Federal judge orders Trump administration to release EV charger funding in 14 states

SACRAMENTO, Calif. — A federal judge Tuesday ordered the Trump administration to release billions of dollars in funding for the build out of electric vehicle chargers in more than a dozen states.
U.S. District Judge Tana Lin in Washington state partially granted a preliminary injunction that sought to free up the money approved under then-President Joe Biden that the Trump administration withheld earlier this year. Sixteen states and the District of Columbia sued over the move, arguing that the administration did not have the authority to block the congressionally approved funds. The program was set to allocate US$5 billion over five years to various states, of which an estimated $3.3 billion had already been made available.
Lin ordered that funding be released in 14 of the states, including in Arizona, California and New York. But she denied granting the preliminary injunction for D.C., Minnesota and Vermont, saying that they did not provide enough evidence that they would face 'irreparable harm' if the money wasn't immediately freed up.
Lin said the Trump administration overstepped its constitutional authority when it froze the funding previously approved by Congress in 2021 as part of the Bipartisan Infrastructure Law.
'When the Executive Branch treads upon the will of the Legislative Branch, and when an administrative agency acts contrary to law, it is the Court's responsibility to remediate the situation and restore the balance of power,' she wrote.
The order will go into effect July 2 unless the Trump administration appeals. The Federal Highway Administration did not immediately respond to an email request for comment on the decision.
The Trump administration in February directed states to stop spending money for electric vehicle charging under the program. The move was part of a broader push by the Republican president to roll back environmental policies advanced by his Democratic predecessor.
States suing the Trump administration said the decision to freeze funding halted projects midstream, requiring immediate court intervention.
California Attorney General Rob Bonta, a Democrat, said after the ruling that the Trump administration could not 'dismiss programs illegally.'
'We are pleased with today's order blocking the Administration's unconstitutional attempt to do so, and California looks forward to continuing to vigorously defend itself from this executive branch overreach,' he said in a statement.
The Trump administration argued that it was working on new guidance for the program and was only pausing future funding in the meantime.
The program was meant to assuage concerns about electric vehicles and build infrastructure along highway corridors first, then address gaps elsewhere once the state highway obligations were met.
Some states with projects running under the program have already been reimbursed by the Biden-era federal funds. Others are still contracting for their sites. Still more had halted their plans by the time the Trump administration ordered states to stop their spending. Regardless, getting the chargers installed and operating has been a slow process with contracting challenges, permitting delays and complex electrical upgrades.
It was expected that states would fight against the federal government's efforts to slow the nation's electric vehicle charger build out. New York, for example, which is part of the lawsuit, has been awarded over $175 million in federal funds from the program, and state officials say $120 million is currently being withheld by the Trump administration.

In a video post on social media that's since been deleted, Cynthia Gonzalez, vice mayor of Cudahy, said she wanted to know where all of the gang members were 'at in Los Angeles.' 'You guys are always tagging everything up, claiming hood, and now that your hood's being invaded by the biggest gang there is, there ain't a peep out of you,' Gonzalez said, using a disparaging term often aimed at Mexican men who are members of street gangs. She further referenced '18th Street' and 'Florence,' two infamous street gangs, and questioned why gang members were not protesting or speaking up about the immigration raids. 'We're out there fighting our turf, protecting our turf, protecting our people and, like, where you at?' she said. The video seemed to suggest Gonzalez was calling on gang leaders to 'help out and organize' as U.S. Immigration and Customs Enforcement and other federal agencies participate in the Trump administration's stepped-up enforcement of immigration laws. The U.S. Department of Homeland Security called Gonzalez's comments 'despicable.' 'She calls for criminal gangs — including the vicious 18th street gang — to commit violence against our brave U.S. Immigration and Customs Enforcement law enforcement,' the department said in a post on X that included Gonzalez's video. 'This kind of garbage has led to a more than 500% increase in assaults against our U.S. Immigration and Customs Enforcement law enforcement officers. Secretary Noem has been clear: If you assault a federal officer, you will be prosecuted to the fullest extent of the law.' Gonzalez did not immediately respond to a request for comment. The city of Cudahy said in a statement Tuesday it was aware of the video. 'The comments made by the Vice Mayor reflect her personal views and do not represent the views or official position of the City of Cudahy,' the statement read. Cal-Maine Foods CALM is moving ahead with its $60 million expansion plan, aimed at expanding capacity for 1.1 million cage-free layer hens and 250,000 pullets by end of 2025. This is part of CALM's multi-year strategy to capitalize on shifting consumer preference for cage-free eggs. With ten U.S. states enforcing cage-free egg production by 2030, around 73% of U.S non-organic laying hens will need to be transitioned to cage-free systems to meet demand. To address this evolving market, Cal-Maine has been strategically scaling its cage-free operations through a combination of organic investments and acquisitions. The company has been upgrading existing facilities and converting conventional housing to cage-free environments. Cal-Maine's inorganic growth efforts are equally significant. In 2022, it acquired the remaining 50% interest in Red River Valley Egg Farm, adding around 1.7 mm cage free layers. The acquisition of Fassio Egg Farms, Inc in September 2023 increased capacity by 1.2 million laying hens, primarily cage-free. The acquisition of ISE America, Inc. in late 2024 added an additional 1 million cage-free laying hens. Backed by its efforts, cage-free eggs now account for a larger share of CALM's product mix and represented approximately 29.5% of its total net shell egg sales in fiscal year 2024. While cage-free egg production is more expensive than for conventional eggs, it supports premium pricing, offering a long-term growth driver for Cal-Maine. Post Holdings Steps Up Cage-Free Investment Post Holdings, Inc. POST is also incurring additional operating and capital costs to procure cage-free eggs, modify existing layer hen facilities and construct new cage-free layer hen housing and comply with other farm animal initiatives. Post Holdings' investment plan for 2025 includes the completion of the Norwalk, IA, precooked egg facility expansion and continued cage-free egg facility expansion, for aggregate expenditures of $80-$90 million. Vital Farms' Pasteur-Raised Offerings Have an Edge The specialty egg (including pasture raised and free-range) market has witnessed a CAGR of 21.4% between 2020 and 2024 to reach $8.3 billion in retail sales in 2024. Vital Farms, Inc. VITL, the leading U.S. pasture-raised egg brand, is riding strong consumer demand, with customers willing to pay more for ethically sourced, transparent and sustainable food. Vital Farms continues to accelerate supply expansion. During the first quarter of 2025, Vital Farms added new family farms to its network, which now exceeds 450 family farmers. Vital Farms' internal capacity expansion plans also remain on track, with the construction of an additional egg washing and packing line at its Egg Central Station facility in Missouri slated for completion during the fourth quarter of 2025, as originally scheduled. CALM is currently trading at a forward 12-month price/earnings (P/E) ratio of 17.84X compared with the industry's 11.32X. Why QuantumScape Stock Is Rocketing Higher Today

Investors have been speculating on QuantumScape (NYSE: QS) stock and its ability to revolutionize electric vehicle (EV) batteries for several years now. It's been a slow road as the company works toward commercializing its solid-state battery technology. After the company announced a major milestone, QuantumScape shares shot higher by as much as 47% Wednesday morning. At 10:07 a.m. ET, the stock remained 40.5% higher. QuantumScape gets closer to commercialization When QuantumScape reported its first-quarter update, on April 23, management said it was ahead of schedule on one of its 2025 goals to bring its next planned phase into baseline production. The "Cobra" phase, which will allow it to scale up manufacturing of its solid-state battery cells, has now become a reality. In the company's announcement, CEO Dr. Siva Sivaram stated, "By significantly improving throughput and shrinking the equipment footprint, Cobra gives us a powerful path forward for commercializing our next-generation battery technology." Co-founder and chief technology officer (CTO) Tim Holme called the advancement critical to bring its battery production "to market at gigawatt scale." That's exactly what longtime investors have been waiting to hear from QuantumScape. With the Cobra production platform now in place, QuantumScape plans to launch field testing next year with a baseline production process for the next-generation battery technology. Solid-state batteries include ceramic separators that should lead to safer, faster-charging, and more efficient solid-state lithium-metal batteries. The practical result could be EV travel range on a single charge that eliminates range anxiety for potential EV consumers. QuantumScape stock is still a speculative bet.
