Dubai's office market will remain landlord-driven due to limited availability and sustained demand.
According to analysts at Cavendish Maxwell, the shortage of Grade A office space is driving spillover demand, pushing prices higher in Grade B and C segments.
'Office sales prices rose 24.5 per cent year-on-year, while rental rates increased by 24 per cent, fuelled by limited availability and sustained demand, especially in Grade A accommodations. Additionally, ongoing shortages of Grade A space are driving spillover demand, pushing prices higher in the Grade B and C segments,' analysts said in the first quarter report.
Dubai's office market maintained strong momentum in the first quarter of 2025 as the Dubai International Chamber reported a 39 per cent year-on-year increase in new foreign company registrations, including 11 multinational corporations and 42 SMEs.
'Dubai's office market entered 2025 with strong momentum, supported by steady economic growth, high levels of business formation, and resilient trade performance, all within a stable macroeconomic environment. This foundation is further strengthened by strategic infrastructure development, world-class connectivity, and a pro-business regulatory framework. Together, these factors have driven robust performance in the first quarter of 2025, reaffirming Dubai's status as a leading destination for regional and international capital despite ongoing geopolitical and economic uncertainties,' said analysts at Cavendish Maxwell.
In the remainder of 2025, analysts see the office supply pipeline remains robust and may offer some relief to tenants.
It is projected that approximately 215,000 sqm of new office space is expected to enter the market; however, actual completions are often lower than projected due to market factors, while pre-booking of units further reduces immediate availability.
'As a result, occupancy rates are expected to remain elevated throughout 2025, supported by strong and sustained demand that continues to outpace supply. Given this supply-demand dynamic, the market is expected to remain landlord-driven, with landlords maintaining significant leverage. Both sales and rental prices are projected to rise further throughout 2025, primarily due to ongoing supply constraints,' said analysts at the property consultant firm.
It added that some tenants may downsize or relocate, while others might embrace flexible workspaces or pre-commit to pipeline projects.
The office sales market reflected this positive sentiment, with approximately 900 transactions completed in Q1 2025, a 23.7 per cent year-on-year increase, driven by strong activity in both ready and off-plan segments.
Notably, off-plan transactions surged, accounting for 18.9 per cent of all deals compared to just 8.1 per cent in Q1 2024, highlighting growing buyer confidence in future developments.

Less is more‭ ‬—‭ ‬that's definitely true when it comes to car number plates in the UAE‭. ‬The fewer the digits‭, ‬the more expensive they are‭. ‬This could help explain why Dubai's‭ ‬'P7'‭ ‬car number plate set the record for the most expensive number plate in the world when it was auctioned for Dh55‭ ‬million in 2023‭. ‬This surpassed the previous record of Dh52.5‭ ‬million set by the 1‭ ‬number plate sold in Abu Dhabi‭.‬ Owning a personalised number plate could turn more heads than the car you drive‭. ‬And thankfully‭, ‬you don't need to spend millions to acquire one‭. ‬While single-digit number plates are the most expensive‭, ‬there are many double and triple-digit combinations that are priced lower‭. ‬Or‭, ‬you could go the other way and pick numbers that represent a significant date‭ ‬—‭ ‬such as the date you got married‭, ‬or the birth date of your children‭. ‬ The Roads and Transport Authority‭ (‬RTA‭) ‬in Dubai has just finished its latest auction of distinctive number plates consisting of‭ ‬three‭-, ‬four‭-, ‬and five-digit combinations for private vehicles‭, ‬classic vehicles‭, ‬and motorcycles‭. ‬This was the RTA's 79th online auction and included 350‭ ‬exclusive plates up for grabs‭. ‬Many of its auctions are organised to raise money for good‭ ‬causes‭, ‬such as the 1‭ ‬Billion Meals Endowment and the Fathers'‭ ‬Endowment Campaign‭.‬ The One Billion Meals Endowment campaign was launched under the global initiatives umbrella spearheaded by Sheikh Mohammed bin Rashid Al Maktoum‭, ‬Vice-President‭, ‬Prime Minister of the UAE and Ruler of Dubai‭, ‬with the aim of fighting global hunger‭. ‬One of the most memorable auctions saw Muhammad BinGhatti‭, ‬chairman of Binghatti Holding‭, ‬pay Dh35‭ ‬million for the DD5‭ ‬number plate‭, ‬which started with a bidding price of Dh15‭ ‬million‭.‬ While single-digit plates are the most exclusive‭, ‬repeating numbers‭ (‬like 111‭, ‬7777‭) ‬or patterns‭ (‬like 1234‭) ‬are also highly prized‭. ‬Personalised number plates are bought primarily as a status symbol‭, ‬much like an expensive watch‭. ‬But there are also those‭ ‬motorists who buy them as investments‭, ‬hoping their value will increase over time‭.‬ Manan Mistry‭, ‬who owns the company Create Me‭, ‬has bought four personalised number plates during his 19‭ ‬years in the UAE‭. ‬The 45-year-old paid around Dh4,000‭ ‬per plate‭, ‬which were put on various cars‭, ‬including a Hummer‭, ‬Chevy Camaro and Mustang‭.‬ Important numbers 'I just thought it would be cool to have what you wanted‭, ‬so I went ahead and bought personalised plates‭,‬'‭ ‬he said‭. ‬One of the number plates is similar to his phone number while another one is the date of his wedding anniversary‭. ‬Mistry plans to sell two of them as a pair‭, ‬but not the marriage date one as it is‭ ‬'priceless'‭. ‬'I also have L plates‭, ‬which people think is a limo company‭. ‬But at the time‭, ‬it was the letter‭,‬'‭ ‬he joked‭.‬ Jamie McGinlay‭, ‬49‭, ‬bought the number plates O 3275‭ ‬and P 3275‭ ‬about five years ago and paid Dh9,000‭ ‬for the pair‭. ‬'Originally‭, ‬one was on my wife's Porsche Cayenne‭, ‬but it's now on my Lotus Emira‭. ‬The other has always been on my Aston Martin‭. ‬I thought it would be a good way of making a little money‭ ‬on something a little fancy as I have always liked cars‭,‬'‭ ‬explained McGinlay‭, ‬who is the CEO of a defence contracting company and has lived in the UAE for 16‭ ‬years‭. ‬'I haven't ever sold them‭, ‬but I am aware that their value has increased massively‭.‬' Back in 2017‭, ‬the RTA launched a campaign called‭ ‬'Your Memorable Moments on Your Vehicle's Plate'‭ ‬for U-coded plates‭. ‬It allowed buyers to choose five-digit plates bearing a code personalised to resemble important dates‭. ‬If I‭ ‬were to buy them for my two sons'‭ ‬birthdays‭, ‬the plates would look very similar‭ ‬–‭ ‬10107‭ ‬and 10710‭.‬ If you want a personalised number plate‭ (‬officially called Special Plate Numbers‭) ‬in Dubai‭, ‬you can buy one directly from the RTA‭, ‬participate in one of its online or physical auctions‭, ‬or from a second-hand marketplace‭. ‬The RTA offers customisation services‭, ‬allowing you to choose letters and numbers that hold personal significance‭, ‬as long as they haven't already been taken‭.‬ Regular number plates have single letters at the front‭, ‬with lower letters like A‭, ‬B‭, ‬and C normally meaning they are older‭. ‬Once you start seeing double letters‭ (‬like CC‭) ‬then you will know these are part of a special series or auction‭.‬ If you are taking part in an auction‭, ‬make sure you determine your budget before you start bidding‭. ‬Personalised plates can range in price from thousands to‭ ‬millions of dirhams‭, ‬so don't get carried away‭. ‬Having a hard ceiling on the price you are willing to pay will stop your emotions from taking over‭. ‬Auctions‭ ‬can be competitive‭, ‬especially for highly sought-after plates‭, ‬so think carefully before you enter a bidding war‭.‬

‬it was predictive‭,‬'‭ ‬says Aggarwal‭. ‬'We foresaw it transitioning from a serene emirate to a global hospitality and investment magnet‭.‬' An emirate comparison A quick comparison between Dubai and RAK's real estate scene brings to the fore some interesting facts‭. ‬Kirill Dolgin‭, ‬founder and CEO of BrokerDeck‭, ‬says‭: ‬'Dubai is a larger‭, ‬more mature‭, ‬and globally established market with higher price points and potentially higher liquidity‭, ‬but RAK has rapid growth trajectory‭, ‬significantly more affordable property prices‭, ‬higher rental yields‭, ‬and capital appreciation potential‭. ‬While Dubai offers a fast-paced‭, ‬ultra-urban lifestyle‭, ‬RAK provides a more relaxed‭, ‬nature-centric environment despite‭ ‬its proximity to Dubai‭.‬' And the numbers prove it‭. ‬In RAK‭, ‬the transaction value increased nearly 25,000‭ ‬per cent‭ ‬and mortgage values surged almost 21,849‭ ‬per cent between June 2017‭ ‬and June 2024‭. ‬Branded residences'‭ ‬growth is projected to be 40‭ ‬per cent of new units by 2029‭ ‬and the average property prices increased by 30‭ ‬per cent in 2022‭, ‬with off-plan rates growing 15-20‭ ‬per cent in 2024‭. ‬'All these indicate that Ras Al Khaimah's real estate market has dramatically transformed from an emerging player to a prime investment destination‭,‬'‭ ‬says Dolgin‭. ‬ Wynn-ing Resort The real game-changer for Ras Al Khaimah is‭, ‬undoubtedly‭, ‬Wynn Resorts at Al Marjan‭, ‬slated to open by 2027‭. ‬Mustafa Haider Kamal‭, ‬senior relationship manager at Richmind‭ ‬—‭ ‬currently working on the Oystra project‭ ‬—‭ ‬believes Wynn's gaming licence was the turning point‭. ‬'It eliminated all the‭ ‬'ifs and buts'‭ ‬about the casino‭,‬'‭ ‬he says‭, ‬noting how it shifted not just market dynamics but also investor mindsets‭. ‬'Perhaps even Dubai or Abu Dhabi could have hosted a Wynn‭, ‬but those cities already have their attractions‭. ‬RAK has landed a big‭ ‬opportunity‭; ‬it's going to transform the economy‭, ‬creating jobs and drawing major brands and hotels‭.‬' Even ahead of completion‭, ‬the project's impact is being likened to the rise of Las Vegas and Macau as global gaming hubs‭. ‬So‭, ‬will RAK become the Vegas of the Middle‭ ‬East‭? ‬Experts suggest a more nuanced take‭. ‬Rather than replicating Vegas‭, ‬the vision here is to create an integrated resort tailored to RAK's distinct environmental and cultural identity‭. ‬The multi-billion-dollar development will feature 1,540‭ ‬keys‭, ‬a meeting‭, ‬incentive‭, ‬convention‭, ‬and exhibition area‭, ‬gaming zones‭, ‬entertainment and luxury retail‭. ‬Clearly‭, ‬it is aimed at attracting both residents and tourists‭.‬ Nevertheless‭, ‬the economic parallels to Macau are compelling‭. ‬'Macau witnessed rapid economic expansion and a significant upswing in property demand and residential property values following‭ ‬the introduction of international casino operators‭,‬'‭ ‬says Dolgin‭. ‬'Similarly‭, ‬Wynn's entry into RAK is expected to drive swift economic growth and heightened property demand‭.‬' The impact is already visible‭. ‬Since the announcement in 2022‭, ‬RAK has seen primary residential sale prices jump dramatically‭; ‬apartment prices surged by around 128‭ ‬per cent‭, ‬while villas rose by 73‭ ‬per cent compared to 2021‭.‬ Tourism‭, ‬too‭, ‬is on an upward curve‭. ‬The casino is expected to propel RAK into a new league‭, ‬with projections estimating over 3‭.‬8‭ ‬million visitors by 2027‭ ‬and more than 5.5‭ ‬million by 2039‭. ‬Some of these numbers may be drawn from Dubai‭, ‬which welcomed 7.5‭ ‬million visitors in the first four months of 2025‭ ‬alone‭. ‬'Those who enjoy gaming experiences will come here rather than fly halfway across the world to Vegas or Macau‭,‬'‭ ‬says Vaya‭.‬ So, how should you invest‭?‬ The flurry of developments is also sending a strong message to savvy investors‭: ‬now is the time to consider owning property in this emerging luxury destination‭. ‬With more accessible entry points and solid growth forecasts‭, ‬experts agree it's an opportune moment to secure that dream home‭.‬ RAK offers many advantages‭ ‬—‭ ‬from diversifying your investment portfolio beyond established markets like Dubai and Abu Dhabi to tapping into high rental yields‭ (‬up to 12‭ ‬per cent for short-term rentals‭) ‬and potential capital appreciation‭. ‬As Dolgin observes‭: ‬'RAK's focus on enhancing its lifestyle offerings and tourism infrastructure is creating a positive feedback loop‭, ‬directly boosting‭ ‬demand‭, ‬property values and overall investor confidence‭.‬' Pricing is the key‭. ‬Realtors estimate beachfront properties in RAK to currently average Dh3,000–Dh3,500‭ ‬per sqft‭ ‬—‭ ‬a stark contrast to comparable high-value enclaves in Dubai where prices range from Dh5,000‭ ‬to Dh8,000‭ ‬per sqft‭.‬ A useful tip‭: ‬Look at holiday homes and short-term rentals‭. ‬'Holiday homes can deliver a return on investment of 18–25‭ ‬per cent per annum‭,‬'‭ ‬says Haider‭. ‬'People will stay in hotels‭, ‬but there are many who prefer holiday homes‭.‬'‭ ‬Dolgin suggests looking beyond the allure of Al Marjan Island‭. ‬'Consider properties in established areas like Al Hamra‭, ‬RAK Central and other parts of Ras Al Khaimah for their infrastructure and variety‭,‬'‭ ‬he suggests‭.‬ Vaya‭, ‬on the other hand‭, ‬highlights RAK's superior value for space and returns‭. ‬'While an average RAK one BHK is 800-900sqft for a lesser price point and higher rental return‭, ‬the same would be about 700sqft and lesser return in Dubai‭. ‬Go for one or two BHK if you are looking at pure investment‭. ‬For self-use‭, ‬opt for two or three BHKs‭,‬'‭ ‬he advises‭.‬ The novelty and future upside also play in RAK's favour‭. ‬'Once the casino is operational‭, ‬everything else will follow‭,‬'‭ ‬predicts Haider‭. ‬'Imagine the traction by 2030‭. ‬Anyone investing in 2025–26‭ ‬will be sitting on a goldmine‭. ‬Al Marjan is for a niche market of seasoned investors or first-timers with a bold appetite‭.‬' Some other important rules to remember‭: ‬Invest in branded residences‭, ‬do your due diligence‭, ‬and choose developers wisely‭. ‬Vaya‭ ‬concludes‭: ‬'Buy real estate and wait‭ ‬—‭ ‬don't wait to buy real estate‭.‬'
