The devastating legacy of Native boarding schools: ‘no way people can apologize it away'
Mary Annette Pember will publish her first book, Medicine River, on Tuesday. She signed to write it in 2022 but feels she really started work more than 50 years ago, 'before I could even write, when I was under the table as a kid, making these symbols that were sort of my own'.
A citizen of the Red Cliff Band of Wisconsin Ojibwe, Pember is a national correspondent for ICT News, formerly Indian Country Today. In Medicine River, she tells two stories: of the Indian boarding schools, which operated in the US between the 1860s and the 1960s, and of her mother, her time in such a school and the toll it took.
'My mother kind of put me on this quest from my earliest memory,' Pember said. 'I've always known I would somehow tell her story.'

More than 400 Indian boarding schools operated on US soil. Vehicles for policies of assimilation, perhaps better described as cultural annihilation, the schools were brutal by design. Children were not allowed to speak their own language or practice religions and traditions. Discipline was harsh, comforts scarce. As described by Richard Henry Pratt, an army officer and champion of the project, the aim was to 'kill the Indian in him, and save the man'.
In the 1930s, Pember's mother, Bernice Rabideaux, was sent with her siblings to St Mary's Catholic Indian boarding school, on the Ojibwe reservation in Odanah, Wisconsin. Bernice was marked for life. On the page, Pember describes how as a young child she responded to her mother's dark moods by hiding under the kitchen table, making her symbols on its underside. But she also writes about how her mother's 'terrible stories' about the 'Sisters School', about psychological and physical abuse, helped form a bond that never broke.
Pember kept writing. A troubled child, she 'sharpened a lead pencil into a dagger-like point and wrote microscopic messages and insults to my family on the wall next to the stairs' of the family home in Chicago. Later, she became a reporter.
'Writing is so visceral for me,' she said. 'I still like writing with a really sharp pencil, I like the sound of it in my notebooks, and I keep them with me all the time. It always hits me when I'm really tired, and the last thing I want to do is write things down, and that's when I have to do it … It's just such a part of me, I don't question it.
'There was a lot of drama in my house. All these things were going on. Of course, they weren't explained to me. They would sort of lower their voices if they knew I was around. And I just hated being an outsider. I wanted to know what was going on.'
Medicine River is an attempt to explain. If recent years have seen a shift in US awareness of the boarding schools and their legacy, that is in large part due to events in Canada, where discoveries of unmarked graves at sites of such institutions prompted a national reckoning of sorts.
'We were the model from which Canada drew,' Pember said. 'We predated them by quite some time, and we had far more schools. It had an impact on a far greater number of children. But for some reason we just remain stubbornly ignorant of it here in the United States. They were horrible places in which children were brutalized. And of course it wasn't just the schools. The schools were part of a greater federal assimilationist agenda.
'If they had just done the schools to us, it would not have been so bad. But I always think of it as this triple whammy that happened to Native people in the 19th century. It was removal [forced relocation west], then allotment [dividing lands collectively held], then taking the kids away. It was a concerted attack on our culture, our language and our holdings. That was what it was really about. They wanted our land.
'The public was averse to outright extermination, so it was framed as a humanitarian policy. I think it is really important to view boarding schools in that context.'
Pember's investigations led her to dark places. Noting that in other spheres, the Catholic church has been forced to reckon with sexual abuse by priests, she said a moment of truth regarding Native boarding schools may yet come – while pointing to milestones already passed including reporting by Dana Hedgpeth and others for the Washington Post, a class-action lawsuit in western states, and the revelation of brutal events in Alaska.
'Native people were not really viewed as actually human,' Pember said. 'One of the surprising things I learned in researching the book, was the power of the eugenics movement. I mean, this was not peripheral hogwash. They were teaching this at Harvard. The leaders of the era … supported this whole notion of eugenics. They were using phrases like 'the final solution'. They stopped short of advocating euthanasia but there were 30 states that allowed involuntary sterilization of people who were considered feeble-minded or in some way racially inferior … I had not realized how foundational that was, to the way the relationship between the federal government and Native people evolved.'
For Pember, publication day will not be without a certain irony. As Medicine River was written, the federal government finally engaged, to some extent, with the Indian boarding schools and their lasting harms. Last year brought an investigative report, identifying at least 973 student deaths (the Post found more than 3,100), and a presidential apology, delivered by Joe Biden alongside Deb Haaland, the first Indigenous secretary of the interior. But as Medicine River comes out, Donald Trump is back, assaulting federal agencies with staffing and budget cuts, seeking to obliterate recognition of the US's racist past.
'Things are so wild and uncertain,' Pember said. 'We're all just being pulled back and forth, every single day.
'We're still trying to figure out the impact of these things [Trump has] done, because Indian country runs on all of these disparate grants from agencies … the US Department of Agriculture gives so many grants to Indian country, for example, and then there's various sub-agencies and organizations within that. Unlike mainstream America, we have no tax base, and so we don't really have good, sustainable infrastructure. So we're trying to piece it together.
'[In] the Bad River tribe, where my mom is from, the librarian is gone now. She lost her funding, under some real obscure agency. And that was so sad. They just recently got it, and they were really feeling they were sitting pretty, and now that's gone.'
Hope remains. The Truth and Healing Commission on Indian Boarding School Policies in the United States Act, a bipartisan measure introduced in 2021, is not dead yet. Lisa Murkowski, an Alaska Republican senator more independent-minded than most, has taken it up. Pember noted that if such a commission is formed, it will not have subpoena power, perhaps necessary for co-operation from the Catholic church.
Pember is determined to keep the Indian boarding schools in the public eye.
'The goal is to record as much as possible the stories that people have,' she said. 'To say: 'Yes, this happened to you. Let's document this.''
Describing research at Marquette University in Milwaukee, in the archives of the Bureau of Catholic Indian Missions, she said: 'The big thing is to make these records available to people. I can tell you how powerful it is just to see your relative's name printed. To see my mom's name and my uncles and aunts and my grandmother and grandfather, to see their names on these rosters … was just something really powerful. It said: 'This happened, and there's no workaround. There's no way people can apologize it away. This did happen.' That's uniquely powerful.'

Explosions, fires on cargo ship off India's Kerala coast
KOCHI, India (Reuters) -Multiple explosions and fires erupted on a cargo ship bound for India's financial capital Mumbai on Monday, causing 40 containers to fall into the Arabian Sea and forcing several crew members to jump overboard to escape the flames, officials said. The Singapore-flagged WAN HAI 503 met with an accident about 144 km (90 miles) off the coast of the southern Indian state of Kerala, said Shekhar Kuriakose, secretary of the state's disaster management authority. "According to preliminary information ... there were 22 workers on board the ship ... 18 jumped into the sea and are in rescue boats. Efforts are underway to rescue them," he said, adding that the vessel was not "currently sinking". Pictures and videos shared by the Indian coast guard on X showed a thick plume of black smoke rising from the ship, and some containers lying open and in disarray near the point where the smoke was escaping. "Vessel is presently on fire and adrift," a defence ministry public relations officer said on X. Officials did not disclose the nature of the cargo in the containers, nor what caused the explosions. A container vessel sank in another accident off Kerala last month, releasing 100 cargo containers into the Arabian Sea. The directorate general of shipping said on Friday there were no reports of oil pollution because of that incident. What to do if you find a shipwreck
You probably won't find a shipwreck—but it's possible. A fisherman recently found a one-hundred-year-old tugboat near Manitowoc, Wisconsin, and in 2023, an 8 year old with a metal detector found a 19th-century schooner off the coast of Lake Huron in Ontario, Canada. And there are more like it out there to be found—there could be up to 10,000 shipwrecks scattered among the waters of North America, according to the National Oceanic and Atmospheric Administration (NOAA). You might be wondering: What should you do if you find a shipwreck? I was also curious, so I did some digging on the legality, safety, and ethics of discovering a historic shipwreck. In short, don't touch anything and report the wreck to your state or local government. Note that this article focuses on the US—the specific regulations will differ in other countries. You might be tempted, after finding a shipwreck, to claim it—or even just grab something from it. Don't. First, it's almost certainly not legal to take items from a shipwreck. In the United States, the Abandoned Shipwreck act of 1987 states that all shipwrecks legally belong to the state in which they're found. The only major exceptions are sunken U.S. military vessels, which belong to the military; wrecks found on federal land, which belong to the federal government; and wrecks found on Native American reservations, which belong to the specific tribe. This is true for wrecks found on land, on beaches, and in the water. Put simply, discovering a shipwreck in the United States doesn't give you any kind of legal right to salvage the wreck. Attempting to disturb a shipwreck could result in stiff penalties, including jail time and fines. But that's not the only reason to stay away. Shipwrecks are also dangerous. Any ship powered by fossil fuels probably had many gallons of fuel on board at the time of its wreck, according to NOAA. Tampering with the wreck could start a leak (if it's not leaking already), which would be dangerous for both you and the body of water it's immersed in, as well as its inhabitants. The natural corrosion of the ship itself releases pollutants into the water that you'd rather not encounter. The ship may also have been stowing dangerous materials, which in some cases could damage scuba gear or otherwise create dangerous conditions for you and your community. Military wrecks have their own obvious dangers, such as ammunition or explosives. Put simply, shipwrecks are best left to the professionals, who have training in dealing with these and other potential dangers. Shipwrecks are also the final resting places of the people who were on board during the wreck. In most cultures on Earth, including the United States, it's considered distasteful to disturb the deceased. This means shipwrecks need to be treated with respect, the same way that a graveyard or a tomb should be. So, if you find a shipwreck that you think hasn't been discovered, don't touch anything. Don't try to take anything. Leave the wreck alone and contact the proper authorities. Having said that, who are the proper authorities to get in touch with? As previously mentioned, state governments are responsible for wrecks within their borders under U.S. law. Your first point of contact should be the historic preservation office in the state where you found the shipwreck. The National Park Service has a list of State Historic Preservation Offices, complete with links to department websites. Some states have dedicated forms for reporting shipwrecks; all have email addresses and phone numbers you can use to get in touch. It's a good idea to record the GPS coordinates where you found the wreck and to provide photos if you can—this should help the agency find the wreck and determine whether it's been previously documented. The state agency will, generally, take it from there, combining historic research with on-site investigations to determine the ship's origins and ultimately work out a plan to preserve the site. The specifics vary, but generally there's a collaboration with local archaeologists, universities, and other appropriate agencies. So, if you happen to find a shipwreck, do not disturb it or attempt to salvage anything from it—it's illegal, unsafe, and potentially disrespectful to the deceased. Instead, you should contact the historic preservation office in your state.

How an innovative portable shelter could help India's outdoor workers beat the heat
BENGALURU, India (AP) — An innovative portable shelter recently exhibited in one of India's largest cities shows how smart, cheap ways to help workers escape the heat are gaining traction in a country that's particularly vulnerable to climate change-driven extreme temperatures. The Neralu shelter, winner of a design contest in the southern city of Bengaluru, was displayed at the Sweat and Concrete 2025 event in late May alongside a theatrical performance about heat impacts on outdoor workers and exhibits on heat-related studies. Organizer Kanishk Kabiraj said the aim of the exhibition is to raise awareness about how extreme heat is endangering the health and livelihoods of the country's outdoor workforce. It comes amid a shift in India toward greater awareness of climate-related issues in recent years. 'We think that it's important to not only talk conceptually but to try and create models and proof of concept,' Kabiraj said. Neralu, which means shade in Kannada, the most common local language spoken in Bengaluru, consists of a lightweight frame that supports a shade, bench and angled slats operated by manual pulleys to fan people seated within. The shelter costs about $175 and is made of metal, fiber-reinforced plastic and plywood. Weighing roughly 15 kilograms (33 pounds), the shelter for up to four people can be installed on outdoor walls and easily disassembled and transported on the small motor vehicles known as tuk-tuks. 'This kind of shelter will be helpful for people like us who work outdoors,' said Madhe Gowda, a 62-year-old fruit seller who came to the exhibit. 'I sell fruits from my pushcart all day. When it's really hot, my fruits begin to rot and it becomes difficult for me to move around much." Neralu beat 19 other entries in a contest for designing heat shelters for outdoor workers organized in Bengaluru last year. Ankritya Diggavi, one of the architects behind the design, said it was inspired by speaking to and observing outdoor workers. 'They have made their own makeshift measures using material like beach umbrellas and tarpaulin sheets,' Diggavi said. The designers said the Neralu shelter can be made of recycled and repurposed material from the auto industry or other businesses. They said the design has a lot of room to be modified according to local needs and available materials. 'We wanted something simple, affordable, and quick to assemble,' said Sagar Kandal, another one of the designers. They said they have received interest from both public and private organizations that want to purchase and install these shelters in the city. The Indian Meteorological Department has found the number of extreme heat days increasing in the city, which planning experts say is likely due to climate change and rapid urbanization. And with a rising number of Indian states designing heat and climate change adaptation plans, they said the shelter can work in any heat-stressed city that needs low-cost solutions. Tamanna Dalal, a researcher on heat policy at the New Delhi-based think tank Sustainable Futures Collaborative, said the way cities are built in India is resulting in urban heat islands, parts of cities with higher average temperatures than the surrounding areas. Shelters that take local climate factors into account and can be replicated easily will become 'supremely important' as heat worsens in the coming years, Dalal added. India is among the world's most vulnerable countries to climate impacts, with floods, heat waves and cyclones having resulted in 80,000 deaths and economic losses nearing $180 billion from 1993 to 2022. According to the International Labor Organization, India stands to lose up to 34 million jobs due to increasing heat by 2030. P. Kumaravel, a 42-year-old construction worker who was at the event held over two days at the end of May, welcomed the idea of the shelter, but said good public transport and reliable health insurance are what workers like him need the most. 'This year's heat was really bad. I had rashes and pimples. We rest under a tree when we can, but we're paid to work, not to rest,' he said.
