
Bicester Village at 30: how a wet field in Oxfordshire defied the death of the shopping mall
Before a shopping centre selling past-season designer fashion at discounted prices opened its doors in April 1995, the site of Bicester Village had been 'a wet field containing two old horses that looked ready for the knacker's yard, and a fallen-down shed behind a small branch of Tesco', remembers Colin Woodhead, a PR director who worked on the launch. 'We might as well have been a Martian spaceship that had landed on that field.'
The timing of a retail concept then unknown in Britain was not auspicious. Three months later, the launch of an online bookseller called Amazon fired the starting pistol for a race toward internet shopping that would leave high streets half-empty and shopping centres boarded up.
But Bicester Village has defied the downward trend of bricks-and-mortar retail to celebrate its 30th anniversary at almost 100% occupancy, and with a waiting list for pop-up spaces.
Last year, it had a record 6.7 million visitors. It generates among the highest sales per square foot of any shopping centre in the world, and boasts the world's only cut-price Dior store and biggest Pret a Manger. The Oxfordshire mall is the flagship of a global empire that includes two outposts in China, Bicester Village Shanghai and Bicester Village Suzhou.
The average visitor spends six hours on site. 'What Bicester proves is that it pays to offer something you can't get on Amazon. It's a whole day out,' says Sarah Montano, a professor of retail marketing at the University of Birmingham.
While town centres struggle with environmental issues ranging from the cost of car ownership to refuse collection, the white picket fences and wide cobblestone avenues of Bicester Village – modelled on Disneyland – offer an environment akin to that of an all-inclusive holiday resort. Visitors are referred to as guests, rather than shoppers.
'It is about the value of our time,' says Dr Antonia Ward at the trends intelligence firm Stylus. 'Not just about how to save time, but about how to spend time in a way that feels meaningful. That can give an edge to a social, bricks and mortar shopping experience.'
As Montano points out, 'everyone loves a bargain'.
With a cost of living crisis starting to bite for consumers, outlet shopping is an attractive alternative, says Rachel Gwyther, a senior strategist at WGSN. 'A challenging macro environment is changing the meaning of value to consumers, with shoppers increasingly inclined to spend more to save in the long term.'
At Bicester Village, Polo Ralph Lauren Alston penny loafers, £219 at full price, cost £153.
Montana says: 'Food is really important to people now, and Bicester have invested thoughtfully in the sort of food outlets people really want to go to.'
She points to the appeal of Humble Crumble, makers of a TikTok-famous apple crumble (£7), whose only outlet outside London is in Bicester Village. Other food retailers include Itsu and La Tua Pasta, which offers a black truffle and ricotta tortelloni.
Ward says: 'It's not just about food – people these days want screen time. They want a coffee and to scroll through their phone.'
The rise of the secondhand and vintage market is boosting the status of outlet shopping. Off-price retail selling previous collections at a markdown were once fashion's grubby secret, consigned to unsignposted out-of-town warehouses.
But as the trend cycle has lost its stranglehold on the consumer psyche, and the rise of preloved and vintage has elevated the cachet of clothes that are not hot off the catwalk, the status of outlet shopping has risen.
Ward says: 'Preloved has got us excited about clothes being new-to-us rather than being new-new. And the interest in vintage has elevated the status of past-season clothes – there is real cachet in having a vintage piece, especially if you know when something came out.'
Bicester Village is the second most popular British destination for Chinese tourists after Buckingham Palace. About half of visitors from China visited Bicester last year, and station announcements in Mandarin and Arabic speak to the global nature of the clientele.
Last year, the investment fund L Catterton, which counts the luxury brands group LVMH as a shareholder, bought a 42% stake in Value Retail, which operates Bicester Village, in a £1.5bn deal. John Durnin, Bicester's business director, describes his goal as 'reshaping the traditional shopping experience'.
But Bicester's success is not necessarily transferable to value retailers, says Montano. 'It's not going to work for Primark. But for a mid or premium customer, it is a very aesthetic, pleasant environment. It's a kind of hyperreality – a nostalgic vision of a perfect high street. They have nice toilets and it is flat, so it is entirely accessible.'
Ward highlights initiatives among US retailers including Walmart and J Crew attempting to harness a social aspect to online shopping. 'That experience of trying on a new outfit and showing it to your friends still happens – it just happens on social media rather than in a changing room.
'Malls got a bad rap, because they became a place where groups of teenagers hung out. But people miss shopping together.'

June 11 (Reuters) - Europe's soccer market grew by 8% in terms of revenue in the 2023-24 season to 38 billion euros ($43.46 billion) with England's Premier League generating the most, Deloitte said in a study published on Wednesday. In its Annual Review of Football Finance, Deloitte said the top five leagues -- Premier League, Bundesliga, LaLiga, Serie A and Ligue 1 -- generated 20.4 billion euros in revenue, an increase of 4%. Premier League clubs had the highest revenue of Europe's top leagues at 6.3 billion pounds ($8.50 billion). However, the traditional 'big six' clubs in England's top flight reported lower average revenue growth (3%) than other clubs that were in the Premier League in both the 2023-24 and 2022-23 seasons (11%). The study said the growth was largely driven by expansion of clubs' commercial offerings, which also led to the teams cumulatively generating more than two billion pounds in commercial revenue for the first time. "A focus on stadia development and diversification of commercial revenues led to growth across the European football market in the 2023-24 season," Tim Bridge, lead partner in Deloitte's Sports Business Group, said. "However, clubs and leagues cannot afford to take their eye off the ball as new challenges, including an evolving regulatory landscape and changing fan behaviours, arise. "The pressure is mounting for more clubs to drive additional revenue at the same time as managing rising costs. "More so than ever, leaders and owners must recognise the great responsibility they have of managing these businesses, capturing the historic essence of a football club while honouring its unrivalled role as a community asset for generations to come." Clubs in Europe's 'big five' leagues reported an aggregate operating profit (0.6 billion euros) for a second successive season, while the aggregate wages/revenue ratio fell from 66% to 64%. Clubs in England's Women's Super League (WSL) jointly generated revenue of 65 million pounds in the 2023-24 season, a 34% rise. Each WSL club had a double-digit increase in revenue, while all 12 clubs reported over one million pounds in revenue for the first time, with an average revenue of 5.4 million pounds. "Through developing more robust fan engagement strategies, strong commercial deals and securing central distributions, WSL clubs unlocked a new phase of growth," Deloitte Sports Business group's knowledge and insights lead Jennifer Haskel said. "Plus, as the reporting and attribution of commercial revenue remains inconsistent between clubs, we may be scratching the surface on the value now being generated by the women's game." Experts have cast doubt on the Chancellor's plan to make her sums add up by saving billions through 'technical efficiency gains', slashing admin spending and clamping down on tax. The Treasury said it planned to make more use of artificial intelligence, reforming the workforce – including through job cuts – and selling off its London property portfolio. The plans are forecast to save £13.8 billion a year by 2028/29 – including £9 billion a year from the health and social care budget alone. At the same time, a drive to recover more owed taxes is predicted to deliver a £7.5 billion annual gain by 2029/30. And government department administration costs will be culled by 11 per cent by the time of the next election, the Treasury projects – with another huge cut pencilled in for 2026 which will take the savings to 16 per cent, or £2.2 billion. Raoul Ruparel, a former Downing Street adviser to Theresa May, said the latter were 'pretty brutal real-terms cuts across the board'. 'Traditionally, these sorts of cuts are very hard to deliver,' said Mr Ruparel, who is director of the Boston Consulting Group Centre for Growth. The plans for efficiency savings rely heavily on making the National Health Service more productive – that is, doing more with less. They assume annual productivity growth of 2 per cent a year in the NHS, which the Treasury admits would mark a 'substantial increase' on improvements achieved in past years. The productivity plan 'will deliver efficiencies across all healthcare services, primarily through the combined impact of operational and clinical improvements, technology and digital transformation and workforce initiatives', the Treasury said. They will include reducing the use of agency staff and levels of sickness absence. The Government also plans to relocate more civil servants out of London, cutting the number by 12,000 by 2030. But at the same time, its ambition to bring in more unpaid taxes will involve hiring more people – with 5,500 compliance and 2,400 debt management staff expected to be brought in. The closure of 11 central London offices will save £94 million a year by 2032 and the disposal of properties no longer needed will bring in £1 billion, the Government said. Julian Jessop, economics fellow at the Institute of Economic Affairs think-tank, said: 'There is huge scope to boost productivity and make efficiency savings in the public sector. 'It is much less obvious that this Government will be the one to do it.' Also among the expected savings is the claim that the Ministry of Housing will use AI to speed up routine tasks such as checking errors and note taking. 'This will reduce demands on staff time by an estimated 500,000 hours per year,' the Treasury said. Ms Reeves also announced that she will tear up Treasury rules designed to safeguard value for money in order to pour money into infrastructure projects in the Midlands and the North, where Labour is under threat from Reform. Regional mayors have railed for years at the Treasury's so-called 'Green Book' rules which direct investment to areas where it will produce the most economic benefit. Under the new system, the Treasury will limit the use of 'benefit-cost reviews' which have been blamed for halting investment in the North. The new proposals will mean that even projects where the costs outweigh the benefits may not 'automatically constitute poor value for money'.

Housing market outlook ‘more optimistic' for year ahead
Property professionals' expectations for future sales are becoming more upbeat, although the housing market remains subdued, according to surveyors. Looking ahead, a net balance of 25% of professionals expect the number of house sales to increase over the next year, marking the strongest reading since February, the Royal Institution of Chartered Surveyors (Rics) said. But its May survey also found that 26% of professionals reported seeing new buyer inquiries falling rather than rising, marking the fifth month in a row of decreases. The figure is slightly less downbeat than seen in March and April, Rics said. A net balance of 28% of professionals reported seeing the number of sales agreed falling. Sales volumes are generally expected to flatten out rather than fall in the three months ahead, the survey indicated. House prices also appeared to be broadly flat, with a net balance of 8% of professionals reporting seeing prices fall rather than rise in May, which was slightly more than the balance of 3% who reported seeing this in April. Over the next year, a balance of 34% of property professionals expect house prices to increase. There were also signs of more choice for buyers. A net balance of 7% of surveyors saw a rise in new listings, marking the eleventh month of growth in a row. Valuation activity also picked up, with 19% noting an increase in appraisals compared with a year ago, indicating a potentially more active summer market. In the lettings sector, tenant demand strengthened in May, while instructions from landlords continued to dwindle. As a result, rents are expected to rise further in the near-term, the report said. Rics chief economist, Simon Rubinsohn, said the Government's affordable housing commitments 'should provide greater certainty and support more strategic delivery'. Rics senior economist, Tarrant Parsons, said: 'Sentiment across the UK residential property market remains somewhat subdued, with ongoing uncertainty around global trade policies and the dampening effect of transactions being brought forward ahead of the stamp duty changes at the end of March continuing to weigh on buyer activity. 'However, near-term sales expectations are showing signs of stabilisation, suggesting that while muted conditions may persist in the short-term, a further deterioration appears unlikely. Looking ahead, the outlook is more optimistic, with respondents anticipating a gradual recovery in sales activity over the next 12 months. 'That said, the pace and extent of any improvement will partly depend on the Bank of England's ability to continue cutting interest rates.'
