Senate 'killed' wage hike bill, says House spokesperson

GMA Network2 days ago

'Let's not sugarcoat it—the Senate killed the P200 wage hike bill. Last night was the final session of the 19th Congress. No bicam, no compromise, no wage hike,' Abante said.
A spokesperson for the House of Representatives on Thursday blamed the Senate for the failure of the 19th Congress to pass a legislated wage hike despite passage of the measure in both houses.
In a video message, House spokesperson Atty. Princess Abante claimed that the Senate 'killed' the House bill that would grant a P200 wage hike, which was approved by the lower chamber on third and final reading last Wednesday, June 4.
The Senate passed a P100 wage hike law more than a year earlier in February 2024.
'Let's not sugarcoat it—the Senate killed the P200 wage hike bill. Last night was the final session of the 19th Congress. No bicam, no compromise, no wage hike,' Abante said.
'And the reason is simple—ayaw ng Senado makipag-usap. Bakit? Bakit binabarya ng Senado ang mga manggagawa?'
(And the reason is simple—the Senate does not want to talk about it. What they want is for the people to accept their P100 wage hike version. Why is the Senate being stingy to the workers?)
The 19th Congress adjourned sine die on Wednesday night.
The legislated increase in the minimum wage needs to be refiled and again go through the legislative process in the 20th Congress.
Sen. Joel Villanueva, the chairman of the Senate Committee on Labor, Employment and Human Resources Development, wrote the House a letter and asked that it adopt Senate Bill No. 2534, or the "P100 Daily Minimum Wage Increase Act of 2024," as approved by the Senate on third reading in February 2024, in substitution of House Bill No. 11376, as approved by the House on third reading on June 4.
Rizal Rep. Fidel Nograles, the chairman of the House Committee on Labor on Employment, in a letter addressed to Villanueva, asked for the immediate convening of the bicameral conference committee on June 11 to reconcile both versions of the wage hike bill before the 19th Congress adjourns sine die.
'The House strongly prefers a transparent and deliberative bicameral process, rather than being bamboozled into accepting the Senate version wholesale, without discussion or compromise,' Nograles said.
Abante said the bicam conferees from the House were 'ready to sit down, they were ready to defend the P200 proposal, and fight for labor, only to find out that the Senate had no intention of meeting at all.'
'We were ready to deliberate. We came in good faith. But what the Senate gave us was a take-it-or-leave-it ultimatum. Wala silang balak makipag-usap. [The Senate had no intention to talk with us, what they wanted was for us to follow what they wanted]. That's not how democracy works,' the House spokesperson said.
She also maintained that the House bill was not a reckless proposal, but a 'responsible, well-considered measure.'
'But instead of a dialogue, ang binalik sa amin ay tahimik na pagtanggi at pagmamadali. The people deserve accountability.
(But instead of a dialogue, the Senate gave us silence and haste. The people deserve accountability. This is not a shortcoming of the House. We did our job, but the Senate left the workers hanging.)
GMA News Online sought a comment from Villanueva and Senate President Francis 'Chiz' Escudero regarding the matter, and will update this story once they respond.
In an earlier interview, Escudero compared the House's wage hike bill to its transmittal of the articles of impeachment against Vice President Sara Duterte.
(You sent the impeachment on the last day of the session. In this case, you sent the wage hike bill in the last few days of the session and again want us to hurry, making it appear that it is our fault. We passed the P100 wage hike in January or February 2024, and they sat on the measure for more than. a year. And now they are pressing us to move in a hurry. If they want to adopt the Senate version, all it takes is a motion in the House plenary.)
Villanueva had expressed concern regarding the House's version of the bill as it might get vetoed by President Ferdinand 'Bongbong' Marcos Jr. if adopted by the Senate.
Malacañang said President Ferdinand "Bongbong" Marcos Jr. will look into the economic implications of the proposed increase in the minimum wage.
Escudero said on Monday that the measures seeking an increase in the daily minimum wage of workers is not a priority of the Legislative-Executive Development Advisory Council (LEDAC). –NB, GMA Integrated News

Ortega says House must comply with order of impeachment court

House Deputy Majority Leader Rep. Francisco Paolo Ortega of La Union said the House should comply with the order of the Senate impeachment court, but not just yet, as the 20th Congress still does not exist. The Senate impeachment court on Tuesday night voted to return the articles of impeachment against Vice President Sara Duterte to the House of Representatives and asked for a certification that it didn't violate the one-year ban on subsequent impeachment complaints and from the House in the 20th Congress, that it was interested in pursuing the case. 'Siguro, we will deal with that when we get to the 20th Congress. Kasi siyempre mag-iiba yung roster natin. Although 80+% naman ng Congress is coming still from the 19th Congress," Ortega told reporters. "Well, dapat pa ring mag-comply kasi impeachment court din yung nagbigay ng order na yon,' he added. House Assistant Majority Leader Rep. Jude Acidre of Tingog Partylist saw no need to do so. 'I don't think there is a need for that, di ba? I think the Articles of Impeachment itself is already the certification that they need," Acidre said. "And that based on the jurisprudence and actual practice that we have, the articles of impeachment enjoy presumption of regularity unless there is evidence that should have been presented, not by the judges themselves, presented by the defense lawyers,' he added. 'I cannot even understand why a certification is far more important, far more stronger than the actual paper that has my signature that I signed under oath and that we voted upon with more than 200 members of Congress,' Acidre added. House Deputy Minority Leader Rep France Castro of ACT Teachers Partylist says the Senate Impeachment Court's order recognizes that the impeachment proceedings can cross over from the current 19th Congress to the 20th Congress. 'Yung paghingi ng certification ng Senado para sa 20th Congress ay parang pagkilala na ito na tatawid ito sa 20th Congress,' Castro told reporters. ML Partylist representative-elect Leila de Lima, who is expected to join the House Prosecution Panel in the 20th Congress, said the Senate impeachment court's order was 'unnecessary.' 'Such a certification by the 20th Congress is unnecessary. All the 20th Congress has to do is to reappoint the House prosecution managers to renew their authority and let them deal with the Senate as an impeachment court, instead of the House as a body directly dealing with the impeachment court," De Lima told GMA Integrated News. "That's already the job of the House prosecutors,' she added. Several legislators who supported the impeachment of Vice President Sara Duterte assured their position will remain the same in the 20th Congress. 'We've been very consistent that accountability forms a very important part in governance. Hindi naman pwede natin ipasawalang bahala. We cannot sweep under the rug an accusation, findings such as this,' Acidre said. 'I affirm naman yung stand ko doon. I need to see it through. Sabi ko nga, the Senate must try. Wala silang choice kundi mag-try,' Ortega said. ACT Teachers Partylist representative-elect Antonio Tinio, who was a complainant in the second impeachment complaint filed against Sara Duterte, wants to see the impeachment trial proceed. 'Kung kinakailangan ay boboto tayo para matuloy. I mean, of course, ang fundamental position natin, bago ako maging kongresista, isa ako sa mga nag-file ng complaint," Tinio said. "So, consistent with that, gagawin natin ang lahat para magtuloy-tuloy hanggang sa mapanagot si VP Sara sa issue ng confidential funds at iba pa,' he added. The House members called on the public to voice their support to the impeachment proceedings. 'Importante pa rin talaga na yung taumbayan ay patuloy na magbantay. We cannot let our guard down. –NB, GMA Integrated News

ACT Teachers party-list solons urge Imee, Robin to recuse from impeachment trial

"Well, para sa akin, matagal naman na nating alam na talagang... supporter pa rin ng mga Duterte. Kaya dapat ay mag-inhibit sila as senator-judge doon sa magaganap na trial para doon sa impeachment,' ACT Teachers Rep. France Castro said in an interview. The ACT Teachers Partylist today called on Senators Imee Marcos and Robin Padilla to recuse from the impeachment trial of Vice President Sara Duterte. This developed after Imee Marcos and Padilla went with Sara Duterte to Kuala Lumpur and attended an event with overseas Filipino workers, during which the two senators openly expressed their support for the impeached official. "Well, para sa akin, matagal naman na nating alam na talagang... supporter pa rin ng mga Duterte. Kaya dapat ay mag-inhibit sila as senator-judge doon sa magaganap na trial para doon sa impeachment,' ACT Teachers Rep. France Castro said in an interview. "Mukhang wala na tayong magagawa sa dalawang yan kung ganyan ang mga statement. Hindi pa nagsisimula ang paglalabas ng mga testimony, mga witnesses, mga documents, ay meron na silang predjudgment doon sa impeachment trial, impeachment case,' she added. GMA News Online is trying to get a comment from Imee Marcos and Padilla and will publish their comments as soon as they are available. Castro's party mate, representative-elect Antonio Tinio, echoed the call but said he didn't expect Sara Duterte's allies to recuse from the impeachment trial. 'Dapat talaga mag-inhibit sila. Pero pangungunahan na rin natin na alam natin na hindi naman nila gagawin yon kasi inhibition ay voluntary. At wala tayong ilusyon na mag-iinhibit ang dalawang yan o yung mga senators na openly supportive kay Vice President Sara Duterte,' Tinio said. House Assistant Majority Leader Jude Acidre of Tingog Partylist said the issue against the two senators, who will be sitting as judges in the impeachment trial, is not only moral and ethical but also goes against the oath they took as public servants. 'It's a moral question. It's an ethical question, yes. But most importantly, it appears to be a betrayal of the oath they took. They did not take an oath; no one, including myself, took an oath to protect one single political leader. We all took an oath to protect the institution, the Constitution,' Acidre said in an interview. ''Yon naman talaga ang trabaho namin. Wala naman kaming trabahong protektahan kahit sinong pulitikko, mataas man o mababa sa amin. Ang trabaho namin ay sundin ang Konstitusyon, na nilabag ng Senado sa usapin ng impeachment,' he added. House Deputy Majority Leader Francisco Paolo Ortega of La Union said it was unethical for a senator-judge to be vocal about their support for the impeached vice president. 'They're still making the obvious very obvious. As a senator judge, dapat impartial ka,' Ortega said. Acidre and Ortega did not join the calls for the Duterte allies to recuse from the impeachment trial. 'The Senate would be the best judge on how to address this issue. In the end, consistent tayo sa ating pananaw that the Senate cannot look into the affairs of the House on how we conduct our proceedings, and only presume regularity of our actions. I'm giving them the same presumption of regularity,' Acidre said. 'It depends sa Senate… Nasa sa kanila yan kasi I cannot speak for them. I can only speak for the House. Siyempre yung context ng pagiging judge, siyempre may dapat… requirement talaga na impartial ka,' Ortega said. –NB, GMA Integrated News

Chiz: House passed wage hike bill in last days of session

Senate President Chiz Escudero on Friday criticized the House of Representatives for 'passing the buck' over the non-passage of the legislated wage hike in the 19th Congress. In a statement, Escudero said the House passed the P200 legislated increase in the minimum wage in the "last session days" before Congress adjourned sine die, and expected the Senate to hurry in passing the measure. The Senate President has said that the Senate passed its version of the legislated wage hike – a P100 increase – more than a year earlier in February 2024. Escudero issued the statement a day after House spokesperson Atty. Princess Abante said that it was the Senate that killed the wage hike bill after it didn't respond to the House's call for an immediate bicameral conference committee meeting before the session adjourned. According to Escudero, the Senate immediately acted upon it. He and Senator Joel Villanueva also separately met with House legislators to request that they adopt the Senate version of the bill. Escudero said he and Villanueva were told that the House was amenable to adopting the Senate's version but received no word until the last session day of the Congress on June 11. 'Bakit ba kung kailan huli biglang sasabihin dine-delay namin at wala kaming oras para i-adopt 'yung kapapadala lang nila. Kung pinadala nila bago kami mag-adjourn noon pa, e 'di mas madaling pag-usapan 'yun at mapag-aralan,' Escudero said. (Why do they act on this belatedly, then accuse us of delaying its passage? They did not pass this on time.) 'Talaga bang ganito na ang gagawin ninyo? 'Yong impeachment pinadala niyo huling araw na lang ng sesyon namin. Ito ganoon din huling mga araw ng mga sesyon namin tapos ayan na naman kayo, mamadaliin niyo na naman kami na parang kami ang may kasalanan,' he added. (Is this what they would always do? They also submitted the impeachment to us on our last session day.) 'Pinasa namin itong wage hike na P100 February 2024, mahigit isang taon nilang inupuan ito. Tapos bigla ngayon sila 'yung gigil na gigil at nagmamadali,' said Escudero. (We passed the P100 wage hike in February 2024. They sat on it for a year, then they will force us to act immediately?) 'May proseso kung gusto talaga nilang i-adopt 'yong bersyon ng Senado. Simpleng mosyon lang 'yan sa plenaryo ng Kamara at diretso na 'yan sa opisina ng ating Pangulong Marcos,' he added. (There is a process to adopt the version of the Senate. One motion and this will be delivered to the Malacañang.) –NB, GMA Integrated News
