NBI, BI arrest Korean fugitive staying in PH for nearly 6 years

The National Bureau of Investigation (NBI) and the Bureau of Immigration (BI) have arrested an individual wanted in Korea for fraud amounting to 10 million Korean won, NBI Director Jaime Santiago said Wednesday.
According to Santiago, the NBI conducted the operation after the Organized and Transnational Crime Division (OTCD) received a communication from Korea in 2023 that the man is wanted in their country.
"From then on, with the help of our Immigration, they started looking for this guy. Finally, they were able to get an asset na naituro na... nandyan lang pala [yung subject] sa Malate," Santiago said in a press briefing.

According to Santiago, the NBI's manhunt operation for other fugitives referred by the Korean Embassy to the Philippine government is ongoing.
"Isa lamang siya sa list (He is only one of the names on the list). Actually, this is the second arrest natin of Korean national who are fugitives from our country," he said.
BI Deputy Spokesperson Melvin Mabulac said that based on travel records, the man arrived in the country in July 2019, classifying him as an overstaying alien.
"Wala siyang ginawang any attempt to extend the status, 'yung Immigration status. That's why it's very violative sa Immigration Law. Overstaying siya. At the same manner din, marami siyang kaso dito at it would warrant the filing of undesirability and puwede siya ma-deport," Mabulac said.

To prevent such cases, Mabulac said the BI has implemented an advanced passenger information system, which connects the country's system to the International Criminal Police Organization (Interpol).

Authorities have arrested a high-profile Japanese fugitive and alleged leader of a notorious transnational crime syndicate operating in Asia during an enforcement operation in Angeles City, Pampanga, the Bureau of Immigration (BI) said. Yoshioka is allegedly the head of the JP Dragon Syndicate, a criminal organization based in Japan and supposedly behind large-scale theft and telecom fraud schemes with operational bases in Southeast Asia. The group is allegedly associated with a network of illicit activities that have victimized numerous individuals and laundered millions in criminal proceeds. The BI said based on official communications from the Japanese government, Yoshioka is the subject of an active warrant of arrest for theft under the Japanese Penal Code and has been declared a fugitive from justice. 'This individual is a key player in an international crime group. His arrest sends a clear message that the Philippines is not a safe refuge for fugitives,' said BI Commissioner Joel Anthony Viado. Based on BI records, Yoshioka last arrived in the Philippines in 2022 and has not left since. Following his arrest, the Japanese big boss underwent usual booking procedures and has been turned over to the BI's warden facility where he will be held until deportation. 'Yoshioka's arrest is a testament to our commitment to uphold justice and protect the Philippines from becoming a haven for international fugitives. Five individuals were arrested in Calasiao, Pangasinan, for using a fake land title to obtain a loan worth P4 million. According to a ''24 Oras'' report by John Consulta on Friday, the five suspects were arrested in an entrapment operation conducted by the National Bureau of Investigation–Dagupan. Based on NBI's investigation, the five suspects applied for a loan and received millions in exchange for a property in Bayambang, Pangasinan. However, the Registry of Deeds said the land title was fake. 'Nagsabwatan ng limang subjects para makakuha ng loan muna sa complainant gamit isang titulong peke. Nakakuha sila ng apat na milyon na loan muna sa complainant, at hindi pa sila nakontento, at humingi ng karagdagan isang milyon mula sa complainant. Dahil dito ay nagkasa po tayo ng entrapment operation para mahuli itong limang subjects,' said NBI Dagupan agent-in-charge Mert Tello. (The five subjects have conspired to file for a loan with the complainant using a fake title. They received P4 million worth of loan from the complainant, and they still weren't content so they asked for another P1 million from the complainant. Scam hub in Lapu-Lapu City raided; 31 persons nabbed

Two Taiwanese nationals who operated reportedly an online scam hub were arrested by personnel of the National Bureau of Investigation Central Visayas Regional Office (NBI- CEVRO). The suspects have 29 Filipino employees. The suspects were found to have operated a scam hub inside a subdivision in Barangay Mactan, Lapu-Lapu City. NBI-CEVRO operation was conducted at around 5 p.m. on June 4, 2025. The NBI operatives were equipped with three warrants to seize, search, and examine computer data issued by the court. According to Atty. Rennan Augustus Oliva, NBI-CEVRO regional director, said that based on the pieces of evidence gathered, the hub operated a romance scam using a dating application program and used fake accounts on an e-commerce platform. Charges were filed immediately against the suspects. Further, it was learned that the group operated for a year already using the said modus. The accused refused to issue a statement. They were all detained at the NBI-CEVRO facility. NBI 7 has coordinated with the Bureau of Immigration for a background check on the Taiwanese nationals on possible derogatory records.
