Japan, China trade barbs over fighter jet manoeuvres

The Japanese government had complained to China over the incident, in which no Japanese military personnel were reported injured.
A Chinese J-15 fighter jet from the Shandong aircraft carrier followed a Japanese P-3C patrol plane for 40 minutes on Saturday, according to the Japanese defence ministry.
Two J-15 jets then did the same for 80 minutes on Sunday.
"During these long periods, the jets flew unusually close to the P-3C, and they flew within 45 metres" of the patrol plane on both days, an official from the Japanese ministry told AFP.
Also on Sunday, Chinese jets cut across airspace around 900 metres (3,000 feet) ahead of a P-3C Japanese patrol plane at the same altitude -- a distance a P-3C can reach within a few seconds at cruising speed, Tokyo said.
"We do not believe that this approach was made by mistake," the Japanese military's chief of staff Yoshihide Yoshida told reporters on Thursday.
"Given it happened for 40 minutes and 80 minutes, for two days in a row, our understanding is that it was done on purpose," he said.
Beijing's foreign ministry spokesman Lin Jian hit back at the Japanese description of the events.
"The root cause of the risk to maritime and air security was the close reconnaissance of China's normal military activities by a Japanese warplane," he said.
"The Chinese side urges the Japanese side to stop this kind of dangerous behaviour."
'Abnormal approaches'
The incident followed the sighting in recent days of two Chinese aircraft carriers sailing in the Pacific simultaneously for the first time.
Japan said this week the aircraft carriers' activity -- described by China as "routine training" -- showed the expanding geographic scope of Beijing's military.
Yoshida said on Thursday loosening Japan's surveillance, information-gathering or countermeasures against intrusion "would encourage attempts to change the status quo by force".
Tokyo's top government spokesman Yoshimasa Hayashi earlier told reporters in regard to the fighter jet incident that "such abnormal approaches can lead to an accidental collision, so we have expressed serious concerns" to the Chinese side.
US ambassador to Japan George Glass said on social media platform X that the manoeuvres by a Chinese fighter "put Japanese crewmembers' lives in peril".
"Whether it's harassing Philippine ships, attacking Vietnamese fishermen, or firing flares at Australian aircraft, Beijing knows only reckless aggression. Not so much a charm offensive as offensive harm," Glass said.
Similar incidents were last reported in May and June 2014, when Chinese Su-27 fighter jets flew within 30 metres (100 feet) of Japanese military planes in the East China Sea.
Japan summoned the Chinese ambassador at the time, while the two sides traded accusations of blame.
Daisuke Kawai, director of the University of Tokyo's economic security and policy innovation programme, told AFP this week that the timing of the aircraft carrier movements could be linked to US-China economic tensions.
"Beijing calculated that the United States would be less willing or able to respond militarily at this precise moment, seeing it as an opportune time to demonstrate its expanding military capabilities," he said.

The G7 summit starting Sunday in the Canadian Rockies town of Kananaskis marks the first major global gathering of Trump's second term, in which he has been even more brash in shattering diplomatic norms. Looking to avoid a dust-up, Canadian Prime Minister Mark Carney had set the agenda on largely uncontroversial themes such as building global supply chains for critical minerals. That agenda could now be upended as Israel launched a massive military campaign against Iran on Friday, saying it was taking pre-emptive action against its adversary's contested nuclear program. The Trump administration has closely aligned the United States with Israel, taking aim even at close allies who criticize its offensive in Gaza. But Israeli Prime Minister Benjamin Netanyahu openly defied Trump, who hours earlier had called for a diplomatic solution and whose friend and roving envoy Steve Witkoff had been due to hold new talks with Iran on Sunday just as the G7 opened. A senior Canadian official said there would be no attempt at the G7 to reach consensus on a joint communique on the issues of the day and that leaders instead would be asked to endorse "short, action-oriented statements." "Of course it would be desirable for a summit statement to be issued, but as the summit is being held in a very complex international situation, I believe that the unity of the G7 should be given the highest priority," Japanese Foreign Minister Takeshi Iwaya said. New leader in '51st state' The last time Trump attended a G7 summit in Canada in 2018, he stormed out early and took to social media to disassociate the United States from the statement and brand then-prime minister Justin Trudeau as "dishonest and weak." The bad blood never ended, and Trump on returning to office mockingly said Canada should be the 51st US state. Trudeau handed over the premiership in March to Carney, a former central banker who told Trump firmly in the White House that Canada was "never for sale." Like Trump, "Trudeau liked being the center of attention," said John Kirton, founder of the G7 Research Group at the University of Toronto. Trudeau at least at first was seen as "young, handsome and -- I'm quoting others -- hot. Carney is none of these things," Kirton said. Carney has instead patched up with Trump through his analytical skills and competence, Kirton said. Trump also has an incentive to keep the peace in Kananaskis -- the United States will lead the G7 in 2027. "He doesn't want to kill the G7 golden goose before he can produce the 'biggest, best summit ever' for the whole world stage two years from now," Kirton said. 'America First' The G7 club of major industrial democracies -- Britain, Canada, France, Germany, Italy, Japan and the United States -- was formed in the 1970s to coordinate economic policy and grew in scope to take on some of the world's security hotspots. Trump since returning to the White House has upended the global economic system by imposing tariffs and has sought to negotiate with Russia over Ukraine -- an issue that will also figure prominently when he heads to a NATO summit in The Hague a week after Canada. The US president can be expected to push back in Kananaskis if allies seek to moderate him, said Rachel Rizzo, a senior fellow at the Atlantic Council. "He does not view these organizations as ways to deepen and expand American power and influence. He sees these fora as constraining America," she said. Europeans will observe Trump at the G7 to see how he treats their alliance, said Max Bergmann, director of the Europe, Russia and Eurasia Program at the Center for Strategic and International Studies. "Our allies and partners in Europe are really questioning the US commitment and they are asking themselves, is this a relationship that is going to be maintained?" Ukrainian President Volodymyr Zelensky plans to attend the G7 and hopes to meet Trump. The two clashed bitterly at the White House on February 28 but Trump since then has voiced frustration at Russia's reluctance on peace overtures. The two sides announced a truce on May 12 that halted tit-for-tat tariffs announced since President Donald Trump's return to the White House, with a further "framework" agreement reached on June 10 (archived link). China would supply rare earth minerals to the United States, which in turn would allow Chinese students to remain in US universities. However, her subtitled speeches circulate widely on Chinese social media, with German broadcaster Deutsche Welle attributing her popularity to AfD and Beijing having similar stances on issues such as European military aid for Ukraine (archived link). The circulating video in fact shows Weidel criticising the German government, not praising China. A reverse image search found the clip was taken from a livestream of her speech at an AfD rally in Thuringia on August 31, 2024, a month before regional elections in Germany (archived link). Making matters worse: a campaign of roadblocks to protest the crisis has blocked major routes used for the delivery of food and medicine, fueling the scarcity. "We never thought this situation would reach such an extreme, where we would have to stand in line for food or toilet paper," Rocio Perez, a 65-year-old pensioner told AFP at her home in La Paz. She lives with her children and grandchildren, and the family has taken to rationing what they eat. "We are staring into the abyss," said Perez. At a nearby warehouse selling state-subsidized groceries, 40-year-old Sonia, who did not want to give her surname, queued in extreme cold from 5 am for cooking oil, only to leave empty-handed when stocks ran out some two hours later. Only those who arrived at 4 am were in luck. "I am a single mother, I have to work to support my six children... and on top of that, come and stand in this line," Sonia told AFP, clearly angry. "I don't sleep well anymore." Other irate customers banged on the store's metal doors and shouted at the state employees inside. "There's no rice, no sugar, no eggs, there's nothing left," exclaimed 30-year-old Gisela Vargas, who also left with nothing. Bolivia, home to 12 million people and an Indigenous majority, is one of the poorest countries in South America despite sitting on vast mineral resources such as gas and lithium. In 2023, state oil company YPFB said Bolivia was running out of natural gas -- a crucial export product -- due to a lack of investment in new exploration. A dramatic drop in gas exports led foreign currency reserves to plummet, making Bolivia unable to import sufficient fuel for its needs. Inflation in May was 18.4 percent year-on-year, the highest in nearly two decades, and the local currency, the Boliviano, continues to lose value. 'I feel helpless' The crisis, which many Bolivians blame on President Luis Arce, has been compounded by a showdown between Arce and ex-leader Evo Morales, who retains a strong support base, especially among Indigenous people. Morales supporters have been blockading roads since June 2. At least four officers and one protester have been killed in clashes just weeks before elections in which Morales wants to seek a fourth term despite a two-term constitutional limit. A survey by the Panterra consultancy in March found 89 percent of Bolivians want the country to take a "very different direction," with the rising cost of living by far the main concern. "In terms of purchasing power, wages are deteriorating very strongly" with rising inflation, said economist Jose Luis Evia, a former member of the board of the Central Bank of Bolivia. Francisca Flores, a 69-year-old street vendor, said she has had to cut back on chicken, formerly an affordable source of protein, after the price per kilogram doubled in just a few months. She now eats omelets and other egg-based dishes instead. "I feel helpless," Flores told AFP at La Garita de Lima, a busy commercial area of La Paz where hundreds of people formed a long queue as a truck started unloading chickens for sale. "I go out with my little money... and if I can't buy anything, well, I just go home and endure it," she said. Medicines, too, have become scarcer and more expensive. The left in trouble Bolivia saw what has been described as a short-lived "economic miracle" under the 2006-2019 presidency of Morales, with Arce as his economy minister. Morales, Bolivia's first Indigenous president, nationalized hydrocarbons and invested the income in infrastructure and social programs. The country experienced more than 4 percent annual growth while poverty rates tumbled from 60 percent to 37 percent, according to official figures at the time. But critics say Morales' failure to implement structural economic reforms meant the growth was unsustainable. Evia believes the resultant social unrest could be the undoing of the left, which has governed Bolivia for nearly two decades, in the August elections. "There is growing consensus for change," he said.
