Tanzania opposition officials arrested before Lissu's court appearance

Tanzania's main opposition party has said at least two of its officials have been arrested on their way to a rally to support the leading government opponent Tundu Lissu, who is due in court to face a treason charge.
Authorities in the east African country have increasingly cracked down on the opposition Chadema party in the run-up to presidential and parliamentary polls in October.
Lissu could face the death penalty over the treason charge. His party has been disqualified from the elections after it refused to sign an electoral code of conduct.
Chadema has accused President Samia Suluhu Hassan of returning to the repressive tactics of her predecessor, John Magufuli.
The Chadema spokesperson, Brenda Rupia, said the party's deputy chair, John Heche, and secretary general, John Mnyika, were among those detained by police en route to the court in the business capital of Dar es Salaam.
Lissu, 57, was due at Kisutu magistrate court on Thursday, amid growing outrage in the country over his detention. Heche had previously called for demonstrations, and Amnesty International demanded Lissu's immediate and unconditional release.
Lissu has not been seen since a brief court appearance on 10 April, when he was charged with treason, which has no option of bail, and publication of false information. At the time, a defiant Lissu told supporters: 'The treason case is a path to liberation.'
He has been arrested several times in the past but this is the first time Lissu has faced such a serious charge. The politician has led a forceful charge against the government, vowing his party would not participate in polls without significant changes to the electoral system.
Chadema's refusal to sign an electoral code of conduct prompted its disqualification – but the party has said the rules were designed to 'ensure that the ruling party remains in power' and that the ban was unconstitutional.
The president's party, Chama Cha Mapinduzi, won an overwhelming victory in local elections last year but Chadema says the vote was not free or fair since many of its candidates were disqualified.
Chadema has demanded a voting overhaul, including a more independent Electoral Commission and clearer rules to ensure candidates are not removed from ballots.
Lissu warned last year that Chadema would 'block the elections through confrontation' unless the system was improved. The opposition's demands have been long ignored by the ruling party.

A lawyer by training, Lissu entered parliament in 2010 and ran for president in 2020.
He was shot 16 times in a 2017 attack that he says was ordered by his political opponents.
After losing the 2020 election to Magufuli, he fled the country but returned in 2023 on a wave of optimism as Hassan relaxed some of her predecessor's restrictions on the opposition and the media.
Those hopes proved short-lived, with rights groups and western governments increasingly critical of renewed repression, including the arrests of Chadema politicians as well as abductions and murders of opposition figures.
In a statement after Lissu's detention, Amnesty International condemned a 'campaign of repression' by authorities, criticising the 'heavy-handed tactics to silence critics'.

DOHA, June 5 (Reuters) - Qatar has presented a draft peace proposal to Congo and Rwanda-backed M23 rebels after months of mediation in Doha, and the two sides will consult their leaders before resuming talks, a source briefed on the negotiations told Reuters on Thursday. Fighting in eastern Congo escalated this year as M23 staged an advance that saw it seize the region's two largest cities. African leaders along with Doha and Washington are trying to broker a peace deal that would put an end to a conflict with roots in the Rwandan genocide more than three decades ago. Qatar successfully brokered a surprise meeting in March between Congolese President Felix Tshisekedi and Rwandan President Paul Kagame. Both leaders called for a ceasefire after the meeting. In April Congo and M23 issued statements pledging to work towards peace, though sources in both camps expressed patience over the pace of the talks in Doha. "Negotiations between the AFC/M23 and the DRC government in Doha have entered a deeper phase, with both sides engaging on the core issues underlying the conflict," the source briefed on the negotiations told Reuters on Thursday. But it was unclear there had been major breakthroughs. Congo says Rwanda is supporting M23 by sending troops and arms. Rwanda has long denied helping M23, saying its forces are acting in self defence against Congo's army and ethnic Hutu militiamen linked to the 1994 Rwandan genocide that killed around 1 million people, mostly ethnic Tutsis. The draft peace proposal is the result of more than two months of direct and indirect talks between M23 and Congo held in Doha and mediated by Qatar.

Former Zambia president Edgar Lungu, who served as the leader of the southern African nation from 2015 until 2021, has died at the age of 68. Mr Lungu's daughter, Tasila Lungu-Mwansa, announced his death in a video posted on the official Facebook page of his political party, the Patriotic Front. She said he died in a hospital in South Africa after having been under 'medical supervision' in recent weeks. Ms Lungu-Mwansa did not give a cause of death. Mr Lungu became president in 2015 to complete the term of Michael Sata after he died in office. Mr Lungu was elected to a full presidential term in 2016, beating current president Hakainde Hichilema. Mr Lungu later lost to Mr Hichilema in the 2021 election. Mr Lungu had sought to challenge Mr Hichilema in next year's presidential election, but a court last year barred him from standing. The court ruled his time as president from 2015 to 2016 counted as a full term and said he had, therefore, served the maximum length of two terms. Mr Lungu alleged there was political interference in the court ruling. His wife and other family members have faced corruption allegations. Mr Lungu claimed last year that his movements were being monitored by police and he had effectively been placed under house arrest to restrict his return to politics. Police said it was standard to monitor former presidents for their safety.

Amjad Al-Shawa, the head of the Palestinian Network of NGOs, said that Israel was trying to lure Gazans in the north to the south of the territory with its 'Gaza Humanitarian Foundation' – then imprison them. The Gaza Humanitarian Foundation (GHF) is an American organisation which has been at the centre of an international scandal where Palestinians trying to reach food at its sites have been shot at and killed. It is backed by both the US and Israeli governments as a way of getting around the United Nations as the main distributor of food in the territory – and has been condemned by a number of humanitarian organisations, including Christian Aid and Amnesty International. Speaking from Gaza via a video link to a press conference in London on Thursday, said that Israel planned to 'starve' Palestinians in the north in a bid to move them to the south, consistent with Israeli prime minister Benjamin Netanyahu's (below) plans to colonise the region. He said: 'They starve Palestinians under the famine they went to catch up some aid which was distributed in these military sites, mainly in Rafah, south of Netzarim, they were shot and killed' Al-Shawa added: 'This mechanism is to serve the Israeli plan, to force displacement for the Palestinians from Gaza's north – and this was clearly declared by Netanyahu himself. The Gazan humanitarian worker hit out at Israel for replacing a 'humanitarian structure' with 'military companies'. The GHF announced on Thursday it would reopen two distribution centres – despite the Israeli military previously declaring that the routes leading to them were 'considered combat zones'. An open letter signed by 11 charities in May called the GHF a 'sham', while UN humanitarian chief Tom Fletcher described it as a 'cynical sideshow'. The letter, published before people were killed trying to access GHF centres, said: 'Despite branding itself as 'independent' and 'transparent', the GHF would be wholly dependent on Israeli coordination and operates via Israeli-controlled entry points, primarily the Port of Ashdod and the Kerem Shalom/Karem Abu Salem crossing. 'This entrenches and legitimises the very structures of control that are responsible for cutting Gaza off from food, fuel, and medicine.' Amnesty International has accused the organisation of 'inhumane and politically motivated methods of aid delivery'. The US and Israeli governments were approached for comment.
