New Delhi, June 2 (UNI) Prime Minister Narendra Modi and Union Home Minister Amit Shah on Monday greeted the people of Telangana on their Statehood Day.
In a post on X, Modi said, 'Greetings to the wonderful people of Telangana on their Statehood Day. The state is known for making innumerable contributions to national progress. Over the last decade, the NDA Government has undertaken many measures to boost 'Ease of Living' for the people of the state. May the people of the state be blessed with success and prosperity."

Niti Aayog and a deepening federalism
In the past 11 years, India has witnessed an era of cooperative and fiscal federalism. The Centre and state governments have worked together on socioeconomic transformation for the achievement of shared goals. The ideal of Team India championed by Prime Minister Narendra Modi has been the driving force behind this approach. Institutional and process reforms of unprecedented scale have brought about exceptional impact at all levels, the most significant being the rise of 25 crore citizens from multidimensional poverty. The transformation of the Planning Commission into the NITI Aayog in 2015 was an important change – it replaced a Centre-to-state one-way flow of policy with a collaborative partnership between the two. For long, knowledge resided where power was wielded. A phygital world is increasing the gap. NITI Aayog plays a vital role in bridging it. Unlike the Planning Commission, it encourages states to take ownership of their development agendas and has become a bridge between the Centre and states. The Aayog's annual Governing Council Meeting acts as the apex platform for the political leadership of the Centre and states to deliberate on issues of national importance. The annual Chief Secretaries Conference is a platform for the senior-most bureaucrats of the country to discuss challenges and share best practices. Its indices have acted as a catalyst for a competitive federal system, inspiring laggard states to improve their performance. The Aspirational Districts and Blocks Programme has been transformative in improving the quality of life of citizens from nearly 350 districts and 500 blocks. It has brought the most backward regions at par with state averages across key socio-economic parameters. The key to development for states is the availability of sufficient resources. A significant step in this direction was the decision to increase the states' share in the divisible pool of taxes from 32 per cent to 42 per cent. Recommended by the 14th Finance Commission and implemented by the Centre, this was the largest-ever change in tax devolution at one go. This was implemented in a cooperative spirit to provide autonomy to states in designing and implementing schemes. The Finance Commission's formula has been constantly evolving to address the states' fiscal autonomy and reduce inequality. Transfers to poorer states such as UP, Rajasthan and Chhattisgarh between the 11th (2004-05) and 15th Finance Commissions (2023-24) have seen substantial increases. If one looks at aggregate numbers from 2014-15 to 2024-25, states' share in central taxes increased from Rs 3.37 lakh crore to Rs 12.23 lakh crore. The GST Council has acted as a platform for fiscal federalism with decision making through consensus between the Centre and states. In actual terms, states receive around 71 per cent of the revenue from GST, while the Centre's share remains at about 29 per cent. Since the rollout of GST, the Centre has foregone 0.5-1 per cent of GDP in revenue annually to fund the 14 per cent compensation guarantee to states. About Rs 6.52 lakh crore have been provided as GST compensation to states from 2017-18 to 2024-25. The Centre's commitment to fiscal federalism has empowered states with more resources in the last decade compared to the previous decade. The ratio of gross transfers (including states' share in central taxes, grants, and loans) to GDP was 5.2 per cent in the decade preceding 2015-16, and has now increased to 6.5 per cent. During this period, grants from the Centre have increased by 234 per cent, and gross loans from the Centre have increased by a massive 992 per cent. The Union budget 2025-26 further proposed an outlay of Rs1.5 lakh crore for 50-year interest-free loans to states for capital expenditure. Even in states like Tamil Nadu and West Bengal, average central taxes and grants from the Centre as a percentage of total revenue increased from 25 per cent to 31 per cent and 49 per cent to 56 per cent, respectively, from the decade of 2004-14 to 2014-24. In absolute terms, the annual total transfer by the Centre to all states/UTs increased by Rs 14.96 lakh crore in this period. The division of subjects into the Union, State and Concurrent Lists enables efficient distribution of responsibilities to each level of the government. However, the Centre continues to contribute to subjects in the State and Concurrent Lists through the Central Sector (CS) and Centrally Sponsored Schemes (CSS). Between 2015-16 and 2023-24, CS and CSS releases registered an increase of 197 per cent. Some of the CSS have had a transformative impact. The Jal Jeevan Mission witnessed a 570 per cent resource allocation increase between 2019-20 to 2025-26 and benefitted 15.44 crore rural households with tap water connections. Between its launch in 2018-19 and 2025-26, the budget estimate for PM Jan Aarogya Yojana surged by 292 per cent. Consequently, out-of-pocket health expenditure has declined from 62.6 per cent to 39.4 per cent, with recorded savings of Rs 1.25 lakh crore during the same period. From 2020 to 2025, the allocation for PM Awas Yojana-Gramin surged by approximately 181 per cent with 2.67 crore houses already constructed by 2024. The grassroots change that these impactful schemes have brought into the lives of common citizens is evident. The Centre's commitment to cooperative federalism is equally evident as water, health and housing are all in the State List of the Constitution. The word 'federalism' is not specifically mentioned in the Constitution. Yet, it has been our guiding mantra. B R Ambedkar had said, 'Our Constitution would be both unitary as well as federal according to the requirements of time and circumstances'. The last decade has been a testimony to the power of cooperative, competitive and fiscal federalism and the positive impact it has had on the lives of 140 crore citizens. Ladakh: Statehood issue yet to be addressed, say Kargil leaders
With the Union government notifying new rules for Ladakh, allowing reservation in government jobs for locals, a 15-year residency requirement for domicile status, one-third of seats in hill councils for women, and five official languages as part of efforts to safeguard the region's interests, the Kargil Democratic Alliance (KDA) has said statehood is a big issue for it. At the same time, it also said 'something is better than nothing'. The KDA, along with the Leh Apex Body (LAB), has been spearheading an agitation in Ladakh, seeking statehood, safeguards enshrined under the sixth schedule of the Constitution and a separate public service commission (PSC) for the strategic Himalayan region. In 2023, the Union home ministry had formed a high-powered committee under minister of state Nityanand Rai to discuss ways to protect Ladakh's unique culture, considering its location and strategic importance. Reacting to the Centre's notifications, KDA's senior leader and political in-charge of Jamiat ul Ulama Isna Ashariya Kargil (JUIAK), Sajjad Hussain Kargili, said, 'Though it's good, women reservation was not a part of our four-point agenda. We have been agitating for legislature. Statehood is a big issue for us.' On domicile law, Kargili said, 'Something is better than nothing. In the past six years, not even a single gazetted post (job) has been given in Ladakh.' 'We also arrived at a consensus that domicile law of 15 years should be implemented prospectively. At the same time, we want it to be made 30 years. The government has assured us to consider it,' said Kargili. 'We hope that without further delay, the Ladkah administration will now advertise jobs,' he said. Congress' Tsering Namgyal, leader of the Opposition in Ladakh Autonomous Hill Development Council of Leh, welcomed 33% reservation for women in hill councils. He lambasted the Centre for fixing 15-year residency for domicile law and described it a ploy to change the demography of Ladakh. 'The LAB and the KDA wanted 1989 as the cut-off year to grant domicile certificates. This 15-year residency rule has been rejected by 80% to 90% people of Ladakh,' he said. Chering Dorjay Lakrook, ex-BJP minister and president of the Ladakh Buddhist Association, refused to make any comment. 'After we study them (notifications), we will address media on Wednesday. Till then, I have been asked not to talk to mediapersons,' he said. The Ladakh Civil Services Decentralisation and Recruitment (Amendment) regulation was notified days after the ministry and Ladakhi representatives met on May 27 and agreed to the rules, an official aware of the matter said. It defines a domicile for jobs for a person who has resided in the UT for 15 years, studied for seven years, and appeared for class 10 or 12 examinations in Ladakh. A similar policy was announced for Jammu and Kashmir in May 2020. The Union Territory of Ladakh Reservation (Amendment) Regulation, also notified on Tuesday, says the reservation shall in no case exceed 85% of the available vacancies, excluding reservation for economically weaker sections. The official cited above said 80% of vacancies are reserved for the region's majority, scheduled tribes (STs), 4% for those living along the Line of Actual Control or Line of Control, 1% for the scheduled castes and 10% for the economically weaker sections. The ministry had proposed 95% of the reservation for locals during discussions. The third notification provides for one-third seats for women in the hill councils by rotation to different territorial constituencies. The Ladakh Official Languages Regulation recognises English, Hindi, Urdu, Bhoti, and Purgi as the official languages and says that the administrator 'shall make special efforts for the promotion and development of other native languages of Ladakh: Shina (Dardic), Brokskat (Dardic), Balti and Ladakhi'.

"Committed to providing support to affected in Sikkim, Manipur": Jyotiraditya Scindia
Gangtok (Sikkim) [India], June 4 (ANI): Union Minister for Communications and Development of the North Eastern Region, Jyotiraditya Scindia, on Tuesday said he spoke with Sikkim Chief Minister Prem Singh Tamang regarding the flood and landslide situation caused by heavy rains in the state and assured him of full support from the Central Government. The Union Minister said that the central government remained committed to supporting the people of Sikkim. 'Spoke to Sikkim CM PS Tamang Golay regarding the flood and landslide situation caused by heavy rains in the State and assured him of every possible support from the Central Government. We remain firmly committed to supporting the people of Sikkim in this challenging time,' Scindia posted on X. Earlier on Tuesday, Sikkim Chief Minister Prem Singh Tamang expressed his heartfelt gratitude to Prime Minister Narendra Modi, who spoke with him to take stock of the situation caused by heavy rainfall and floods in the region and assured all help and support from the Centre. In a post on social media platform X, Chief Minister Tamang wrote, 'Hon'ble Prime Minister Shri @narendramodi ji, On behalf of the people of Sikkim, I extend my heartiest gratitude for your kind concern and support regarding the landslide and flood situation in the state. Our state administration remains fully committed to managing the situation and providing all necessary assistance to those affected. Thank you once again for your kind concern, Sir.' In Sikkim, the state government has officially declared the damage caused by continuous rainfall in Mangan district since May 28 as a 'disaster' under Section 22(2)(b) of the Disaster Management Act, 2005. Three army personnel died and six others went missing after a landslide triggered by heavy rain struck an Indian Army camp at Chaten in Lachen town. Incessant rainfall and a cloudburst in northern Sikkim on the night of May 30-31 triggered widespread devastation, severely damaging critical roads and bridges. River Teesta surged by 35-40 feet, snapping regional connectivity. Sikkim Governor Om Prakash Mathur conducted an on-site inspection of the Indreni Bridge on Tuesday amid rising water levels in the Singtam area. His visit came as concern mounted over the safety of the infrastructure and local residents. In view of landslides and a recent bus accident, the state's Tourism and Civil Aviation Department has advised tourists to exercise caution and plan their trips based on the latest road and weather updates from official sources. Jyotiraditya Scindia also said that he spoke to the Manipur Governor regarding the state flood situation and assured support to the affected. 'Spoke to the Governor of Manipur @RajBhavManipur, Ajay Kumar Bhalla, regarding the prevailing flood situation in the State. We stand committed to supporting the affected people and ensuring timely relief and recovery,' he posted on X. In response to the ongoing flood situation under Operation Jal Rahat II, the Assam Rifles has continued its relentless humanitarian assistance and disaster relief (HADR) efforts across the states of Manipur and Tripura. A total of ten columns have been actively deployed by Inspector General Assam Rifles (South) and Inspector General Assam Rifles (East) to conduct rescue, relief, and medical aid operations. One additional column remains on standby at Haflong for rapid deployment if required, Assam Rifles said in a release. On Monday, Manipur Fire Service, Assam Rifles, National Disaster Response Force (NDRF), State Disaster Response Force (SDRF), and the Indian Army conducted joint evacuation operations to rescue stranded medical students and staff from the Jawaharlal Nehru Institute of Medical Sciences (JNIMS) in Imphal, following severe waterlogging triggered by heavy rainfall. On May 31, several areas in Imphal experienced flood-like conditions due to persistent rainfall and subsequent waterlogging. Prime Minister Narendra Modi also spoke on Tuesday with Assam Chief Minister Himanta Biswa Sarma, Sikkim Chief Minister Prem Singh Tamang, and Manipur Governor Ajay Bhalla to review the flood situation in the northeastern region. The Prime Minister assured full support from the Central Government. Sharing an update on X, Assam CM Himanta Biswa Sarma wrote, 'A short while ago, Prime Minister @narendramodi ji called me to enquire about the current flood situation in Assam. I briefed him on how continuous rainfall in Assam and adjoining states has led to flooding and impacted many lives. I also apprised him of the relief operation undertaken by the state government.' He added, 'The PM expressed concern and assured full support from the Central Government for our relief and rehabilitation efforts.
