DFA chief Manalo to attend ASEAN despite courtesy resignation, sources say

Department of Foreign Affairs Secretary Enrique Manalo will attend the Association of South East Asian Nations (ASEAN) meetings in Kuala Lumpur, Malaysia this week despite submitting his courtesy resignation, DFA sources said Thursday.
A senior DFA official told GMA News Online that all cabinet secretaries, including Manalo, are expected to continue to serve in their current posts "until resignations are accepted."
"Secretary Manalo will proceed and continue to assist the President in the forthcoming ASEAN Meetings," said another official, who asked not to be named due to lack of authority to speak on the issue.
The ministerial meeting will take place in May 25, while the summit in Kuala Lumpur, where Marcos and other Southeast Asian leaders would meet to tackle key regional security issues and challenges, will be held from May 26 to 27. Malaysia is this year's ASEAN Chairman.
President Ferdinand Marcos Jr. asked all of his Cabinet secretaries to submit resignations on Thursday to "recalibrate" his administration following last week's mid-term elections, which saw more opposition candidates securing crucial seats in the Senate.
Uncertainties surrounding the DFA leadership, a key cabinet post, would present a dilemma for Marcos and is expected to raise concerns that these could somehow affect Philippine preparations and hosting of the ASEAN summits in 2026, the sources added.
A seasoned career diplomat, Manalo was appointed by Marcos as the country's top diplomat on July 1, 2022, replacing Teodoro Locsin Jr.
He became acting Foreign Secretary from March 9 to May 17, 2017 after Perfecto Yasay failed to get the confirmation of the bicameral Commission on Appointments as DFA Secretary.
Manalo, who retired from Foreign Service in 2018, served as Philippine Permanent Representative to the United Nations in New York under former President Rodrigo Duterte from 2020 to June 30, 2022. –NB, GMA Integrated News

The Marcos administration's economic team, sitting as the Development Budget Coordination Committee (DBCC), has set the state expenditure's plan for next year at P6.793 trillion. The DBCC, chaired by Budget Secretary Amenah Pangandaman, approved the proposed fiscal year 2026 national budget ceiling, which was far slimmer than the total budget proposals received by the Department of Budget and Management (DBM). Pangandaman said the DBM received budget proposals totaling P10.101 trillion for next year. However, she said that given the limited fiscal space and the government's commitment to gradually reduce the fiscal deficit over the medium term, 'the DBM undertook a rigorous evaluation process.' 'With limited resources, we focused on prioritizing programs and projects that deliver measurable impact, aligned with our national goals, and are ready for implementation. We also carefully evaluated agencies' absorptive capacity to ensure effective utilization of funds,' the Budget chief said. The approved P6.793-trillion proposed budget for 2026 is 7.4% higher than the actual 2025 budget of P6.326 trillion. 'Anchored on the theme, Nurturing Future-Ready Generations to Achieve the Full Potential of the Nation, the FY 2026 National Budget prioritizes human capital development by prioritizing investments in quality education, healthcare, and workforce upskilling,' Pangandaman said. 'Complementing these are continued investments in the Build Better More Infrastructure Program and digital transformation, still aligned with the Philippine Development Plan (PDP) 2023–2028,' she added. The Budget chief said the proposed 2026 expenditure program further integrates key measures to enhance climate and disaster resilience, reinforce social protection systems, and deepen the devolution of basic services to local government units. Proposals under the 'Three-Year Rolling Infrastructure Program (TRIP) and the Program Convergence Budgeting (PCB)' framework were also given priority, according to Pangandaman. 'By nurturing future-ready generations through coordinated policy implementation and strategic investments, the government is committed to reducing poverty to single-digit levels, creating quality jobs, safeguarding macroeconomic stability, and ultimately achieving our Agenda for Prosperity in the Bagong Pilipinas—even amidst global uncertainties,' she said. Pangandaman earlier said the proposed 2026 National Expenditure Program (NEP), which will become next year's General Appropriations Act (GAA), is targeted to be submitted to Congress 'two weeks after SONA (State of the Nation Address).' President Ferdinand 'Bongbong' Marcos Jr.'s fourth SONA —his annual address to the nation to a joint session of House of Representatives and Senate— is on July 28, 2025. The Philippine Embassy in Tel Aviv has recommended the Department of Foreign Affairs (DFA) to downgrade the Alert Level in Israel from Level 3 to Level 2, following a ceasefire agreement between the Jewish state and Iran. This was according to the DFA's Office of Middle East and African Affairs, JP Soriano reported on X. Alert Level 3, which currently covers Israel, calls for voluntary repatriation and the restriction of non-essential movement due to security concerns. Lowering it to Level 2 would indicate a reduced threat level, allowing for increased mobility and a return to normal activities with caution. The ceasefire between Israel and Iran was announced earlier this week, easing tensions after Israel launched a series of attacks on the Islamic republic that prompted the Philippine government to offer voluntary repatriation to Overseas Filipino Workers (OFWs) in the region. While repatriation efforts continue, the DFA earlier confirmed that many of the 30,000 OFWs have chosen to remain in Israel despite the risks, citing stability in their communities and employment. The DFA said it will continue to monitor developments closely and conduct further risk assessments in coordination with Philippine missions and local authorities in Israel. On Wednesday, Iran reopened the airspace over the country's eastern portion, state media reported, following a ceasefire with Israel that ended 12 days of fighting. Iran had closed its skies since June 13 after Israel launched a major bombing campaign that prompted Iran to retaliate with waves of missile strikes.
