Vietnam death row tycoon promises to turn properties into 'golden goose'

HANOI: A Vietnamese property tycoon trying to avoid a death sentence for multi-billion-dollar fraud has promised to turn her property empire into a "golden goose" to help pay back the assets she embezzled, her lawyer said on Tuesday (May 13).
Property developer Truong My Lan lost an appeal in December against the death penalty in a case in which she was found guilty of stealing money from Saigon Commercial Bank (SCB) and fraud amounting to US$27 billion.
The appeal court ruled there was no basis to reduce her sentence but said she could still escape the death penalty if she paid back three-quarters of the amount stolen.
In a letter sent from jail to a state-controlled committee handling her properties, Lan said her assets have been significantly undervalued, causing potential losses to the state and affecting her rights, her lawyer Giang Hong Thanh told AFP.
Lan said the government-appointed company that valued 726 of her assets, several of them real estate projects in prime areas of Vietnam's biggest cities, had estimated their worth at around US$9.7 billion.
But Lan argued in the wake of new land price guidelines issued by authorities in Ho Chi Minh City, where most of the projects are situated, their value had likely increased by 3 to 5 times.
She added that if her other 440 assets were valued, the state could collect another US$7.7 billion at least.
"I believe that with my 30-year experience in the real estate business and my thorough legal understanding ... I could turn most of the assets into a golden goose so that the state can recover the costs," Lan wrote in her letter, pleading for authorities to allow her involvement.
Tens of thousands of people who invested their savings in SCB lost money, shocking the communist nation and prompting rare protests from the victims.
In a second appeal trial in April this year, Lan's life sentence in a separate US$17-billion money laundering case was cut to 30 years.

[HO CHI MINH CITY] Vietnamese real estate and hospitality giant Sun Group has launched its leisure-focused airline, Sun PhuQuoc Airways (SPA), with an equity contribution of 1 trillion dong (S$49.2 million). The amount is part of a total investment of 2.5 trillion dong for the 50-year project. The developer said SPA plans to start ticket sales by October. With an air transport licence issued by Vietnam's Ministry of Construction, the airline – named after the country's largest island and tourist hot spot in the south – is set to operate both commercial and charter flights. It will connect Phu Quoc with major cities within and beyond Vietnam, including markets currently lacking direct air links such as Russia, the Middle East, Central Asia, and Australia. SPA is developing a hub-and-spoke network model centred on Phu Quoc, with a focus on 'leisure aviation' – that is, air travel primarily for recreation, tourism and holiday purposes. While the island will serve as the airline's central hub, its main operations will be in Van Don International Airport in the northern province of Quang Ninh – home to Ha Long Bay, also one of Vietnam's most iconic tourist destinations. In 2022, the hospitality giant opened luxury airline Sun Air, which offers high-end private services via its fleet of ultra-luxury business jets, helicopters and seaplanes. SPA said it is in talks with Boeing to purchase aircraft, and will use narrow-body planes from Airbus for its early operations. A Vietnam News Agency report last month showed that SPA aims to have a fleet of 31 aircraft by 2030. Sun Group chairman Dang Minh Truong said the new airline 'represents a strategic pillar in our vision to build a world-class ecosystem of tourism, resorts, entertainment and aviation.' Phu Quoc's international airport is slated for a major upgrade ahead of the 2027 Asia-Pacific Economic Cooperation (Apec) forum, which will be held on the island. It is slated to handle up to 18 million passengers annually, 4.5 times its current capacity. Sun Group's new airline is expected to ease transportation pressures during the event and boost tourism on the island, accommodating thousands of delegates, top leaders and business executives from the 21 Apec member economies. SPA will operate alongside other home-grown airlines, including flag carrier Vietnam Airlines, budget airline VietJet Air, Bamboo Airways and Vietravel Airlines. The country welcomed 9.2 million international arrivals in the first five months of 2025, representing a 21.3 per cent year-on-year increase, according to the National Statistics Office.

SINGAPORE: A former employee of the National Dental Centre of Singapore (NDCS) accused of taking voyeuristic images of female patients and then distributing them was charged in court on Friday (Jun 13). Elgin Ng allegedly took "top-down and bottom-up" photographs of the women's breasts without their knowledge or consent. Charges did not specify how he did so. For these alleged offences, the 28-year-old Singaporean was handed 25 charges of voyeurism, each involving a different woman whose identity was redacted from court documents due to a gag order. The incidents, which form the bulk of Ng's charges, are said to have occurred between March 2022 and April 2024. Ng is also said to have sent the voyeuristic images to a man on at least two occasions between May and June 2024. He was given a count of distributing voyeuristic images over this alleged offence. COMPUTER MISUSE ACT Apart from voyeurism, Ng is alleged to have accessed databases in computers belonging to NDCS while he did not have the authority. He was handed two charges under the Computer Misuse Act for accessing the personal details of 18 patients from the electronic dental records system in 2023 and 2024. Another two charges from the same Act state that Ng downloaded the photos of 42 patients from a system in 2022 and 2023. In response to CNA's queries, NDCS said that Ng is no longer under its employment. A spokesperson said that when the incident was brought to NDCS' attention, it conducted internal investigations and lodged a police report. "Protecting the safety, privacy and data of our patients is of paramount importance to us," the spokesperson added. "We take a serious view of data breach incidents and do not condone such misconduct." The spokesperson said that the NDCS was unable to comment further as the case is before the courts. Ng did not indicate a plea of guilt. He will return to court for a next hearing on Jul 8. For voyeurism, an offender can be jailed up to two years, or fined, or caned, or any combination of the penalties. For distributing voyeuristic images, an offender can be jailed up to five years, or fined, or caned, or any combination of the penalties.
