
UAE's $3.8 billion gaming resort takes shape with 80 per cent of rooms completed
A multi-billion dollar gaming resort in Ras Al Khaimah is rapidly taking shape ahead of a planned 2027 opening date, with more than 80 per cent of its 1,542 rooms now built and a $2.4 billion loan secured to help finance the landmark project.
The $3.8 billion Wynn Al Marjan Island resort − which will feature suites and villas, two dozen restaurants, a spa, an event centre and a theatre − was granted a gaming licence from UAE authorities in October.
The five-star facility is operated by Wynn Resorts − which runs high-end hotel complexes in Las Vegas, Boston and the Chinese territory of Macau.
Wynn said on Thursday that the funding agreement was the 'largest hospitality financing transaction' in the history of the Emirates.
A large pool of lenders includes local institutions such as Abu Dhabi Commercial Bank, First Abu Dhabi Bank, Emirates NBD Capital Limited and the National Bank of Ras Al Khaimah, as well as a number of international banks.
Gambling remains prohibited in the Emirates, as it is across the Gulf, but the UAE's gaming regulator has been set up to oversee and supervise commercial 'gaming activities'. These include lottery, internet gaming, sports wagering and land-based integrated gaming centres or resorts.
The use of the word 'gaming' is the same language used by the equivalent authorities in the US.
Laying the groundwork
Wynn said projection construction was 'proceeding well', with almost two thirds of the structure complete.
The 'topping off' – referring to the completion of the structural phase of a construction project – of the resort tower is set to be reached by the end of the year, the Las Vegas-based developer said in an update on its website.
'The construction team is completing one floor per week, working toward a topping off in December of this year. In the last 100 days, the resort tower has grown approximately 140 feet (42m),' said the company.
Gaming licence
The gaming licence was issued by the UAE's G eneral Commercial Gaming Regulatory Authority.
'The licence award follows a diligent and extensive review by the GCGRA,' Wynn said last October.
'Wynn Resorts thanks the GCGRA for the confidence and trust the licence grant signifies and is proud to be the recipient of the first commercial gaming facility licence in the UAE.'
The GCGRA also issued a licence for the country's first regulated national lottery in July.
The Lucky Day Lottery – operated by the Game LLC – held its inaugural draw on December 14. It offers a Dh100m ($27.2 million) jackpot prize.

China-Europe freight train runs top 110,000 on Tuesday, transporting goods worth more than $450 billion
On Tuesday morning, No. 75052 China-Europe freight train departed from Jiaozhou Station in Qingdao, East China's Shandong Province. According to China Railway Group Co, the departure marks a significant milestone, as the cumulative number of China-Europe freight trains has now exceeded 110,000, with the accumulative value of goods transported surpassing $450 billion. According to a report by Global Times, this achievement underscores the increasing significance of the freight train service in promoting economic and trade exchanges between China and Europe. It also illustrates the strength and reliability of Chinese supply chains, as noted by analysts. The freight rail web has expanded extensively in the past years. The network now covers 128 Chinese cities and reaches 229 cities in 26 European countries and over 100 cities in 11 Asian nations. Upgrades at five major Chinese border ports and the new addition of Tongjiang North Railway Port in Northeast China's Heilongjiang Province have increased the rail network's daily handling capacity to 184 trips. Digitalization and streamlined processes have revolutionised the efficiency of the freight operations. Digital innovations like the 95306 "digital port" and streamlined customs service help cut the clearance time to only minutes. Fourteen China-Europe freight train gathering centers have been established across different provinces in China, accelerating the formation of an efficient transportation system. Meanwhile, China Railway Group Co's overseas subsidiaries in countries such as Kazakhstan, Germany, and Russia, through their deepened cooperation with local railway administrations, as well as logistics, and port and freight forwarding enterprises, have ensured balanced outbound and inbound traffic with a 100-percent container utilization rate. The range of goods transported by the China-Europe freight trains has also expanded remarkably, now encompassing over 50,000 items across 53 categories. High-value products, including automobiles, machinery, and electronics, have become the mainstay of exports, making up more than 60 percent of the total in 2024. Rights groups accuse Airbnb over listings in illegal Israeli settlements
Rights groups have called for the UK's National Crime Agency to investigate Airbnb over alleged money laundering offences they say it may have committed by listing holiday properties in Israeli settlements in occupied Palestinian territories. Airbnb, according to two legal organisations which have brought the complaint, may have violated laws that make it an offence to handle money and property knowingly derived from criminal acts through its more than 300 listings in the West Bank and East Jerusalem. On Tuesday, the organisations - the UK-based Global Legal Action Network (Glan) and Palestinian human rights group Al-Haq - announced that they have filed a criminal complaint with the National Crime Agency over Airbnb's UK subsidiary. Airbnb is currently listed in the Office of the United Nations High Commissioner for Human Rights' database of businesses involved in activities in Israeli settlements in the West Bank, East Jerusalem and the occupied Syrian Golan Heights. The filed complaint, one of several coordinated efforts announced on Tuesday, comes after the International Court of Justice July 2024 ruling that Israel's occupation of Palestinian territory is illegal. In 2018, following a Human Rights Watch report which said that Airbnb's listings in settlements were unlawful under international humanitarian law, the company said it would remove listings in the settlements. But the company decision was reversed after legal action was brought in the US by hosts and guests of the listed properties, with Airbnb saying it would donate all proceeds from the rentals to humanitarian organisations. A spokesperson for Airbnb said on Tuesday that the company operates "in compliance with applicable Irish and US laws". "Since 2019, Airbnb has donated all profits generated from host activity in the West Bank to an international nonprofit, in line with our global framework on disputed territories," the spokesperson said. In addition to the complaint filed in the UK, Glan has also filed a legal challenge at Ireland's High Court after the Irish police refused to investigate the role of Airbnb Ireland in facilitating the listings of settlements. Additionally, Glan has sent a 'preservation letter' to Airbnb's parent company, the first step in proceedings under the US Foreign Legal Assistance statute which allow for the discovery of documents to support the Irish and UK actions. Glan senior lawyer Gerry Liston said: 'These are the first ever cases to apply anti-money laundering legislation in the UK and elsewhere to business activity in the illegal Israeli settlements. "They demonstrate that senior executives of companies profiting from Israel's occupation of Palestinian territory risk prosecution for a very serious criminal offence.'
