CM Rekha Gupta on 100 days of Delhi government: From aspiration to opportunity
Delhi is not just a city, it is a cradle of civilisation. It has remained steadfast despite empires rising and falling like the Yamuna's tides. Delhi is not just made of bricks, it is also made of audacious ideas and eternal ideals, as seen by the passionate debates in Parliament and the soulful chants at the Jhandewalan temple.
One hundred days ago, we took the reins of this magnificent metropolis with a promise to lead not just with governance, but with grace; not just with policy, but with purpose. Our mission was, and remains, unwavering: Nation first. People first. No one left behind. The essence of Delhi reflects the idea of the Republic.
At NITI Aayog's 10th governing council meeting, Prime Minister Narendra Modi reminded us that the journey to Viksit Bharat by 2047 must begin in every state, every street, every soul. Delhi has risen to that call. With a record Rs 1 lakh crore budget, we are not just allocating funds but shaping futures. We are moving decisively from announcements to accountability, from the inertia of entitlement to the empowerment of action.
In the past 100 days, we have tried to evolve a governance model that breathes with the people. I meet over 1,000 citizens daily in Jan Sunwai, and our ministers, MLAs, and district magistrates remain actively engaged with the public in grievance redressal sessions across the city. Whether it's deploying GPS-tagged water tankers or introducing transparent auditing mechanisms for public budgets, our administration is making governance both visible and verifiable.
In education, we are nurturing not just students but thinkers, creators, and future leaders. Our CM-SHRI schools are redefining public education, while themed programmes like Madan Mohan Malaviya Vidya Shakti giving free coaching for NEET, CUET, JEE, CLAT and NEEV are fostering scientific curiosity and national values. The introduction of language labs and the auditing of private schools to regulate fees are further signs of our commitment to educational equity and excellence.
Healthcare is also undergoing a renaissance, exhibiting the elements of continuity and change. Mohalla Clinics are being transformed/upgraded into Ayushman Arogya Mandirs. These new hubs are fortified with upgraded diagnostics, infrastructure, and staffing support while ensuring job security for health workers. Under PM-ABHIM, we've established 11 critical care blocks and over 1,100 Ayushman Arogya Mandirs. The first brain health clinic is now operational in Dwarka, with 10 more planned, expanding access to mental healthcare for all. For our senior citizens, a mobile registration drive for the Pradhan Mantri Vaya Vandana Yojana is underway to ensure security, support, and self-respect.
The government in Delhi is working on the trinity of Js — jobs, justice, and jan kalyan. Delhi is not just India's capital, it is the crucible of its ambitions. People from every corner of the country come here in search of education, employment and a better life. We are transforming this influx of aspiration into opportunity through a network of Rozgar Melas at the industrial, district, and state levels. These melas cater to all skill levels. Anchored in Pandit Deendayal Upadhyaya's principle of antyodaya, our government is working to ensure economic dignity for every citizen.
The arteries of this city, its roads, bridges, power grids, and water systems, are being strengthened with urgency and integrity. In these 100 days, we have launched a Rs 3,140 crore initiative to bring sewer lines to all unauthorised colonies. A Rs 1,500 crore Yamuna Rejuvenation Project is breathing life into the sacred river with the construction of 40 sewage treatment plants. The inauguration of Asia's largest single-stage sewage treatment facility in Okhla stands as a testament to this commitment. We are combating water scarcity with a 50-year master plan that integrates real-time monitoring stations along the Yamuna and innovative technologies such as sewer-cleaning recycler machines.
Delhi's battle with pollution is not just a policy issue but a moral imperative. The Delhi Heat Action Plan 2025 is our first integrated climate resilience blueprint. It includes shaded bus stops, 'cool roofs,' 3,000 digital water ATMs, and special heatwave wards in hospitals. Our electric vehicle initiative is accelerating: 400 DEVI buses are already operational, with 2,080 more on the way. We are installing 48,000 EV charging stations citywide, expanding PNG connections to all 111 villages by 2025, and introducing PM Surya Ghar solar incentives. Palam has seen the launch of vertical power stations, and four new waste-to-energy plants are on the horizon. Beyond infrastructure, we are driving behaviour change through 20-day cleanliness drives, cattle-free street campaigns, and active citizen involvement in waste segregation.
In these 100 days, we have redefined not just policy priorities but civic experience. Women's safety has been bolstered by lighting up 4,000 dark spots. Night markets are being expanded to support local vendors. Anganwadis are now co-located within school premises under Poshan 2.0 to deliver integrated nutrition and cognitive care to young children.
We are working to celebrate 75 years of the Indian Constitution as well as to promote the idea of 'Ek Bharat, Shreshtha Bharat' with year-long celebrations of sesquicentennial anniversaries of Sardar Vallabhbhai Patel and Bhagwan Birsa Munda.
These 100 days are a prologue. A new Delhi is emerging, which is clean, green, just, empowered, and inclusive. A Delhi that does not just carry the burden of history but channels it into hope. A Delhi where every citizen is not only seen but heard and valued. Inspired by PM Modi's vision and propelled by the people's faith, we are building not with pomp or platitudes, but with purpose. Because in Delhi's transformation lies India's destiny. And in every citizen's upliftment lies the soul of Viksit Bharat.

NCLT deputy registrar arrest: CBI seeks to interrogate accused again, he files for bail claiming no truth in allegations of seeking bribe
The CBI has again sought the custody of a deputy registrar of the National Company Law Tribunal (NCLT) arrested last month on allegations of accepting a bribe of Rs 3 lakh, even as he has filed for bail. Charan Pratap Singh was arrested along with an aide Karsan Ahir on May 29 by the CBI and the special court sent them to judicial custody on the same day. The CBI has again sought custody of Singh and Ahir stating that their custodial interrogation is needed to ascertain about the staff or other senior officials of the NCLT, who were helping him in the case of the complainant, an hotel owner, from whom the bribe was allegedly sought to settle the matter in his favour. The CBI has said that its officials did not get sufficient time to interrogate the arrested accused. Singh has, meanwhile, sought bail claiming that the allegations are 'vague' and 'without any concrete evidence'. The case relates to a dispute between the complainant and his brothers regarding the ownership of the hotel. The matter is pending before the NCLT in Mumbai for over five years. The complainant had alleged that he came in contact with Singh in connection with the pending matter. It is alleged that Singh contacted the complainant and informed him that one of his staff members wanted to stay at his hotel in Lonavala. Accordingly, the staffer with her family stayed at the hotel in April but payment for the same was not done with a bill of Rs 30,000 pending. The complainant alleged that when he asked Singh about the dues, he got irritated and reminded him about the pending matter in NCLT. The complainant further alleged that Singh told him that he will help him with the case and sought the files of the case, which he then handed over at a restaurant on April 26. The complainant had alleged that Singh sought a bribe from him, and he approached the anti-corruption bureau of the agency, following which a trap was laid. On May 28, Ahir, an aide of Singh, accepted the bribe amount on his behalf, the CBI has claimed. The CBI had then sought custody of Singh claiming that he is involved in a 'corruption racket' 'which may lead to a bigger conspiracy of corrupt practices taking place at NCLT' but he was sent to judicial custody by the court. The CBI has now sought to probe into the movement of the file related to the complainant's case, claiming that the two accused have 'exclusive knowledge' of it. Singh through his lawyer Shalabh Saxena said that searches have already been conducted at his residence and no 'tainted' money or incriminating recovery has been made, with mere cash of Rs 22,000 found at his home. 'There is no documented or corroborated evidence to establish the demand of illegal gratification by the accused,' the bail plea states. It is also claimed that Singh owns no property in Mumbai and is living in a shared accommodation in a '8×10 chawl'. He has further submitted that he does not have any sanctioning authority or financial decision-making power in the NCLT. The court has scheduled the pleas for hearing on June 9.

Excise policy case: No objection if former Delhi CM Arvind Kejriwal's passport is renewed, says court
A Delhi court Wednesday granted a no-objection certificate (NOC) to former Delhi Chief Minister Arvind Kejriwal to renew his passport. The AAP chief is an accused in the corruption and money laundering cases linked to the alleged Delhi excise policy scam. 'In such circumstances, applications preferred by Arvind Kejriwal for renewal of his passport is allowed and this court has 'no objection' if the passport of the applicant, namely, Arvind Kejriwal is renewed for 10 years as per rules,' said Special Judge Dig Vinay Singh of Rouse Avenue Court in his June 4 order. While the Central Bureau of Investigation (CBI) had opposed the request, submitting that as per norms, renewal permission for five years should be granted, the Enforcement Directorate did not give a formal reply and stated orally that the renewal of the passport should not be granted for 10 years. The CBI, which is investigating the corruption case in the matter, was represented in court by Special Public Prosecutor (SPP) and Senior Advocate D P Singh. The ED, which is investigating the money laundering case, was represented by SPPs N K Matta and Simon Benjamin, along with advocate Faizan. Kejriwal, whose passport had expired in 2018, had sought a 10-year renewal. He was represented in court by advocate Mudit Jain. 'It is, however, made clear that the order of this court shall not in any manner fetter the discretion of passport authorities in grant or refusal of the renewal of passport under the Indian Passports Act and relevant rules. The 'no objection' granted vide this order shall remain in force for three months from today, within which the applicant may get his passport renewed,' the court said. 'It goes without saying that the present order is not granting any permission to the applicant to travel abroad, and if he ever desires to travel abroad for any purpose, he shall have to file an appropriate application seeking such permission,' it added. As per the central agencies, Kejriwal's role in the excise policy 'scam' allegedly involved receiving 'bribe money' from the 'South Group' (business persons from South India) in exchange for granting favours to them when the now-scrapped policy was being drafted. The CBI had alleged that Kejriwal ensured Rs 90 lakh from the 'bribe money' would be given to each of the 40 AAP candidates during the 2022 Goa Assembly polls. Kejriwal was arrested by the ED on March 21, 2024. On June 26, 2024, he was formally arrested by the CBI. He was granted interim bail by the Supreme Court in the ED money laundering case on July 12, 2024. The Supreme Court later granted him bail in the CBI case on September 13, 2024.

Opp says Govt scared, Pahalgam will be in focus in monsoon session too
A day after INDIA bloc parties wrote a letter to Prime Minister Narendra Modi demanding a special session of Parliament to discuss the developments following the terror attack in Pahalgam, the Opposition parties Wednesday hit out at the government for announcing the dates of the Monsoon session 'so much in advance' and alleged that it was done to dilute the demand for the special session. Barring AAP and NCP (SP) led by Sharad Pawar, all other INDIA bloc parties had signed the letter. The AAP is learnt to have sent a separate letter raising the same demand. Union Parliamentary Affairs Minister Kiren Rijiju Wednesday announced that the Monsoon session of the Parliament will commence on July 21 and conclude on August 12. Criticising the government action, Congress communication in-charge Jairam Ramesh said that 'usually the dates of the Parliament session are announced a few days in advance'. 'But this time, the dates were announced 47 days before the session began — this has never happened before,' Ramesh said. He alleged that the decision was taken by the government only to avoid the demand of the India alliance to convene an urgent special session of Parliament. 'Serious issues including the failure of the government to bring to justice the terrorists responsible for the Pahalgam attack, impact of Operation Sindoor and the situation that arose thereafter and blatant politicisation of Operation Sindoor should be discussed in Parliament,' the Congress MP said. 'All these issues, which are of supreme national interest, will remain the focus of discussion during the monsoon session as well. After six weeks, the Prime Minister will have to answer some difficult questions,' said Ramesh. Samajwadi Party MP Javed Ali Khan said the government 'wants to dilute the Opposition's demand for a special session'. 'This is unprecedented,' he said. TMC Parliamentary Leader in Rajya Sabha Derek O'Brien said 'the government is scared'. 'Usually, a Parliament session is announced around 19 days ahead. This time, they announced it 47 days ahead. So scared,' said O'Brien. AIMIM chief and MP Asadduddin Owaisi said that during the Monsoon session, there must be a debate on the Pahalgam attack, the alleged security lapse, and those accountable for it. AAP Rajya Sabha member Sanjay Singh said that the Monsoon session is a regular session, and the government was not doing any favours by announcing it now. 'We will continue our demand for a discussion in (Parliament) on the issues related to Pakistan,' said Singh. RSP MP N K Premchandran also criticised the government action.
