Earlier this week, the United Arab Emirates became the world's first country to offer free access to ChatGPT Plus — the premium version of ChatGPT — to all its citizens. The premium version is faster and more consistent than the normal version; it also can hold voice conversations, upload and analyze your files, and generate its own images for your use.
This is just the beginning for OpenAI, ChatGPT's parent company. OpenAI has announced intentions to partner with as many nations as possible through its 'OpenAI for Countries program.'
OpenAI CEO Sam Altman has already described the UAE project as a 'bold vision,' per Axios; wrapping artificial intelligence around the world would constitute an even bolder, more radical vision for a global population increasingly dependent on AI.
But can the Earth take it?
But there are concerns about the vast amounts of natural resources sucked up by AI, depleting reservoirs and requiring additional energy.
Meanwhile, politicians, business leaders and climate advocates continue to grapple over the consequences.
About 34% of Americans rely on AI to help them accomplish some of their day-to-day activities, per polling from tech monitor Elf Sight. That's evidence of the early adoption of AI — especially because ChatGPT, which marked the beginning of the widespread AI craze, only launched in 2022.
OpenAI CEO Sam Altman became a billionaire in the following years. He was also a large donor to U.S. President Donald Trump's 2024 presidential campaign and attended his inauguration.
The day after the inauguration, he made a public statement thanking the president for investing $500 billion into 'Stargate,' which will develop AI infrastructure for the U.S.
'For (AI) to get built here, to create hundreds of thousands of jobs, to create a new industry centered here, we wouldn't be able to do this without you, Mr. President, and I'm thrilled that we get to,' Altman said, per ABC News.
Since Inauguration Day, the Trump administration has poured hundreds of millions of dollars of federal funding into Stargate, which is being co-developed by tech giants OpenAI, Oracle and SoftBank. Thousands of acres near Abilene, Texas, have been earmarked for development, according to The Dallas Express.
There is no word yet on how Stargate might affect the state's energy grid — which failed during natural disasters last year, leaving thousands of Texans in temporary darkness — or how it might affect the environment of a state already 41% under drought.
Nevertheless, many Texans and national leaders eagerly anticipate economic expansion. And they and the UAE (which is getting its own Stargate through its deal with OpenAI) aren't alone in the rush to AI.
OpenAI says that, after its 'unprecedented investment' in American infrastructure, they have 'heard from many countries' petitioning them to integrate AI into their countries, too — meaning personalized digital servants tailored for regional dialects, government structures and social needs and customs.
The OpenAI for Countries program is fit for them. But researchers say it may not be fit for the environment.
'Just because this is called 'cloud computing' doesn't mean the hardware lives in the cloud. Data centers (for AI) are present in our physical world ... they have direct and indirect implications for biodiversity,' said Noman Bashir, a climate researcher at MIT.
Generative AI drinks a bottle of water per every 100-word email it writes. The electricity required by the massive machines powering programs like ChatGPT, Siri and Alexa is approaching levels equal to that of large countries like Russia, per research from MIT. ChatGPT alone daily uses enough electricity to power the Empire State Building — for a year and a half. Tremendous amounts of fossil fuels, including diesel and crude oil, go into training generative AI.
And energy needs are only multiplying. The Harvard Business Review reports that data centers, or the physical facilities that hold information and communications systems (like the 900-acre facility planned for Stargate in Texas), are responsible for 2%-3% of global greenhouse gas emissions. The volume of data across the world doubles in size every two years.
'There is still much we don't know about the environmental impact of AI but some of the data we do have is concerning,' said Golestan Radwan, who heads a United Nations environment agency. 'We need to make sure the net effect of AI on the planet is positive before we deploy the technology at scale.'
Radwan's agency recommends that countries begin tracking AI's environmental impact. At the moment, most countries have few, if any, standards for AI environmental output. They also encourage countries to establish sustainability regulations around AI.
Finally, they urge tech companies to streamline their programs and begin recycling components and water.
Canny AI researchers are already at work to develop 'green' AI — also known as sustainable or 'net zero' AI — that could minimize the carbon footprints left by generative AI as it sprints across the globe.
But researchers also warn that green AI comes at the price of efficiency. The smarter the AI, the more energy it uses.
Earlier in May, a Republican-led tax bill proposed barring states from regulating AI for the next 10 years.
Last year, state legislatures across the country passed over 100 regulations surrounding AI; the tax bill would prevent state lawmakers from enforcing these regulations.
'We believe that excessive regulation of the AI sector could kill a transformative industry just as it's taking off,' Vice President JD Vance told AI developers and regulators at a summit in Paris. 'And I'd like to see that deregulatory flavor making a lot of the conversations this conference.'
Researchers at the Harvard Business Review recommend ways an individual can reduce their AI-created environmental impact.
Use existing AI — don't make your own program. Creating and training AI programs requires vast amounts of energy. There are already a myriad of AI programs available, many for free, and many specific to certain businesses or regions to cater to their personal needs.
Use AI only when you really need it. Machine learning models are excellent at helping scientists predict natural disasters and understand diseases. They are less valuable for providing answers, especially when answers are often hallucinated. Writing emails and asking questions of ChatGPT 'may be depleting the Earth's health more than ... helping its people,' say Harvard researchers.
Use companies committed to using renewable energy for AI. Some companies are more energy-efficient than other companies. OpenAI plans to use solar energy to power Stargate. In a twist, Microsoft has committed to using AI to develop sustainable energy solutions.

Beyond the potential impact on foreign direct investment in the U.S. overall, certain provision of the OBB may have a broader impact, especially affecting common asset protection and wealth planning strategies. The increased rate on withholding, investments, corporate holdings, and more, is designed as a retaliatory measure on taxes, especially digital taxes, imposed by other countries which the U.S. describes as discriminatory foreign countries. The broader application of Section 899 would create additional reporting obligations, complicate foreign asset protection trust holdings, and subject investors to penalties and taxes that were previously unexpected. Foreign individuals or entities that own at least 25% of a U.S. corporation or foreign corporations engaged in a trade or business in the U.S. are subject to reporting requirements under Internal Revenue Code (IRC) Section 6038A. The IRS requires filing Form 5472 to disclose transactions between the implicated corporations and its holders accordingly. Failure to file Form 5472 accurately and timely can result in significant and repeated penalties of $25,000 in each instance and more. Corporations may be subject to the filing requirement regardless of its level of activity. Oftentimes, U.S. investments, whether in real estate, private equity, intellectual property, or otherwise, are held in U.S. Corporations and foreign asset protection vehicles are used in conjunction with such entities to further tax-efficiency, privacy, and creditor protection. These layered wealth protection structures may face additional tax burdens if proposed Section 899 becomes final. Foreign asset protection trusts (FAPTs) often hold U.S. entities with U.S. investments. This structure presents additional challenges with compliance and reporting. Unless structured otherwise, the transfer of assets by a U.S. person to a foreign trust is treated as a grantor trust where the U.S. person is taxed on the trust's income. Distributions by the foreign trust, especially to U.S. beneficiaries subjects the beneficiaries to tax also and additional foreign trust reporting requirements, including filing Forms 3520 and 3520-A. Substantial penalties of $10,000 or 35% of the gross value of any property transferred to the foreign trust, and more may apply for noncompliance. Wealth planning incorporating ownership and transfer of business interests to multinational beneficiaries, and investors abroad or considered foreigners even if located in the U.S. may be impacted by the legislation. The underlying investment in U.S. companies or assets where potential beneficiaries or other investors may be foreign and from the list of discriminatory countries would be subject to the additional tax rates that range from 5% to 20%. Restructuring investments and ownerships to mitigate any potential tax exposure in light of proposed Section 899 would be prudent. Additionally, in conjunction with enforcing the increased rates and compliance obligations under proposed Section 899, increased enforcement of penalties for noncompliance on foreign trust reporting and foreign corporate holdings can be expected if Section 899 is passed and impacted taxpayers would be prudent in ensuring that all prior reporting obligations have been met. For foreign investors and global families with U.S. investments and connections, ensuring comprehensive review of their existing investment and asset protection structures along with ensuring full compliance with U.S. tax reporting requirements is critical. Proactively filing any required returns that may have been inadvertently delayed or omitted will start applicable statutes of limitations on audits and provide potential relief from some penalties where a reasonable cause of noncompliance failure exists. Additionally, preparing for potential legislative changes, including the implementation of proposed Section 899 by restructuring investments, ownerships, and transfers, can prevent additional tax exposure before it is too late.

Meanwhile, early AI shopping experiences from ChatGPT to Amazon's "Buy for Me" show agents that can research, refine, and even check out in one conversational flow. AI search needs more complex infrastructure before advertisers push big budgets. Clean, real-time product data feeds must connect with checkout capabilities—whether through direct payment processing or seamless retailer integration. The inflection point between 2027 and 2028, when EMARKETER projects spending to jump from $4.77 billion to $12.65 billion, likely coincides with platforms rolling out premium placement layers on top of their free catalog feeds. For brands and agencies buying media, this timeline suggests immediate experimentation with modest budgets, followed by more aggressive investment as the infrastructure matures. Brands that establish relationships with AI platforms and optimize their product data now will be positioned to scale when advertising inventory becomes widely available. The emergence of AI shopping agents is forcing retailers to make strategic choices about how they want to participate in conversational commerce. Two distinct approaches are emerging, with implications for brands planning their AI search advertising strategies. Retailers are already diverging on their approach. I recently wrote how Walmart is pursuing a dual path: building their own shopping agents while exploring technology that enables consumers to shop Walmart's assortment using their preferred personal shopping agents. This contrasts with Amazon's walled garden approach—developing proprietary AI tools including Rufus, Alexa+, and "Buy for Me" while blocking external agents from accessing its platform. Meanwhile, multi-merchant platforms like Shopify's partnership with Perplexity represent a third model: unified, cross-retailer shopping experiences. Users can discover products through AI search, compare options across multiple Shopify stores, and complete purchases using Shop Pay, all within a single conversational experience. For brands, these diverging retailer strategies create complex decisions about platform prioritization and budget allocation across different AI shopping environments. Monthly Active Users (MAUs) versus General Merchandise Volume (GMV) for the major AI LLMs AI-powered shopping experiences are creating new measurement challenges that will compound existing retail media attribution problems. When transactions begin in conversational interfaces and complete through various checkout systems, traditional budget categorization breaks down. If a shopper uses Perplexity to research "wireless headphones under $200," receives AI-powered recommendations, and then purchases through Perplexity using Shop Pay, does that sale belong to "search," "retail media," or "affiliate" budgets? Traditional attribution models weren't designed for transactions that begin in chat and complete in merchant wallets. This challenge extends beyond simple budget classification. Marketing teams will need new frameworks to track and optimize spending across conversational interfaces, especially as these platforms develop their own advertising inventory. The complexity increases when considering that a single AI agent might source product information from multiple retailers, compare prices across platforms, and complete transactions through entirely different systems. Even at its projected $25 billion scale by 2029, AI search advertising will remain smaller than retail media in absolute dollars. But the incremental advertising growth from 2027 onward will increasingly tilt toward AI-powered search as conversational interfaces become primary discovery channels. The convergence of product-data feeds and AI search advertising creates first-mover advantages for brands willing to treat these systems as integrated rather than separate challenges. Success requires alignment between traditionally siloed teams managing product information, media buying, and technology infrastructure. The technical infrastructure is rapidly maturing beyond Shopify's approach. Standards like Anthropic's Model Context Protocol (MCP) are creating what amounts to "USB-C for AI agents"—standardized connections that expose products, inventory, loyalty programs, and checkout capabilities to any compliant AI model. This gives retailers the opportunity to participate in multiple AI marketplaces without surrendering customer data or pricing control. Jason Goldberg, Chief Commerce Strategy Officer at Publicis Commerce, emphasizes the organizational challenge in a new white paper: "The companies that thrive in the new AI search landscape will not be the loudest—they'll be the most adaptable." His recent analysis of AI commerce disruption suggests brands should "optimize products and content for LLMs" while simultaneously piloting "AI commerce partnerships" with emerging platforms. Trump warns Rand Paul he's playing into 'hands of the Democrats' with 'Big, Beautiful Bill' opposition
President Donald Trump on Saturday warned Sen. Rand Paul, R-Ky., he would be "playing right into the hands of the Democrats" if he votes against Trump's "Big, Beautiful Bill." "If Senator Rand Paul votes against our Great, Big, Beautiful Bill, he is voting for, along with the Radical Left Democrats, a 68% Tax Increase and, perhaps even more importantly, a first time ever default on U.S. Debt," Trump wrote on Truth Social Saturday afternoon. "Rand will be playing right into the hands of the Democrats, and the GREAT people of Kentucky will never forgive him! The GROWTH we are experiencing, plus some cost cutting later on, will solve ALL problems. America will be greater than ever before!" Paul told "Fox News Sunday" last weekend he supports the tax and spending cuts in the bill, which he still slammed as "wimpy and anemic, but I still would support the bill, even with wimpy and anemic cuts if they weren't going to explode the debt. The problem is the math doesn't add up. They're going to explode the debt by, the House says, $4 trillion. The Senate's actually been talking about exploding the debt $5 trillion." The bill narrowly passed the House May 22 and will soon be voted on in the Senate, where Republicans can only afford to lose three votes. Others, like Sen. Ron Johnson, R-Wis., have also expressed concerns about the bill. Last weekend, Trump told reporters he was open to changes in the bill. "I want the Senate and the senators to make the changes they want," he said. "It will go back to the House, and we'll see if we can get them. In some cases, the changes may be something I'd agree with, to be honest." Along with tax cuts, the One Big Beautiful Bill Act also includes stricter requirements for accessing Medicaid, changes to the Supplemental Nutrition Assistance Program (SNAP) program and no taxes on overtime or tips. Democrats have slammed the Medicaid reform section of the bill, mentioning possible cuts as a driving issue ahead of competitive midterm elections in 2026. The Congressional Budget Office (CBO), a nonpartisan analyst for the U.S. Congress, estimates that 8.6 million people in the United States will lose health insurance by 2034 through the One Big Beautiful Bill Act's Medicaid reform. "The Democrats have been focusing on this specific line of attack that 13.7 million Americans are going to lose their health care, and that's just blatantly false," Rep. Erin Houchin, R-Ind., told Fox News Digital in an exclusive interview this week. "Five million of those people are receiving a tax credit under the Affordable Care Act that was passed by the Democrats with a sunset date that was implemented by the Democrats. We're simply allowing the sunset date to expire as the Democrats originally intended," Houchin said. CBO estimates that 13.7 million Americans will lose coverage by 2034, which also includes the 5 million Americans who were already about to lose coverage. A number of Democrats have already deployed the figure in campaign messages rejecting Trump's bill passing in the House. "I don't trust the CBO score, nor should the American people, because it's been proven again and again to be wildly off," added Houchin, who served on three major committees leading budget markup, including the House Rules, Budget and Energy and Commerce committees.
