
Corner Brook needs permanent solution to housing problems, says mayor
The grey and black building at the end of Main Street in Corner Brook, N.L. is showing its age.
The former Hotel Corner Brook was a staple for visitors to the city for decades. But the building's clientele has changed. Most of the rooms are now used for people who have nowhere else to go.
Zachary Leprieur, 28, has been living there for 11 months.
"It's definitely not a hotel, its a shelter," he told CBC News.
Leprieur spends his days walking around West and Main streets. He says since the building changed ownership in the fall, the restaurant and bar inside closed. Staff now prepare his meals.
"Yeah, they are packaged. They are not very healthy," he said.
Leprieur is from Corner Brook, and grew up in the west coast city.
He said he became homeless after getting evicted.

On Main Street in Corner Brook, Mayor Jim Parsons says more people are begging for change, and there's more petty crime. He says the issue is the location of an emergency shelter in the old Hotel Corner Brook. But advocates and residents say there's nowhere else to go. The CBC's Colleen Connors explains.
Just doors away at city hall, Mayor Jim Parsons says he has noticed a change in the downtown.
"We see more people begging for money, committing petty crimes. We have been immune to violent crime and large problems. But it's something we could nip in the bud," Parsons said.
Increase in crime
Parsons believes Corner Brook is a safe place to live, but the changes are noticeable.
City enforcement officers recently removed every parking meter in the downtown area because more than half were vandalized over the winter months.
The RNC says since 2022 there has been an increase in property crimes like theft and damage.
"Our officers have increased patrols in that area and we look to have a higher visibility to have an impact on any type [of] petty crime activity such as property damage, theft," said Const. James Cadigan, the RNC's public communications officer.
Parsons says he has met with people like Leprieur in his office, and he is worried that some who are living at Hotel Corner Brook are not getting the help they need.
"I'm sure some of them are bored, some of them have mental issues, some of them have addictions issues and there doesn't seem to be the right wrap-around supports that are necessary for this kind of population," he said.
The hotel isn't owned by the provincial government, but the province does pay $1.8 million a year to rent the rooms. The nightly fee is $200, and that includes a standard hotel room with a washroom and television and three meals a day.
"The hotel has a robust staffing complement, including security and floor staff, and a security system that monitors activity inside and outside the facility," said Newfoundland and Labrador Housing Corporation media relations manager Nancy Walsh in an emailed statement.
"There is a housing support worker on site, and N.L. Housing recently hired a dedicated social worker in the western region to work with individuals experiencing homelessness."
The number of rooms N.L. Housing books at the hotel vary from day to day. The 39-room hotel is not accepting any outside guests.
The hotel's new owner and manager would not respond to CBC's requests for comment.
Permanent solution needed
This type of arrangement is not new. Hotel rooms have been used as emergency shelters for years in the city.
But not to this extent, says Parsons, who would like to see a more permanent solution to the housing issue in Corner Brook.
"One year, two years, is too long to have it operate like this," he said.
But housing advocate Jade Kearley says there is nowhere else for people to go.
"I know we see more visible homelessness and the panhandling and folks that are in need, but that's not necessarily the folks that are in our shelters," said Kearley with the Community Mental Health Initiative.
"What residents need to know is there is nothing really affordable in our community. We are struggling to find affordable units for people that need housing. Right now, the current rate for rent for a one bedroom is $850. It's really not affordable for anyone who is in a fixed income or low income."
She says since the hotel's change in ownership, services have improved, but the solution in her eyes is more affordable housing in the city.
"It's not ideal, obviously, to be living in an emergency shelter, but we need one and so they are trying the best they can to help the individuals move on," she said.
Long-term plan
As for Leprieur, he has to call N.L. Housing every 30 days to extend his stay. He says he would like to have his own apartment so he could cook his own food.
"There's a scattered number that have been there as long as I have amongst all of us. We are like family here, we grew up together we come from the same place," he said. "Nobody gives anybody any problems."
The provincial government has promised 50 provincially owned housing units in Corner Brook by 2026 at a cost of $20 million.
The multi-unit buildings will have a combination of one and two bedroom homes.
N.L. Housing is in the process of organizing meetings with the mayor and community partners to discuss a coordinated response to housing and homelessness in the Corner Brook area.

First case of dermo disease detected in Newfoundland and Labrador oysters

The CFIA notes the parasite doesn't pose a risk to human health or food safety, but says the illness can cause increased oyster mortality and decreased growth rates. It says dermo, also known as perkinosis, can spread from oyster to oyster and also through water contaminated with the parasite. The agency says it's working with the province and Fisheries and Oceans Canada to increase oyster monitoring, control the movement of oysters in the area and look for the source of the illness. Canada can't solve its housing crisis without the provinces
Mike Moffatt is the founding director of the Missing Middle Initiative. Lisa Raitt is the co-chair of the Task Force for Housing and Climate and a former minister of transport, labour and natural resources. Canada is facing a housing crisis of historic proportions. To restore affordability, the country needs to build 5.8 million new homes by 2030. That means doubling the current rate of housing starts – an ambitious goal set by Prime Minister Mark Carney during the federal election campaign. It's a promise that will define his leadership, and one he'll be under intense pressure to deliver on. But no single order of government can solve Canada's housing crisis alone. While the federal government sets the tone and provides funding tools, the provinces hold many of the most important policy levers. If they don't act boldly, they risk becoming the bottleneck in Canada's efforts to boost supply, improve affordability and build housing that aligns with climate goals and can withstand extreme weather. The federal government has taken meaningful steps, including the promise to launch a Build Canada Homes entity and reinstate a 1970s-era tax incentive to spur rental apartment construction. It has also removed GST from new rental builds and made federal land available for housing. These are important changes – but their impact will be limited unless provinces get moving. In some provinces, we've seen positive momentum toward building density: British Columbia's reform allowing multiple units per lot and Ontario's recent relaxation of parking minimums are helpful steps. Inside the crisis facing Canada's dysfunctional housing market Tony Keller: Build, baby, build: Canada used to know how to do that Although both provinces have introduced reforms, these measures have been neutralized by skyrocketing development charges and sluggish approval timelines. As a result, housing starts in both provinces dropped more than 30 per cent in the first quarter of 2025 compared to the previous year. Municipalities, for their part, are largely 'creatures of the province,' and the decisions they make must be compliant with provincial regulations, such as Ontario's Development Charges Act. Some have begun to implement long-overdue zoning reforms. Some have acted independently, while others were encouraged to do so through the federal Housing Accelerator Fund. These initiatives show promise – but are frequently undermined by provincial inaction or contradictory policies. Fortunately, governments don't have to start from scratch. In 2024, the Task Force for Housing and Climate – composed of 15 housing and policy experts, including former Edmonton mayor Don Iveson and Mr. Carney (he's no longer a member) – published a comprehensive roadmap: Blueprint for More and Better Housing. It outlines more than 140 actionable recommendations across all levels of government to boost supply, deliver affordability, and build homes resilient to climate impacts. This year, the Task Force followed up with a report card grading federal and provincial governments on their performance. The federal government earned a B, praised for its recent initiatives but urged to improve transparency in programs like the Housing Accelerator and to launch a national hazard mapping initiative to prevent building in flood- and fire-prone areas. For the provinces, it's a different story. No province scored higher than a C+, with high fees, slow approvals and inconsistent reforms holding housing back. Among the provinces, Prince Edward Island earned among the highest marks for reforms that have boosted housing supply. However, the province still needs to do more to ensure new homes meet energy and climate-resilience standards. British Columbia introduced some of the country's boldest reforms, but its overall impact is undercut by rising municipal fees and glacial approval processes. Ontario, despite Premier Doug Ford's public opposition to fourplexes, has quietly legalized more density than most provinces and promised to launch a housing innovation fund. But volatile policymaking, persistent delays in the Greater Toronto Area, and the highest development charges in North America have led to low housing starts and, accordingly, a middling grade of C. If Canada is serious about tackling the housing crisis, now is the time for leadership, especially at the provincial level. We already know what works. The policy solutions are well understood and widely supported. What's missing is the political will to implement them. The housing crisis is not just a federal problem, or a municipal one. It is a national challenge – and solving it requires co-ordination and commitment from all three levels of government. The provinces hold many of the keys to housing, and need to act soon to help unlock supply.

Clear Medical Imaging employees finally have first collective agreement
Employees at Clear Medical Imaging finally have a first collective agreement. An arbitrator announced the three-year agreement on May 29 after the employer and the union representing its workers entered binding arbitration on March 20. Unifor Local 2458 secretary/treasurer Mike Kisch said they are glad there is finally a collective agreement in place, but they didn't get everything they hoped for. 'It's a great foundation; it definitely levels the playing field,' he said. 'Now we're working on resolving a few issues that we need to work with Clear Medical Imaging on. We need to basically recreate a relationship.' The labour dispute started when the workers walked off the job on Oct. 25, 2024, to back demands in their first-ever contract negotiations with the company. The eight-week-long strike ended on Dec. 20, 2024, after the two sides failed to reach a deal, despite working with a provincial conciliation officer for more than three months. A forced vote initiated through the Ontario Labour Relations Board was also rejected by the members by 96 per cent, which led to binding arbitration. Key issues during the labour dispute revolved around wages, benefits, mandatory overtime, job security, and the contracting out of services. Kisch said they lost around two dozen employees during the negotiations to local hospitals or other clinics. 'Primarily it had to do with the wages, so we're hoping with this collective agreement, it at least slows that down so we don't keep losing members, but we completely understand that if you can go to greener pastures, people are going to do that,' he said. Unifor Local 2458 represents approximately 120 employees who work as x-ray and ultrasound technologists and clerical and administrative staff across 11 Clear Medical Imaging locations in Windsor, LaSalle, Tecumseh, Essex, and Chatham. Kisch said they want to be a partner with the employer. 'We definitely want Clear Medical to be successful for a few reasons, one being the important services they provide to all of our communities in Windsor-Essex and Chatham-Kent, but also for our members to have good, secure, well-paying jobs,' he said. - Written by Rusty Thomson/AM800 News.
