president Lana Payne, whose union represents Stellantis workers in Canada, said the news was "a matter of grave concern."
"The chaos and uncertainty plaguing the North American auto industry, which is under the constant threat of tariffs and a dismantling of [electric vehicle] regulations from the United States, are having real-time impacts on workers and corporate decisions," Payne said in a statement.
However, Sam Fiorani, vice-president at research firm AutoForecast Solutions, said the pause is more likely related to the automaker rethinking its priorities among gas and electrified vehicles.
Stellantis has been making strategic changes to recover from a difficult 2024 in which Carlos Tavares unexpectedly left his CEO post after his aggressive pricing strategy contributed to plummeting vehicle sales in the U.S. The automaker's new leadership is quickly reshaping its product plan.
In December, Stellantis moved up the launch of a new hybrid version of the best-selling Ram pickup truck ahead of an all-electric version.

Canada to join major European rearmament deal as early as June 23: sources

Social Sharing Prime Minister Mark Carney plans on joining a sweeping European plan in Belgium this month to rearm the continent and provide more military aid to Ukraine, CBC News has learned. Last month, Carney signalled to CBC's Power & Politics that he hopes to sign on to the new defence initiative by Canada Day as he tries to move away from relying on the United States for weapons and munitions. Now sources with knowledge of the matter say Carney is expected to join the rearmament deal as early as June 23, when he meets with European leaders in Brussels at the EU-Canada summit. Carney hinted on Monday this summit will "be more important than ever." "Canada will arrive at this summit with a plan to lead, with new investments to build our strength in service of our values," Carney said. WATCH | Why ReArm Europe would want Canada: Why Europe would consider inviting Canada into a defence pact 3 months ago Duration 5:07 With the Western Alliance eroding under U.S. President Donald Trump, could Canada's defence support shift to Europe? As CBC's Evan Dyer explains, the country's understrength military doesn't offer much in the way of troops presence, but it does have other things Europe needs. The prime minister has said he's been in talks with European countries for months about closer defence co-operation. Carney wants to build up Canada's defence capabilities and expand its military suppliers beyond the U.S. as President Donald Trump wages a trade war on Canada and most of the world. "Over 75 cents on every dollar of capital spending for defence goes to the United States. That's not smart," Carney told Power & Politics host David Cochrane on May 27. Carney said it would be better to "spend more at home" with "diversified partnerships." CBC News is not naming the sources because they were not authorized to speak publicly about the deal. European Union President Ursula von der Leyen first proposed the plan called ReArm Europe in March to bolster the continent's military capabilities during global threats, Russia's ongoing invasion in Ukraine and uncertainty with the United States. 'The first step is joining the club' The plan, renamed Readiness 2030, includes boosting European defence spending by up to 800 billion euros, including a 150-billion euro loan program to pay for more military technology and weapons. It's unclear how much money Canada would contribute. Carney announced more than $9 billion in new military spending this fiscal year on Monday — and said Canada must further increase defence spending in the years to come. Once Canada joins the European deal, the government will have to decide what initiative it wants to launch and which countries it will partner with. The list of potential projects includes air and missile defence, drones and anti-drone systems, artificial intelligence and electronic warfare. "The first step is joining the club. The next step is deciding what projects you want to work on with other club members," said Dave Perry, president of the Canadian Global Affairs Institute. Support for Ukraine Ahead of the EU-Canada summit, Carney is also expected to announce more support for Ukraine. As part of Carney's promise to increase defence spending this year, supplementary estimates this week show the government has earmarked $2 billion for military aid to Ukraine and to expand defence partnerships. A source told CBC News the government is expected to reveal how much of that money will go toward Ukraine at the G7 meeting in in Kananaskis, Alta., next week. Carney is hosting this year's summit and invited Ukrainian president Volodymyr Zelenskyy, who hopes to urge Trump to move forward with a stronger sanctions package on Russia. WATCH | Carney says Canada will hit 2% NATO spending target by March: Canada will hit 2% NATO spending target by March: Carney 4 days ago Duration 2:46 Canada will hit NATO's two per cent defence spending target this year, Prime Minister Mark Carney announced Monday, promising billions in military upgrades. Three years into Russia's full-scale invasion of Ukraine, it continues to push forward in the Donbas region where Ukrainians are progressively losing "more and more" territory, Perry said. Ukraine needs armoured vehicles, artillery systems, ground-based air defence systems and munitions, he said. "They need help repairing all of the critical infrastructure the Russians are going after," he said. "They need the funding to basically keep the government of Ukraine solvent … they need a whole range of things."

Women's Football Alliance looking to expand into Canada next season

Commissioner Lisa King wants to bring the Women's Football Alliance to Canada. The WFA has partnered with Cosmos Sports & Entertainment, a sports-marketing firm based in Mississauga, Ont., to search for ownership groups in Canada for teams to play in the league's pro division starting next season. 'The WFA has spent over 15 years building the strongest foundation in women's tackle football,' said King. 'Our franchise model is designed to support long-term success for owners and communities alike.' Also involved in the WFA's expansion north is Terry Smith, the inspiration behind the American television series 'Ted Lasso.' Smith, who in March purchased the Brantford Red Sox of Ontario's Intercounty Baseball League with his family, also has an ownership stake in the pro women's tackle football league. Cary Kaplan, the owner/president of Cosmos Sports, feels that with the emergence of pro women's hockey and soccer in Canada and the WNBA's Toronto franchise starting play in 2026, it's an ideal time for the WFA to expand north of the border. 'The growth of the PWHL, emergence of the WNBA in Toronto, and launch of the Northern Super League have all been rapid indicators of the power of women's sports in Canada,' Kaplan said. 'That said, nothing in North American sports is as big as football and the NFL, and clearly, it's time for the Women's Football Alliance to take its place in Canada in a big way. 'We've been contacted already by many players, coaches and managers, there's a lot of excitement within the Canadian women's football community. Now our push is to find the right owners that want to do this properly.' The WFA has been in operation since '09 and has over 60 franchises in three separate tiers. It has national television deals (ESPN, All Women Sports Network) and corporate sponsorships. The WFA plays American football on a traditional American-sized field (100 yards long with 10-yard end zones, 53.3 yards wide). Kaplan said the plan is to add Canadian teams to the WFA's Pro Division, which currently has 12 squads all based in the United States. The '25 season began April 26 and will culminate July 12 with the league championship game being televised at Canton, Ohio, the site of the Pro Football Hall of Fame. Kaplan believes there's no shortage of solid football markets in Canada, starting with the nine cities that currently have CFL franchises. 'I'm a CFL fan myself but I also like Halifax a lot, same with other cities like Moncton, Saskatoon, London, Ont., Kingston and Quebec City,' Kaplan said. 'To me, there's probably 15 good options but we'll go where the right owners are. 'We don't have to be in places like Regina or Hamilton but those seem like obvious options. Ideally, we'd like to have a Canadian division of maybe six teams but we'd certainly start with some Canadian teams.' Weekly A weekly look at what's happening in Winnipeg's arts and entertainment scene. Kaplan said the WFA is looking for Canadian owners who are interested in growing the women's game. 'You want to have an owner that's going to commit to growing and take it as a serious league,' he said. Kaplan added the search will be aimed at cities that already have a football venue in place. 'I think it's important but I don't think you need to have a CFL stadium,' he said. 'Many of the markets we're talking about would have a stadium that would accommodate the league.'
