The Environment Agency – Abu Dhabi Issues a New Regulation on Environmental Emergency Preparedness and Response in Abu Dhabi
The Environment Agency – Abu Dhabi (EAD) has issued a new regulation on environmental emergency preparedness and response in the emirate of Abu Dhabi. This regulation empowers the Agency to take immediate and decisive action in the event of potential environmental emergencies, minimising their impacts and ensuring proactive environmental protection through its established procedures.
Developed under Law No. 16 of 2005 concerning the reorganisation of EAD and its amendments, the regulation applies to all facilities and projects in Abu Dhabi that require licensing by the Agency. It specifically governs entities whose activities result in, or may lead to, environmental pollution affecting marine or terrestrial ecosystems or air quality, potentially triggering an environmental emergency. Implemented within EAD's comprehensive framework for assessment, licensing, enforcement, and environmental inspection, the regulation ensures rigorous oversight of all environmental activities while providing appropriate proactive and corrective measures to counter or mitigate potential emergencies.
Under the regulation, EAD is authorised to classify facilities and projects based on their potential environmental risks, review and approve their environmental emergency response plans, and establish the necessary requirements and standards for preparedness and response. Additionally, the regulation mandates the Agency to conduct awareness and educational workshops on developing and implementing emergency response plans and to simulate various environmental emergencies to enhance the preparedness of facilities and projects. It also requires entities to take any necessary preventive measures against potential environmental emergencies resulting from their operational activities, including ensuring the availability of qualified and trained personnel and the development of robust emergency response plans.
The issuance of this regulation marks a significant step in strengthening the legislative framework for environmental licensing and enforcement while leveraging related systems to mitigate potential environmental risks. It plays a crucial role in addressing the possible environmental impacts of developmental, industrial, or other activities, reinforcing the Agency's commitment to preserving and sustaining the environment.
The Agency stated that it will begin work to implement the regulation's requirements across the emirate in coordination with strategic partners, following a systematic and structured approach.

To Raise Awareness and Commitment Among Organisations Operating in The Waste Sector The Environment Agency – Abu Dhabi (EAD) announced the launch of an integrated system for managing and monitoring waste management activities across the emirate of Abu Dhabi. This system aims to ensure compliance with the emirate's environmental standards and waste management laws, helping to fulfil its vision of environmental sustainability and the protection of natural resources. The newly implemented system seamlessly integrates three main waste monitoring and management systems: the Waste Management Activities Inspection and Patrolling System, the Occupational Health and Safety System for Waste Management Sector Workers, and the Electronic System for Tracking and Monitoring Waste Transfer Operations. By developing and integrating sustainable waste management practices, the new system will ensure improved operational efficiency for facilities operating in this sector as well as for inspection and patrolling system. Developed through a series of processes and procedures designed to evaluate all activities related to the collection, transportation, treatment and storage of waste, the system helps facilitate inspection and monitoring procedures for waste sector stakeholders. The system also examines current gaps in the waste sector and identifies lessons learned, enabling EAD to achieve its future initiatives. Commenting on the launch of the system, Engineer Salem Mubarak Al Breiki, Director of Waste Management Division at EAD, said: 'The launch of this integrated system marks a pivotal step in achieving our strategic waste management objectives and reinforcing the Agency's role in addressing challenges. It fosters stronger partnerships with various entities, enabling the exchange of expertise and the evaluation of our procedural and regulatory frameworks. This collaborative approach is instrumental in the ongoing development of laws and legislation. In addition, the system empowers our employees with enhanced capabilities and efficiency in carrying out field tasks, while increasing the scope of inspection and monitoring activities across the emirate. By integrating artificial intelligence-driven technology and tools, we optimise the process of collecting and processing data to implement the best sustainable solutions.' The implementation of this integrated system is further supported by key legislative and operational tools, including the Integrated Waste Management Regulation and the Waste Classification System, strengthening the enforcement of sector laws and work regulations. The system also includes the preparation of field inspection plans and periodic monitoring that target licensed and operating sectors and facilities in the field of waste trade, transportation, and treatment. Additionally, the scope of control is expanded to include rural areas, aiming to regulate random waste dumping and other incorrect practices, while longer-term plans will also include dealing with challenges created by waste-producing sectors. Final deadline to benefit from Egypt's 2025 tax relief is 12 August: ETA chief
Rasha Abdel Aal, Head of the Egyptian Tax Authority (ETA), has confirmed that 12 August 2025 is the final deadline for businesses to benefit from the relief incentives provided under Law No. 5 of 2025. She urged business owners to take prompt action, as the authority intensifies efforts to engage the business community and raise awareness of the new measures. 'Our engagement with the business community is based on the principle of partnership and mutual benefit, in line with the state's development goals and citizens' aspirations,' said Abdel Aal. She added that hundreds of awareness seminars—both in-person and online—have already been held across Egypt, and these efforts will continue to foster a tax-conscious, voluntarily compliant society. She emphasized that the tax relief measures are time-limited and called on businesses to seize the opportunity to settle outstanding obligations under favorable terms before the deadline. 'This is a chance to open a new chapter based on trust, cooperation, and mutual support,' she said. Abdel Aal also highlighted targeted support for small and micro enterprises under the simplified tax system, applicable to businesses with annual revenues under EGP 20m. These entities are subject to a proportional tax—starting at 0.4% for revenues below EGP 500,000 and up to 1.5% for those under EGP 20m. Additional incentives and exemptions are available under Law No. 6 of 2025, including free technical support and access to operational tools provided by the authority. Abou Zeid Abdel Rahman, Director of Customer Service at the Large Taxpayers Centre and Head of the Integrated Call Centre, explained that Law No. 5 of 2025 waives all penalties related to the submission or amendment of tax returns for the years 2020 to 2024. The law also enables the resolution of disputes from earlier tax periods—ending before 2020—through partial payment of assessed taxes. For businesses with audited accounts, full exemption from late payment interest and additional tax is granted upon payment of the original tax owed. Mohsen El-Gayar, Head of Customer Service for the Suez Canal cities, added that Law No. 7 of 2025, which amends parts of the Unified Tax Procedures Law, limits late payment interest and penalties to no more than the original tax due, regardless of the tax period. The law also allows reconciliation in procedural violations not involving tax liabilities—such as the failure to submit nil returns on time. He also announced enhancements to the Investor Support Unit, the launch of a Pre-Ruling Unit for consultations and feasibility reviews, and a 24/7 complaints unit to provide rapid resolution of taxpayer concerns. New sector-specific audit guidelines and investor-focused manuals are now available on the Egyptian Tax Authority's official website, offering clear information on obligations, entitlements, and incentives. Mohamed Abdel Aziz Amer, Head of the Badr Development Authority, commended the tax authority's outreach and awareness campaign, describing the reforms as a 'remarkable shift in tax policy thinking.' He urged investors in Badr City and beyond to capitalize on the available incentives to support long-term growth and expansion.
