Salam heads meeting on Social Safety Nets, Reform Strategy

National News14-03-2025

NNA - Prime Minister, Nawaf Salam, on Friday chaired an expanded meeting at the Grand Serail on social safety networks in Lebanon, organized by Minister of Social Affairs Haneen Al-Sayyed under the theme "The Next Phase of Reform."
The meeting brought together several ambassadors, representatives from international organizations, and key stakeholders in Lebanon's social sector. Discussions focused on strengthening social safety programs, addressing rising poverty, and ensuring broader access to essential services.
Salam emphasized that Lebanon was facing a deep social crisis following years of economic hardship, the COVID-19 pandemic, the Beirut Port explosion, and the recent Israeli war, which caused large-scale destruction and displacement. He stressed the need to restore confidence in Lebanon, particularly among its youth, and to prioritize social policies alongside economic reforms.
The PM noted that poverty rates had already been high before the war, with young children being the most vulnerable. Issues such as food insecurity, limited healthcare access, and human capital losses have worsened over the years, requiring a comprehensive social protection system.
Salam added that 'as part of its ministerial commitments, the government will reactivate the ministerial social committee and take steps to implement the National Social Protection Strategy, with a focus on expanding poverty-targeting programs and disability support, ensuring access to primary healthcare and public education, promoting economic inclusion through well-designed employment programs, and implementing pension reforms to secure dignified retirement.
Recognizing that economic reforms could be challenging for some segments of society, Salam stressed the need for significant support for these social measures, while ensuring transparency and accountability in all programs.
In turn, Minister Al-Sayyed outlined the ministry's strategic framework for expanding social safety nets, focusing on expanding direct cash assistance, strengthening links to social services, building institutional capacity and infrastructure, and enhancing coordination and aligning systems.
The Social Affairs Minister further highlighted that poverty levels have surged since the recent war, exacerbating food insecurity, malnutrition, and healthcare access issues, with children facing the highest risks.
'Despite existing programs such as the Aman Program, the cash allowance program for people with disabilities, and emergency cash assistance, coverage remains insufficient, reaching only a portion of those in need,' the Minister explained.
Al-Sayyed went on to propose various scenarios for expanding social safety programs, emphasizing the government's commitment to increasing social spending from the state budget. She also announced plans to strengthen coordination between ministries and partners, improve internal systems, and propose a Social Safety Nets Law to ensure sustainability.

Iraq suspends licenses of 10 satellite channels for "fomenting sectarianism and violence"

Iraq suspended the licenses of 10 satellite television channels, including Qatar-based Al-Jazeera, for promoting violence and sectarianism, a senior official at the country's media watchdog said on Sunday. "We took a decision to suspend the license of some satellite channels that adopted language encouraging violence and sectarianism," Mujahid Abu al-Hail of the Communications and Media Commission told AFP. "It means stopping their work in Iraq and their activities, so they cannot cover events in Iraq or move around," Hail said. The suspended channels included pan-Arab network Al-Jazeera and Sharqiya, a leading channel in Iraq. The move comes after a wave of violence that began on Tuesday with clashes between security forces and Sunni Arab protesters in northern Iraq that has killed a total of more than 215 people. The violence is the deadliest so far linked to demonstrations that broke out in Sunni areas of the Shiite-majority country more than four months ago. The Sunni protesters have called for the resignation of Prime Minister Nuri al-Maliki and railed against authorities for allegedly targeting their community, including what they say are wrongful detentions and accusations of involvement in terrorism.

Egypt, Qatar Reaffirm Intensive Efforts to Reach Ceasefire in Gaza

Egypt and Qatar issued a joint statement Sunday reaffirming their commitment to advancing ceasefire negotiations in Gaza, based on a proposal put forward by US envoy Steve Witkoff. 'The Arab Republic of Egypt and the State of Qatar continue their intensive efforts to bridge gaps and overcome sticking points to reach a ceasefire agreement in Gaza, based on the US proposal,' the statement read. Both countries, in coordination with the United States, expressed their intention to intensify efforts to resolve obstacles facing the talks. They also called on all parties to act responsibly and support the mediators' efforts to end the crisis and restore stability to the region. The statement expressed hope for a swift agreement on a 60-day temporary truce, leading to a permanent ceasefire. Such a step would allow humanitarian aid into the Gaza Strip, ease the suffering of Palestinians, and pave the way for full reconstruction in line with the emergency Arab summit plan approved in Cairo on March 4, 2025 – per the statement. Nearly 20 months into the war, negotiations for a ceasefire and a deal to free the captives have failed to produce a breakthrough. Since the last brief truce collapsed in March, 'Israel' has intensified its aggression on Gaza. Hamas said on Saturday it had responded positively to the latest US-backed truce proposal, but US envoy Steve Witkoff criticised the response as 'totally unacceptable', an assessment echoed by 'Israel'. Senior Hamas official Mahmoud al-Mardawi said Sunday that the 'amendments we requested are identical… to what had been previously agreed upon with the American mediator'. Witkoff had urged the group to 'accept the framework proposal we put forward'. At least 49 Palestinians were killed and over 305 others wounded Sunday morning in a new massacre committed by Israeli occupation forces near an aid distribution center west of Rafah in southern Gaza.
