France to build jungle prison to hold drug kingpins
France is to build a high-security prison in the South American jungle for its most 'dangerous' criminals, including drug kingpins.
Gerald Darmanin, the country's hardline justice minister, said the facility will open in 2028 in Saint-Laurent du Maroni in French Guiana, a n overseas territory situated north of Brazil.
'I have decided to establish France's third high-security prison in Guiana,' Mr Darmanin told the Journal du Dimanche.
'Sixty places, an extremely strict prison regime and one goal – to remove the most dangerous profiles involved in drug trafficking,' he said during a trip to Guiana.
'My strategy is simple – hit organised crime at all levels – here in Guiana, at the start of the drug trafficking route and in mainland France, by neutralising the network leaders, and all the way to consumers.
'This prison will be a safeguard in the war against narco-trafficking,' he added.
Crucially, the prison's location 'will serve to permanently isolate the heads of drug trafficking networks' since 'they will no longer be able to contact their criminal networks'.
Justice ministry officials also said that 15 places at the prison would be reserved for convicted Islamist radicals.
Saint-Laurent du Maroni is a strategic hub for so-called drug mules, mainly from Brazil, who attempt to board flights to Paris carrying cocaine originating in neighbouring Suriname.
Mr Darmanin had already said in January he wanted to isolate 'the 100 biggest drug traffickers' in a dedicated facility designed to stop them from pursuing their illegal business from their prison cells.
Guiana is the most crime-ridden French department relative to the size of its population, with a record 20.6 homicides per 100,000 inhabitants in 2023, nearly 14 times the national average.
Saint-Laurent was the location of France's notorious Transportation Camp – a brutal penal colony that operated from the mid-19th century to the mid-20th century.
The structure remains largely intact.

Petition to move Plymouth murderer into high security prison
The family of murdered Plymouth university lecturer Claire Chick has launched a petition in a bid to mandate category A prisons for Butler, 53, of Stangray Avenue, Plymouth, was jailed on 25 April for a minimum of 27 years for the murder of the 48-year Chick's daughter, Bethany Hancock-Baxter, said it was an "egregious oversight" that Butler had been placed in a category C prison following his crimes. She said convicted murderers should start their sentences in category A prisons for "public safety" and "justice". Scots police 'must get tools' to fight rising tide of gangland narco terror, warn Tories
Rising gangland violence is being fuelled by 'dangerously complacent' SNP ministers - leading to a 'reign of narco terror', it was claimed yesterday. Scottish Tory leader Russell Findlay spoke out after two Scottish gangsters were gunned down in a Spanish pub. Ross Monaghan and Eddie Lyons Jnr were fatally shot last Saturday in Fuengirola, a city on the Costa del Sol. The killings prompted speculation that the killings are linked to a gangland feud that has raged across the Central Belt since March – something which Police Scotland tried to play down earlier this week. Last night Mr Findlay said: 'Whether these gangland assassinations were ordered from Scotland or directly linked to the ongoing drugs war in Scotland should be established by the Spanish police along with their UK colleagues. 'What is beyond doubt is that both of these individuals were active participants in the deadly turf war that has been raging across Scotland since 2001 and has caused untold misery to innocent people. 'The police know the identity of the millionaire crime bosses, their violent foot soldiers and their white collar enablers. 'Dangerously complacent SNP ministers need to give officers the tools they need to end this reign of narco terror being inflicted on Scottish communities.' Police Scotland estimated last year that there were 68 known organised crime groups in Scotland - and 13 of these are in Glasgow. On Tuesday, Police Scotland said there is 'currently no intelligence to suggest the deaths of these two men in Spain are linked to the recent criminal attacks' in Scotland. A Police Scotland spokesman said: 'The investigation into the fatal shootings in Fuengirola is being carried out by Spanish police. 'Police Scotland is supporting Spanish police where requested, however at this time we have no officers deployed within Spain. Holidaymakers looked on in horror as a masked hitman stormed into a Costa Del Sol pub to shoot Monaghan, 43, and Lyons Jnr, 46, at point-blank range. The ambush is said to have happened as the senior members of the Lyons crime clan watched the Champions League Final on TV. Sources claim gangsters from the rival Daniels crime group had devised a plot to target the two men at a summit just days earlier. It followed weeks of attacks on their associates, including a 12-year-old boy and pensioners. One insider told the Scottish Sun: 'The hitman got his orders after the meeting to take them both out. 'They knew that Monaghan and Lyons were a bit complacent and could be got at.' Meanwhile, Ana Mula, mayor of Fuengirola, said she wants to 'reinforce' collaboration between local and national police forces following the shootings. She revealed the Spanish resort is ill-equipped to tackle serious crime and demanded more resources and police specialised in organised crime to 'improve the response to the growing phenomenon of gang fights related to drug trafficking on the Costa del Sol'. Cupcake poisoning twist as 'jealous' mean girl confesses to killing best friend with treats 'from an admirer'
A teenage mean girl watched her friend eat a poisoned cupcake she laced with arsenic before having a birthday sleepover, the victim's grieving father revealed. The 17-year-old frenemie, whose named has not been released, confessed to Brazilian authorities that she targeted her classmate Ana Neves out of 'jealousy' in an attempt to 'scare' her. Neves, who had just turned 17 last week, fell sick and fell to the bathroom floor and yet her so-called friend watched silently as the girl was rushed to hospital, according to father Silvio das Neves. 'After my daughter died, she still greeted me and hugged me,' Neves said. The alleged teen killer had sent two notes with the cupcake purporting to be from a secret admirer on Saturday. After finding the deadly care package, a curious Neves sent an audio message to her friends' group chat on WhatsApp asking who sent the cupcake and with the touching message that read, 'A treat for the most beautiful girl I've ever seen.' 'I don't know if it was a friend of mine. Hey, I'm going to read the card to you. Man, I want to know who it was, I'm angry,' Neves said in the audio message that was obtained by Brazilian news outlet G1. 'A gift for the sweetest girl with the most incredible personality I know'. There are a bunch of stickers and on the back there is a post-it that says, 'Lulu is beautiful'. Guys, I swear to God, I want to thank whoever gave me this',' she added. None of her friends responded and she fell ill after eating the cake moments later. The tragedy occurred in the city of Itapecerica - about 310 miles north of São Paulo. She fell sick around an hour after eating the cake at 6pm on Saturday but was initially discharged from hospital that night. Neves returned home for a sleepover with the suspect, not knowing that she had tried to kill her. Her condition took a turn for the worse on Sunday when she became ill and fell in her bathroom. Neves' father told reporters that she was dead by the time she had arrived at the hospital, where doctors failed to revive her from a cardiac arrest. 'This girl went to sleep at my house and was there for the whole thing,' Neves said after his daughter's burial service. 'She saw [Ana] feeling sick, she saw when I took her to the hospital and, the next day, she also saw my daughter falling in the bathroom and she didn't show any reaction.' São Paulo Civil Police investigators analyzed surveillance cameras near Ana Neves' home and were able to identify the license plate number of the motorcycle courier who delivered the poisoned cupcake. The deliveryman was able to share the address to the suspect's home. The suspect was accompanied by her mother to the Itapecerica Police Station, where she was grilled and denied her involvement. She came clean after several hours of dodging questions and said she purchased the arsenic online for about $11.50 (65 Brazilian reals) and bought the cupcake at Menina Trufa, a bakery near her home. While at home, she added the toxic chemical on the cupcake and then requested the courier service, paying around 88 cents (5 reals) for the delivery. The teen also admitted to poisoning another classmate, 17-year-old Kamilly da Silva, on May 15 because she just wanted to frighten her. She said she targeted da Silva because she had not gotten over her breakup with her two previous boyfriends, according to a statement that was obtained by CNN Brasil. She told investigators that she 'did not intend for any greater harm to happen' to both of the victims and that she just wanted both girls to 'experience bad symptoms, such as vomiting.' Da Silva was rushed to a medical facility and made a full recovery, but never filed a police report. Silvio das Neves could not understand why his daughter's classmate wanted to cause harm. 'My daughter didn't deserve this,' he said. 'She was a good person, she had no vices, she didn't mess with anyone, she was a hard worker.'
