Kuwait Times22-05-2025
KUWAIT: Chairman of the Kuwait Red Crescent Society (KRCS), Ambassador Khaled Al-Mughamis, underscored the vital importance of raising awareness on international humanitarian law (IHL) and its role in mitigating human suffering during armed conflicts. In a statement issued Wednesday, Al-Mughamis announced the Society's preparations to host a specialized workshop on IHL from May 26 to 28, in coordination with the International Committee of the Red Cross (ICRC). The event aims to promote the dissemination of IHL principles and enhance understanding of its humanitarian foundations and applications.
Al-Mughamis noted that the workshop will feature a series of expert-led lectures focusing on key aspects of international humanitarian law, particularly those relating to the protection of civilians, the treatment of detainees, the facilitation of humanitarian aid, and the legal framework governing safe access in conflict zones. The agenda will also include discussions on the role of the International Criminal Court.
He highlighted the importance of fostering awareness of IHL among young people and professionals in the humanitarian and medical sectors. 'Respecting and implementing the principles of IHL plays a crucial role in reducing violations and alleviating the suffering of affected populations,' he said. The workshop also seeks to familiarize participants with the core humanitarian principles underpinning IHL and its essential legal provisions that guide the conduct of parties during armed conflict. Al-Mughamis pointed out that the program will provide a platform for analyzing legal and practical challenges related to the application of IHL and encourage the dissemination of legal knowledge within local communities.
Furthermore, the event will address a range of key topics including an overview of IHL, fundamental principles, the protection of vulnerable groups during conflicts, the role of Red Crescent and Red Cross national societies, and the intersection of IHL with international justice mechanisms. Al-Mughamis affirmed that the workshop aligns with the Society's ongoing commitment to strengthening partnerships with international organizations and reinforcing Kuwait's prominent role in global humanitarian efforts.- KUNA

Kuwait's Grace Period Starts Now – 4 Months to Prove Residency

KUWAIT CITY, July 20: From Saturday, July 19, the four-month grace period granted by the Ministry of Interior began for individuals whose Kuwaiti citizenships were revoked under the 'Outstanding Services' clause. During this period, they are permitted to travel using their Kuwaiti passports in preparation for initiating the process of regularizing their legal status, reports Al-Seyassah daily. According to regulations announced by the ministry on July 10, individuals affected by the revocation, including those who acquired citizenship through dependency, must coordinate with the embassies of their countries of origin, (before obtaining Kuwaiti citizenship) to secure passports or official travel documents. These documents will enable them to obtain legal residency in Kuwait. The regulations require affected individuals to provide proof that they have initiated the process of regularizing their legal status. The four-month grace period, which begins from the date the citizenship revocation decrees are published in the official gazette, allows them to legalize their residency. During this period, they will continue to benefit from certain privileges, such as the right to work, access to university education, and housing. Meanwhile, informed sources expect the official gazette Kuwait Al-Youm to begin publishing the names of a large number of individuals whose citizenship has been revoked, starting with the edition on Saturday and continuing in the coming issues. This comes as hundreds of files are currently pending a final decision by the Cabinet. The sources explained that the list of revoked citizenships under the 'Outstanding Services' clause includes hundreds of individuals whose files were reviewed by the Citizenship Investigation Committee. It also includes numerous cases involving forgery and those who acquired citizenship through dependency. The latter group is not eligible to rectify their status and will be subject to legal procedures

Gunmen kill 2 Indians and abduct third in Niger

NIAMEY, Niger, July 20, (AP): Gunmen killed at least two Indians and abducted a third during an attack in Niger's southwest Dosso region, according to Indian authorities, the latest such violence targeting foreigners in Niger's conflict-battered territories. The Indian Embassy in Niger said in a statement on X on Friday that the attack occurred on Tuesday, and that it was in touch with local authorities to repatriate the bodies of the victims and ensure the safe release of the kidnapped individual. Local media in Niger identified the victims as workers at a construction site in Dosso, located 140 kilometers (87 miles) from the country's capital of Niamey. Foreigners are increasingly becoming targets of armed groups in Niger. Several of them have been kidnapped this year, including an Austrian woman who has lived in Niger as an aid worker for more than 20 years, a Swiss woman seized from her home in April and five Indian workers, also in April. Niger has for many years battled a jihadi insurgency linked to al-Qaeda and the Islamic State group, a security crisis that analysts say has worsened since the military toppled the country's government in July 2023, and has since struggled to restore peace in hot spots. According to the Armed Conflict Location and Event Data Project, June was one of the country's deadliest months on record as IS-backed fighters launched a major offensive across the Tillaberi and Dosso regions, killing more than 100 civilians in what marked a return to mass atrocities in rural areas.

Kuwait revives co-op Kuwaitization plan with new online hiring system

KUWAIT: Kuwait's Ministry of Social Affairs announced Thursday that it will open online applications for supervisory positions in cooperative societies starting July 27, as part of the country's broader Kuwaitization strategy aimed at placing more citizens in leadership roles across key sectors. The move comes nearly a year after the ministry temporarily suspended earlier initiatives to Kuwaitize the sector. For the first time, candidates will be required to take an electronic exam on September 9, organized in cooperation with the Gulf University for Science and Technology (GUST), according to the ministry's Acting Undersecretary Dr Khaled Al-Ajmi. 'In a first since appointments in co-ops began, the ministry will require applicants to take an electronic test,' Al-Ajmi told Kuwait News Agency (KUNA), adding that passing with a score above 80 percent is mandatory to qualify for the in-person interview stage. The exam will count for more than 80 percent of the final evaluation, while the interview will account for 15 percent. The decision is part of a wider national effort to prioritize citizens for employment and address what officials have described as the country's 'demographic imbalance.' In 2023, the ministry launched its first round of Kuwaitization efforts in co-ops, posting supervisory jobs in five co-ops — Nuzha, Qortuba, Faiha, Jabriya, and Qadisiya — for positions such as directors, deputy directors, and department heads. A special committee was assigned to oversee the process. However, sources noted that turnout was lower than expected, citing job security concerns. Since then, the ministry has been working to expand the scope of the Kuwaitization initiative. In July 2024, it introduced a new vision that included general roles such as legal accountants, procurement clerks, and store managers. In January 2025, Minister of Social Affairs and Minister of State for Family and Childhood Affairs Dr Amthal Al-Huwailah announced the formation of a new committee tasked with overcoming obstacles in hiring Kuwaitis. Al-Ajmi emphasized that the new electronic test is intended to ensure fairness and transparency in the hiring process. 'The goal is to enhance transparency, equal opportunity, and job justice in selecting candidates,' he said, noting that a free, optional training course will be made available for applicants to prepare. Salaries for the available supervisory positions range from KD 1,000 to KD 2,000 depending on the role and its responsibilities, Al-Ajmi added. Assistant Director-General of the Public Authority of Manpower Musaed Al-Mutairi confirmed that the authority has activated a digital system to register and advertise vacancies submitted by co-ops. The job opportunities will be published through the 'Fakhrona' platform dedicated to hiring Kuwaiti nationals. Applications can be submitted via the authority's online portal or through the Sahel app, Al-Mutairi told KUNA. He added that cooperative societies are a promising space for young Kuwaitis to gain leadership experience, thanks to their community-focused and administratively flexible nature. — Agencies
