UAE small businesses show steady optimism despite economic headwinds

The UAE's small and medium enterprises (SMEs) continue to build on the momentum of the resilience demonstrated in recent years. While challenges persist, including rising operational costs, corporate tax implementation, and high borrowing costs, the overall trajectory signals adaptability and optimism among SMEs in navigating the evolving business landscape, a study showed. RAKBank this week released its latest SME Confidence Index, highlighting a promising outlook for sector. Based on insights from over 1,200 UAE-based SMEs collected between October and December 2024, the report – done in partnership with RFI Global – reveals an SME Confidence Index score of 57, a marginal drop by four points from 61 in 2023. Measured against a base score of 50, the findings reflect a stable and optimistic sentiment against a dynamic economic environment. The findings show that optimism remains steady, with over two-thirds (68 per cent) of SMEs viewing the future business environment as favourable, and more than 60 per cent reporting revenue growth over the past two years. Among the SMEs, consumer and retail services remain the highest-performing sector, driven by a continued rise in consumer spending and successful adoption of new business channels. The report also highlights how SMEs across industries are prioritising product innovation and market expansion as key strategies for growth in a competitive landscape. While consumer and retail services SMEs achieved a sector confidence score of 60, construction and manufacturing (57), transport (57), and trading (58) remained steady in confidence, while public services and professional services saw more notable declines to 56, largely due to increased costs and lower confidence in debt servicing. More than three in five SMEs reported an increase in annual revenue over the last two financial years. SMEs with revenue up to Dh30 million posted the highest confidence score at 58, while larger SMEs (Dh30-100 million) dipped to 55. Raheel Ahmed, Group Chief Executive Officer of RAKBank, said: 'Small and medium enterprises are the backbone of every thriving economy, and in the UAE, they play a central role in driving diversification and sustainable development. At RAKBank, we continue to reinforce our commitment to be a trusted partner on their journey, providing the insights, tools and support they need to grow their businesses and contribute to the wider economy.' Over two-thirds of SMEs experienced higher operational costs, while only 39 per cent expressed confidence in meeting debt obligations, down from last year. Twenty two per cent of SMEs now sell their products or services online, and 45 per cent use digital banking channels monthly. Fifty five per cent of SMEs are either on or planning to begin a sustainability journey, with one in three citing it as a short-term business objective. While UAE SMEs remain optimistic, they are also navigating barriers such as increased costs of doing business, rising demand for credit, competitive pressures, and adapting to the corporate tax regime introduced in 2024. To address these issues, many SMEs are investing ambitiously in technology, operational efficiencies, and sustainability strategies aimed at long-term growth. 'SME confidence is still high however moderated slightly due to rising operational and borrowing costs, uncertainty surrounding corporate tax, and a slower growth outlook. While most of the SMEs remain bullish but SMEs, particularly in professional and public services, are cautious about their debt obligations amid ongoing cost pressures,' Vikas Suri, head of wholesale banking, RAKBank, told Khaleej Times. RAKBank is actively addressing SME challenges through digital onboarding, with 92 per cent of accounts opened digitally, as well as tailored solutions for startups and women-led businesses. It has also introduced enhanced services in business banking apps and seamless corporate tax payment integration to improve efficiency. The bank has over Dh10 billion exposure to the SME segment, which is expected to rise this year as well and has recently strengthened its SME lending through a Dh1 billion co-financing partnership with Emirates Development Bank, ensuring funding reaches priority sectors. 'UAE government initiatives like credit guarantee schemes and digital adoption programs further enhance accessibility,' Suri said.

Nearly half of the UAE's entrepreneurs do not have succession plans in place to pass their businesses on to the next generation, according to HSBC. Forty-eight per cent of businesspeople in the Emirates have no such plans, only five per cent lower than the global average, Britain's biggest bank said on Wednesday in a spin-off study of its latest Global Entrepreneurial Wealth Report. Around 39 per cent of the Emirates' entrepreneurs will pass their businesses to the next generation, while 10 per cent are selling them off, the study found. This compares to global averages of 34 per cent and 10 per cent, respectively. Those who were able to take over family businesses say they felt trusted by the previous generation, the report found. 'Being prepared for business succession and clearly communicating with family will be key to long-term survival,' Gemma Wild, head of global collaboration for the Middle East and North Africa at HSBC Global Private Banking, said in the report. 'Opportunities are abundant, but only those who are prepared will succeed.' The UAE has rapidly become a hub for entrepreneurs and the wealthy thanks to its strong economic growth and policy reforms it has rolled out to attract investors. Dubai and Abu Dhabi lead the top five preferred global locations for high-net-worth people looking to relocate, driven by personal tax incentives and a good quality of life, global property consultancy Savills said in an April report. The UAE capital also ranked among the top five places for corporate relocations based on corporate tax and business environments, volumes of foreign direct investment, and economies and knowledge bases, the consultancy said. The number of millionaires living in Dubai has doubled in the past decade, making it one of the world's fastest-growing wealth hubs, according to World's Wealthiest Cities Report 2025 by New World Wealth for Henley & Partners, released in April. In 2024, Dubai had an estimated 81,200 millionaires, 237 centimillionaires, whose wealth is in the hundreds of millions, and 20 billionaires, according to the report. That compares to 72,500 millionaires, 212 centimillionaires and 15 billionaires in 2023. 'Entrepreneurs, by their very nature, are optimistic and recognise opportunities even within the most constrained circumstances,' HSBC said. 'Those in the UAE are no exception: they possess high levels of optimism around their personal wealth growing in the near future.' UAE entrepreneurs feel more valued UAE entrepreneurs felt more valued by society compared to their international peers, as they prioritise ethics over pursuing profits, the HSBC study found. Around 86 per cent of businesspeople in the Emirates claim they feel more valued by the broader community, compared to the worldwide average of 79 per cent, it said. Business decisions taken by UAE entrepreneurs are driven by purpose, with about 81 per cent saying they align their practices with personal values over profit, the report found. Additionally, 88 per cent of them act to make an impact on society – and this figure is even higher, at 91 per cent, for ultra-high-net-worth people, or those who have a fortune of at least $30 million, HSBC said. 'This could be the reason for their success: with a deep-seated purpose that drives them to succeed beyond mere financial gain,' the bank said.

Dubai party hotel operator FIVE Holdings is considering listing in London or New York, three people with knowledge of the matter said. The company, which owns the Pacha hotel and nightclub, has been exploring an initial public offering in Dubai, it has said. Chairman and founder Kabir Mulchandani said last year the company was worth up to $3 billion and was considering a dual listing. He did not name possible locations. London could be a strong candidate given a majority of clients at FIVE's Ibiza clubs are British nationals and that business generates significant revenues for the group, one of the people said. An offering would be a boost for London, which has struggled to attract IPOs. FIVE did not respond to requests for comment. Dubai is the biggest tourism and trade hub in the Middle East, attracting a record 18.7 million international overnight visitors last year. Foreign investors accounted for 50% of the total trading value on the Dubai Financial Market exchange last year, exchange data showed. The company and its advisers are planning to start the listing process by the end of the year, two of the people said. The three people spoke on condition of anonymity because they were not authorised to speak publicly. FIVE operates luxury hotels in Ibiza and Switzerland as well as owning one of Dubai's biggest party hotels, where guests can park their top-of-the-range sports cars inside a nightclub for Dhs10,000 ($2,723). Guests can also rent its 16-passenger private jet for $14,000 an hour. This year's market volatility, triggered by U.S. President Donald Trump's policies, has weighed on global IPO activity, but the Gulf region has bucked the trend as both Saudi Arabia and the UAE have forged ahead with listing plans. They include Saudi budget airline flynas, which is seeking to raise over $1 billion, and Dubai Holding's residential REIT, whose shares rose almost 15% during its debut on Wednesday.
