Shalarth probe: SIT says over 540 ‘fraudulent' hires — All about the ₹100 crore teachers recruitment scam

Maharashtra Shalarth ID scam: A special investigation team (SIT) found that over 540 of the 622 teachers recruited via a Maharashtra government portal, were appointed without proper procedures, PTI reported citing a senior official.
The centralised portal, called Shalarth, manages payroll and service records of employees, including teachers, at government and government-aided schools, the report said. Shalarth ID is the identification number allotted to such staffers, it added. A police official told PTI that the SIT has found that of the 622 teachers appointed, only 75 were hired following proper procedures.
The remaining 547 were appointed using fake IDs.
These fradulent hires had each paid ₹ 20-20 lakh for the job.

Another official told the agency that a team from the SIT went to Bhandara on May 23 to arrest retired deputy director Satish Mendhe for his alleged involvement, but he was not found at his residence. Nagpur Zilla Parishad Superintendent (Salary) Nilesh Waghmare was placed under suspension by the state education department on April 10 for alleged involvement in this recruitment.
Deputy Director of Education Ulhas Narad was arrested on April 11 for allegedly approving an ID of a teacher who submitted bogus documents claiming work experience at a private school in Nagpur.
Police also arrested a superintendent, a sub-inspector and a clerk in the deputy director's office in connection with this case, an official said.
The SIT was formed in April 2025 to probe how fake identities were used to disburse salaries through the Shalarth portal in Nagpur.

PSP Suresh Kumar, standing counsel for the CBI, highlighted the sensitive nature of the crime, given its connection to a religious allege that Bholebaba Dairy, which did not have a formal contract with TTD, used AR Dairy as a front to secure the lucrative ghee supply agreement. While the documentation was in AR Dairy's name, the actual product was reportedly delivered by Bholebaba. Tests later revealed that the so-called ghee was not dairy-based at all, but a harmful concoction of palm oil and dairies- Bholebaba, Vaishnavi, and AR Dairy - are alleged to have jointly run the racket, conducting business worth hundreds of crores. In addition to financial fraud, the CBI has also accused the accused parties of attempting to tamper with the of the co-accused, Asish Rohilla, who had reportedly agreed to testify as a witness, was allegedly relocated under duress to Chennai and later to Delhi in an effort to silence him. The CBI argued that the accused have access to immense financial resources and could influence or threaten other witnesses if granted religious sentiment and public trust hanging in the balance, the agency has urged the court to handle the matter with the highest level of seriousness. The SIT is now focused on widening the scope of the probe to include all those who held positions of authority during the time of the alleged marks the first time that notices will be served to former TTD chairpersons in connection with the case, indicating that the investigation is now moving beyond suppliers and into the administrative chain that governed TTD during the YSRCP regime.

Here's the timeline of the incidents: May 20, Guwahati: The duo embarked on their honeymoon on May 20, where Guwahati was their first stop. May 21, Shillong: The couple reached Balaji Guest House in Meghalaya's Shillong and checked in. May 22 morning, Shillong: They rented a two-wheeler on Keating Road in the morning and returned to Balaji Guest House. They checked out, skipping breakfast, and informed the manager they'd be back by May 25, or would call if they needed a room. May 22 evening, Mawlakhiat, East Khasi Hills: The couple arrived in Mawlakhiat village on a rented scooter. They trekked over 3,000 steps down the gorge to visit the famous living root bridges in Nongriat village, where they stayed the night, according to police. 'We recovered a wet raincoat. There are certain stains on it, but we cannot confirm if those are blood stains. Only forensic tests will determine that," East Khasi Hills Superintendent of Police Vivek Syiem had said. The search for 27-year-old Sonam is still underway. Police have registered a murder case and are treating the circumstances with suspicion. A Special Investigation Team (SIT) is leading the probe. 'We are investigating with an open mind, and all possibilities, including honour killing, are being explored," SP Syiem told CNN-News18. Raja's body has been sent to NEIGRIHMS, Shillong, for post-mortem examination.
