Loke: Cruise tourism to fuel Malaysia's economy, with Penang primed as regional home port
GEORGE TOWN, June 10 — Malaysia can become a premier cruise tourism destination in South-east Asia as the country looks into transforming the sector into a key driver of national economic growth and local community development.
Transport Minister Anthony Loke Siew Fook said the cruise industry has the potential to do more than just bring in foreign visitors. It can create thousands of jobs, elevate local heritage and culture, and promote Malaysia to the world.
'We want cruise tourism to directly benefit local communities, whether through cultural tours, port services, local food, handicrafts, or heritage experiences,' he said after officiating CruiseWorld Malaysia 2025 here today.
He stated that it is not only about attracting tourists to the country but also giving visitors a chance to experience Malaysia.
Loke said every cruise ship that docks in Malaysia generates significant economic activities, not only for the tourism escorts, but also for surrounding communities and small businesses.
'Each cruise ship arrival contributes to tourism revenue and also provides opportunities for cultural exchange and economic activities on the ground,' he said.
He called on cruise operators and industry players to view Malaysia as a strategic home port for long-term operations instead of viewing it as a transit destination.
'Malaysia should be seen as a place to begin and end voyages, provide logistical support, and foster long-term cooperation,' he said.
He also noted that making Malaysia as the home port will bring in benefits such as tourist arrivals, higher tourism revenue and stronger contribution to the Gross Domestic Product and growth in local economies.
'Penang can play a role in becoming a home port too,' he said, adding that the Swettenham Pier Cruise Terminal currently accommodates up to two large ships at once and plans are underway to expand it and position it as a regional cruise hub.
'Penang receives between 100 and 200 cruise ships annually, sometimes two or three in a single day.
'We want Penang Port to enhance its terminal capacity and become a key home port in the region,' he added.
He noted that there needs to be close collaboration with airlines if Penang is to become a home port, as connectivity for international tourists is essential.
'Strategic collaboration between airports and ports is crucial so tourists can fly straight to Penang, embark on a cruise, and make Malaysia their destination of choice,' he said.
Loke also emphasised the importance of continuing to upgrade existing port infrastructure in order to remain competitive in the region and attract high-quality foreign investment.
He pointed out that next year is Visit Malaysia Year, presenting an opportunity to boost cruise tourism as a crucial component of Malaysia's transportation, tourism, and trade strategies.
'Malaysia has long been an attractive destination, but we don't just want to be a good destination, we want to become a world-class one,' he said.
He said stakeholders will need to work together to ensure the success of Visit Malaysia 2026 while positioning the country as a leading cruise tourism destination in the region.
When asked about regional collaboration, Loke also expressed support for Thailand's proposal to develop Asean as a single tourism market, including the introduction of a common visa that would allow seamless travel across member countries.
'We shouldn't compete against each other within Asean. Instead, we should collaborate to promote the region as one of the world's top tourism destinations,' he said.

Bouquets and brickbats for financial irregularities task force
Edmund Terence Gomez (left) believes it can help to curb corruption in government-linked companies (GLCs), but social activist Johan Ariffin Samad (right)sees it as just another layer of bureaucracy. PETALING JAYA : The decision to set up a special task force to address financial irregularities in the government has drawn both praise and criticism. Anti-corruption advocate Edmund Terence Gomez believes it can help to curb corruption in government-linked companies (GLCs), but social activist Johan Ariffin Samad sees it as just another layer of bureaucracy in an already-established system of rules and regulations. Gomez, a professor emeritus at Universiti Malaya, noted that some GLCs had previously been embroiled in financial scandals. 'The task force will have a major role to play if it is to undertake an in-depth review of such irregularities,' he told FMT. 'This is because some institutions within the GLC ecosystem, which includes government-linked investment companies (GLICs), statutory bodies as well as listed and unlisted companies, have also been implicated in financial scandals,' he said. For a start, he said, the task force could oversee initiatives such as GEAR-uP, the plan that will see six GLICs invest RM120 billion in 'high growth, high value' industries over five years to stimulate domestic economic growth. 'Given how GLIC funds have allegedly been abused, it is worrying that such a huge sum of public funds will be placed in these institutions for domestic investment,' he added. On June 3, Prime Minister Anwar Ibrahim announced that the government would be setting up a special task force to address financial irregularities, saying that this was part of efforts to strengthen the role of the National Audit Department. The initiative will be realised through an amendment to the Audit Act 1957. Anwar said the new task force would ensure that follow-up actions are more holistic, targeted and have high impact. This, he said, was in keeping with the principles of accountability, transparency, and integrity. Last month, auditor-general Wan Suraya Wan Radzi said the amendments to the Audit Act, which came into force last year, empower the department to conduct audits on 1,856 GLCs. She was quoted as saying the amendment expands the department's scope, thereby strengthening the government's oversight of governance and financial management within GLCs. The opposing view Johan, a member of the G25 group of prominent former civil servants, argued that a system to deal with financial irregularities is already in place. 'You already have the audit department, and you have the Malaysian Anti-Corruption Commission (MACC). Where does this task force fit in? 'Basically, the auditor exposes the weakness in the system, and MACC is supposed to catch the culprits who broke the system or stole something from the system,' he told FMT. 'To me, it's just a waste of time. You're just creating another (layer to the) bureaucratic system,' he added. Johan, who is commonly known as Joe Samad, said the Audit-General's Reports, which are published three times a year, should be tabled for debate in Parliament. 'Then it is the task of the Public Accounts Committee to ensure that (any irregularity) is dealt with,' he added.

Loke: LRT project in Penang to start within two months
GEORGE TOWN: With outstanding issues concerning the Mutiara Line Light Rail Transit (LRT) project now resolved, physical construction is set to begin within the next two months, says Anthony Loke. The Transport Minister said the resolved matters included the issuance of consent letters from the state government and other technical issues that had previously delayed the project's implementation. He said the project's main contractor has already awarded preliminary works to sub-contractors in preparation for on-site activities. 'I personally chaired a meeting with the Penang Chief Minister last month and resolved all issues related to the project. 'We can expect physical works to begin within one or two months,' he told reporters after inspecting the Rapid Penang On-Demand (ROD) service yesterday. The 29.5km Mutiara Line LRT project, which includes 21 stations, aims to improve connectivity between the island and the mainland, while also reducing road congestion and enhancing accessibility. On the ROD service, Loke said it has been operating with 50 vans, covering 13 zones in Penang (seven on the island and the rest on the mainland) since its introduction in August last year. He said the average number of daily passengers on weekdays has shown an increase since the addition of zones in March this year. 'An average of 492 passengers per day was recorded in March compared to 159 passengers in February. 'In May, the average daily ridership exceeded the target of 1,944. 'The figure has contributed 4.1% of the total daily average of 47,000 passengers using Rapid Penang services,' he said. Loke also said the Gurney-Tanjong Bungah route is currently the most popular with 522 passengers daily.
