Himachal HC quashes NOC rejection, allows doctor to join Super Specialty Course

Shimla, June 19 (UNI) In a significant judgment benefiting medical professionals, the Himachal Pradesh High Court has quashed the state government's decision to deny a No Objection Certificate (NOC) to Dr. Pankaj Sharma, a Senior Resident at Pt. Jawahar Lal Nehru Government Medical College (PJLNGMC), Chamba, for pursuing a super specialty course in Medical Oncology.
Justice Sandeep Sharma, in an order passed on June 17, directed the state authorities to issue the NOC and release Dr. Sharma's original MBBS degree by 12 noon on June 18, 2025. The court further allowed the petitioner to join the course at Paras Hospital, Punjab, on the condition that he deposits Rs 40 lakh as bond money within a week and furnishes a written undertaking.
Dr. Sharma, currently serving as a Tutor Specialist/Senior Resident in Chamba, had applied for an NOC to join the Diplomate of National Board Super Specialty (DNB SS) course after clearing the national entrance examination. However, his request was denied by the Director of Health Services on the ground that he had not completed the mandatory one-year field posting after his postgraduate studies.
The court held that Dr. Sharma had already served more than one year and nine months across different postings, including Chamba and Nahan. It observed that under the amended PG policy, the field posting requirement is waived for doctors serving in new government medical colleges. The judge added that denying the NOC on the basis of doctor shortage could not override the petitioner's right to career advancement.
Citing earlier verdicts, including Ajay Kumar Chauhan v. State of HP and Lovdeep Singh case, the court reiterated that unwilling employees cannot be forced to serve, and bond terms must allow for either service or financial compensation.
The court clarified that if Dr. Sharma fails to rejoin government service after the course or defaults on his bond terms, the deposited amount would be forfeited without interest, and legal action may follow.
This order is expected to guide similar cases pending before the High Court and marks a balancing act between individual aspirations and state service obligations.

Hyderabad, June 20 (UNI) A grand 24-hour countdown to International Yoga Day was held at L B Stadium in Hyderabad on Friday morning. The event, organised under the leadership of Union Minister for Coal and Mines and Telangana BJP President G. Kishan Reddy, witnessed enthusiastic participation from a cross-section of society, including political leaders, film celebrities, and the general public. Former Vice President M Venkaiah Naidu, Telangana Governor Jishnu Dev Varma, Union Minister Srinivasa Verma, MP Etala Rajender, BJP leader Khushboo, and film actors Sai Dharam Tej, Teja Sajja, and Meenakshi Chowdhury were among the prominent personalities who performed yoga asanas and addressed the gathering. The stadium was filled with hundreds of yoga enthusiasts and members of prominent yoga organisations, educational institutions, and social bodies, marking the significance of the run-up to International Yoga Day on June 21. Speaking on the occasion, Union Minister Kishan Reddy said, "After Narendra Modi became the Prime Minister, India gifted the world the treasure of Yoga. Over 200 countries have adopted and embraced Yoga, and this is a matter of pride for every Indian. He emphasised that Yoga should be an essential part of daily life, describing it as "our first doctor and a panacea for health and well-being." Former Vice President Venkaiah Naidu praised the initiative and congratulated Kishan Reddy for organising the countdown event. "Yoga is not just a one-day event. It should be a lifelong practice. It enhances mental and physical fitness, reduces stress, and strengthens focus. With the theme 'Yoga for One Earth, One Health,' Prime Minister Modi has inspired an unprecedented global response," he said. Naidu also invoked the philosophical and spiritual dimensions of Yoga, drawing references from the Bhagavad Gita and Patanjali's Yoga Sutras. "Yoga is about self-discipline, concentration, and awakening inner strength. It transcends religion and caste — it is a science of health and harmony passed down from our ancestors." He urged the youth to embrace Yoga with dedication: "This is not for commission or omission, but a mission, a passion for the nation." Naidu also touched upon India's growing global stature, crediting the success of operations like 'Sindoor' to the strength and resilience of the Indian armed forces and scientific community. The initial public offering (IPO) of aesthetic healthcare product maker Aakaar Medical Technologies Limited opens for subscription today, June 20, and will close on June 24, 2025. The company is looking to raise Rs 27 crore through a fresh issue of 37.5 lakh equity shares, with the shares set to list on NSE SME on June 27, subject to allotment finalisation on June 25. ADVERTISEMENT The price band for the IPO is Rs 68 to Rs 72 per share, and investors can bid for a minimum lot size of 1,600 shares. Ahead of the IPO, the company has raised Rs 7.68 crore from anchor investors by allocating 10.67 lakh shares on June 19. The issue has been structured with 47.42% reserved for qualified institutional buyers (QIBs), 14.29% for non-institutional investors (NIIs), and 33.26% for retail investors.
