Police arrest 32 in Quetta Press Club raid

Express Tribune01-03-2025

Police on Saturday raided Quetta Press Club and arrested 32 candidates, who wanted to hold a presser over delay in issuance of appointment letters.
The candidates shortlisted under the SBK Testing Service for positions at various government run schools had been protesting for the past two days, demanding that the government should issue their appointment letters.
Muhammad Baloch, Senior Superintendent of Police (SSP) Operations Quetta, confirmed the arrests, stating that the candidates were detained for violating Section 144 and disrupting public order.
He added that the arrested individuals had been shifted to various police stations across the provincial capital.
Eyewitnesses reported that a heavy police contingent entered the press club and detained the candidates as they were about to hold a press conference.
One of the detained individuals expressed frustration, saying, "We came here to speak about our rights, not to create chaos, but police treated us like criminals."
The police action at the press club has sparked outrage among civil society and journalists. Balochistan Union of Journalists and Quetta Press Club strongly condemned the police action, calling it an attack on press freedom.

Punjab gears up for safe, clean Eid

The Punjab government has launched an extensive security and sanitation operation across the province to ensure public safety and maintain hygiene during the three-day religious festival. A centralised coordination system involving the Home Department, police, local governments and waste management companies has been activated. Officials say the integrated effort aims to deliver a safe and clean environment for citizens celebrating Eid. A round the clock Central Control Room has been established in Lahore under the supervision of the Punjab Home Secretary. The Directorate General Public Relations (DGPR), the control room will monitor all districts around the clock and coordinate law enforcement efforts and government directives. Enforcement of Section 144 has been put in place in several areas of the province. The orders prohibit public slaughter of animals, swimming or boating in rivers, canals, or dams, and the disposal of animal waste into manholes or waterways. Additional bans include the use of fireworks, drones, laser lights, pigeon flying, and installation of temporary mechanical rides within a 15-kilometre radius of any airport or airbase. The home department also announced a crackdown on unauthorised collection of animal hides. "No proscribed organisation will be allowed to collect hides," a spokesperson stated. Only registered and certified charities with the Punjab Charity Commission will be permitted to do so. Lahore police have finalised an elaborate security plan for Eid, deploying over 9,000 personnel across the city. The operation will be supervised by 6 Superintendents of Police (SPs), 22 Sub-Divisional Police Officers (SDPOs), and 83 Station House Officers (SHOs). The Dolphin and PRU forces will be on high alert, with more than 1,600 officers in the field, supported by 700 traffic officers to manage Eid traffic. The Punjab Safe Cities Authority will monitor Eid congregations, mosques, and imambargahs through surveillance systems. "All religious gatherings will be under close watch, and any violation of the government's directives will result in strict action," said Lahore Capital City Police Officer (CCPO) Bilal Siddique Kamyana. Punjab Local Government Minister Zeeshan Rafiq described the sanitation plan as a "challenge," particularly as over 360,000 tons of animal waste are expected across the province during Eid. Speaking at a high-level meeting at the Civil Secretariat, the minister said the targets set by Chief Minister Maryam Nawaz were "ambitious but achievable." To tackle the enormous cleanup task, 11.69 million biodegradable bags will be distributed. Over 124,000 sanitation workers, supported by 15,204 temporary recruits, will work under the Suthra Punjab programme. The operation will utilise 125,794 machines and vehicles, in addition to the existing 29,638 sanitation units. Officials have designated 3,870 primary collection points and 4,262 union council-level camps, along with 1,661 collective slaughter sites to discourage public slaughtering. To monitor cleanliness in real time, all waste management and municipal offices have established local control rooms, while the central control room in Lahore will oversee the province-wide operation. "There will be zero tolerance for negligence," said Minister Rafiq. "Photographic evidence of all cleaning activities must be submitted and public awareness campaigns must include participation from elected local representatives." Following Eid, authorities will spray rose water and phenyl on roads for sanitation. Additionally, 2.83 million kilograms of lime will be used to disinfect affected areas. Evening roadside sales of sacrificial animals have been strictly prohibited, and officials have been directed to conduct regular inspections to ensure compliance. "No reports of livestock-related diseases or dengue have been received so far," Minister Rafiq noted, confirming that Livestock, Municipal, and District Administration officers are working in close coordination. As the province gears up for the Eid holidays, the Punjab government has reiterated its commitment to ensuring a safe, hygienic, and peaceful environment for all citizens.

Section 144 imposed near Punjab airports

Section 144 imposed in Peshawar for one month. PHOTO: EXPRESS In a move to bolster aviation safety and security, the Punjab Home Department has imposed Section 144 within a 15-kilometre radius of all airports and Pakistan Air Force (PAF) airbases across the province. The restrictions will be in effect from June 5 to June 20. Under the order, a complete ban has been placed on pigeon flying, fireworks, the use of drones or laser lights and the disposal of animal waste within the designated perimeter. The decision has been taken in the interest of protecting human lives and property and to ensure the smooth operation of flight services. The Home Secretary of Punjab issued the restrictions under Section 144(6) of the Code of Criminal Procedure, 1898, citing that such activities pose serious threats to flight safety and operations. Open disposal of sacrificial remains, in particular, attracts birds, which can pose severe risks to aircraft and passenger safety. The directives apply uniformly across all civil airports and PAF airbases in Punjab. All deputy commissioners have been instructed to ensure strict implementation of the ban and to maintain enhanced cleanliness in areas surrounding airports and airbases. A spokesperson for the Punjab Home Department emphasised that the move is a preventive measure aimed at mitigating potential hazards during the Eidul Azha period, a time when instances of open waste disposal and celebratory activities traditionally increase.

Challenging JIT under PECA: IHC dismisses PTI leader's plea

ISLAMABAD: The Islamabad High Court (IHC), Tuesday, dismissed Sheikh Waqas Akram's petition challenging the Joint Investigation Team (JIT)'s notice issued to him under Prevention of Electronic Crimes Act, 2016. The JIT has summoned the Pakistan Tehreek-e-Insaf (PTI) leader to investigate about the party's alleged social media campaign against the state institutions. The case was fixed before a single bench of Justice Inaam Ameen Minhas on Tuesday. The case was called twice, but neither Sheikh Waqas nor his counsel appeared before the Court, the judge; therefore, dismissed the petition for non-prosecution. The petition filed by PTI leader, Sheikh Waqas Akram, through Barrister Muhammad Umer Riaz challenging the JIT and the proceedings of PECA against him. The petitioner has challenged the JIT notification dated 26.07.2024 terming it illegal, unlawful, and in violation of Section 30 of the Prevention of Electronic Crimes Act, 2016, and Schedule VII of the Prevention of Electronic Crimes Investigation Rules, 2018. The petitioner contended that the impugned notification is illegal and unlawful, asking to appear before JIT, constituted under Section 30 of the Act of 2016 and Schedule VII the Rules, 2018. He submitted that Section 30 of the Act of 2016 provides certain conditions for formation of JIT to investigate the offence under the Act of 2016. He contended that this offence is neither defined nor covered under the notification dated 26.07.2024. He also stated that, as per the impugned notification, the Inspector General of Police of ICT, Islamabad, is heading the JIT, which is a complete violation of Section 2 of PECA 2016. The petitioner stated that Rule 16 is very clear that a time-frame for the offence ought to be mentioned in the notification, whereas, in this notification, no such thing is mentioned. He argued that, since the agency has already been established, there was no need to formulate a JIT, which is in violation of Section 29 of the PECA Act 2016. The JIT is investigating 16 individuals, including senior PTI leaders, for their alleged involvement in negative propaganda on social media. Meanwhile, a single bench of IHC Justice Muhammad Asif issued notices to the authorities in a petition seeking quashment of an FIR registered against former JI Senator Mushtaq Ahmed and his wife Humaira Tayyaba for allegedly violating Section 144 during the Gaza protest. The bench directed all parties to submit their responses by today (Wednesday). Police detained the former senator, his wife and other demonstrators were arrested for participating in a protest held outside the Islamabad Press Club against the ongoing Israeli atrocities in Gaza, and the case was registered at Kohsar Police Station on May 30 as the protest was deemed a violation of Section 144.
