New Jersey Transit rail strike commences as labor talks deadlock

PRINCETON, New Jersey - New Jersey's commuter rail engineers walked off the job early on Friday after 11th-hour contract talks with the third-largest U.S. public transit system stalled ahead of a midnight strike deadline set for meeting union wage demands.
The first labor strike against the New Jersey Transit agency in more than 40 years went into effect at 12:01 a.m. EDT (0401 GMT) on Friday.
The Brotherhood of Locomotive Engineers and Trainmen, which represents 450 NJ Transit engineers who drive the agency's commuter trains, said a marathon 15-hour bargaining session on Thursday broke off when management negotiators walked out of the talks at 10 p.m.
The union announcement came as New Jersey Governor Phil Murphy and NJ Transit's Chief Executive Officer Kris Kolluri were holding a news conference. They told reporters talks had paused but that management remained willing to return to the bargaining table at any time.
"We must reach a final deal that is both fair to employees and affordable," Murphy, a Democrat, told reporters. "Let's get back to the table and seal a deal."
NJ Transit said the rail system was commencing "a safe shutdown" at 12:01 a.m., with no new departures started after that point, although trains already en route would finish their trips.
The strike, the first mass transit work stoppage to hit New Jersey since a three-week walkout in 1983, was expected to idle trains serving hundreds of thousands of commuters in New Jersey and New York.
The agency said in a statement it would increase bus service on existing lines and charter private buses to operate from several satellite lots to help ease the impact but warned buses would only be able to handle around 20% of rail customers.
The looming strike had already prompted the agency to cancel trains and buses to MetLife Stadium for pop star Shakira's concerts on Thursday and Friday nights.
NJ Transit also urged commuters to work from home on Friday, if possible. It was unclear how long the labor dispute might last.
Kolluri said the U.S. National Mediation Board had reached out to both sides to propose reopening talks on Sunday morning, but he said NJ Transit stood ready to resume negotiations anytime before that.
The union statement made no mention of when talks might be restarted. It said picket lines would go up at 4 a.m. at several locations across the rail system, including NJ Transit's headquarters in Newark, Penn Station in New York City, and the Atlantic City rail terminal.
The labor clash came weeks after negotiators had agreed on a potential deal in March, but the union's members voted overwhelmingly to reject it.
The union has said it is simply aiming to raise the engineers' salaries to match those at other commuter railroads in the region.
NJ Transit cannot afford the pay raises that the engineers are seeking because 14 other unions that negotiate separate labor contracts with the agency would demand the same, higher wage rates for their members, Kolluri told reporters.
"I have always said that any deal we reach would have to be fair to our engineers and fiscally responsible without burdening our riders or the taxpayers," Kolluri said. REUTERS

Judge Boasberg, an appointee of Democratic President Barack Obama, gave the government one week to detail how it would facilitate the deportees' challenges, known as habeas corpus petitions. The Venezuelans were deported in March after President Donald Trump, a Republican, invoked the 1798 Alien Enemies Act to swiftly deport alleged members of the Tren de Aragua gang without going through normal immigration procedures. The appellate court panel that paused Boasberg's ruling included US Circuit Judges Gregory Katsas, Neomi Rao and Justin Walker, all of whom were appointed to the court by Mr Trump during his first term in office. The American Civil Liberties Union, which represents the Venezuelans in the case, did not respond immediately to a request for comment. PHOTO: REUTERS WASHINGTON – The Trump administration will propose scrapping Biden-era climate mandates requiring the nation's power plants to curb planet-warming greenhouse gas emissions as soon as June 11, according to people familiar with the matter. The Environmental Protection Agency is also set to advance a plan for unwinding limits on mercury and other toxic air pollution from the facilities, said the people, who asked not to be named because the measures aren't yet public. The proposals, which are among the administration's most substantial deregulatory moves yet, would repeal EPA limits on carbon dioxide and other greenhouse gases from coal-fired and natural gas power plants, said the people. Former President Joe Biden had imposed the restrictions that effectively compel the use of carbon capture technology to curb planet-warming pollution. The EPA also plans to repeal stringent standards limiting the emission of mercury, particulate matter and other pollutants that necessitate the installation of costly pollution controls at coal-fired power plants. The moves, which will be subject to a public comment period before they can be finalised, come as the Trump administration prioritises the expansion of domestic energy development, citing a massive surge in power demand from artificial intelligence. Opponents of the Biden-era limits have argued the mandates would unnecessarily shutter coal-power plants and discourage the construction of new gas-fired facilities. Industry and environmental stakeholders expect the administration to assert that repealing the greenhouse gas emission curbs would have no meaningful impact on public health and welfare since planet-warming pollution from coal- and gas-fired power plants generate only a small share of emissions. Japan's defence minister said the previous day that the appearance of the Chinese aircraft carriers signified Beijing's intention to further widen its capabilities beyond its borders. Mr Koo said the armed forces had a 'full grasp' of the carriers' movements. 'Crossing from the first island chain into the second island chain sends a definite political message and their expansionist nature can be seen,' he told reporters in Taipei. The first island chain refers to an area that runs from Japan down to Taiwan, the Philippines and Borneo, while the second island chain spreads further out into the Pacific to include places like the US territory of Guam. China's navy, which has been honing its abilities to operate further and further from the country's coast, said on June 10 the carrier operations were a 'routine training' exercise that did not target specific countries or regions. Taiwan, which China views as its own territory, keeps a close watch on Chinese military movements given the regular drills and war games Beijing stages around the island. Since May, China has been flexing its muscles by sending an unusually large number of naval and coast guard vessels through a swathe of East Asian waters, according to security documents and officials, in moves that have unnerved regional capitals. Japan's defence ministry confirmed the two carriers, Liaoning and Shandong, were operating in separate areas in the Pacific on June 7, both near remote southern islands belonging to Japan. Earlier, Japan said the Liaoning sailed within its exclusive economic zone near Minamitorishima, a remote island east of Iwo Jima.
