CM Ambitions On Hold? ED Raids Put Spotlight On Karnataka HM Parameshwara's Political Future

Some Congress leaders speculate that Parameshwara is being targeted because he is seen as a potential CM candidate
The Enforcement Directorate (ED) conducted raids on Wednesday at 16 locations linked to Karnataka Home Minister G Parameshwara, including several educational institutions — dealing a blow to the Congress leader, who has long projected himself as the Dalit face for the Karnataka Chief Minister's post.
Parameshwara has said he will fully cooperate with the ED. However, the raids — and details reportedly emerging from them — are politically significant. ED sources claim that the trust running the educational institutions paid Rs 40 lakh to settle Kannada actor Ranya Rao's credit card bills. This revelation could be particularly damaging for the senior Congressman, who is presently the Karnataka Home Minister and had, in the earlier Congress–JDS coalition government, served as Deputy Chief Minister.
But does this episode hurt Parameshwara's chances of succeeding Siddaramaiah as his choice of candidate if there's a leadership change in Karnataka?
Senior political analyst Sandeep Shastri says Parameshwara now finds himself cornered.
'He's fighting with his back to the wall. These institutions have been on the ED's radar for some time. Now that this is linked to the Ranya Rao case, it becomes harder to wriggle out. It's a challenge," he said.
When the Congress came to power in 2023, there was an informal understanding that Siddaramaiah would eventually hand over the post to Deputy CM DK Shivakumar during the five-year term. However, Congress insiders say there is currently no move from the high command to enforce a change. If the issue arises, they say Siddaramaiah is more likely to recommend Parameshwara — a Dalit leader — as his successor than Shivakumar.
On whether the crisis could force Parameshwara to resign now, Shastri said that would depend on how the party handles the situation.
When asked whether the Congress would support him the way it backed Siddaramaiah during the MUDA case, Shastri said: 'I doubt it. There is a big difference. The MUDA case didn't involve gold smuggling or financial irregularities tied to hawala routes. The stakes are higher here, and so are the political risks."
Among the premises searched were Sri Siddhartha Institute of Technology, Siddhartha Medical College in Tumakuru, Siddhartha Medical College in Begur, and the Sri Siddhartha Academy of Higher Education — a deemed-to-be university where Parameshwara serves as Chancellor.
Parameshwara told the media that the ED had sought records spanning four to five years. 'I have asked the staff to cooperate and provide the documents they need. They've questioned our accounts section staff as well," he said.
On the Rs 40 lakh allegedly paid towards Ranya Rao's credit card bills, he said, 'I don't want to comment at this point. Let the investigation be completed. They must give us a report. I won't react until then."
Ranya Rao, stepdaughter of former DGP K Ramachandra Rao, was arrested on 3 March at Bengaluru International Airport with 14.2 kg of gold bars worth Rs 12.56 crore. Though she was granted bail after the ED failed to file a chargesheet within the stipulated time, she remains in custody under the Conservation of Foreign Exchange and Prevention of Smuggling Activities Act (COFEPOSA).
Parameshwara found support in Deputy CM D.K. Shivakumar, who defended him and called him a 'clean and honest man."
'He might have given Rs 15–25 lakh to Ranya Rao for a family function or wedding. That doesn't mean he encouraged any illegal activity," Shivakumar told reporters. After visiting Parameshwara's residence, he added, 'We are public figures. We give gifts for marriages and events — Rs 1 lakh, Rs 10 lakh, Rs 5 lakh, Rs 10 lakh. I believe this was a gift. There's nothing wrong with it."
Another senior political observer, Prof. Chambi Puranik, said Parameshwara is 'a sophisticated, cultured politician" and has 'qualities of a statesman." However, internal divisions in the Congress have pushed him to the margins. 'There have been ED raids before on his institutions. But this time, getting linked to someone arrested under COFEPOSA complicates matters," Puranik said.
So, will this scuttle his chances of succeeding Siddaramaiah? Puranik responds: 'I don't think so. But he may not become CM either."
Puranik believes the final call lies with the Congress high command — Rahul Gandhi, Sonia Gandhi, and a few others. 'Parameshwara may not be elevated to the CM post due to the power struggle between Siddaramaiah and Shivakumar. If a reshuffle happens in the coming months, he might be offered the Deputy CM role again. But even that could spark a contest — AICC chief Mallikarjun Kharge's son, Priyank Kharge, is also in the reckoning."
Puranik recalled how Siddaramaiah defeated Parameshwara in Koratagere and argued that Shivakumar remains a strong contender. 'If Shivakumar becomes CM, Parameshwara may have to settle for DCM. He is a dyed-in-the-wool Congressman — loyal and original, unlike Siddaramaiah, who has jumped parties before. So, Parameshwara, as a loyal Congressman, may quietly accept whatever the party offers," Puranik said.
The analyst added that he sees Karnataka witnessing a change in the Chief Minister's post in the next few months.

In the aftermath of the June 3 stampede at Bengaluru's M Chinnaswamy Stadium, where 11 people died during a crowd surge to join celebrations of the first ever IPL championship victory for the Royal Challengers Bengaluru cricket team, the political context of a visit to New Delhi on Tuesday by Chief Minister Siddaramaiah has changed. The Karnataka CM and his deputy D K Shivakumar were scheduled to visit Delhi this month to sort out several issues with the Congress top brass, including nomination of four members to the Legislative Council for the party to establish a majority in the House, possible Cabinet changes, the outcome of a caste survey, and a calendar for local polls. Above all is the simmering rivalry between Siddaramaiah and Shivakumar, with the latter – who is also the state Congress chief – pushing the leadership to hand him the reins of the state following the completion of two years of governance by Siddaramaiah on May 20. However, the June 3 stampede tragedy, for which the BJP and JD(S) have held both the Congress leaders responsible, has put Siddaramaiah and Shivakumar in a weaker position in any bargain with the Congress high command. The CM and Deputy CM are expected to meet senior Congress leader Rahul Gandhi, AICC president Mallikarjun Kharge and party general secretaries. 'The high command may ask about this incident (stampede). The high command has a responsibility to ensure that this does not happen in the future,' Karnataka Public Works Minister Satish Jarkiholi said Monday on Siddaramaiah and Shivakumar's Delhi visit. One of the primary reasons the two are on the defensive is the fact that both were virtually vying with each other for limelight following the IPL final victory of the RCB, a privately owned team. Siddaramaiah, a cricket enthusiast, cleared a felicitation for the players a day after the title win on the premises of the Vidhana Soudha, and made a call on social media for the people to participate. Shivakumar, in turn, was at the forefront of the RCB cavalcade from the airport and also attended a felicitation at the Chinnaswamy Stadium where the stampede occurred. He was in his home town Kanakapura and rushed to Bengaluru to be present at the June 4 felicitation events. The Opposition has alleged that the stampede deaths were a result of the broken systems in the state government due to such jostling for power and authority between Siddaramaiah and Shivakumar. 'It pains me to say this, but we have a CM who is inactive. He has no control over the Deputy CM. As for the Home Minister (G Parameshwara)… he only obeys commands,' Union minister and JD(S) leader H D Kumaraswamy said after the stampede. Siddaramaiah's decision to sack his political secretary K Govindaraju was seen as a damage control exercise. A sports administrator, Govindaraju is reported to have played a key role in the decision to host two felicitations for the RCB team on June 4. With the cricket franchise posting social media messages regarding this even before official clearances were granted, thousands poured into the heart of Bengaluru, triggering the stampede. Kumaraswamy said: 'On Tuesday night (June 3), the team won the IPL trophy. What was the rush to organise a felicitation event immediately?… Everyone knows the role the Deputy CM played in all this.' In his defence, an emotional Shivakumar told reporters after the stampede deaths that the fans had descended to the felicitation site as they were 'euphoric' after RCB's first IPL title in 18 years of the league. With Shivakumar also the minister in-charge of Bengaluru, the CM has claimed that senior city police officers had not kept him in the loop about decisions on the RCB event at the cricket stadium, where the stampede occurred. 'They did not inform me. Is it not a serious thing?' Siddaramaiah said this week. The government order suspending five police officers, including Bengaluru Police Commissioner B Dayananda, says Dayananda in particular should have told the organisers in writing that permission could not be granted for the felicitation 'on the grounds of lack of time to prepare for such a huge event'. 'As a result, the situation went out of control and brought a lot of misery, loss of precious life and embarrassment to the government.' Congress minister Satish Jarkiholi admitted that the stampede issue showed 'there has been a failure' and that it had become a 'source of tension for us'. 'Until the issue of who is responsible for the stampede is settled, there will be unease.' However, he added that it did not mean the CM or others had to resign. 'There will be a report in 15 days and then the people will know what happened… There have been incidents in previous governments as well but there have been no resignations,' Jarkiholi said. The stampede came at a time when Shivakumar was pressing for appointment as CM, replacing Siddaramiah, though he was rebuffed on this by two AICC general secretaries recently. He was reportedly opposing any Cabinet expansion by Siddaramaiah as well. In recent days, Shivakumar had tried to mend fences with Karnataka Home Minister and key Dalit leader Parameshwara, another aspirant to the CM's post, after embarrassing him with remarks about an expensive gift given to an actress arrested for gold smuggling. Siddaramaiah, who has denied any deal at the time of Congress government formation of him making way for Shivakumar after two-and-a-half years in power, has said it is up to the party leadership to take a call, but has hinted that he would at the least like to hold power till early next year and become the longest-serving Karnataka CM after Devaraj Urs (who was in the post for seven years and 238 days). Siddaramaiah too has been trying to build bridges, and recently paid a surprise visit to senior AICC leader B K Hariprasad, a former critic who has a good say in party matters in Delhi. The ostensible reason was a discussion on communal tensions in the coastal region of Dakshina Kannada from where Hariprasad hails. But there was soon talk that Hariprasad, who is an OBC community member like Siddaramaiah, was being considered for a post in a Cabinet reshuffle. The Congress needs to manage OBC anger after a recent caste survey put Kurubas, the community to which Siddaramaiah belongs, far ahead of other backward groups in numbers and backwardness, and hence, eligible for enhanced quota benefits. There is also brewing Dalit anger, with activist Bhaskar Prasad travelling around the state accusing the Siddaramaiah government of neglecting the Dalits and of delaying the implementation of internal quotas, as sought by the Madigas. A government-ordered survey of SC communities to provide internal quotas is still in the works. However, the Congress leadership, while reportedly disappointed with the Karnataka government, may not be keen on an overhaul, with Siddaramaiah emerging as a leader with influence across the state, including among Muslims. But the stadium stampede gives it an upper hand in forcing some changes, including greater division of authority between Siddaramaiah, Shivakumar and others. A leader associated with the Congress stressed on the need to resolve the crisis in the party. 'The Congress in Karnataka has gone from being the custodian of social justice to an executor of caste calculations. Instead of bold leadership, we see backroom bargaining. Instead of unity, division. Instead of a vision, confusion.'

Highlighting the vacant status of the position for the two consecutive Lok Sabha terms, Kharge said this "does not augur well for India's democratic polity and is also in violation of well-laid-out provisions of the Constitution". "From the First to the Sixteenth Lok Sabha, every House has had a Deputy Speaker. By and large, it has been a well-established convention to appoint the Deputy Speaker from among the members of the principal opposition party," Kharge wrote on X with a letter he wrote to the PM. He further wrote: "No Deputy Speaker was elected during the Seventeenth Lok Sabha, and this concerning precedent continues in the ongoing Eighteenth Lok Sabha." Odisha IAS officer Dhiman Chakma caught accepting ₹10 lakh bribe
Dhiman Chakma, a Sub-Collector of Dharamgarh in Odisha's Kalahandi district, was caught on Monday allegedly accepting a ₹10 lakh bribe from a local businessman, according to the Odisha Vigilance Department. M Radhakrishna, SP (Vigilance), said that Chakma was presented before the special vigilance court in Bhawanipatna, which denied his bail request and sent him to 14 days of judicial custody. Following the arrest, officials conducted searches at Chakma's government residence, where an additional ₹47 lakh in cash was recovered. Investigations are ongoing, the department said in a release. 'During the search, ₹47 lakh in cash was found from his quarters at Dharamgarh. As he could not give any satisfactory explanation regarding such huge cash, the same was seized,' Radhakrishna said. According to the Vigilance Department, Chakma, a 2021-batch IAS officer, allegedly demanded a total bribe of ₹20 lakh and threatened to take action against the businessman's enterprise if payment was not made. The Vigilance Department wrote on X: 'Today, Sri Dhiman Chakma, IAS (2021 batch), Sub-Collector, Dharamgarh, #Kalahandi, has been nabbed while taking a bribe of Rs. 10 Lakh from a businessman, threatening to act against his business otherwise. Further, ₹47 lakh cash was recovered during the search at his government's residence.' It further added: 'The overall bribe demanded was ₹20 lakh, & this was the 1st instalment. In this connection, Vigilance Cell PS Case No. 6 /2025 U/s 7 P. C. Act, 1988 as amended by P. C. (Amd) Act, 2018 has been registered. Investigation continues.' A video shared by the vigilance department showed currency notes recovered from Chakma's residence spread out on a bed as officials continued their search. Chakma called the complainant to his official residence According to a vigilance statement, 2021-batch IAS officer Dhiman Chakma allegedly threatened a local businessman, demanding ₹20 lakh to avoid action against him. The businessman reported the demand to Vigilance authorities, prompting officials to lay a trap on the night of June 8, 2025. 'Based on the complaint, a trap was laid on June 8, 2025, night, wherein accused Dhiman Chakma was nabbed by a team of Odisha Vigilance in his government quarters at Dharamgarh in Kalahandi district,' the statement said. It added that Chakma was caught red-handed accepting ₹10 lakh — the first instalment of the bribe — which was recovered from his possession in the presence of witnesses. The IAS officer was caught "red-handed while demanding and accepting a bribe of ₹10 lakh from a local businessman," the department said in the release. The accused Sub-Collector called the complainant to his official government residence at Dharamgarh, received the bribe amount, verified the '26 number of 100-note bundles of different denominations with both his hands, and kept the same inside his residence office table drawer.' Both hand wash and table drawer wash 'gave a positive chemical reaction,' the release said. A case has been registered under Section 7 of the Prevention of Corruption Act, 1988 (as amended in 2018). More details are awaited as the probe continues. The SP said a case has been registered against IAS officer Dhiman Chakma under Section 7 of the Prevention of Corruption (Amendment) Act, 2018. Chakma initially joined the Odisha cadre as a 2019-batch Indian Forest Service (IFS) officer. After completing his training, he served as Additional Chief Conservator at Baripada in Mayurbhanj from June 2021. He later cleared the civil services examination in 2021, was appointed as an IAS officer, and assigned to the Odisha cadre. Following training, Chakma took charge as Sub-Collector of Dharamgarh in Kalahandi district in January 2024, the official added. (With PTI, ANI inputs)
