As Singapore snares its largest Reit IPO in a decade, the Hong Kong exchange is busier than ever
[SINGAPORE] The last week has seen good news for the Singapore Exchange (SGX). Not only is NTT's upcoming real estate investment trust (Reit) listing likely to be the largest S-Reit listing in a decade, software company Info-Tech Systems is debuting later this week – marking SGX's first mainboard listing in two years.
Meanwhile, the Hong Kong stock exchange – with a new chief executive at the helm – is likely to have another bumper year of initial public offerings (IPOs) again.
Hong Kong IPO boom
Some 40 IPOs are expected to be listed on the Hong Kong Exchanges and Clearing Limited (HKEX) in the first half of this year, based on publicly available information as at Jun 11. These offerings are projected to raise HK$108.7 billion (S$17.7 billion), marking a 33 per cent increase in deal volume and a remarkable 711 per cent surge in total proceeds compared to the previous year.
There were 71 IPOs last year, a 3 per cent decrease from 2023, but total funds raised reached HK$87.5 billion.
PwC forecasts that the upward trend will continue in 2025, with about 70 to 80 companies expected to list in Hong Kong, raising an estimated HK$130 billion to HK$160 billion.
Of the 36 IPOs that have already launched in Hong Kong this year, 21 have traded above their offer prices, indicated Bloomberg data. This strong performance of new IPOs has prompted South-east Asian companies to relook at Hong Kong listings, noted Jason Saw, group head of investment banking at brokerage CGS International.

According to professional services firm EY's Chinese mainland and Hong Kong IPO report for the first half of 2025, Hong Kong accounted for 24 per cent of global proceeds. Mega IPOs helped HKEX to secure the top global position by funds raised, reaching US$14 billion.
A key contributor to this surge was the listing activity of A-share companies – companies already listed on mainland Chinese exchanges – and their spin-offs. These deals significantly lifted the average deal size, with proceeds rising more than fivefold year on year.
Another driver are Chinese companies that are turning to Hong Kong to raise funds outside the mainland amid tightening capital controls, Leon Lim, partner at law firm TSMP Law Corporation told The Business Times.
He added that Beijing has facilitated this shift by easing filing requirements for overseas listings.
Hong Kong's pro-market stance also helps attract companies which get 'access both to deep global capital pools and China, as well as rising demand for shares in Hong Kong listings', said CGS International's Saw.
Strained US-China relations are further accelerating this shift, observed TSMP's Lim. 'The current US administration has been slightly unpredictable, and observers are cautioning a repeat of 2023, which saw Chinese state-owned enterprises delisting their US American Depositary Receipts en masse to avoid having to disclose information under rules imposed by the previous Trump administration,' he said.
HKEX allows secondary listings from companies on 'recognised' exchanges such as those in Thailand, Indonesia, Singapore, Saudi Arabia and the United Arab Emirates.
However, mainland Chinese companies typically list in Hong Kong via separate 'A+H' or dual-primary listings. Examples include major Chinese drug maker Jiangsu Hengrui Pharmaceuticals, condiment maker Foshan Haitian Flavouring and Food as well as battery giant CATL.
While the exact number of Hong Kong's current secondary, A+H dual, or dual-primary listings is not publicly disclosed, SGX currently hosts 28 secondary listings, including names such as Mandarin Oriental, DFI Retail and electric vehicle maker Nio.
Different niches
Singapore and Hong Kong have different strengths, said Carmen Lee, head of OCBC Investment Research, who sees Hong Kong attracting more Chinese and China-related companies
Lee, who spoke to BT at OCBC's mid-year 2025 outlook briefing last week, expects Hong Kong to remain strong in sectors such as technology, pharmaceuticals and insurance. Companies in these industries – especially those looking for relevant comparables like BYD in the electric vehicle sector or China Life in insurance – are more likely to choose Hong Kong as their listing venue.
However, she believes that companies in other sectors such as banking, real estate or aviation may consider Singapore, where they can find more appropriate benchmarks.
Chan Yew Kiang, Asean IPO leader at EY, similarly finds that SGX has an edge in Reits, serving as an attractive platform for companies across South-east Asia.
He said: 'Exchanges do compete for quality listings, but they are also complementary in that success will make for a robust IPO and capital market. Alliances between exchanges and secondary listings enable companies to leverage on a broader capital market ecosystem.'
When it comes to secondary listings, TSMP's Lim highlighted Singapore's stable political environment and transparent legal system as key advantages.
He also pointed out that the 2020 imposition of the National Security Law in Hong Kong has raised concerns about the city's autonomy. This means 'any issuer choosing to list its shares in Hong Kong would have to be comfortable with this risk', he noted.
In contrast, Saw emphasised Singapore's appeal, describing it as a 'very transparent and neutral ground' with clear regulations that make it 'easier to access'.
He also noted that SGX offers a faster time to market, backed by its international presence and the ability to attract capital in both US dollars and Singapore dollars, alongside a shorter IPO queue compared to Hong Kong.
With Singapore's status as a hub for industries such as banking and capital markets, EY's Chan believes that these sectors will 'continue to be the cornerstone of being attractive to companies to consider a primary or secondary listing in Singapore'.
Doorway to South-east Asia
Even as SGX is seeking to attract high-growth companies from South-east Asia, HKEX's newly appointed CEO Bonnie Chan has similar plans to boost its global profile by attracting secondary listings from such companies.
EY's Chan sees Singapore as having a clear advantage, describing it as the 'doorway to companies that seek to build brand equity and tap into capital across South-east Asia'.
Growing interest among companies considering a Singapore IPO has been observed by TSMP's Lim. He added that this could possibly be in response to recent measures announced by the Monetary Authority of Singapore; and such businesses typically operate in sectors with strong investor appeal and are generally less exposed to global trade tensions and tariffs.
CGS International's Saw echoed this, noting that Singapore-based advisers have actively approached companies not only in South-east Asia but also in North and Central Asia.
However, he acknowledged that 'it has been harder to swing South-east Asian companies to the SGX, given the vibrant local market in their respective home base'.
Still, other regional dynamics could nudge companies towards listing in Singapore. Lim, for instance, observed spillover from Malaysia's active IPO market, where issuers may face stiffer competition and need to work harder to stand out.
'Some of these issuers also view a Singapore listing as a strategic one – which speaks to Singapore's reputation as a well-regulated and reputable global market,' he said.

Longer leases for renewable energy will boost Singapore's energy transition: EDP Renewables
[SINGAPORE] Having longer land leases for renewable energy in Singapore is one policy shift that could accelerate the city-state's transition into a low-carbon economy, said an executive at renewable energy player EDP Renewables. While Singapore's agency for industrial development JTC currently has a scheme – called SolarLand – which converts industrial land that is temporarily vacant into solar farms, Filipa Ricciardi, executive director of EDP Renewables in Asia-Pacific, said she hopes to see more land reserved for renewable energy development over a longer term. 'I would love to see a right of use of land for renewable development... Industrial and commercial land... the purpose of it is not necessarily to develop renewable projects, and JTC was smart enough to think about an interim use. Obviously, we would like to see more stable, long-term land that could be available to serve clients here in Singapore,' said Ricciardi, who was speaking last Friday (Jun 27) at an event organised by Amazon Web Services. And that also includes the use of space over water bodies. JTC land parcels are typically allocated via a tender process, and companies that win the tender are given a temporary occupation licence, which have tenures of up to three years, indicated JTC's website. Solar farms, however, have a lifespan of between 25 and 30 years. Sign Up Sign Up While Ricciardi understands that land scarcity is a major challenge in Singapore, she said she hopes to see longer leases that could last as long as 35 years. 'What I would love to see change is the concept of temporary. And so, make it more definitive for a certain time period. As renewable developers, we push for more clarity on the uses of land and the longer the time, the better for the renewable projects,' she said. Beyond Singapore, she added, the liberalisation of electricity markets in other parts of Asia-Pacific are key for corporates to adopt more renewable energy. Regulatory frameworks that allow companies to sign corporate power purchase agreements are needed. In the context of South-east Asia, Valerie Choy, renewable energy lead for Asia-Pacific at Amazon Web Services, said that there has been tremendous progress in the region. As Indonesia's electricity market is still regulated, the company signed an agreement with state-owned utility company PLN for it to provide the cloud computing arm of Amazon with solar energy. She noted that Malaysia has also launched a programme for corporates to sign power purchase agreements, while Thailand has started a green energy procurement scheme for companies to buy renewable energy certificates. 'These are avenues that didn't exist... just four or five years ago... I think there's already tremendous progress being made, and we'll continue to work with governments and utilities in the South-east Asian countries to progress new ways to procure renewable energy,' said Choy.

Indonesia begins $7.5b EV battery project despite environment fears
NGOs say Indonesia and the Chinese firms involved have not given assurances about environmental protections at the site. PHOTO: AFP JAKARTA - Indonesia broke ground on June 29 on a US$5.9 billion (S$7.5 billion) megaproject for EV battery production backed by Chinese giant CATL, despite NGOs raising concerns over a lack of environmental guarantees. Indonesia is the world's largest nickel producer and it is trying to capitalise on its vast reserves, with a 2020 export ban spurring a domestic industrial boom of the key metal used in EV batteries and stainless steel. The EV battery project will include a US$4.7 billion investment on the eastern island of Halmahera and a US$1.2 billion investment in West Java, energy minister Bahlil Lahadalia said in a speech alongside President Prabowo Subianto. 'According to my calculation, it won't take long, in probably between five to six years we will be able to reach energy self-sufficiency,' Mr Prabowo said at a groundbreaking ceremony in Karawang, West Java. Mr Bahlil said the Halmahera complex will focus on mining, smelting and production of cathodes which are a key component in rechargeable batteries. The West Java complex will focus on battery cell production, the minister said. The two politicians did not say when the megaproject was slated to be operational, but Indonesian officials have said a CATL plant in Halmahera would open in March 2026. Alongside CATL, the Halmahera complex is backed by China's Zhejiang Huayou Cobalt and Indonesia's state-owned Antam. Climate Rights International (CRI) and Greenpeace Indonesia this week issued a call for greater assurances from Jakarta that measures were in place to protect the surrounding environment at the bigger complex in eastern Halmahera. Environmental group Mining Advocacy Network (Jatam) said in a statement on June 28 that Jakarta was 'chasing vague economic growth while consciously ignoring the people's scream' to end damage to the environment and residents' livelihoods. Halmahera, a once-pristine island in the Maluku archipelago, has seen environmental damage increase as operations have grown at a large industrial park that hosts the world's largest nickel mine. A CRI report in June warned the Indonesian government was allowing environmental damage to go unchecked around the Weda Bay mine and the industrial park that hosts it. An AFP report in May detailed how the home of the nomadic Hongana Manyawa tribe was being eaten away by mining operations there. New jobs will emerge with transition to autonomous vehicles: Acting Transport Minister

PHOTO: MINISTRY OF TRANSPORT – There will still be jobs available for drivers in the transport sector, even if the adoption of autonomous vehicles in Singapore becomes more widespread in future, said Acting Transport Minister Jeffrey Siow. Addressing concerns about the impact of self-driving vehicles on livelihoods, he said that in a steady state, there will be a mix of both autonomous and human drivers on Singapore's roads. However, the role of professional drivers may change, and it is the Government's job to help drivers make the best of new opportunities, Mr Siow told reporters on June 27. He was speaking on the sidelines of a two-day visit to Guangzhou to learn how the Chinese city has developed and rolled out self-driving technology. Singapore media were invited to join the delegation on the trip. '(It) may well be you have somebody on board that does different things,' Mr Siow said , noting that this may be to help load luggage, aid elderly passengers in boarding, or lead a tour group. New jobs will also emerge from driverless vehicle operations, the acting minister noted. Visiting several autonomous driving companies in Guangzhou, he said he could already see many young people working as programmers, designers, fleet managers and operations control centre staff. 'These are just at the tip of the iceberg,' he added. Paying homage to taxi and private-hire car drivers in Singapore and their important role, Mr Siow said that as the industry develops and changes, the Government will make sure they are well taken care of. 'Some of them will transition to these new jobs... Others – we have to see how to help them reskill, to retrain, and to take up other jobs in the economy,' he added. National Trades Union Congress (NTUC) assistant secretary-general Yeo Wan Ling said the labour movement believes autonomous vehicles will benefit workers. For instance, self-driving vehicles could help take over late-night shifts and lighten the load on drivers, improving productivity and safety. Ms Yeo, who advises the National Transport Workers Union, National Taxi Association and National Private Hire Vehicles Association, agreed with Mr Siow that autonomous vehicle adoption will open up jobs in areas such as maintenance and research and development. It could also attract more young people to the public transport sector, she added. But Ms Yeo, who was part of the Singapore delegation in Guangzhou, said it is also important for the Land Transport Authority to work with NTUC to map out these career paths, and create upskilling packages so livelihoods are not disrupted or displaced. One of her takeaways from the trip was the need for a measured and considered roll-out of self-driving technology. 'It's important to provide safety nets as well as a sense of security and safety to people,' the Punggol GRC MP added. During a visit on June 26 to the Guangzhou Public Transport Group, which deploys self-driving shuttle buses on 12 public routes in the city, Ms Yeo asked a number of questions related to how the company deals with employment and retraining. In response, the public transport operator noted that road conditions on some of the 12 autonomous bus routes are complex as they run through the city centre. Hence, safety personnel on board are certified to stringent local standards. The company also said there will be a need for more remote operators in future once these vehicles become truly driverless, and these roles require a lot of experience. A nother company the delegation visited was WeRide, which has been running an autonomous minibus service in Resorts World Sentosa (RWS), an integrated resort in Singapore, since June 2024. WeRide, which operates in 30 cities globally , plans to expand its deployments in Singapore. Since January, it has also been allowed to remove the steering wheel from its Sentosa shuttle bus, relying on remote operators monitoring the vehicle from afar and a safety officer on board in case of emergencies. WeRide Singapore general manager Kerry Xu said the company had trained bus drivers from its partner, Singapore transport operator EZ Buzz, to be safety officers and remote operators. 'Our thinking is that we will work with local operators to upskill their existing drivers and help them transition to a new job, so they don't feel like they will lose their jobs,' Mr Xu said. 'This is another way to boost public acceptance , by helping the local workforce to upskill and transform ,' he added. PHOTO: MINISTRY OF TRANSPORT Singapore transport giant ComfortDelGro, meanwhile, has been working with robotaxi company which Mr Siow also visited during his trip. In March, ComfortDelGro started a two-year trial in Guangzhou, taking part in commercial robotaxi services to learn how to put autonomous vehicles into use. ComfortDelGro group chief executive Cheng Siak Kian noted that while self-driving vehicles may be autonomous on the road, there are other parts of the operation that still require a human in the loop. 'Ultimately, you still have to clean your vehicles... you still have to fuel the vehicles,' he added. Mr Cheng said ComfortDelGro will need to think about how to train its people to manage an autonomous taxi fleet , for example, by upgrading safety crew to become remote operators, which is what is happening in China today . Another consideration is how to price self-driving services so passengers find it attractive, while ensuring that manned taxis and private-hire cars are not undercut by fares that are too low , he added. Mr Cheng said: 'Ultimately, for Singapore, there's always going to be a constraint in terms of manpower. There will always be a constraint in terms of the actual supply of vehicles... There will be areas that will be underserved. We believe that robotaxis will be able to plug some of these gaps now and into the future.' chief executive James Peng said his company wants to start at least a small-scale trial in Singapore by the end of 2025. The population is also tech-savvy. He said Singapore has these elements too. Mr Peng noted that public attitudes towards self-driving vehicles have shifted over the years. 'In the early days... especially when they see there's no driver in it, people were shocked. Sometimes, they even try to do something crazy to see how we react.' But today, robotaxis complete about 20 rides daily per vehicle, which Mr Peng said is on a par with a typical taxi. On whether autonomous driving will displace workers, Mr Peng framed it as job transformation, noting that large-scale deployment of autonomous vehicles will take decades. 'Over that stretch, society will find a way. It is just like every other transformation before this, (like) cars replacing horse carriages,' he added.
