Ministry of Finance Announces Issuance of a Cabinet Decision on the Introduction of Top-up Tax for Multinational Enterprises
The Ministry of Finance has announced the issuance of Cabinet Decision No. 142 of 2024 on the introduction of the Top-up Tax for Multinational Enterprises, providing further details on the UAE Domestic Minimum Top-up Tax (UAE DMTT). This follows the announcement made by the Ministry on December 9, 2024.
The UAE DMTT is closely aligned with the GloBE Model Rules issued by the Organisation for Economic Co-operation and Development (OECD). The UAE DMTT will apply to Entities that are members of Multinational Enterprises (MNEs) operating in the UAE with annual global revenues of €750 million or more in the Consolidated Financial Statements of the Ultimate Parent Entity in at least two out of the four financial years immediately preceding the financial year in which the UAE DMTT applies.
The UAE DMTT provides relief through a Substance-based Income Exclusion, a carve out which reduces net Pillar Two income subject to the UAE DMTT to determine the Excess Profit for the purposes of computing the UAE DMTT, by an amount calculated based on payroll and the carrying value of tangible assets.
Aligned with the GloBE Model Rules, the UAE DMTT also allows for an exclusion where an Entity meets the relevant de minimis exclusion criteria, under which the UAE DMTT for an Entity will be considered zero, provided that certain criteria are met.
To bolster the UAE's competitiveness as a leading investment hub, the UAE DMTT has been structured to exclude Investment Entities, as defined under these rules.
As part of a transitional measure and to create a tax environment conducive to economic growth, no UAE DMTT will be levied during the initial phase of an MNE Group's international activity, provided that none of the of the ownership interests of the Entities located in the UAE are held by a parent entity subject to a Qualified Income Inclusion Rule in another Jurisdiction.

93.6 % of residents feel safe walking alone at night in Abu Dhabi, reveals survey
Abu Dhabi has reinforced its position as one of the world's top cities in quality of life, safety, and happiness, according to the findings of the fifth Quality of Life Survey conducted in 2024 by the Department of Community Development – Abu Dhabi (DCD). The survey results revealed that 93.6 per cent of residents felt safe walking alone at night, reflecting the emirate's continued recognition as the world's safest city in 2025 according to global indicators. The Happiness indicator also recorded an increase, reaching 7.74 out of 10, compared to 7.63 in the third cycle. More than 100,000 individuals from 190 different nationalities participated in the survey, which covered 14 key social wellbeing indicators: housing, job opportunities and revenue, family income and wealth, work-life balance, health, education and skills, personal security and safety, social relations, civic participation and governance, environmental quality, social and cultural cohesion, social and community service, quality of life, digital happiness, and wellbeing. The survey results showed that 75.6 per cent of residents have a strong social support network, emphasising the importance of social cohesion during the UAE Year of Community. Employment rates in Abu Dhabi exceeded the OECD average, reinforcing the emirate's global appeal for talent and economic opportunities. The volunteering participation rate reached 34.3 per cent, reflecting a strong community spirit among residents. Shaikha Alhosani, Executive Director of the Social Monitoring and Innovation Sector at DCD, affirmed that the results reflect the emirate's strategic efforts to enhance quality of life. The Quality of Life Survey demonstrates Abu Dhabi's ongoing commitment to developing innovative policies that place individual wellbeing at the forefront of its priorities. Alhosani noted that joint efforts across various sectors have contributed to creating a secure and sustainable environment in which residents feel stable and thrive. She added that high safety levels, increased happiness, and longer life expectancy are all indicators of the success of Abu Dhabi's governmental policies and plans in promoting social, health, and economic development. Alhosani said, 'During the Year of Community, we continue to shape policies and develop programmes and initiatives aimed at enhancing the quality of life for all community members and fulfilling their aspirations. Recently, we witnessed the opening of the Nabdh Al Falah Community hub, which serves as a tangible example of transforming the Voice of the Community into reality. In collaboration with all our partners, we are working to make it an integrated platform offering activities, programmes, and events that target all segments of society.' With Abu Dhabi's continued digital transformation, the survey also revealed a rise in digital wellbeing, with residents enjoying easy and efficient access to digital services. However, the findings also pointed to growing concerns about the psychological effects of technology, highlighting the need for balanced policies that support mental health and social interaction in the digital age. In terms of work-life balance, the results showed that working hours remain higher than the OECD average, underscoring the need for strategies that better support personal and professional life balance to sustain quality of life in the community. The Department of Community Development relies on the results of the Quality of Life Survey as a fundamental tool for developing social and economic policies, ensuring the creation of a balanced and sustainable community environment. Federal Tax Authority Holds Dubai Workshop to Boost Corporate Tax Compliance
The Federal Tax Authority (FTA) hosted a high-attendance workshop in Dubai today as part of its national campaign to boost awareness and compliance with the UAE's Corporate Tax Law. Nearly 940 representatives from businesses, government entities and key stakeholders participated in the session titled 'Rules for Determining Income Subject to Corporate Tax' . The workshop focused on the general principles of corporate tax, clarifying how income is determined, reported, and taxed under the law that came into effect two years ago. The event is part of a broader initiative by the FTA to promote voluntary compliance and ensure that taxpayers are well-informed about their obligations. Six more in-person workshops are scheduled across the country before the end of 2025, alongside a range of virtual and physical sessions covering all seven emirates. The FTA also reiterated its call for eligible businesses and exempt persons required to register to submit their corporate tax returns within seven months from the end of their first tax period. Doing so would allow them to benefit from the UAE Cabinet Decision that waives administrative penalties for late registrations, provided submissions are made within the specified legal window. Topics discussed included accounting standards, accrual-based income recognition, and definitions of financial elements in line with IFRS. Attendees also received guidance on registration procedures via the EmaraTax platform and criteria for determining taxable persons, applicable rates, and filing deadlines. Ministry of Finance to boost public-private collaboration
The Ministry of Finance (MoF) has launched a specialised training programme aimed at strengthening partnerships between federal entities and the private sector, as part of its ongoing efforts to boost government efficiency and enhance collaboration mechanisms. The programme involved 26 representatives from various federal entities. It seeks to equip national cadres with the skills needed to analyse and manage partnership projects in line with international best practices. Developed in partnership with an APMG International-accredited training institute, the programme concludes with awarding participants the Certified Public-Private Partnerships Professional (CP3P) credential, endorsed by major global financial institutions including the World Bank Group, Islamic Development Bank, Asian Development Bank, European Bank for Reconstruction and Development, and Inter-American Development Rashid Al-Yateem, Assistant Undersecretary of the Resource and Budget Sector, emphasised that the ministry will spare no effort to develop qualified national talent capable of leading public-private partnership projects. 'We are committed to providing an advanced training environment that not only sharpens the skills of federal cadres but also enhances their understanding of partnership models,' he said. 'This programme represents another significant step toward establishing a culture of effective partnership and broadening collaboration with the private sector to advance the UAE's sustainable development goals.' Participants received comprehensive training covering the design, implementation, and management of partnership projects. The programme concluded with a professional examination, awarding certificates that reflect the federal government's commitment to high standards in workforce development and its role in driving economic growth aligned with the UAE's strategic vision. Earlier the Ministry of Finance, in collaboration with the International Monetary Fund (IMF), organised a specialised workshop titled 'Preparing the Government Balance Sheet According to the GFSM 2014 Guidelines' in Dubai. The event brought together representatives from the Ministry of Finance, the Central Bank of the UAE, the Federal Competitiveness and Statistics Centre, and financial departments nationwide. Delivered over four days by IMF experts, the workshop aimed to strengthen the technical competencies of government staff and enhance their ability to accurately collect, process, and publish government financial data. It also aimed to support the institutional cooperation and coordination among relevant authorities and benefit from the IMF expertise to enhance the quality of financial data and boost transparency as well as competitiveness at both regional and international levels. Saeed Rashid Al Yateem, Assistant Undersecretary for Government Budget and Revenue Sector at the Ministry of Finance, stated that organising the workshop reaffirms the UAE's commitment to constantly developing public financial statistics by not only adopting international standards but also providing a specialised training environment to enhance government entities' readiness for accurate and transparent balance sheet reporting.
