Housing societies protest against Manesar civic body's sanitation charge

Time of India6 days ago

GURUGRAM
: Thousands of residents of group housing societies living in new sectors are up in arms against imposition of sanitation charges by MCM despite no door-to-door waste collection services by the corporation.
In what residents call an "arbitrary and coercive" collection under the guise of municipal taxation, MCM has appended sanitation tax to their property tax bills even though no civic worker has ever entered their compounds for waste pickup.
The charges, enforced without service, are not just causing inconvenience — they block transactions like property sales and lease agreements, since a No Dues Certificate (NDC) cannot be obtained unless the tax is paid. They pointed out that the directorate of Urban Local Bodies (ULB) earlier instructed MCM to levy such charges only where door-to-door garbage collection is provided.
On Monday, representatives from several housing societies met with additional commissioner Jitender Kumar and submitted a memorandum demanding an immediate waiver of the sanitation charges.
"Why are we paying for something we never received? Our society spends around Rs 7 lakh every month on sanitation managed by us, yet MCM forces us to pay again just to get a No Dues Certificate. This is nothing short of coercion," said Dharmvir Singh, president of
Mapsko Casabella RWA
.
In a letter to the MCM commissioner, RWAs have demanded an independent forensic audit of sanitation deployment records and expenditure, alongside the immediate rollback of the charges and legal action against any officials involved in violating the ULB order.
"This is not just about money. It's about defiance of a govt directive. If civic bodies start charging residents without service and ignore state orders, we are no longer a rule-based society," said Kumar Ashok, president of
Bestech Grand Spa RWA
. RWAs have warned that if corrective steps are not taken, they will approach the State Lokayukta, Vigilance Bureau, and even the high court for relief.
Some RWA representatives also met the MCM commissioner last week, urging the removal of sanitation charges from group housing societies classified as bulk waste generators (BWGs). "This is a double whammy on residents," said Praveen Malik, president of Rising Homes RWA.
"While MCM organises meetings for tax collection and property ID verification, it has ignored our grievances. We manage waste collection internally through empanelled vendors under the BWG framework. We segregate waste at source, maintain records, and bear all operational costs ourselves."
When asked, an MCM official defended the corporation's position, saying, "This is a state policy that mandates collection of sanitation charges in municipal areas. If the state revises the policy, we will waive the charges—but we cannot do it on our own."

Hemavathy canal protest: FIR against 3 MLAs, 2 religious heads

TUMAKURU: The Gubbi police have booked three legislators and two religious heads among others for Saturday's protest opposing the Hemavathy Express canal, a pet project of Deputy Chief Minister DK Shivakumar. FIRs were registered against 11 people, including Turuvekere MLA MT Krishnappa of JDS, Tumakuru Rural MLA B Suresh Gowda and city MLA GB Jyothiganesh, both from BJP. The FIRs mentioned two khavi-wearing persons (religious heads), but did not name them. Some non-bailable charges were also included in the FIRs as one of the police personnel was severely injured. They were charged under Sections 191, 115(2), 121(1), 132, 189(2), 190, 223, 351(2) and 352 of BNS. It's alleged that they gathered unlawfully at the project site at Sunkapura, indulged in rioting, voluntarily caused hurt to the public servant by throwing stones and deterred them from discharging their duties, among others. The protesters had alleged that Shivakumar was diverting the canal to take water to his home district Ramanagara. On Friday, thousands of people protested and blocked the Bengaluru-Shivamogga-Honnavara NH-206 at the project site at Sunkapura in Gubbi taluk. They set tyres on fire besides deflating the tyres of KSRTC buses, creating inconvenience to passengers. Shivakumar claimed that 40% of the work has been completed and the Rs 1,500 crore project cannot be stalled at this stage. It's being implemented after the technical committee submitted its report, Tumakuru district in-charge and Home Minister Dr G Parameshwara claimed. Union Minister of State for Jal Shakti V Somanna had written to Chief Minister Siddaramaiah to stop the project, calling it 'unscientific'. Congress MLA from Gubbi ST Srinivas on Sunday said he too will oppose the project. 'I will meet Shivakumar and raise the issue as the project will affect farmers of Tumakuru district,' he told reporters. 'Attempt to murder inspector' In a separate FIR, BJP leader Dilip Kumar and his supporters Rakesh, Koushik and hundreds of others were booked on charges of attempt to murder under Section 109 of BNS. Turuvekere Police Circle Inspector Lohith BN was injured severely in stone throwing. He was shifted to Siddaganga hospital in Tumakuru.

Embankments in poor shape, flood risk looms Baripada

BARIPADA: Residents of 28 wards across Baripada Municipality are concerned over alleged inaction of the minor irrigation wing in ensuring proper drainage of storm water through the town's river systems, including Jarali, Sarali, Sukhjoda and Budhabalanga. Locals say the embankment work and stone packing along Budhabalanga river and the ring road, which could mitigate flooding, have not been undertaken either by the previous or by the current government. Even after 11 months of the BJP government, no funds have been sanctioned for flood prevention, despite a proposal by Baripada MLA and Housing and Urban Development Minister Krushna Chandra Mohapatra, they said. In his proposal, the minister sought Rs 292 crore for construction of embankments and restoration of river systems.

100 days of Rekha Gupta government: Promises, progress, and persistent problems in Delhi

WHAT'S REALISED In first 100 days, the new government in Delhi has made significant strides in fulfilling the BJP's poll promises. Through initiatives in healthcare, education, women's welfare, infrastructure, and environmental sustainability, her administration claims to have laid a strong foundation for the city's development. One of the Gupta's earliest actions was approval of the Ayushman Bharat scheme in Delhi, one that provides health insurance coverage of Rs 5 lakh per family, with an additional Rs 5 lakh top-up funded by the city government. The scheme aims to enhance access to quality healthcare for residents, addressing a long-standing gap in the city's health insurance coverage. The Chief Minister presented a Rs 1 lakh crore budget for 2025-26, marking the highest allocation in the city's history. Notably, Rs 9,000 crore has been allocated for clean drinking water and sanitation projects, and Rs 6,874 crore for health initiatives, including the establishment of new health and wellness centers and the expansion of the Ayushman Arogya Mandir initiative. On May 29, Gupta inaugurated three state-of-the-art health facilities at Lok Nayak Hospital. These include a Medical Genetics Ward, a Lactation Management Unit, and a Nucleic Acid Amplification Testing lab. The Medical Genetics Department is the first of its kind in Delhi government hospitals, focusing on diagnosing and treating rare genetic disorders. The government has prioritised women's welfare in form of the Mahila Samridhi Yojana, allocating Rs 5,100 crore to provide Rs 2,500 per month to eligible women. Additionally, 50,000 CCTV cameras are being installed across Delhi to enhance women's safety. The government has also launched 100 'Atal Canteens' with a budget of Rs 100 crore to ensure food security for the poor. In line with the National Education Policy, the government has announced new CM Shri schools, with an initial Rs 100 crore allocation. Additionally, 175 new computer labs are being established, and smart classes are being installed with a Rs 100 crore budget. Free laptops will be provided to 1,200 students on passing class 10, with Rs 750 crore allocated for this initiative. A new project, 'NEEV – New Era of Entrepreneur Ecosystem and Vision,' has been launched with an allocation of Rs 20 crore to equip children with essential skills for modern economies. The administration has also focused on enhancing the Delhi infrastructure. A Rs 1,000 crore allocation has been made for improved connectivity in the National Capital Region. Additionally, Rs 3,843 crore has been allocated for road and bridge infrastructure, and Rs 696 crore for development in slum clusters. The government is also working on repairing old sewer lines and converting the Haryana-Delhi canal into a pipeline to improve water supply. The BJP government touts its plans of cleaning the Yamuna River by decentralising 40 sewage treatment plants and ensuring that only treated water reaches the river. A Rs 500 crore allocation has been made for this initiative. Additionally, Rs 250 crore has been allocated for repairing old sewer lines, and Rs 50 crore for rainwater harvesting initiatives. The government is also seeking an additional Rs 2,000 crore from the Centre to make water and sewage infrastructure world-class. The Chief Minister has emphasised transparency and public engagement through regular 'Jan Sunwai' (public grievance) sessions held both at the Chief Minister's camp office and in all districts. These sessions aim to strengthen public engagement and address citizens' concerns promptly.
