Australians struggling to pay energy bills face 'major inconsistencies' in retailer responses

Energy customers struggling to keep up with their bills face "major inconsistencies" in how retailers respond, leaving many missing out on support, a survey of financial counsellors has found.
That's despite formal hardship frameworks being a legal requirement for energy retailers.
An Australia-wide survey of 400 financial counsellors, who work on behalf of consumers facing financial difficulty, has revealed inconsistent practices by retailers.
Key failings include a lack of proactive support, burdensome eligibility checks for assistance schemes, inflexible repayment plans and misused disconnection processes.
"It's a wake-up call for regulators and industry and governments to think about the impact energy prices and the quality of energy hardship support has on customers," said Zyl Hovenga-Wauchope, the chief executive of Financial Counselling Victoria, which organised the survey.
The report, which received input from financial counselling peak associations around the country, scored each energy retailer, and has ranked them from best to worst.
Western Australia's Synergy was the top performer, while French-owned ENGIE performed poorly.
"ENGIE is a strong example of poor performance across a range of factors," Mr Hovenga-Wauchope said.
Counsellors rated the performance of retailers on a 10-point scale. A score was established by taking the percentage of high ratings and subtracting the percentage of low ratings, before the retailers were ranked by score.
The major reasons the survey respondents gave for rating retailers poorly included rejection of hardship arrangements and inflexibility, and difficult-to-access schemes.
Sarah Duane, a financial counsellor working in the Western suburbs of Melbourne, has seen firsthand the varying responses of retailers to energy customers.
She described one of the worst examples she had seen, involving a small energy company refusing to engage with counsellors on behalf of a customer, and instead continuing to "contact the traumatised client directly with demands for payment, when the client had already been evicted from her home and was living in her car".
The case was only resolved and the debt waived after a complaint to the Energy and Water Ombudsman in Victoria.
However, Ms Duane has also encountered instances of hardship processes working well for people experiencing family violence.
"Some retailers will respond empathetically and provide very reasonable payment plans, and in some cases, debt waivers — without requiring excessive evidence of their hardship," she said.
In the survey, the primary reasons given by counsellors for higher ratings included empathy and flexibility shown towards customers experiencing difficulty, as well as a positive experience working with the hardship teams.
It comes at a time when around 40 per cent of Australians are finding it difficult to pay their home energy bill, according to data analysed by advocacy body Energy Consumers Australia.
Despite many customers reporting financial stress when it comes to power prices, a far smaller portion have access to official hardship measures.
"About 1 to 1.5 per cent of customers generally fall into the definition of hardship," Louisa Kinnear, chief executive of the Australian Energy Council, which represents retailers, told ABC News.
Last month, the Australian Energy Regulator released its default market offer, which limits what retailers can charge customers, which could see prices lift anywhere from 0.5 per cent to 9.7 per cent, depending on where users are located.
While the federal government's energy bill relief has been extended until the end of the year, Ms Kinnear said it will be an adjustment for customers as it rolls off.
"We wouldn't necessarily expect a significant increase in hardship numbers, but that's certainly something that retailers monitor and that we're very aware of.
"We need to make sure that communications with customers at the time that the relief does come off are clear and customers understand the impacts of that."
The survey found the energy industry performs worse in responding to financial hardship compared to other sectors.
Only 12 per cent of financial counsellors rated energy companies as "excellent" at responding to hardship, compared to 36 per cent for water providers and 31 per cent for banks.
"We're looking at our friends in banking and water … what they're doing well and where we can learn from them," Ms Kinnear said.
Customers who have issues with the way their retailer responds can contact the energy ombudsman scheme in their state or territory.
Financial counsellor Ms Duane also noted that people experiencing issues paying energy bills could be facing financial hardship more broadly.
Consumer advocates say there must be reforms in the energy sector to better protect customers.
"Different state regulators have different requirements of what hardship looks like," Financial Counselling Victoria's Mr Hovenga-Wauchope noted, saying the complex regulatory environment complicated the situation for consumers and retailers.
The Australian Energy Council's Ms Kinnear argued that in some cases, state-based regulations, particularly around the language staff must use when communicating with customers, meant the assistance offered couldn't be well tailored to individual needs.
"It can actually be counterproductive for those experiencing hardship. The scripting that's required, based on the regulations on the East Coast, often is difficult for customers in hardship to understand," she said.
"We've certainly been engaging with regulators and consumer groups around how we can actually improve those regulations so that they actually help customers rather than hinder them.
The report called for retailers to do more to identify customers at risk of financial hardship by using the data available to them, as well as improve training.
"Retailers should train their staff in trauma-informed and culturally safe practices, proactively apply concessions and grants, offer flexible payment plans, and provide tailored energy efficiency advice," it recommended.
It reiterated that disconnections should be a "genuine last resort", which Ms Kinnear agreed should already be the case.
"Certainly, I think we can look at ways to ensure more consistency about how retailers approach disconnection. But my experience is that the majority of retailers don't look to disconnection until there's basically no engagement from the customer."

On a mixed day for the market, five of the 11 sectors finished higher led by the energy sector which soared a number of key announcements. The price of crude oil sharply rose over the weekend, after tensions between Iran and Israel saw the two nations firing missiles at each other. Shares in Woodside jumped 3 per cent to $25.96, Ampol also gained 0.19 per cent to $25.86 and Beach Energy jumped 1.92 per cent to $1.32. Santos shares were up 11 per cent to $7.72 after a UAE consortium-led takeover proposal for Santos to the tune of $28.87bn, as well as rising oil prices. IG market analyst Tony Sycamore said while the situation in the Middle East remained fluid, Israel's early successes in knocking out large parts of Iran's military was muting the jump in oil prices. 'There are fears that Iran may close the Strait of Hormuz, which would impact oil trade, as it is the primary route for oil exports from major OPEC producers like Saudi Arabia, Iraq, the UAE, and Kuwait,' Mr Sycamore said. 'This is viewed as a measure of last resort by Iran, as it would affect its main customers, China and India, and increase the likelihood of US military intervention.' Uranium stocks were also the major winners with Deep Yellow soaring 22.93 per cent to $1.59, Boss Energy gained 20.1 per cent to $4.42 and Paladin Energy also jumped 16.90 per cent to $7.36. 'There is an idea that there is going to be a $20bn investment in data centres over the next five years by a tech giant, which is giving the shares a boost,' he said. 'The second part of this is that the Spott Physical Uranium Trust will raise $US100m to buy the nuclear fuel.' While the energy stocks jumped, consumer staples were the biggest hit on fears of higher oil costs impacting these stocks costs. Woolworths shed 1.2 per cent to $31.80, Coles was 0.7 per cent off to $22.06, Treasury Wine and Endeavour Group dipped 2.4 per cent to $3.99. Treasury Wine Estates also fell 1.49 per cent to $7.93 while A2 Milk finished in the red down 1.24 per cent to $7.95. 'At the end of the day there is a risk of higher energy markets,' he said. 'If energy prices stay higher that flows into core prices because crude oil is the lifeblood of so much in terms of production and transportation cost.' In corporate news shares in Campervan group Tourism Holdings shares soared 56.04 per cent to $2.13 after announcing a $471m bid from BHP Capital. While shares in infant formula maker Bubs also finished strongly in the green up 6.25 per cent to $0.17 after telling the market it submitted clinical trial data to the US FDA under the New Infant Formula Submissions.

WA government rolls out suite of housing assistance ahead of state budget

Affordable housing is shaping up as a major focus for the Cook government in the lead-up to Thursday's budget — it's first review of the books since being re-elected for a third term. For the second straight day, the government is spruiking a housing focused initiative, offering low deposit loans for modular homes in an attempt to encourage more West Australians into home ownership. The support is available from today, with buildings constructed off-site in a shorter time-frame, then later assembled on-site. The pre-budget announcement also included a $210 million shared equity scheme, and a build-to-rent fund, with both due to start later this year. Up to 1,000 of those loans will be available with the state purchasing an equity share of up to 35 per cent of the home's value, or a maximum of $250,000. The government said that would make it easier for lower and middle income households to enter home ownership by lowering both the up-front purchase cost and ongoing mortgage repayments. It follows another announcement on Sunday of $12.3 million being set aside in the upcoming budget to entice interstate and international tradespeople to come and work in WA, in a bid to increase the capacity to build more homes and address the affordable housing crisis. The focus on housing comes after a report released last week highlighted the extent of the crisis, with more than half of West Australian households considering their housing unaffordable, an increase of 91 per cent in just two years. The Bankwest Curtin Economics Centre [BCEC] report concluded a shortage of homes was the main problem, with an increasing number of West Australians at risk of being unable to afford their rent or mortgage payments, and a lack of housing forcing people out of central areas towards the outskirts in an attempt to find affordable properties. Master Builders Western Australia, which represents the wider construction industry in the state, has welcomed the announcements. "The new low deposit modular loan product is a fantastic initiative, as modular construction continues to become a more popular choice for many, especially in regional WA," MBAWA Chief Executive Matthew Pollock said. Mr Pollock said the changes were welcomed and would help more people achieve their dream of home ownership, as well as boosting local economies and creating jobs. Despite the announcements, questions continue to be raised as to whether the construction industry has enough capacity to meet the skyrocketing demand for more housing amid the crisis. While welcoming the announcement, Property Council of WA Executive Director Nicola Brischetto said the workforce continues to be a major challenge. "Workforce in the construction sector is definitely the biggest barrier in terms of getting homes delivered," Ms Brischetto said. "We know that we need more people on the ground and we also need to be able to do more with the people that we have. "Definitely workforce is the biggest challenge, and will continue to be the biggest challenge, so it's encouraging to see more being done in that space." Upon making various housing-related announcements, the government has been constantly emphasising its point that it is throwing everything at the housing crisis. But the number of new homes completed in the last year fell 4,000 short of WA's target set under the National Housing Accord, and the authors of the BCEC report say much more needs to be done. "The government is largely powerless to affect what happens in the market, but it can help accelerate housing supply, it can produce more social housing," report co-author Professor Steven Rowley said last week. Why America's review of AUKUS matters to Asia

Defence will be at the front of discussions between Australian Prime Minister Anthony Albanese and US President Donald Trump when they meet at the G7 in Canada this week. The AUKUS deal, in which the US would supply nuclear-powered submarines to Australia, will be discussed after the Pentagon last week announced a review of the deal to ensure it reflected Mr Trump's 'America first' policy. Mr Albanese said he'll pitch the benefits of the submarine deal to the US in the meeting. 'I will indicate that very clearly going forward.'' What is AUKUS? AUKUS is the name for the security deal Australia, the UK and the US (A-UK-US) agreed to at the end of 2021. The first, and biggest, aspect of the pact is the submarine deal, called Pillar One. The UK and the US — which have nuclear-powered submarines — agreed to work with Australia and share plans for their subs so Australia could build its own. The second AUKUS pillar will involve enhancing Australia's defence capabilities with the help of the UK and US more broadly. Joe Biden thanked his "pal" Scott Morrison during the announcement of the AUKUS pact. ( Reuters: Tom Brenner ) Does Australia have other deals within Asia? The QUAD is a strategic alliance between Australia, India, Japan and the US designed to counter the influence of China in the region. So far, it doesn't involve submarines. Lavina Lee, an associate professor in security studies at Macquarie University and senior fellow at the US Studies Centre at the University of Sydney, said the QUAD so far has been almost trying to camouflage itself. 'What they've been doing is more focused on the kind of non-military aspects and they've kept the military part on the down low,' Dr Lee said. Why is AUKUS in the headlines? The Trump administration last week announced it wanted to review the agreement, which was signed off by Joe Biden. It said it wanted to make sure it aligns with Mr Trump's 'America first' policy. That set off alarm bells in Australia, although Defence Minister Richard Marles downplayed the news, as "natural and understandable" for the new administration to "look under the hood" of the submarine pact. The Trump Administration has announced it is reviewing the AUKUS partnership. ( ABC News: Keane Bourke ) Why should Asia be concerned? Dr Lee said Australia needs the US alliance. 'We've effectively ordered all of our defence relations around the US alliance ... but without the United States, we're actually not that capable,' she said. 'The problem really is we have relied on the United States for so long, so ... it's actually important that we become more self reliant. 'South Korea and Japan are exactly the same, so we all might be worried about this and all trying to be more self reliant. Lavina Lee says Australia must rely on the US for defence security. ( Supplied ) "I think that that's an actual important objective, but from the short to medium term it's not possible. 'And if you think about the window of time where we're really all worried about the risk of conflict, I think most analysts would agree it's actually around the end of this decade, maybe in 10 years' time. We don't really have that much time to find an alternative.'' What does China think? Whatever happens Beijing would be reassured, said Jie Chen, associate professor in political science and international relations at the University of Western Australia. 'In a very broad strategic sense, whatever the review of AUKUS is, it seems Beijing has reasons to feel reassured. That is because the overall environment, the overall trend is that White House under Trump is quickly abandoning the Biden style coordinated globalised strategy to contain China. 'The Chinese no longer believe, if they ever had a doubt, that the current Trump administration actually has a coordinated China policy at all. Let alone a concerted China containment strategy.'' Jie Chen says China would be reassured by the US's plan to review AUKUS while Taiwan would be concerned. ( ABC News: Eliza Borello ) What about Taiwan? Mr Chen said news of the AUKUS review would be concerning for Taiwan. 'Considering the broad background has been that Donald Trump [and] his officials are always giving fragmented and confusing signals to Taiwan, and that [those signals were] deeply concerning to the Taiwanese,' he said. 'In the middle of such a confusing atmosphere [if] suddenly they hear Americans announcing that they would review AUKUS with America first ... I can hypothesise ... that right as I speak, Taiwan's presidential office and [foreign affairs] are really concerned, if not also annoyed. 'Because unlike people in Beijing, those officials and decision makers in Taipei, to this very moment, still couldn't figure out what Donald Trump really wants.'' What about the QUAD? Dr Lee said there were likely to be implications for the QUAD. "I think the message would be that the Trump administration really cares about hard power,'' she said. "So it's all about hard power and how does hard power contribute to deterrence and the QUAD so far has been almost trying to camouflage its reason for existence.'' The reason Australia, India, Japan and the US joined forces was they all have a heightened threat perception of China and are trying to work together to effectively compete and counter Chinese influence in Southeast Asia and the Pacific. "What they've been doing is more focused on the kind of non military aspects and they've kept the military part on the down low. They've been focused on things like ... maritime domain awareness but ... using civilian infrastructure,' Dr Lee said. "I think the United States under the Trump administration would be looking for what opportunities there are to actually militarise the QUAD, [to] un-camouflage it. "[But] the the real problem is that not all four countries might have a threat perception of China.'' The Quad is a summit that is not about China, but really is about China. ( Supplied: Prime Minister's Office ) Should other countries be concerned? Dr Lee said nations in Southeast Asia had already taken themselves out of the equation. 'They're all hedging to various degrees. They're hedging the risk of who's going to win out in the end. They don't want to take a side,' she said. 'Their primary objective is to get as much out of both sides as possible, so it's a bit like a Cold War situation where they're really trying to squeeze as much economic benefits out of both sides.''
