Kazakhstan looks to Gulf investment as it develops the next Silk Road

Kazakhstan is working to attract more investment from Gulf states as it develops transport routes akin to the ancient Silk Road between Europe and China, the country's deputy foreign minister has told The National.
Gulf countries have poured investment into the oil and mineral rich central Asian country, deputy minister Roman Vassilenko said in an interview at the Astana International Forum in Kazakhstan's capital. These nations are seen as "an important source of potential investment', he said.
Emirati transport and logistics giants including AD Ports Group and DP World already work at trade and port hubs in Kazakhstan. The country is expanding capacity on the so-called 'middle corridor', a trade route following similar paths to the Silk Road, connecting China with Europe through Kazakhstan, the Caspian Sea, Azerbaijan, Georgia and Turkey.
Several agreements were signed with the UAE when Sheikh Khaled bin Mohamed, Crown Prince of Abu Dhabi, visited Astana last month, Mr Vassilenko said, in sectors such as artificial intelligence, health care, renewable energy and infrastructure.

AD Ports Group, the operator of industrial cities and free zones in Abu Dhabi, said it plans to invest another $600 million to expand its operations in Kazakhstan, and aims to develop a multipurpose terminal to improve trade and expand its fleet in the Caspian Sea.
The investment in trade infrastructure comes as countries look to shore up supply routes for consumer goods and commodities and protect against shocks similar to those caused by the coronavirus pandemic and economic and political instability.
'Abu Dhabi Ports is already working to help Kazakhstan develop maritime infrastructure on the Caspian Sea, as well as building up tankers for transporting our oil across it,' Mr Vassilenko said. 'That is, of course, also part of the solution to the challenges that we face as we try to develop the middle corridor.'
The volume of products traded on the route, including crude oil and consumer goods, has increased from 560,000 tonnes in 2021 to 4.5 million tonnes last year, Mr Vassilenko said.
Relationships with the Gulf countries are focused on trade and investment, Mr Vassilenko added. Kazakhstan's wealth of hydrocarbon and mineral resources, and keenness to widen its trading base beyond traditional allies Russia and China, mean that much of its foreign policy centres around finances and economics. Ties with major powers remain important – Beijing and Moscow are Astana's largest trade partners, followed by the EU. But Kazakhstan is looking elsewhere too.

Central Asian neighbours have a special place, of course, then the West, and then the Arab world. It's all part of the concerted vision that we have pursued ever since independence.'
Sanctions on both Russia and Iran have complicated trade for Kazakhstan and its central Asian neighbours, creating more need to bolster routes such as the middle corridor that travel through neither's land territory.
Astana has adopted a neutral position on the conflict since Moscow's invasion of Ukraine in February 2022. It continues to do business with Russia, from where goods from face wash to breakfast cereal and vodka fill the supermarkets of Astana. Conflict and instability in Afghanistan have also limited north-south trading routes.
'We are not only landlocked, but we are also limited in our options, so we can trade via Russia, and we have been doing this throughout our independence,' Mr Vassinlenko said. 'Yet, we now understand that we need to develop alternative routes, and that's why the middle corridor comes in handy.'
When it comes to Iran, Astana sees 'enormous' potential for trade, especially for transit to third countries, said Mr Vassilenko, who added that there are prospects for much better relations if ongoing talks between Tehran and the US reach fruition and sanctions on Iran are lifted.
Sharing a naval border in the Caspian Sea, Iran and Kazakhstan had a trade volume of $303 million in 2023, according to the Observatory for Economic Complexity. The trade was dominated by Iranian exports to Kazakhstan, mostly of polymers, ceramics and tropical fruit.
'The opportunities of trading via Iran with the world for Kazakhstan are enormous, and yet they are limited now,' Mr Vassilenko said. 'Now you can still send goods via Iran, mostly food stuffs which are not sanctioned, et cetera, but it's still very limited. There is an infrastructure, and we have tried using this infrastructure in the past, meaning railways, and Iran offers beneficial tariffs for transporting our goods via railways, but generally normalisation of these relations will help.'
The world's ninth largest nation by land area, Kazakhstan gained its independence in 1991 following the collapse of the Soviet Union, and produces 40 per cent of total current world supply of uranium, as well as crude oil. It also has other resources including rare earth minerals so attractive that they are becoming a leading area of policy for the country, as other nations seek to secure supplies.
Increasingly important in the development of consumer electronics, electric vehicles and medical equipment, rare earth minerals are highly sought-after by countries around the world, which are rapidly seeking to secure access to supplies. In April, Kazakh authorities announced the discovery of more than 20 million tonnes of metal deposits – a reserve that, if proven, would give the country the world's third largest reserves of rare earth elements, behind only China and Brazil.
Kazakhstan not only needs foreign technologies to help it mine the precious reserves, it also wants to bring in foreign geologists to explore and discover more of them. The country has agreements with German, French, British and American geologists.
'I think in the next five to 10 years, you will hear more and more about rare earth metal developments in Kazakhstan, in particular in co-operation with the West,' Mr Vassilenko said.

This three-way partnership between MAG, Multibank and Mavryk highlights how traditional real estate giants and fintech leaders are joining forces to democratise investment in real-world assets. Through real estate tokenisation, physical properties are turned into digital shares or tokens on the blockchain. Instead of buying a whole apartment or villa, an investor can acquire fractional ownership of the property, earn daily income, and buy/sell these tokens like stocks. In exclusive interviews with Zawya Projects, Talal Moafaq Al Gaddah, Senior Executive Vice Chairman of MAG, and Zak Taher, Founder and CEO of shared their insights into the vision, infrastructure, and investor safeguards behind the initiative. 'At MAG, we're very aware that this is new territory for many traditional investors,' said Al Gaddah. 'Real estate has always been about trust and real, lasting value. Citing the need to reimagine mining in Africa, President Mahama underscored the value of the downstream mining industry in building resilient and diversified economies across the continent. Rich in a variety of mineral resources, Africa is well-positioned to leverage its mining industry and the growing global demand for critical minerals to drive long-term and sustainable economic growth. According to President Mahama, the continent 'is rich in gold, bauxite, lithium, cobalt and other rare earth minerals. Our continent holds 90% of global platinum reserves, 79% of phosphate rocks and over half of the world's manganese. Mining contributes substantially to our GDP and employment; but it has not transformed the lives of our citizens as it should.' As such, Ghana is implementing a series of initiatives to strengthen the downstream value chain, aiming to bolster employment opportunities, formalize small-scale mining and support revenue generation. 'We will be investing in the downstream value chain. We must integrate mining into the broader economic framework – that is how we build resilient and diversified economies. We believe there should be increased participation by Ghanians in exploiting our mineral wealth. We welcome investors to partner with us,' President Mahama added. Insights from industry leaders affirmed the role Ghana's mining industry continues to play in the country's economy. Delivering a welcome address, Otumfuo Osei Tutu II, King of the Asante Kingdom, highlighted the role of traditional authorities in empowering artisanal and small-scale miners to ensure the sector enhances its contribution to industry growth. 'Gold, diamonds and critical minerals represent the best option for sustainable growth for Africa. They are the economic health of economies,' stated King Tutu II, adding that 'We have an opportunity to use policies to address industry problems. The Gold Board presents an opportunity for new investments to come in.' Ghana's mining industry accounts for approximately 12% of the country's GDP. The industry also accounts for the highest employment in the country. Looking ahead, Ghana seeks to consolidate its position as a regional mining hub, utilizing platforms such as the African Continental Free Trade Area (AfCFTA) to accelerate regional trade and exports. Wamkele Keabetswe Mene, Secretary General of the AfCFTA, spoke about best practices to enhance regional gold trading and cooperation to bolster mining sector expansion. According to Mene, to address mining sector challenges, it is imperative to enhance digitalization to reduce transaction costs and enhance traceability and financial inclusion. He added that the Mining in Motion 2025 summit is timely, given the African Union adoption of its Digital Protocol in February. The protocol aims to use digitalization mechanisms such as gold tokenization to drive sustainability, poverty eradication and to create jobs. 'There are challenges to economic growth such as nationalization of resources and trade wars. Africa must respond to these challenges. AfCFTA provides an opportunity to create a [regional] market and achieve the African Union's Agenda 2063 of economic integration,' stated Mene. Dubai's real estate market is entering a pivotal stabilisation phase in 2025, signalling a maturing and sustainable investment landscape. After a remarkable surge that saw residential property prices climb by approximately 60 per cent from 2022 to early 2025, driven by strong international demand, the market is now transitioning towards equilibrium. This shift, as outlined by Asico, a leading Dubai-based real estate brokerage and developer, reflects a healthy evolution, offering investors a more predictable and strategic environment. As of January 2025, the average price per square foot in Dubai's residential market stood at Dh1,484, marking a modest 0.57 per cent month-on-month decline. This subtle dip indicates a cooling from the frenetic price escalations of recent years, suggesting a market recalibrating for long-term stability. Despite this adjustment, transaction activity remains vigorous. In February 2025, Dubai recorded a 32 per cent increase in transaction volume and a 37 per cent rise in value compared to February 2024, totalling over Dh50 billion. This resilience underscores the emirate's enduring appeal as a global real estate hub. A notable trend reshaping the market is the growing demand for mid-market and affordable housing. In 2024, two out of five ready home sales were valued at less than Dh1 million, a clear departure from the dominance of luxury properties. This broadening appeal reflects a more inclusive market, catering to a diverse buyer base and fostering sustainable growth. High-net-worth individuals continue to gravitate towards premium developments in areas like Palm Jumeirah and Downtown Dubai, where properties often exceed Dh5 million, but the rise of mid-tier options signals a market maturing beyond speculative frenzy. The off-plan segment remains a cornerstone of Dubai's real estate dynamism, with a 38 per cent increase in transaction volume and a 60 per cent surge in value year-over-year in February 2025. Prime locations such as Dubai Creek Harbour, Mohammed Bin Rashid City, and Dubai Hills lead this charge, attracting investors with their blend of modern infrastructure and strategic positioning. Off-plan properties, often priced 10-20 per cent below ready homes, continue to entice buyers seeking capital appreciation and rental yields, which average 6-8 per cent annually in key areas, according to industry data. On the supply side, developers are proactively addressing demand. In response to robust market activity, construction schedules are being accelerated, with handovers brought forward by three to six months. This agility aims to prevent potential shortages and maintain market balance. However, ratings agency Fitch has cautioned of an impending price correction, projecting a double-digit decline in the second half of 2025 and into 2026. This forecast aligns with a planned delivery of 210,000 units in 2025 and 2026, nearly double the volume of the previous three years. Fitch estimates this supply surge could depress prices by up to 15 per cent, a sharp pivot from the post-pandemic boom. Wail Abualhamail, director of Real Estate at Asico, views this stabilisation as a positive development. 'The current phase reflects a maturing market, shifting from speculative buying to strategic, long-term investments,' he said. 'This evolution signals investor confidence, enhanced regulation, and a sustainable future for Dubai's real estate sector.' Property market experts said the stabilisation marks a new chapter for Dubai's real estate sector, one defined by resilience, diversity, and strategic growth. 'As the market matures, it continues to affirm its position as a global leader, offering investors a stable yet dynamic platform for long-term success,' a spokesman of a Dubai realty brokerage firm said. Asico's insights highlight a market where quality, thoughtful planning, and prime locations are becoming the primary drivers of returns, moving away from short-term speculation. The Dubai government's strategic initiatives further bolster this outlook. The Dubai Economic Agenda (D33), targeting a doubling of the emirate's economy by 2033, emphasises real estate as a key growth driver. Policies like the Golden Visa programme, which grants long-term residency to property investors, and 100 per cent foreign ownership in select sectors have cemented Dubai's status as a global investment destination. In 2024, the emirate attracted over Dh 300 billion in real estate investments, with 40 per cent from foreign buyers, according to Dubai Land Department data. As Dubai's property market stabilises, investors face a landscape ripe with opportunity. The focus on mid-market properties broadens investment avenues, while sustained demand underscores the sector's long-term strength. For buyers, this phase offers a chance to make informed decisions in a more predictable environment, prioritising quality and location over speculative gains.
