Meerut drum case: Ex-merchant navy officer's wife Muskan Rastogi plans to study law in jail

MEERUT: Muskan Rastogi, 28, the main accused in the murder of her husband, ex-merchant navy officer, has approached the jail administration in Meerut expressing her desire to pursue legal studies so that she can represent herself in court.
Muskan, along with her lover Sahil Shukla, allegedly killed her husband Saurabh Rajput, 35, and the dismembered body was found inside a sealed, cement-filled blue drum at his house in Meerut's Brahmpuri locality on March 19.
He was drugged and murdered on the night of March 4. Police arrested them after they returned from a trip to Himachal Pradesh. The two were lodged in the city's Chaudhary Charan Singh District Jail after their bail pleas were rejected by a court.
The 28-year-old inmate claimed that she did not receive adequate support from her advocate and, hence, is willing to fight her own case, said a jail official. The official pointed out that she has not studied beyond Class 8 and doesn't have a senior secondary certificate - an essential prerequisite to pursue legal studies in India.
The jail officials have now sought the process to pursue legal studies, and it was said that she must first pass her senior secondary before appearing in LLB.

IGNOU (Indira Gandhi National Open University) offers a range of courses in the jail, they said.
Jail superintendent Viresh Raj Sharma said, "Since Muskan was lodged in jail, no one from her family has visited her, while Sahil's maternal grandma and brother met him. Now, Muskan has sought the process to study legal education and we are thinking about it. If she wants to study, jail authorities will provide all necessary resources to her."
A detailed chargesheet of over 1,000 pages was filed by the police against the duo in court earlier this month. Muskan was later found pregnant during a routine medical examination.

Despite being seriously wounded, Jadhav managed to ride his two-wheeler to the Gangapur police station. There, he handed over the weapon and named Kale as the attacker. Chennai: As part of North Chennai development scheme, Tamil Nadu govt has sanctioned 54.3 crore for enhancing police infrastructure and public safety in the region. The proposals include installation of surveillance systems and construction of new facilities to support law enforcement. An integrated police complex will be built in Kolathur at an outlay of 16 crore. It will house law and order and crime wings, a cybercrime cell, intelligence unit, serious crime squad, women's police station, restrooms, barracks for male and female personnel, parking areas, and a fire station. The funds were approved by CMDA following a directive from chief minister M K Stalin. The initiative — Vada Chennai Valarchi Thittam (North Chennai development plan) — aims to address infrastructure gaps and improve law and order through targeted investment in public safety and policing. Key components of plan include 9 crore for automatic number plate recognition (ANPR) cameras at 45 locations , and 90.6 lakh for 60 two-wheeler patrol vehicles. To support youth engagement in underprivileged areas, 60 lakh was sanctioned for setting up 10 police youth clubs aimed at nurturing educational and athletic development. Meerut: A POCSO court in Sambhal district sentenced three men to life imprisonment for gang raping a 16-year-old girl on Jan 23, 2023. ADGC Narendra Yadav said that the victim's family was working in their field at the time of the incident. "Around noon, a man approached the minor and lured her to a secluded spot where two of his accomplices were already present. The trio, all in their 20s and residents, took turns to rape her. They also threatened to kill her if she told anyone," he said. The victim managed to escape and narrated her ordeal to her family, who then filed a police complaint. Based on their statement, police registered a case under IPC section 376D ( gang rape ), 506 (criminal intimidation), and section 5/6 of the POCSO Act, and conducted an investigation. During the trial, the defence argued that the medical examination did not reveal any injury marks on the victim's private parts or body, and therefore, sexual assault could not have occurred. However, the court said that the absence of injury to the rape victim does not lead to the conclusion that the accused did not commit forcible sexual intercourse.
