Windsor Private Capital Announces Funding of Northumberland Broadband Project to Connect 11,000 Homes
TORONTO, May 22, 2025 /CNW/ - Windsor Private Capital (WPC) is pleased to announce its participation in the Northumberland Broadband Project (the Project), an initiative set to deliver high-speed internet access to 11,000 underserved homes across rural Northumberland County. This project is a public-private partnership between the WPC Infrastructure Fund, the Government of Canada, the Government of Ontario, and Northumberland County.
The Northumberland Broadband Project is supported by significant contributions from all levels of government, along with the private investment through the WPC Infrastructure Fund and financing provided by the Canada Infrastructure Bank (CIB). This included $18.4 million in funding through the Government of Canada's Universal Broadband Fund (UBF) and almost $45.8 from the Government of Ontario, bringing the total government contribution to $64 million in funding.
Initial construction of the network began earlier this spring. Upon completion, it will consist of approximately 1,142 km of fiber infrastructure, utilizing advanced deployment techniques to minimize environmental impact while ensuring long-term service reliability. In keeping with the local focus, the Project is being constructed by Axle Telecom, a Canadian-owned Internet Service Provider (ISP) backed by WPC's extensive experience in rural connectivity. The development of this network is generating local employment opportunities for tradespeople and service providers, including members of LiUNA Local 183, who will be instrumental in bringing this much-anticipated infrastructure to fruition.
With direct oversight from the operational team of Windsor's portfolio companies (EH!tel Networks, GBTel, Bruce Telecom, and Axle Telecom), the Project's roll-out will benefit from industry-leading expertise and best practices in network operations and maintenance. With phased network activations, eligible residents and businesses will be able to connect as sections become operational beginning later in 2025.

Sask. to put American-made booze back on the shelves
The Saskatchewan Liquor and Gaming Authority (SLGA) is resuming the purchase and distribution of American-made alcohol. All American alcohol products will now be available for purchase through all distribution centres and private liquor distributors in the province, said David Morris, a spokesperson for the corporation, in a statement to CBC on Tuesday. "This change gives Saskatchewan people the option to choose whether they want to buy these products or consider alternatives," Morris said. The federal government's 25-per-cent tariff on U.S. alcohol remains in effect. Morris said Saskatchewan consumers are still encouraged to support Saskatchewan and Canadian products when there is an option. The change comes nearly three months after the province reversed its decision to stop selling some American-branded alcohol products made in Canada. In March, the province announced a ban on all American alcohol products. It then walked back that ban for 54 brands that, while American-owned, are produced in Canada. It said in a statement the move aligned with other provinces and that it would focus its ban on alcohol produced in America.

Empty shelves plague some Whole Foods after distributor knocked offline
Whole Foods employees say a major cyberattack on a leading distributor has left some store shelves and freezers empty. 'Our frozen cooler is empty, our bread hearth is bare and customers are increasingly upset,' one barista and bakery employee at a Whole Foods located in Arkansas told CNN. The employee, who requested anonymity because she was not authorized to speak to the media, complained there is a 'complete lack of transparency' about the disruption and that 'nearly every department has been heavily impacted.' United Natural Foods, the primary food distributor to Whole Foods, disclosed the damaging cyberattack and disruption to its business on Monday, sending its stock plunging 7%. UNFI (UNFI) shares sank more than 10% on Tuesday, leaving it down about 17% since disclosing the cyberattack It's unclear how widespread the supply disruptions to Whole Foods are, but an update from UNFI on Tuesday suggests significant problems. The company said it's currently shipping to customers only on a 'limited basis.' Whole Foods would not provide details on how many of its locations have been impacted by the cyberattack. However, a Whole Foods spokesperson told CNN that the Amazon-owned grocery store is working to restock shelves as quickly as possible and apologized to customers for any inconvenience. The Whole Foods barista from Arkansas shared photos with CNN that showed thinly stocked shelves. 'We've spent time deep-cleaning our freezers – an unusual task – simply because our normally overstocked freezers are now completely bare,' the Whole Foods employee said. Another Whole Foods employee who spoke to CNN on condition of anonymity said her California location has been unable to accept or process orders. 'We've had quite a few customer complaints,' the employee told CNN. Multiple customers and apparent employees on social media reported empty shelves and delivery problems. One user on Reddit posted a photo of an empty refrigerator with a sign saying the store is 'experiencing a temporary out of stock issue for some products.' The incident underscores how cyberattacks on delicate supply chains can have real-world impact for customers and employees. UNFI said 'unauthorized activity in our systems' discovered last Thursday forced it to completely shut down its systems by late Friday. 'We're working as rapidly and safely as possible to bring our systems back online,' UNFI CEO Sandy Douglas said during a conference call with analysts. Douglas said the company is working with customers and suppliers 'transparently to do everything that we can possibly do to help them manage through the short-term difficulty that the situation creates.' Douglas said he's been in touch with many customers and the conversations have been 'extremely constructive and collaborative.' The UNFI CEO defended his company's cybersecurity efforts and pledged to review existing protocols. 'The threat actors out there are always looking for ways to innovate and find new ways to penetrate systems,' Douglas said. 'We just got penetrated. So we will be continuing to look at every aspect of our defense, every aspect of how our tools are working and what may be necessary to bolster it going forward.' During Tuesday's conference call, UNFI executives faced questions about the decision to wait until Monday morning to disclose the breach. One analyst noted that UNFI shares started falling before last Thursday, when the company says it became aware of the cyberattack. 'It very much appears someone knew this was going to happen,' said the analyst, who also asked if the Securities and Exchange Commission is involved. Indeed, UNFI shares fell sharply early last week, including a 9% plunge on June 3 and a 4% drop on June 4 despite an absence of official company news. Douglas declined to comment on regulatory authorities but stressed that 'there is no way we could have communicated any faster.' The UNFI CEO added that the company has engaged with 'all the authorities' and has reported 'all that we know' to the FBI. The FBI declined to comment on the incident. Credit rating agency says Manitoba's recent tax changes outweigh affordability offers
WINNIPEG - The Manitoba government is expected to use more 'revenue levers,' similar to its recent income and property tax changes, as part of its plan to reduce the deficit, a credit-rating agency report says. S&P Global Ratings has affirmed the Manitoba government's existing short-term and long-term credit ratings and says the outlook for the province is stable, based in part on expected revenue changes and spending control. 'The stable outlook reflects our expectation that, despite economic growth and trade uncertainty, Manitoba will deploy revenue levers and expenditure management to generate stronger fiscal outcomes in the next two years,' the report, issued May 26, said. The NDP government, elected in 2023, has promised to reduce costs for Manitobans. It has taken out advertising to promote its cut to the provincial fuel tax, an increase to a tax credit for renters and other measures. But the money forgone by the province for those measures is outweighed by recent tax changes that are boosting provincial revenues, a director with S&P said. That includes a change in this year's budget that will no longer see income tax brackets automatically rise in line with inflation. 'That alone is enough to offset all the affordability measures that they're putting in,' Bhavini Patel, director in S&P's Canadian international public finance group, said in an interview. The NDP government has promised to balance the budget before the next election, slated for 2027. That would end a string of annual deficits that stretches back almost continuously to 2009, with the exception of two surpluses. Part of the province's revenue growth has come from recent changes that will see many property owners and income-earners pay more. In last year's budget, the government changed the way education tax credits on property are calculated. The government estimated the change would net the province an extra $148 million a year, although that number is likely to grow due to recent increases in property assessments and taxes levied by school divisions. In this year's budget, the government stopped indexing income tax brackets and the basic personal exemption to inflation. By keeping the brackets and exemption constant as wages increase, unlike most provinces, the government is forecasting an extra $82 million in revenue. Finance Minister Adrien Sala said he's not looking at future tax changes aimed at garnering more money, and is expecting an economic boost to increase revenue. 'I think the biggest driver of new revenues will be economic growth,' he said in an interview. He pointed to the recent start of construction of the Alamos gold mine near Lynn Lake as an example.
